1 INTRODUCTION
Vipac Engineers & Scientists Ltd (Vipac) was commissioned by Mirvac Pacific Pty Ltd to carry out a rail noise
impact assessment for Stage 7.3 of the proposed Gainsborough Greens residential development located on
Gainsborough Drive/Kosciuszko Circuit, Pimpama (Lot 3001 on SP291537). This rail noise assessment
includes the following:
Description of the development;
Discussion of the applicable noise criteria;
Prediction of rail noise levels for the lots in the proposed development;
Assessment of predicted rail noise levels against applicable noise criteria;
Discussion of noise mitigation if required; and
Recommendations and conclusion.
2 PROPOSED DEVELOPMENT AND SURROUNDING AREA
The proposed residential development is located on Gainsborough Drive/Kosciuszko Circuit, Pimpama in an
area zoned Medium Density Residential under the City of Gold Coast City Plan. The surrounding land uses
are as follows:
North – Existing detached residential dwellings
East – Vacant Land;
South – Existing detached residential dwellings
West – 1.8m acoustic barrier along the top half the site boundary, the Brisbane-Gold Coast Railway
line and the Old Pacific Highway.
The location of the proposed development is presented in Figure 2-1. Architectural drawings are presented in
Appendix A.

The proposed development comprises of 194 lots and the site layout is presented in Figure 2-2.

3 EXISTING NOISE ENVIRONMENT
Attended and unattended noise measurements were conducted at the development site between 19th
November 2018 and 22nd November 2018 using 4 environmental noise loggers and a sound level meter. The
noise loggers were used to record noise levels at 15 minute intervals with the microphone set up in free field at
1.5m above ground level. All monitors were calibrated before and after the measurements and no significant
drift was noted (<0.5 dB). A list of the equipment used is presented in Table 3-1.

The measurements were conducted in general accordance with Australian Standard AS 1055:1997 –
“Acoustics – Description and measurement of environmental noise”. Further information on the
instrumentation, measurement details, measurement results and weather data for the monitoring period are
presented in Appendix B. Weather conditions were fine during the noise monitoring, with some rainfall on the
last day upon the noise logger retrieval. This data has been excluded from our monitoring results.
The environmental noise loggers were installed near the site boundary to the west of the site as shown in
Figure 3-1.

The terrain of the development site is higher than that of the train line, and as a result, the trains were only
partially visible when passing through. The day time noise environmental noise during the site visit on 19 th
November was bird and insect noises, and the occasional train and traffic.
3.1 ATTENDED MEASUREMENTS
Attended measurements were conducted in close proximity to Location 3 for rail noise whilst on site on the
19th of November 2018. Two passenger trains passed by between 2:30pm and 2:45pm and the measurement
results were recorded. The attended and unattended measurements for that time period for the train passbys
are presented in Table 3-2.

As expected, the results from the attended and unattended results for that time period generally agree with
each other, with a difference of less than 2dB.
3.2 UNATTENDED MEASUREMENTS
The single event maximum (SEM) LAmax was calculated based on the arithmetic average of maximum levels of
the highest 15 events over the entire noise monitoring period for Location 3 and Location 4. The Location 1
and Location 2 noise data was not used due to the presence of the acoustic barrier. The LAeq,24hr was derived
from the entire noise monitoring period as well and the results are presented in Table 3-3 below.

4 NOISE CRITERIA
4.1 STATE DEVELOPMENT ASSESSMENT PROVISIONS
The Department of State Development Infrastructure, Local Government and Planning’s “State Development Assessment Provisions” (SDAP) (version 2.1 published on 1st August 2017) has been adopted to assess rail
noise impacts on the development. The development has been assessed according to noise limits for
residences in a transport corridor as it is located adjacent to the Gold Coast line to the west of the
development. Noise limits from the relevant sections of SDAP’s State Code 2 are presented in Table 4-1.

If the building envelope is unknown, the deemed-to-comply setback distances for
buildings stipulated by the local planning instrument or relevant building regulations
should be used.
In some instances, the design of noise barriers and mounds to achieve the noise
criteria above the ground floor may not be reasonable or practicable. In these

instances, any relaxation of the criteria is at the discretion of the Department of
Transport and Main Roads.
Statutory Note: Noise levels from railways or type 2 multi-modal corridors are to be
measured in accordance with AS1055.1–1997 Acoustics – Description and
measurement of environmental noise.
Habitable rooms of residential buildings located within a transport noise corridor
must comply with the Queensland Development Code MP4.4 Buildings in a
transport noise corridor, Queensland Government, 2010. Transport noise corridors
are mapped on the Department of Infrastructure, Local Government and Planning’s State Planning Policy Interactive Mapping System.

4.2 QUEENSLAND DEVELOPMENT CODE MP4.4
The Queensland Development Code MP4.4 document specifies external building construction requirements
based on the external rail noise levels to achieve acceptable indoor noise levels. The rail noise level
categories, as specified in Schedule 3 of MP4.4, are given in Table 4-2. The required building construction
acoustic ratings for each noise category are also listed in Table 4-2. The MP4.4 rail noise contour map as per
Queensland’s State Planning Policy is presented in Appendix C.

