Air Operations Area (AOA) Ramp Safety and Operations Procedures 2012 Airport Board AOA VEHICLE ACCESS PERMIT The Air Operations Area (AOA) Access Permit is the means by which motor vehicles are authorized into the AOA for a period not to exceed three (3) years and the permit expires on the last day of the calendar year. The Temporary Air Operations Area (AOA) Access Permit is the means by which motor vehicles are temporarily authorized into the AOA for a period less than one (1) calendar year and the permit expires on the last day of the contract/agreement between the permit applicant and the Airport Board, government agency, airline tenant or Airport Concessionaire. Individuals and vehicles not authorized as indicated must be properly escorted. Access without authority is unlawful. AOA Access Permits are issued for the exclusive use of the vehicle as identified on the application. REVOCATION Violation of Airport Rules and Regulations is grounds for immediate revocation of an Airport Identification/Access Badge and/or Air Operations Area Access Permit. ENTRY TO THE AIR OPERATIONS AREA Access to the Non-Movement (ramp) areas is controlled by: 1. Service gates – Gates located at B North, C North, C South, D South, Southwest Freight and West Freight are primarily used by airline support vehicles and entrance is gained by use of the Airport’s Automated Access Control System (AACS). 2. Cargo gates – Gates located at the Air Cargo complexes are primarily used by support/cargo vehicles. These gates are opened by a magnetically coded card, lock and key, electronic device, or proximity badge. Access to service and cargo gates is restricted and you may be required to complete specific training in order to obtain permission to utilize these gates. Please contact a representative of the DFW Operations Department Technical Training section for information on this required training. No motor vehicle shall enter the DFW Air Operations Area (AOA) unless such vehicle displays a valid AOA Access Permit or are under escort by a representative of the Airport Board or the responsible tenant. AOA VEHICLE ACCESS PERMIT

The Air Operations Area (AOA) Access Permit isthe means by which motor vehicles areauthorized into the AOA for a period not toexceed three (3) years and the permit expires onthe last day of the calendar year.

The Temporary Air Operations Area (AOA)Access Permit is the means by which motorvehicles are temporarily authorized into the AOAfor a period less than one (1) calendar year andthe permit expires on the last day of thecontract/agreement between the permitapplicant and the Airport Board, governmentagency, airline tenant or Airport Concessionaire.

Individuals and vehicles not authorized asindicated must be properly escorted. Accesswithout authority is unlawful.

AOA Access Permits are issued for the exclusiveuse of the vehicle as identified on theapplication.

ENTRY TO THE AIR OPERATIONS AREA

Access to the Non-Movement (ramp) areas iscontrolled by:

1. Service gates – Gates located at B North, CNorth, C South, D South, Southwest Freight andWest Freight are primarily used by airline supportvehicles and entrance is gained by use of theAirport’s Automated Access Control System(AACS).

2. Cargo gates – Gates located at the Air Cargocomplexes are primarily used by support/cargovehicles. These gates are opened by amagnetically coded card, lock and key, electronicdevice, or proximity badge.

Access to service and cargo gates is restrictedand you may be required to complete specifictraining in order to obtain permission to utilizethese gates. Please contact a representative ofthe DFW Operations Department TechnicalTraining section for information on this requiredtraining.

AACS – The Automated Access ControlSystem consists of badge readers placed atdoors and gates activated by valid encodedemployee identification badges. This systemcontrols direct land side access to therestricted areas of the Central Terminal Areathrough the use of encoded AirportIdentification/Access Badges issued toauthorize employees.

Aircraft Movement Area – The AircraftMovement Area consists of the runways,taxiways, and other areas of an airport whichare utilized for taxiing, air taxiing, takeoff, andlanding of aircraft, exclusive of loading rampsand parking area ramps.

Airport Identification/Access Badge – Apicture identification badge issued by theAirport operator granting unescorted access tospecific areas of the Airport.

Air Operations Area (AOA) – The area of theDallas/Fort Worth International Airport boundedby a fence of to which access is otherwiserestricted and which is primarily used orintended to be used for landing, takeoff, orsurface maneuvering or aircraft, and relatedactivities.

