EDITORIAL

Dear Colleagues

It was an apt choice of 56th TNOA and 3rd OASIS – “Vision 2008” organizers to choose RIO GOH, Chennai as the venue for the TNOA conference. Budding to retired ophthalmologists, from the age 30 to 70, everybody nostalgically relived their post graduation period at their home ground. To see our magnificent building spruced up with colorful decoration was indeed a moment of pride for all present.

The spectacular display by the trade delegates of the awesome innovations striding into the field of ophthalmology evoked a whole hearted response. The culinary arrangements filled the conference with its tongue tingling aroma and everyone enjoyed the unique and exclusive cuisine. Scientific feast was not only for the ears but also for the eyes as many live surgeries were demonstrated by, not only national but also international faculties.

Our sincere thanks to all the organizers who made splendid arrangements under the secretaryship of Dr. Premraj, for conducting such a smooth, successful and unforgettable 56th TNOA and 3rd OASIS – “Vision 2008” Conference.

Presidential AddressDr. Sathia Albert

His Excellency Shri Surjit Singh Barnala, Governer of Tamilnadu, Dr. Nelson Jesudason, Immediate Past President of TNOA, dignitaries, members of the Organizing Committee of Vision 2008, fellow-ophthalmologists, media representatives, and others gathered here.

I would like to thank Dr. Nelson for his kind words of introduction. It is indeed a memorable day for me to be installed as the 56th President of the TNOA and the 3rd President of OASIS.

I see many young faces here. It would interest you to know something about the TNOA’s background. The MSOA as it was then called is one of the oldest state-level Associations in the country. It was founded by Dr. Joseph Gnanadickam, Dr. Renganathan and Dr. Sankar Rao and the first conference was held at Trichy 56 years back. Since then Annual Conferences have been held without a break. Towns like Kumbakonam and Karaikudi hosted MSOA conferences in small marriage halls and what was striking was the bonding and the camaraderie in the fraternity.

The first conference I attended was 30 years ago in 1978, at Salem. I was one of the youngest delegates then. The only lady delegate was Dr. Natchiar who went on to become the 1st woman president of the TNOA a few years ago. Looking at the young faces here, I cannot help but wonder when men will become a minority in the TNOA.

The progress made by the TNOA has been phenomenal. The conferences in recent years have been mega events. I have only accolades for the high standards in the range and research of the papers presented in the scientific sessions, besides the increased participation of trade delegates.

Organizing a state – level conference today-in terms of communication, venue, arranging scientific sessions as well as creating a Forum for the trade delegates to meet the participants poses a huge logistic challenge. The challenge can be met only with sound planning, excellent infrastructure, organizational capabilities and team work.

Tamil Nadu stands out as one of the leading states in ophthalmic education and healthcare – through government hospitals, large corporate and private hospitals, smaller semi – urban and rural hospitals and individual ophthalmologists. The question now is – where do we go from here? The momentum of medical science with its discoveries and inventions, leave most young ophthalmologists bewildered by an

array of sophisticated equipments and they often find it difficult to make rational and informed choices. There is also the unprofessional nation that aggressive marketing is the key to success in this field. A note of reassurance to you – there is a great, great need for ophthalmologists to meet the demands of our population. But such a demand does not in any way warrant or justify advertisements or pressure tactics on patients. It is fitting for professionals like us not to go against medical ethics.

As professionals we have acquired knowledge and skills through training received from excellent institutions. We require commitment to excel in our chosen specialty. I firmly believe that there is no No.1 or No.2 in this field. I reiterate that each individual organization is bound by medical codes of conduct in exercising choices.

TNOA has developed well – with a large membership base, a dedicated team of office bearers, holding regular CME programmes and also producing an informative journal. But TNOA should not lose sight of a vision for the future – to maintain high standards of professional integrity and common decency in providing care and support to patients as well as to fellow ophthalmologists.

I would like to say that I am proud to be an Indian, privileged to be an ophthalmologist and honored to be the president of TNOA.

Velayutham, Organizing Committee Chairman Dr. Anandakannan and Dr. Babu Rajendran, Organizing Secretary, Dr. K. Premraj, Honoured guests, Members of the Press, Fellow members of TNOA, Colleagues, Ladies & Gentlemen, Tamil Nadu ranks first in the country in eye care and we are forerunners in all aspects of eye care. This state taught community ophthalmology to the world and every ophthalmologist does some community work. This has been possible only due to the high standards of education and training available to our postgraduates.

Education and Training Programme:

Tamil Nadu has excellent facilities for postgraduates training in ophthalmology both in the Government sector and in the private sector. We offer training in M.S., D.O., D.N.B There are 10 PG Training Centers in TN, training more than 100 PGs for M.S., D.O., and D.N.B. RIO GOH and Aravind Eye Hospital are centers for training and examination for ICO. It is my pleasure now to place before you a report of the activities for the past year.

Membership:

Our membership strength has risen to 1193, an addition of 58 new members.

Cataract Surgeries:

Cataract target given to our state for 2007 – 2008 was 5,00,000. With the full support of Tamil Nadu Blindness Control Society, we have done 5,04,358 and exceeded our target by 1%. Out of these 4,90,327 were with IOL. We place on record our appreciation to all the Government Organizations, Private Hospitals, NGOs and the Tamil Nadu Blindness Control Society.

