WEEKLY ADDRESS: Creating Jobs and

Getting All Americans Back to Work

WASHINGTONIn this weeks address, President Obama called on Democrats and

Republicans to work together to grow the economy and get Americans back to work. ThePresident has outlined a number of steps Congress can take right now to spur growth and create

jobs, including extending tax cuts for working and middle class families, cutting red tape to

encourage new businesses to grow and hire, passing trade deals that will support tens ofthousands of jobs, and giving our out-of-work construction workers opportunities to rebuild ournations infrastructure.

This week, Congress reached an agreement thats going to allow us to make some progress in

reducing our nations budget deficit. And through this compromise, both parties are going to

have to work together on a larger plan to get our nations finances in order. Thats important.Weve got to make sure that Washington lives within its means, just like families do. In the longterm, the health of our economy depends on it.

But in the short term, our urgent mission has to be getting this economy growing faster and

creating jobs. Thats whats on peoples minds; thats what matters to families in thiscountry. And the fact is, this has been a tumultuous year for the economy. Weve weathered the

Arab Springs effect on oil and gas prices. The Japanese earthquake and tsunamis effect onsupply chains. The economic situation in Europe. And in Washington, there was a contentious

debate over our nations budget that nearly dragged our country into financial crisis.

So our job right now has to be doing whatever we can to help folks find work; to help create theclimate where a business can put up that job listing; where incomes are rising again for people.

Weve got to rebuild this economy and the sense of security that middle class has felt slippingaway for years. And while deficit reduction has to be part of our economic strategy, its not the

only thing we have to do.

We need Democrats and Republicans to work together to help grow this economy. Weve got toput politics aside to get some things done. Thats what the American people expect of us. And

there are a number of steps that Congress can take right away, when they return in September.

We need to extend tax cuts for working and middle class families so you have more money in

your paychecks next year. That would help millions of people to make ends meet. And thatextra money for expenses means businesses will have more customers, and will be in a betterposition to hire.

Yesterday, I proposed a new tax credit for companies that hire veterans who are looking for work

after serving their country. Weve got a lot of honorable and skilled people returning from Iraqand Afghanistan, and companies that could benefit from their abilities. Lets put them together.

We need to make sure that millions of workers who are still pounding the pavement looking forjobs are not denied unemployment benefits to carry them through hard times.

Weve got to cut the red tape that stops too many inventors and entrepreneurs from quicklyturning new ideas into thriving businesses which holds back our whole economy.

Its time Congress finally passed a set of trade deals that would help displaced workers lookingfor new jobs, and that would allow our businesses to sell more products in countries in Asia and

South America products stamped with three words: Made in America.

And we ought to give more opportunities to all those construction workers who lost their jobs

when the housing boom went bust. We could put them to work right now, by giving loans tocompanies that want to repair our roads and bridges and airports, helping to rebuild America.

Those are a few commonsense steps that would help the economy. And these are ideas that havebeen supported by both Democrats and Republicans in the past. So Im going to keep calling onboth parties in Congress to put aside their differences and send these bills to my desk so I can

sign them right away. After all, both parties share power. Both parties share responsibility forour progress. Moving our economy and our country forward is not a Democratic or a

Republican responsibility; it is our responsibility as Americans.

Thats the spirit we need in Washington right now. Thats how well get this economy growingfaster and reach a brighter day.

raises questions about the application of the rule of law in Ukraine and continues to contribute tothe appearance of politically motivated prosecutions by the government.

We urge that Ms. Tymoshenkos incarceration be reviewed and consideration be given to her

immediate release. We have made our concerns known to the Government of Ukraine and will

continue to closely monitor the legal proceedings against Ms. Tymoshenko as well as otherUkrainian opposition figures.

QUESTION: And youre aware that they refused to release her today, right?

MR. TONER: I am aware of that.

QUESTION: And so --

QUESTION: Why do you say consideration? Why dont you just call for her immediate release

if you think thats the appropriate step? Why should they just think about it?

MR. TONER: Well, again, what were very clear about is that there is an appearance here that

this entire incarceration is politically motivated, and so were asking that her case be reviewedand that consideration be given to her immediate release. Again, I think its a matter of the

appearance of what of this prosecution. So what were essentially calling for is a clear andtransparent re-reading of her case and that, as I said, consideration be given to her release.

QUESTION: And, Mark, why specifically do you think it looks political?

MR. TONER: Well, again, without getting into too much of the political picture there, but

certainly, there is an appearance in many of the actions by the government in this particular case

that she is, in fact, being prosecuted because of her previous actions in government of certainly,but also, given her position in the opposition, that really its political motivation behind this. Soagain, what were calling for the government to do is to clearly and transparently review the case

and to make a judgment based on that review, and consideration be given to her release.

QUESTION: Have you made any has the Department made any calls on this?

MR. TONER: We have raised her concerns both well, with the Government of Ukraine. Im

not sure I know via our Embassy in Kyiv. Im not sure whether its been done her inWashington.

QUESTION: But no calls by the Secretary, for example, who met former Prime MinisterTymoshenko when she was --

MR. TONER: No call by the Secretary.

QUESTION: Sort of a follow-up on that. Today, about 14 new arrest warrant issued in Turkey

for the former generals.

QUESTION: All right. Syria. The Saudis have recalled their ambassador, so have the Kuwaitis,so has Bahrain. The Arab League now seems to be speaking about the situation. Are you

encouraged by this? What do you think is the next step?

MR. TONER: I would say we are very much encouraged, heartened by the strong statementsthat weve seen over the weekend by the Arab League as well as by the Gulf Cooperation

Council. These are certainly the Secretary spoke last week about increasing internationalpressure and awareness of the situation in Syria, both more broadly speaking internationally but

also regarding Syrias neighbors and other countries in the region. And I believe were starting tosee that. These are further signs that the international community are repulsed is repulsed by

the brutal actions of the Syrian Government and is standing with the Syrian people. Andfurthermore, its signs that, as Ive said before and others have said, that President Asad and his

government are further isolating themselves from the international community through theiractions.

Yeah, go ahead.

QUESTION: Yeah. The recalling of ambassadors the Saudi, Bahraini, Kuwaiti are we likelyto see the recalling of the U.S. ambassador from Syria?

MR. TONER: Well, this is a choice by any sovereign nation whether to recall its ambassador. It

clearly sends a message to the government. For our part, weve talked about this last week, andcontinue to believe that Ambassador Ford is playing an important role on the ground, bearing

witness to whats going on in Syria.
