Dr. David B. Seibel of St. Louis, MO addresses the AOSA’s general session as he receives the 2005 AOSA Founders Award. The AOSA Founders Award is presented to an individual for outstanding contribution to the AOSA. UMSL 4th year optometry student Mark Gifford made it to the final round of this Year’s Optometry Superbowl moderated by Dr. David Seibel. The Superbowl takes the best student from each school of optometry to compete in

three rounds of a jeopardy-like contest to see who is the best. This year’s winner for the third year in a row was SCO.

InfantSEE Update: Program Unveiled Nationally in Early June

The InfantSEE program, optometry’s premier public health initiative for infants’ vision, was officially launched by AOA in early June. The national campaign included airtime on NBC’s Today Show on June 8, 2005 and an article published in USA Today on the same day. To learn more about InfantSEE, call toll-free (888) 396-EYES (3937) or visit www.infantsee.org. The public service announcement given by President Jimmy Carter, Honorary Chair for InfantSEE, and the article in USA Today are both available on this website. Both outlets will contain the names of participating InfantSEE optometrists in the patients’ communities. No patients will be given a direct referral; instead, parents will choose from among all participating providers in the community. Optometric Recognition Award Program

The American Optometric Association announced recently the 2005 recipients of the Continuing Optometric Recognition Award. The Continuing Award is given to doctors of optometry who have completed 50 credit hours of continuing education in their field over a one-year period and, in addition, have previously received the Initial Optometric Recognition Award, which is given to doctors of optometry who have completed 150 hours of approved continuing education in their field over a period of three consecutive years. The award presentation took place on June 23, 2005, during Optometry’s Meeting™ in Dallas, Texas. AOA Continuing Award winners from Missouri are as follows: Dr. William D. Dellande, Dr. Kurt W. Finklang, Dr. John J. Turley, Dr. Sharon Kay Dyer and Dr. Ronald J. Fornelli.

Web Resource for Patients with Visual Disabilities

The Governor's Council on Disability publishes the Directory of Resources for Missourians with Disabilities. The Directory provides a listing of over 600 agencies in Missouri that provide services to individuals with disabilities Over 150 of those agencies provide services to all individuals with disabilities or specialize in serving individuals who are visually impaired or blind. July 15, 2005 In June, the American Optometric Association held its annual Congress. Missouri was well represented in President’s Council as well as in the House of Delegates. Additionally, the Cabinet of the North Central States Optometric Council met and discussed issues.

The House of Delegates passed three resolutions. The first requires that all members of state affiliates also be AOA members. While Missouri has always required this, many have not. This will help ensure that everyone benefiting from the work done at the national level will share in the cost. Second, the House passed a special, rolling dues assessment of $60 per member per year. This will cover the cost of an ongoing public relations project. The AOA has contracted with Hill and Knowlton, a national leading public relations firm, to improve optometry’s image on a national level and help counteract the recent attacks that have been launched against the profession of optometry. Finally, the House of Delegates authorized the establishment of an emergency legislative/legal defense fund. The fund is designed to help any state legally or legislatively that is being challenged on a local level, but whose outcome could have national implications. The details of the defense fund are being worked out in committee. Two new AOA Trustees were elected: . . . and our own Dr. LeeAnn Barrett announced her candidacy for trustee for next year as well. On Saturday, we were fortunate to have Dr. Pete Kehoe talk to us about the “AOA Experience” (left); Mr. Charlie Ballard (former MO State Representative and now Chief of Staff to Senator Delbert Scott) gave us an overview of the 2005 legislative session; Rep/Dr Steve Tilley talked to us about his perspective on his first year in the MO House of Representatives; and Mr. Rich Davis, motivational speaker, taught us how to get involved and stay motivated in our leadership roles.

The weekend concluded with committee meetings and the MOA Board meeting.

MOA Leadership Retreat

Upcoming projects and activities were discussed by MOA leaders at the June 10-12, 2005, MOA Leadership Retreat, at the Lake of the Ozarks. Industry Alliance Day was well attended on Friday and a roundtable discussion (above, right) was held to discuss issues affecting the eyecare industry, followed by a luncheon and golf outing. The evening was filled with food and conversation and the annual barbeque.

