Objective of the VC:

To expose the functionaries of PDS in various States to recent innovations, and encourage them to replicate them in their respective areas of responsibility.

Welcome by Director-CIPS

Director-CIPS welcomed the speakers and the participants for the Video Conference on “Innovations in Public Distribution System”. He also detailed the role of CIPS as regards Identification, Documentation, Dissemination and Replication of Innovative/Best practices among the States and Union Territories. He also suggested them to look at the possible replication of the International best practices in order to bring good governance into the country.

Introduction of the concept named “e-PDS and e-POS implementation in Telangana” by Ms Padma, Chief Rationing Officer of Hyderabad, Telangana.

She introduced the concept of e-PDS and e-POS implementation in Telangana and explained the overview of Telangana State in terms of total districts, mandals, number of fair price shops, etc. She said that Aadhaar is the backbone for end-to-end computerization of PDS in Telangana. Aadhaar is the Common field to pull the data from other databases like LPG Database for savings in Kerosene allocation and Samagra Survey data for new food security cards. e-POS project is used for online authentication of card holders. Aadhaar Card is considered as the only ID proof.

She had explained the beginning of SEEDING in Hyderabad, that in the SEEDING Phase, the people at field work had collected the Xerox copies of EID/UID from the Ration Card holders. In each circle (9 circles), top 10 inorganic seeded shops were identified. Inspectors were attached to the shops to collect the EID/UID. The purpose of collecting the EID/UID is to confirm inorganic seeding-KYR+data.

She said that whenever a card holder comes with his EID/UID, the inspector verifies and the ASO activates the card after software checks for duplicates. Therefore, the system is citizen friendly to the genuine card holders.

She has given the statistics that, since one year 37,438 BPL cards have been activated. She said that proper validations have been carried out by removing the duplicate data and introducing algorithms.

She has given brief on two components included in implementation of the project.

The two components of the project are stated below:

Component-I:

1. e-PDS- entire Telangana Online software application - by State NIC.

Aadhar seeding – data entry of UID/EID nos Ration card management (RCM)– DKR generation– Register conatining the names of ration card holders – Mutations - link with Meeseva– Allocation – Linked to eSEVA for payments by FP shop dealers.

Methodology of e-PDS-RCM-Mutations:

MeeSeva kiosks take applications from card holders seeking changes in cards and shops.  

Tahsildar forwards to inspector for enquiry Inspector enters remarks & returns to Tahsildar Tahsildar approves and Digitally signs. Ration cards get printed at the MeeSeva kiosk. Changes will be updated

automatically in ePDS database

2. Supply Chain Management – Vehicle Tracking System-1 Circle in Hyderabad

Links FCI to MLS point to the FP shops. Linked to eSeva to get the details of Ros - After payments are sent to ePDS,

Release orders so generated are automatically seen in MLS point logins for booking stock/commodities in Trucks to be sent to fair price shops.

ASA invokes Central Identity Data Repository (CIDR) of UIDAI and transmits the authentication packets to CIDR.

The PoS Device receives the authentication result. If 'YES', the FPS dealer keys in details of commodities and issues ration –

Receipt provided in Telugu. If 'No', system also handles exceptions ( through VRO/ VRA Authentication) Beneficiaries have to undergo BFD in order to increase the authentication

accuracy (BFD printout is given listing the fingers with a rank & Results stored in PoS)

After setting the context, she has pointed out the lessons learnt in implementing e-POS Project. She has suggested that when we implement e-POS project, we need to look at connectivity of available sim’s from the respective service provider which should be made available even in the remote areas.

Experts Comments on e-PDS and e-POS project implementation in Telangana:

Shri. A.K. Somasekhar:

Mr Somasekhar has made his comment saying that technology is one part whether it is Aadhaar or any other Identification proofs. He said that his firm opinion is, once the front-end computerization of Fair Price Shops is done, portability of ration shops must be offered to the beneficiaries. Portability is one of the objectives of the Fair Price Shops automation. He said that in Chhattisgarh, they could not use Aadhaar because only 38% Aadhaar enrollment is done in their district. But the system they used is Aadhaar scalable and now presently they are using without biometric based smart cards authenticaton. In 580 Shops, front end computerization is done. With the help of smart card one can go to any of the shops of their choice. If we give choice to the beneficiaries, then only actual quality of service will be improved. Only then we can reduce 20-30% of diversion and related issues.

Secondly, as far as sms based service is concerned, he said that it is a good system.

Ms Padma’s response to the comments made by Mr Somasekhar:

She said that there are two types of portabilities that can happen. ie., Permanent and temporary. Permanent, wherein one wants to migrate to another shop for a permanent period. This type of portability is handled through mutation service. In this case the person can directly go to the Common Service Centre, apply and get his card transferred to another shop for the permanent type of portability/transfer. In temporary type, if a person wants to take ration for next month in another shop or for next 2-3 months in another shop, she said that they are offering in recent version of e-POSS that had been started. Earlier e-POS project was connected with the legacy system, which was never connected to e-PDS. She said that, recently for the past one month they have tested the connectivity with e-PDS, which is Component-1. They have a portability factor wherin a person seeking ration can opt for any other shop when he comes for the next time. She said that, we can operationalize this in a full length manner only when we scale it up to entire Telangana. Then the connectivity will be placed and people will get awareness when they move out to another region, so that they can opt for the portability.