Air Operations Area Access Permit – The AirOperations Area (AOA) Access Permit is themeans by which motor vehicles are authorizedinto AOA for a period not to exceed three (3)years and the permit expires on the last day ofthe calendar year. The Temporary AirOperations Area Access Permit is the means bywhich motor vehicles are temporarily authorizedinto the AOA for a period less than one (1)calendar year and the permit expires on the lastday of the contract/agreement between thepermit applicant and the Airport Board,government agency, airline tenant or AirportConcessionaire.

12. Use extreme caution when backing a vehiclenear an aircraft. The use of a guide person isrequired to ensure proper clearance whenbacking up near aircraft.

13. Park only in designated parking areas. Setbrakes securely and always shut off the engine.

14. Keep fire lanes, driveways, and aircraftoperating areas clear at all times.

15. All vehicles must stay to the right of theroadway center and yield the right-of-way tovehicles approaching from the driver’s right side.

16. Smoking is permitted only in designatedareas.

17. Stay on paved areas to prevent tracking ofmud and debris.

18. Vehicles must traverse ramp areas using themarked roadway that runs parallel to theterminal buildings.

19. Even if an entry/exit gate is manned, makesure all entry/exit gates are closed and properlysecured behind you.

20. Report all security or safety violations to theDepartment of Public Safety, Airport Operations,or Airline Management immediately.

21. The maximum allowable speed limit on AOAramp areas is 20 mph where posted.

22. Adjust your speed to ramp conditions duringinclement weather.

23. Drive defensively but safely. Be alert tohazards caused by unsafe acts of other drivers.

24. No vehicle shall be operated in a careless ornegligent manner, in disregard of the rights ofothers, or at a speed or in a manner whichendangers persons or property.

25. The driver of any vehicle on the AOA shallnot be under the influence of an intoxicant.

26. No vehicle shall be loaded or maintainedin such a way as to endanger persons orproperty.

27. The driver of any vehicle involved in anaccident on the AOA shall immediately:

a. Stop at the scene of the accident and render assistance as may be needed

b. Call 911 for medical assistancec. Notify the Airport Operations Center

28. No compromise to safety will be tolerated.

29. When you accept the responsibility to workin a secure area, you are obligated to ensuresecurity is maintained within the AOA.

30. Unescorted persons without valid AirportIdentification / Access Badges or AOA permitsshall be immediately escorted off the AOA.

31. Obey all rules and regulations. AOA accessis a privilege that can be revoked for ruleviolations.

32. For personal safety, it is recommended thatsafety equipment appropriate to your workarea be utilized by all persons. Using itemssuch as hearing protection, break-away necklanyards and others may reduce the risk ofinjury in the workplace.

33. Safety vests with reflective striping arerecommended for all persons accessing allramp areas.

34. Refraining from the use of personalcommunication devices (such as cellularphones) while driving is also an importantsafety consideration.

DEFINITIONS

PREFACE

Motor vehicles entering the Air Operations Area (AOA) must be in compliance with DFW AirportRules & Regulations. The DFW Airport Rules & Regulations may be found online atwww.dfwairport.com/about/publications/php.

No person shall enter the Security Identification Display Area (SIDA) without proper authorization.Anyone without proper identification shall be considered unauthorized and shall be removed fromthe SIDA and will be subject to prosecution.

All personnel and vehicles that are authorized access to the SIDA shall clearly display a valid AirportIdentification Badge and AOA Access Permit or shall be under escort by an agent of the Board orbadged airport tenant.

All personnel are responsible for knowing and adhering to the Rules and Regulations governing theoperations on the Air Operations Area.

Access to AOA is restricted and you may be required to complete specific training in order to obtainpermission to utilize access gates. Please review AOA Driver Certification Process for AircraftNon-Movement Area map.

6. Vehicles shall not cross this Non-MovementArea Boundary Marking at any time! Failure toobserve this Non-Movement Area BoundaryMarking will result in significant penalty for thevendor, airline, or individual as well aspotentially serious aircraft incidents.