Since this year’s location is not just a hotel but a vacation destination that the whole family will love, why not book your room for an extra few days and make it a vacation. This year’s convention will tee off with our annual golf tournament at the challenging Ledgestone Golf and Country Club, located near Silver Dollar City. Thursday evening there will be a 25th anniversary celebration for the University of Missouri St. Louis College of Optometry. Friday will be the start of the great CE program. The exhibit hall, which appears to be a record setting exhibition, will run from 4-7:00 p.m. There will

be many giveaways and activities for everyone to enjoy. Friday night entertainment will feature a “Tailgate party” at The Track Family Fun Parks. There will be live entertainment, food, drinks, go-kart racing on “Wild Woody,” mini golf, water bumper boats and much more for the whole family to enjoy.

As the MOA Secretary and 2005 Convention Chair, it is my privilege to extend an invitation to attend this year’s Annual MOA Convention, In the Fast Lane with Optometry, in Branson, Missouri. This year’s convention is not only a great opportunity to attend exceptional continuing education, but it is a fantastic family destination. Our theme this year is NASCAR, and we will have a race car on site, sponsored by Sutherlin Optical, Midland Optical, Ozarks Optical, and Signet Armorlite. The venue for this year’s convention will be the beautiful Chateau on the Lake Resort and Convention Center. The Chateau has world class service with many amenities that are family friendly.

Central Optometric Society met June 28, 2005, at the Country Club of Missouri, in Columbia, as the guest of Dr. Kell Yang, who spoke to the group about LASIK. Our May 24th meeting was held at the Heidelberg Restaurant in Columbia, and Michael Burke, Area Sales Manager from Cooper Vision, sponsored the meeting. Several society members attended the AOA meeting in Dallas, including COS member Lee Ann Barrett, who announced her candidacy for the AOA Board of Trustees.

Southwest Optometric Society Lorry W. Lazenby, O. D., Trustee

May meeting was at Joplin Association for the Blind. Sponsored education and dinner was provided by Alcon and M.E.I. The C.E. lecture was by Dr. West on the private practice management of the glaucoma patient. Attendance included forty doctors from Southwest Missouri, Kansas, and Oklahoma. The July meeting will be on the 20th at the practice of Dr. Eldon Repsher in Joplin Mo. at 6:30 P.M. The business meeting will include an update of M.O.A activities and upcoming convention news.

Seven Para Trustees met at Lake Ozark in June for a board meeting. We discussed several convention planning items as well as past convention concerns and new ideas. Four hours of ABO credit will be offered for certified opticians. Make your hotel reservations now. This is going to be one of the best conventions so don’t miss out. Please welcome Bernadette Mims as our new Para Trustee for the Southwest who is taking Tracy Ludwick's place (Tracy moved to Springfield). She works with Dr. Goetzinger. There is also an opening in the Northeast and Northwest areas. Please consider becoming a Trustee if you are located in either of these areas.

In Memoriam

Dr. Ernest J. Tietjen Jr, age 82 years, of Jefferson City, MO, died July 7, 2005. Dr. Tietjen was born August 19, 1922, in Cole Camp, MO. He is survived by his wife of 53 years, Faye Cox Tietjen. A life long resident of the central Missouri area, Dr. Tietjen was a 1947 graduate of the Northern Illinois School of Optometry, Chicago, IL. He was an Optometrist in Jefferson City for 40 years. He served in the Tank Corps in the United States Army during World War II. He was an elder and member of the First Presbyterian Church; a 60-year member of the American Legion; a 50-year member of the American Optometric Association; a life member of the Missouri Optometric Association and Missouri Optometric Foundation; and a member of the Disabled American Veterans. Other survivors include one brother, Dr. Fred O. Tietjen, M. D. and his wife Pat of Osage Beach, MO. WillaDon (Graves) Rudd, age 75, of Cassville, MO, died on June 24, 2005. She was born April 20, 1930, in Bates County, Missouri. She was married for 49 years to Dr. James Rudd, who survives at their home. WillaDon graduated with honors at Southwest Missouri State University. She taught school for 32 years at Newberg, Joplin, Neosho and Cassville. She was a member of the Cassville First Baptist Church, Neosho Chapter of P.E.O., Missouri State Teachers Association and served on Friends of the Cassville Library. Other survivors include one son, Will James Rudd and his wife, Stacy, of Overland Park, KS; and five grandchildren, Kristen, Carolyn, Lauren, Katheryn and Camryn. Preceding her in death were two daughters, Robin Sue and Rose Ann and one son, Ward Douglas.