She said that they are sure that within 6 months down the line, the portability will be totally in operation and as of now the technical part, i.e., the module is available in the version 2 of e-POSS.

Another thing about exception handling, they are seeing that none of the beneficiaries go empty handed when they go to the ration shops. Whenever there is a problem with internet connection, there is a buffer authentication wherein the transaction process through Electronic Certificate (ECs) are given to the beneficiaries. There is another exception

handling as far as biometric authentication is concerned for the old and disabled persons, we can never get authentication done. So they have listed them out and one method is that they allow the ration to be given to these people when they come. Another method is that they request them to come on particular day in a week either Wednesday/Thursday, etc and they are asking the inspector to stay there in those shops on those days. The inspector authenticates on behalf of the beneficiary and the ration is given. They hope to go by the first method wherein, in beginning itself they identify those persons whose fingers do not allow online authentication. They will record the transactions happened and this is how they are managing the exception handling.

These are the techniques they have used for exception handling that they have taken care so that the beneficiary do not go empty handed simply because the technology is there.

All the e-POSS systems runs on GPRS. When the cellphone works, it means the system works. Internet is not needed for this.

Punjab:

Punjab is also going ahead in R based authentication for ration disbursement. It is almost completed by 70%, the next module they are testing is the FPS Automation. When a person comes to take the ration there are various exceptions. When a person comes for ration then we make sure that the person is not denied of ration. Is there any offline module that they have tested in addition to the online authentication that they are doing, in case there is no connectivity at all?

Response given by Ms Padma:

Before Aadhaar authentication, we have tested the offline module with smart cards, which was in Maheshwaram. We have realized that smart card needs constant updation. Hence we realized that online authentication would go long way because the system would be fine. We have realized that one more system is that putting Biometric in the e-POSS machine itself. Hence we realized that in both the systems there were security issues also. Therefore we have realized that Online Aadhaar Authentication would be perfect. We have GPRS as far as connectivity is concerned, we should test the connectivity like which sim works. Like DOCOMO works in some areas, etc. The service provider will give the perfect solution. Infact, in rural areas like East Godavari, we have extremely remote areas where they have taken wired connectivity. Later Airtel /Tata have settled their towers there.

Punjab said that have they tried the mix of bothe online and offline authentication of Aadhaar?

In version 2 of e-POSS we have online and offline methods.

Meghalaya:

Participants from Meghalaya have asked the query to Ms Padma, saying how to place backup if there is no connectivity because the state like Meghalaya is mountainous and the connectivity is a major problem.

Ms Jayalakshmi, Senior Project Officer, CIPS

She has raised her query on Food Security Act. There are going to be other supplies that are going to be delivered in terms of Telangana State if it has considered expanding the number of items that will be received by the poorest of the poor. It goes beyond kerosene, rice and wheat but we include the protein substances or pulses which are going to be part of it. How do you hope to see your state responding to the food security commitments versus what we have to deliver through the PDS system?

Ms Padma;

Last year we have included 9 items like pulses, wheat, flour, salt, turmeric, tamarind, mirchi powder, rice and Kerosene oil. As far as National Food Security Act is concerned, there have to be 5 kgs/person and we are gearing up for that also. We have realized that in past 1 year there is very limited demand for mirchi and turmeric. In Hyderabad aata is having the demand. Among the 9 commodities, the district can opt for the goods they want to take. There is an issue to include the local varieties. We are looking after that.

Ms Jayalakshmi:

Is the e-PDS system technically geared to include a variety of foods and how does it link to your procurement?

Ms Padma:

Ms Padma said that their system is linked to it. E-PDS takes care of all the 9 commodities and supply chain also takes care of the receipt of the 9 commodities. It will track from where the godown is right from the supplier level. We have geared it up for the extra items.

General question by Ms Jayalakshmi to all the states participating in VC:

Which of the states are procuring for their own distribution? Some states are procuring for their own states distribution and there are others which are contributing as procured states to the FCI Surplus. She wanted the participants to share their status in procurement from their own state or from the FCI.

Participant from Punjab state said that they are not only procuring for FCI, but also within the state itself. The major stages which are still in implementation are those which are more recent ones which they have done. They are distributing their ration in a six month period. The disbursement of ration would be done twice in one year ie., one will be in June and the other is after December. So the ration to a particular beneficiary will be given at once.

Question from Mr Chakrapani, Director CIPS to Punjab:

Are you saying that the commodities are supplied to the ration card holders once in 6 months?