7. Only Airport Board and FAA vehicles that areauthorized access to the Movement Area areallowed past the Non-Movement AreaBoundary Marking. Under no circumstancesshall a vehicle drive on or across an activetaxiway or runway!

8. Remember that aircraft ALWAYS have theright-of-way!! Stay clear of hazardous aircraftengine exhaust and use extreme caution whenapproaching an aircraft with rotating beacons.This generally indicates that the aircraft willsoon “push back” (aircraft are slowly pushedback by a tug). Always check for aircraft wing-walkers and/or marshallers and follow theirinstructions.

9. Maintain proper clearance from aircraft at alltimes and observe all speed and overheadclearance warnings around terminal roadways.

10. Always clearly display valid Identification/Access Badge and AOA Vehicle Access Permitwhen operating on secure ramp areas.

11. Drive only equipment that you areauthorized to operate. Ensure your vehicle is insafe operating condition prior to AOA entry.

1. The DFW Airport and tenant airlines requirethat all parties given access privileges to driveon airline terminal ramp areas and cargo areasbe cognizant of safe driving requirements andpractices.

2. Driving on the ramp requires the constantsurveillance of your surroundings, taxiingaircraft, aircraft push backs and power backs,and ground support related activities.

3. Be watchful and alert; aircraft can comefrom any direction and the flight crew may bebusy concentrating on their duties and not seeyou. In addition, visibility from the cockpit isvery limited, especially to the rear.

4. Aircraft Movement Areas are separatedfrom Non-Movement airline controlled rampareas by Non-Movement Area BoundaryMarkings.

5. The Non Movement Area Boundary Markingconsists of a solid yellow stripe and a dashedyellow stripe. The solid yellow stripe is next tothe Non-Movement or ramp area and definesthe area where vehicles may operate.

SAFE DRIVING REQUIREMENTS

Central Terminal Area (CTA) – An area of theAOA designated as the primary point from whichaircraft initiate and/or terminate their operationsfor passenger boarding and deboarding. Fiveterminal buildings designated as A, B, C, D, E,and the 1E ramp constitute the Airport’s CTA.

Department of Public Safety (DPS) – Officers ofthe Department of Public Safety are dulyauthorized peace officers under the laws of theState of Texas.

Non-Movement Area or “Ramp Area” – TheNon-Movement Area includes all aircraft parkingareas, loading ramps and aircraft maintenanceramps. Within ramp areas, taxilanes are used byaircraft to taxi from parking areas to taxiways andrunways. No radio contact with the FAA Toweris required to operate within the Non-Movementarea.

Non-Movement Area Boundary Marking –These markings consist of two yellow lines, onesolid and one dashed. The boundary markingdefines the boundary between the Movementand Non-Movement area. (See illustration nextcolumn.)

Ramp – Referred as the Non-Movement Area.

Security Identification Display Area (SIDA) – Allareas in the Air Operations Area (AOA) of DFWAirport, including those portions of the CentralTerminal Area (CTA), cargo handling operationsarea, and aircraft maintenance facilities wheredomestic and foreign air carriers enplane anddeplane passengers, conduct cargo forwardingoperations, and sort and load/unload baggageunder the control of the Automated AccessControl System (AACS).

Situational Awareness – the ability to identify,process, and comprehend the critical elementsof information about what is happening aroundyou.

SECURITY

Requirements to Drive on Ramp Areas – All vehicles entering the non-movement area/ramp areamust possess Air Operations Area Access Permits issued by the Dallas/Fort Worth International AirportBoard or be escorted by an authorized tenant or Airport Board Personnel.

All persons entering the Security Identification Display Area (which includes the non-movement /ramparea) must display a valid Airport Identification / Access Badge or be escorted by a badged individual.

Before you are permitted to drive on the ramp, you must possess a valid Airport Identification/ AccessBadge and the vehicle you are driving must have a valid AOA Access Permit.

Airport Identification Badge – Airport Identification / Access Badges are issued to personnel whoare authorized access to secure areas of DFW Airport. Issuance is administered by the DFW AirportDepartment of Public Safety Access Control Office.
