The Public Works Department has been investigating the purchase of a closed circuit
television (CCTV) sewer inspection camera system. The camera is mounted on a “crawler” style
vehicle which travels through the sewer lines. This is the tried and trued standard for pipeline
inspection technology. The camera head will rotate 360 degrees to inspect joints and the
condition of the lateral connections. This system will provide staff with the ability to; inspect,
locate, and catalogue lines in both the Sanitary and Storm Water Collection Systems.
Equipment such as this has become essential to evaluate an ever aging infrastructure. It
allows staff to better allocate funds for rehabilitation projects. This will in return provide the
Village with the best overall value. There are true cost savings associated by focusing work on
areas which will reduce Inflow and Infiltration on the Sanitary System. The detailed inspections
will also assist in road reconstruction projects by identifying the areas in need of infrastructure
replacement during the planning stage. This technology has proven itself time and time again.
With an estimated 25 miles of Sanitary Sewers and countless Storm Water lines the inspections
and cataloguing will be an ongoing process.
In the past we have looked to contractors for this type work. Depending on the project
size and their availability they charge a minimum of 1200.00 per day. They often do a great job;
however, there are some disadvantages to using contractors. First being that a significant amount
of time is often required by staff to work with the contractors. This includes viewing the
inspections, cleaning, and root cutting operations. With the purchase of this equipment staff can
perform the work while already onsite eliminating the need for the contactor. Second is that
once corrective action is taken the problem area needs to be re-inspected. In the past this would
require another visit from the contractor. Lastly in emergency situations it is often difficult to get
a contractor onsite in a timely manner. If one is available the charges can be as much as double.

The Villages Global Information System (GIS) system in terms of collection systems for
both Sanitary and Storm Water is in its infancy. As with any GIS system the input data is the key
to its success. This camera system will play a large role the development of this data base
eventually allowing us to create a complete history on each line segment including videos and
pictures of problems.
New regulations are always being added by the Environmental Protection Agency (EPA).
Some of which we have seen imposed on neighboring communities already. Language is being
added to permits requiring Capacity, Management, Operations, and Maintenance or CMOM
programs. This equipment will be very beneficial in helping to meet the new standards which we
will see imposed on our permits in the near future.
Staff has demonstrated several different units in our actual operating conditions within
the Villages system. The “Rovver X” system by Envirosight has proven itself in multiple
demonstrations. It incorporates all of the technology Staff is looking for with upgradable features
to accommodate future needs. All aspects of this unit have been designed to evolve and be
replaceable or upgradable so as not to obsolete the entire unit.
The Rovver X unit includes key features such as:
Camera with pan and tilt
Reverse camera to help see maneuvers if unit stuck in pipe
Crawler with compact style body
LED Lighting
1000 feet of high strength cable
Integrated control pendent
Various wheel configurations to accommodate a variety of line sizes 6” on up
Built in locating sonde transmitter 33 kHz/ 512 Hz to work with our current locator
Software which will integrate with our GIS asset management system
Expandable to meet future needs or larger lines if needed
Any main line camera inspection system such as this works best when installed in a
vehicle such as a van or trailer to provide a mobile work space. Tasks such making the electronic
connections, tire changes and tractor configurations are best performed out of the elements. In
addition a large part of this process is the data entry aspect. This option would provide a work
space for this out of the elements as well. An “Outpost System” which is a mobile skid mounted
cabinet is also an option but provides little shelter from the elements and is rather costly.
Staff’s recommendation is to move forward with the purchase of the Rovver X system by
Envirosight. The equipment is available through Standard Equipment Company on the National
Joint Powers Alliance (NJPA) program. NJPA has already competitively bid this product and
provides us with government discounts. The demonstrator unit is available to us for an additional
discount. Staff would recommend taking advantage of this savings as well. The unit would carry
a full factory warranty and has been in used under the supervision of the manufactures
representative and very well maintained. Any potential bugs have already been addressed and
worked out.

To provide further cost savings Staff recommends installing the unit in a trailer we
custom order and build. The trailer will be very similar to the available factory unit. By having
our staff do the installation and complete the build out in house the unit will meet our specific
needs and provide a great professional looking work space at a fraction of the cost.
Below you will find a break down of the costs associated. The budgeted amount was
90,000.00 located in account 32-09-4993.