5 NOISE IMPACT ASSESSMENT
A noise impact assessment has been conducted using SoundPLAN noise modelling software. The following
are discussed in this section:
Modelling methodology and rail movement data;
Model calibration; and
Predicted rail noise levels and MP4.4 Categories.
5.1 MODELLING METHODOLOGY AND RAIL DATA
Rail noise calculations were carried out using SoundPLAN 7.0 noise modelling software. The data and
assumptions used in rail modelling are presented in Table 5-1.

The rail movements along the Gold Coast Line were derived from the Queensland Rail (QR) and Trankslink
timetable. Table 5-2 presents the summary of the estimated daily train movements that passed by the site
during the week from 19th November 2018 and 22nd November 2018. Appendix D contains the QR timetable
with the train movement information used in this assessment.

5.2 NOISE MODEL CALIBRATION
The measured SEM LAmax noise levels at Location 3 and Location 4 as presented in Table 3-3 were used to
calibrate the noise model prior to modelling the rail noise impacts to the development. The model calibration
results are presented in Table 5-3.

5.3 PREDICTED NOISE LEVELS
5.3.1 PREDICTED OUTDOOR SPACE NOISE LEVELS WITH EXISTING ACOUSTIC BARRIER
The predicted noise levels for the outdoor space areas are tabulated in Appendix E. Noise modelling results
show the free-field rail noise levels for lots in the development range between LAeq,24hr 33 dB(A) and 48 dB(A).
For LAmax, free-field rail noise levels for lots in the development range between 51 dB(A) and 70 dB(A). Both
free-field LAeq,24hr and LAmax rail noise levels are predicted to comply with the SDAP private open space criteria.
Noise contour maps are presented in Appendix G.
5.3.2 PREDICTED FAÇADE-CORRECTED NOISE LEVELS WITH EXISTING ACOUSTIC BARRIER
The predicted external noise levels at the building façades are tabulated in Appendix E. Noise modelling
results show the façade-corrected LAeq,24hr noise levels range between 35 dB(A) and 50 dB(A). The façade
corrected LAmax noise levels range between 54 dB(A) and 73 dB(A). Both façade-corrected LAeq,24hr and LAmax
rail noise levels are predicted to comply with the SDAP external noise criteria at all building façades. Noise
contour maps are presented in Appendix G.
6 BUILDING CONSTRUCTION ACOUSTIC REQUIREMENTS
The predicted façade-corrected corrected noise levels and corresponding MP4.4 Rail Noise Categories are
tabulated in Appendix F. The rail noise categories range from 0 to 1 for the ground floor and 0 to 2 for the first
floor. The noise contour maps are presented in Appendix G.
Consequently, building construction should be designed to achieve the ratings specified in the MP4.4
document, as presented in Table 4-2. Glazing, external wall, ceiling/roof and ventilation requirements are
specified in Sections 6.1 to 6.4.
6.1 GLAZING REQUIREMENTS
Glazing requirements were determined to achieve acceptable indoor rail noise levels, as per MP4.4. Glazing
requirements are specified in Table 6-1.

It is required that the Rw performance ratings of the glazing systems (windows and frames) be certified by the
supplier prior to installation. Glazing and frame certificates will be required for building certification. Where
glazing system requirements are considered high, the design or glazed surface area can be reduced to
minimise the acoustic rating required.
6.2 EXTERNAL WALL REQUIREMENTS
The external wall construction options shown in Table 6-3 are example forms of construction to achieve
acceptable indoor rail noise levels. Alternative external wall constructions that achieve the specified acoustic
ratings may be adopted.

6.4 VENTILATION REQUIREMENTS
Acceptable indoor noise levels according to MP4.4 can be achieved: however, for the habitable rooms of
future residences on Lots where the MP4.4 rail noise categories are 1 or greater, doors and windows must be
closed. Alternative ventilation may include air-conditioning, borrowed ventilation, mechanical assisted
ventilation or other suitable methods.
7 CONCLUSION AND RECOMMENDATIONS
Vipac Engineers & Scientists Ltd (Vipac) has completed a rail noise impact assessment for Stage 7.3 of the
proposed Gainsborough Greens residential development located on Gainsborough Drive/Kosciuszko Circuit,
Pimpama (Lot 3001 on SP291537).
Rail noise levels have been predicted to comply with the State Development Assessment Noise Provisions
(SDAP) State Code 2 noise limits for all lots within the proposed development.
The rail noise QDC MP4.4 categories range from 0 to 1 for the ground floor and 0 to 2 for the first floor. As a
result, the building construction requirements to achieve compliance are as follows:
Selection of glazing as presented in Table 6-1;
Construction of external walls as presented in Table 6-3; and
Construction of ceilings and roofs as presented in Table 6-4.
For habitable rooms of future residences on Lots where the MP4.4 Rail Noise Category is 1 or greater, doors
and windows must be closed to achieve acceptable indoor noise levels. Under these conditions, alternative
ventilation will be required in affected rooms. Alternative ventilation may include air-conditioning, borrowed
ventilation, mechanically assisted ventilation or other suitable methods.