Eye Donation:

Target fixed for Eye Donation is 8,000 Eyes were collected and 4,433 Keratoplasty Surgeries were done.

School Children Screening:

The school children screening was in 20,971 schools and 22,61,637 children were screened with total number of teachers trained 5863 and 74,897 Children were found to have refractive error, and29,419

Children were given Glasses free of cost. As being done wonderfully by the Tamil Nadu State District Blindness Control Societies, The Lions International and Rotary International are screening the school children. This will be an indirect method. The TNOA members are helping in training the school teachers and volunteers to identify the visual defect and minor problems of the children.

Affiliated District Associations:

There are 13 affiliated associations (Chennai City, Puducherry and eleven district associations namely Erode, Salem, Thanjavur, Tirunelveli, Madurai, Kanyakumari, Chengalpattu, Coimbatore, Trichy, Dharmapuri and South Arcot).

Academic & research Committee:

ARC has conducted seven CME programmes.

Journal:

4 issues of the Journal are published every year.

OASIS:

OASIS was formed by the effort of our Past President Dr. Babu Rajendran. The first OASIS Conference was conducted at Trivandrum during November 2005. The second meet was held in Tirupathi in Sep 2007 and the present one is the third in Chennai. We look forward for your full co-operation.

Mid Year Conference:

The fourth Mid Year Conference was arranged at Thiruppur in April 2008, jointly by the President, ARC and by Dr. Ramamoorthy which was well received overwhelmingly by students and budding ophthalmologists.

Photo Identity cars:

Photo Identity cards are being issued to members who have sent their photos. Arrangements are made at this conference site to take photograph and issue Identity Cards.

Management Council:

The Fourth Management Council Meeting was conducted with the District and other affiliated association representatives to the management council.

Ethics Committee:

The Ethics Committee which consists of the President, President elect and three immediate Past presidents met today and has discussed a number of critical issues and action has been initiated.

Standards Committee:

This committee will meet when necessity arises.

Awards and Distinctions won by Institutions and Individuals:

Dr. P.Namperumalsamy, Our Past President has won the prestigious B.C. Roy award from the Honourable President. Dr. Babu Rajendran, our adviser, founder of OASIS and Past President is taking over as the President of AIOS. We congratulate them on behalf of our association! The Regional Institute of Ophthalmology & Government Ophthalmic Hospital, Chennai is being recognized as a centre of excellence by our government of Tamilnadu and is gifted with all latest equipments which will be utilized for the poorest of the poor with no charges. The Residents Journal of Ophthalmology volume two was released by Regional Institute of Ophthalmology, Chennai and the MCQ pearls in ophthalmology book authored by Prof. V.Velayutham and co-authored by Prof. K. Vasantha was

released. The Jewel of India award by India Solidarity Council was awarded to Prof. V. Velayutham. Dr. Geethalakshmi – Gift of Sight award was awarded to Prof. K. Vasantha. The Helen Keller Eye Care Award was awarded to Prof. Dr. M. Radhakrishnan and Prof. Namitha Bhuvaneswari.

The Aravind Eye Care System won the inaugural Antonio Champalimaud Award and the Gates International Global Health Council Award for its distinguished services in prevention of blindness in India and the developing world.

Dr. Ramakrishnan was enrolled as member of the International Fellow of Society of George Spaeth. Dr. Kim and Dr. Haripriya won the best poster and best video awards in the All India ophthalmic society meeting in Bangalore. Dr. Saurab Mittal won the S.D. Athawale Award at AIOS, Bangalore Dr. S. Natarajan assumed the President of Vitreo-Retinal Society. Mumbai Ophthalmological Association and Vice-President of Maharasthra Ophthalmological Society.

ARC Report 2007 – 2008

Presented at the 56th TNOA Conference General body meeting on 9th August at RIO-GOH, Chennai.

Dear President and fellow members,

It has indeed been another busy year for the ARC team. So far, we have conducted 15 meetings of which eight were in last year and seven this time in various parts of the state.

1st was on 02.09.07 at Yercaud with the co-operation of Salem District Association.

2nd was on 16.009.07 in the temple town of Kanchipuram, with Kanchi and Chengalpet Associations on Corneal ulcer and Ocular motility disorders.

3rd was on 28.10.07on Oculoplasty at Trichy in association with TOPS.

4th was on 16.12.07 at Puduchery in association with POA on Developing Leadership and communication skills.

5th was on 16.12.07, CME on Recent Advances in Ophthalmology at Kanyakumari by a team from Rajan Eye Care Hospital, Chennai.

6th was on 06.01.08, for the first time combining ARC meeting with Mid-Year meet of TNOA, Panel Discussion on Practical Ophthalmology, highlighting on day to day problems in practice at Thiruppur in association with the Eye Foundation.

7th was on 28.06.08, Combined meeting of ARC TNOA and IMA Tambaram on Practice management in IT era.