Medicaid Changes and Weekly Billing Tips

Missouri Medicaid Program Changes Senate Bill 539 was passed by the 93rd General Assembly and becomes effective August 28, 2005. The bill eliminates certain optional Medicaid services for adults. The Division of Medical Services plans to implement all changes on September 1, 2005. For more information about these changes, go to http://dss.missouri.gov/dms/dated/msreduct.htm The Missouri Division of Medical Services now posts weekly billing tips for enrolled providers to aid them in claim filing and in obtaining other useful information. These tips can be accessed at www.dss.mo.gov/dms in the yellow “Quick Links” box and then by clicking on ‘Medicaid Provider Hot Tip of the Week’. On Monday of each week, a new tip is posted and the tip from the previous week is archived at the same site for continued reference by providers. If providers and others subscribe to Medicaid news, an e-mail is sent when anything new is posted to the Medicaid website. If you haven’t signed up to receive electronic e-mail notifications from Medicaid, it takes only seconds to complete from the Medicaid website at www.dss.mo.gov/dms and then by clicking on “Subscribe to Missouri Medicaid News”. Here are some of the latest Medicaid Pro-vider Hot Tips of the Week: Medicaid Claims Processing Schedule: Missouri’s fiscal year runs from July 1st through June 30th. July 1, 2005 is the start of state fiscal year 2006 (SFY06). With the beginning of SFY06, many changes are being implemented within the Medicaid program. One change not taking place is the number of times provider checks are produced each month. Checks are mailed or directly deposited into a provider’s account twice each month, the 5th and the 20th, for any amounts due them. If the 5th and/or 20th fall on either a Saturday, Sunday or state holiday, the check is mailed or directly deposited the following working day. The claims processing schedule for SFY06 lists the dates the cycles are run and their corresponding check

dates. The schedule may be obtained from the Internet at 222.medicaid.state.mo.us or www.emomed.com. Providers who currently receive paper checks are encouraged to consider the convenience of direct deposit. Provider checks are not forwarded if there is a wrong address on file. With direct deposit, the check is deposited into the appropriate account on the check date. The application for direct deposit is located on the Medicaid website at www.dss.mo.gov/dms. At this site, scroll to ‘provider information’ and click on the “forms” link. Then click on “Application for Provider Direct Deposit” to access a printer friendly version of the form. Checking Claim Status: One of the most frequent reasons providers call to speak to someone at Medicaid is to check claim status. Because of the volume of enrolled providers and limited staff, this often results in a busy signal. Why spend precious time redialing when you can check claim status yourself electronically in one of two ways? You can check claims individually at www.emomed.com by scrolling to the "Real Time Queries" box and then click on 'View Claim Status'. Enter identifying claim information for the provider number under which services were billed. The Medicaid response is then returned using claim status category codes and claim status codes. The other method to check claim status electronically is by batch transaction. This is known as the HIPAA 276/277 Health Care Claim Status Request and Response. At www.emomed.com scroll and click on "Send Files". The Medicaid response (or the 277 transaction) is then returned the following day. You can access the response files at the same website under "Receive Provider Files" and then click on 'Claim Status (277) Response'. A description of the claim status category codes and claim status codes is posted on the Washington Publishing Company website. Prior Authorization Status:Missouri Medicaid enrolled providers now have the ability to check the status of a Prior Authorization (PA) request online at www.emomed.com. In the “Real Time Queries” box at this site, click on the ‘View PA Status’. PA status requests are restricted to the Medicaid provider number the PA was submitted under. PAs must be in ‘approved’ status before services can be delivered. Drug PAs are not displayed with this option. Access to the status of prior authorized psychological services is currently being researched for inclusion in the near future.
