I would like to inform that the Government of India has notified a PublicProcurement Policy for Micro & Small Enterprises (MSEs) under Section 11 ofthe Micro, Small and Medium Enterprises Development (MSMED) Act, 2006which has become applicable from 1st April, 2012, (Policy available on websitehttp://msme.gov.in and also copy enclosed). The Policy mandates for minimum20% of procurement of annual requirement of goods and services by all theCentral Ministries/Departments/PSUs from the MSEs. Government has alsoearmarked a sub target of 4% procurement of goods and services, out of the20%, from MSEs owned by SC/ST Enterprises. Moreover, after a period of threeyears i.e. from 1st April, 2015, overall procurement goal of minimum 20 per centshall be made mandatory for the Central Ministries/Departments/PSUs. I expectthat this policy will help to promote MSEs by improving their market access andcorl1petitiveness through increased participation in Government purchases andencouraging linkages with large enterprises.
2. Public Procurement Policy would require substantive preparedness of MSEsand Central Ministries/Departments/PSUs. I would, therefore, request you tokindly issue instructions to your Industries Department to interact with all CentralMinistries/Departments and PSUs to facilitate policy implementation. Further,your Industries Departments may also take steps to prepare MSEs for thisinitiative.
3. I would also like to take this opportunity to draw your kind attention toSection 11 of the Micro, Small and Medium Enterprises Development (MSMED)Act, 2006, which empowers State Governments to notify preference policies inrespect of procurement of goods and services produced and provided by micro &small enterprises. I would like to inform that the Government of India has notified a PublicProcurement Policy for Micro & Small Enterprises (MSEs) under Section 11 ofthe Micro, Small and Medium Enterprises Development (MSMED) Act, 2006which has become applicable from 1st April, 2012, (Policy available on website

Government has alsoearmarked a sub target of 4% procurement of goods and services, out of the20%, from MSEs owned by SC/ST Enterprises. Moreover, after a period of threeyears i.e. from 1 st April, 2015, overall procurement goal of minimum 20 per cent
shall be made mandatory for the Central Ministries/Departments/PSUs. I expectthat this policy will help to promote MSEs by improving their market access and
competitiveness through increased participation in Government purchases andencouraging linkages with large enterprises.