My special thanks to our Past President Dr. V. Velayutham, Secretary Dr. M. Radhakrishnan, Asst. Secretary Dr. Nirmal Fredik and Management committee members Dr. K. Vasantha and Dr. Rajasekar for actively participating in most of the CME’s. I also thank ARC committee members Dr. Siddarthan, Dr. D. Chandrashekar and Dr. Meenakshi for their co-operation.

Priya, third year M.S post graduate student of RIO-GOH, Chennai (TNOA Member no: 1184) for her presentation of “Study of Defective Color Vision” have been selected for this year ARC sponsorship of Rs. 1500 each.

We seek the co-operation of all district representatives to actively participate in conducting more CME’s all over the state.

TNOA Journal Editor Report 2007 – 2008

56th Tamilnadu Ophthalmic Association general Body Meeting

Respected President, dear Colleagues,

Greetings to one and all.

I have great pleasure in presenting the second editor’s report of my tenure.

TNOA journal’s new face as e-Journal is an enormous evolution of our journal’s journey towards sculpturing newer facets of high and advanced technology in the field of ophthalmology. Yet another step forward in standardizing our journal is to make it indexed during this year. The total members of our TNOA have gone up to 1193 and we welcome the new members to our home.

The prevailing inflation in all sectors has also made its impact on the printing and postal charges of the journal. This should not in any way affect the high standards set by our journal. These problems were put forward to the General Body and the Management Committee last year. The Management Committee’s gesture of collecting an amount from the various companies during the conference will go a long way in making the financial constraints in publishing the TNOA journal viable. I sincerely thank the Management Committee for sharing these financial setbacks. From our side, we have decided to cut down the cost of the yearly publication of the journal, from 8 lakhs to 5 lakhs by publishing the pictures in black and white, instead of color.

The eager participation of ophthalmologists, post graduates and various institutes was overwhelming and it added immense value to our journal. My heartfelt thanks to all of them for their excellent contributions and I am sure there will be many more informative and interesting articles in the forthcoming issues.

The fine tuning of our journal to excellence will always continue and I thank the editorial board members for their kind co-operation and involvement in bringing forth this wonderful journal.

ORgANIzINg SECRETARY’S REPORT

56th TNOA & 3rd OASIS CONFERENCE VISION-2008

It was decided to hold the 3rd OASIS and TNOA Conference in the oldest Eye Hospital in India and the 2nd oldest Eye hospital in the world namely RIOGOH, Egmore, Chennai and named the Conference as VISION 2008. All the 960 delegates who attended appreciated the high quality of scientific content and the gastronomic experience in familiar ambience.

His Excellency, the Governor of Tamil Nadu, Shri. Surjit Singh Barnala inaugurated the conference and gave a very good encouraging speech and the outgoing President Dr. Nelson Jesudasen and the In-coming President, Dr. Satya Albert delivered an excellent report. Lifetime achievement awards were given to Dr. Babu Rajendran & Dr. Velayutham.

The Scientific Committee headed by Dr. Velayutham had arranged 11 no. of symposiums and 9 instruction courses and number of free papers.

For the first time in the state conference, live surgeries of different specialties and live demonstrations of different instruments were organized. High quality scientific material was delivered all through the two and a half days of Vision – 2008 and a best paper was chosen from each session of free papers and the prize was given immediately to encourage Ophthalmologists to present more number of papers.

The Registration Committee did wonderful software and the computers were used optimally to register about 700 delegates within 2 hours, on the 8th August 2008.

The scientific exhibition contained 60 different companies exhibiting all their products which were arranged in spacious and good ambience. Appasamy Associates, Alcon and Eye-Tech stalls were judged the best. The trade delegates were very happy about the exposure and sales they made.

The reception committee dinner and the banquet were enjoyed by every delegate. The dance performance by ‘Avigna’ and light music brought many of the delegates to the large dance floor arranged.

The closing ceremony was held at 2 pm where everybody expressed their feelings and happiness and this spirit will be carried to the next conference to be held at Coimbatore.

We have examined the attached Balance Sheet of TAMILNADU OPHTHALMIC ASSOCIATION, SRI RAGHA VENDRA EYE HOSPITAL, 72, MOSUVANNA STREET, ERODE – 638 001, 31st March 2008 and also the Income and Expenditure Account of the year ended on that date. The Financial statements are the responsibility of the Management, our responsibility is to express an opinion on these Financial statements based on our audit.

We have conducted the audit in accordance with auditing standards generally accepted in India. These standards require that we plan and perform the audit to obtain reasonable assurance, about whether the Financial statements are free of material mis-statement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by the Management, as well as evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion.

We further report that:

(i) We have obtained all the information and explanations, which to the best of our knowledge and belief were necessary for the purposes of the audit;

(ii) In our opinion, proper books of accounts as required by law have been kept by the Society so far as it appears from our examination of these books;

(iii) In our opinion and to the best of our information and according to the explanations given to us, the statements give a true and fair view in conformity with the accounting principles generally accepted in India;

i. In the case of the Balance Sheet, of the state of affairs as on 31st March 2008.

ii. In the case of the Income and Expenditure Account, of the EXCESS OF INCOME OVER EXPENDITURE for the year ended on that date;