Punjab:

Yes. They are distributing the commodities once in 6 months.

Mr Chakrapani:

How many of them takes the ration once in 6 months (figure)?

Punjab:

It is a Government Policy decision taken. It is not the decision of the beneficiary.

Mr Chakrapani:

Is it already operationalized? There are two issues, one is the distribution of commodities to the fair price shops dealer, second is the offtake by the ration card holder from the fair price shop dealer. Punjab is saying that the allotment of fair price shop is done once in 6 months. Which means he is entitled to take it at a time for 6 months. Is it open for the ration card holder to take his supply once every month or is it necessary to take it once in 6 months.

Punjab:

The beneficiary will be taking entire 6 months ration in one go.

How many card holders are there in Punjab?

Punjab:

Approximately 31 lakh card holders. Total population in 2.77 Crore in Punjab. As per NFSA, it is 1.41 Crore beneficiaries entitled for ration. Roughly it comes to 31 to 35 lakh cards.

Mr Chakrapani:

Does each Fair Price Shop dealer has enough space to keep the commodities for 6 months for storage?

Punjab:

The government godowns will be storing the commodities.

Mr Chakrapani:

What is the basic kind profile of the Fair Price Shops dealers? Are they individuals or cooperatives, or women groups, etc?

Punjab:

Individuals

Questions from Mr Venkateshwar Rao, Deputy Director, Food and Civil Supplies Department, Hyderabad, Telangana to Mr Somasekhar

Regarding the portability factor in e-POSS, Ms Padma was discussing about the online services. As of now we do not have portability factor in Telangana. So, in Raipur, you have said that you have portability factor regarding the migration to any shop. How do you supplement to the other FP shops for which quota is already been sent?

Mr Somasekhar:

In the initial stages of Core PDS, we have made the allocation to the beneficiaries. Then they are free to sell to anybody who comes with a smart card. Our warehouse is running a real time online inventory. It is just like replenishment of money in ATM. We need to understand that if we sell more then we will get more.

Jammu & Kashmir, Baramulla:

The participants from Baramulla said that they have not completed the Aadhaar Enrollment yet. Only 45% of population has been registered and biometrics have been done. 50% of our area is snow bound. We face the connectivity issues. Once the Aadhaar enrollment is done on a full length basis we will try to undertake the project.

Jammu & Kashmir, Anantnag:

Digitization of ration cards has been completed in their district. They are facing the connectivity issues. They said that they will develop both the modules of Aadhaar and smart cards.

Tamil Nadu, Thiruvallur:

100% of issuance of Aadhaar card is not carried out.

Ms Jayalakshmi’s question to Thiruvallur:

She said that Tamil Nadu has Universal PDS, where there is no income bar, exclusion like Ms Padma was assuring that there is no exclusion of anybody. Anybody who is living in Tamil Nadu is entitled to a ration. She said that we also have commodities which are beyond the normal PDS subsidized by central government. Tamil Nadu have got its own state subsidy added. She asked Tiruvallur participant to share how their PDS Computerization work is happening and how is it clubbing the subsidy provided by the State as well as the subsidy provided by the Centre? How it is able to calculate and what new inputs have they put in their own state’s PDS programme?

Tamil Nadu, Thiruvallur:

The participant from Thiruvallur said that they will take rice from the FCI godown.

General Question asked by Ms Jayalakshmi:

Are there any other procuring states?

Mr Chakrapani:

Every state which is procuring, does it go for its own consumption, like Andhra Pradesh, Madhya Pradesh, Chhattisgarh, Punjab, Haryana. Now UP is also emerging as one more procuring states. All of them procure both for their requirements and also for the Central pool. Almost all the procuring states, do it for the twin purpose of the consumption and also for the delivery to the central pool. There are some states which procure a large quantity for being sold to specific states like West Bengal, Kerala where the boiled rice is one of the major factors. They are taken in to consideration. The delivery to the central pool could be to the state and also it could be to other states. It depends on the need, point of time, movement given on different occasions.

In Odisha, they are procuring paddy. We are one of the surplus states as far as paddy is concerned.

Procurement during 2012-13 was highest i.e 53 Metric ton of paddy. During 2013-14, they have procured about 42 metric ton of paddy.

Is it paddy or is it rice?

Mr Niranjan Nayak:

It is paddy.

You convert it to rice, Is it?

We have procured 21 Lakh Metric Ton, we are delivering it to exchange.

Introduction of the concept named “m-PDS implementation in Odisha” by Sri Niranjan Nayak, OAS (SAG), Managing Director, Odisha State Civil Supplies Corporation (OSCSC), C/2 Nayapalli, Bhubaneswar, Government of Odisha.

The agenda of the presentation covers introduction of mGov Services and its benefits.

In his explanation on the implementation of m-PDS, he has metioned the modules involved in the project. They are

1. Paddy Procurement Module: This module has been designed to cater to the problem of getting daily procurement information from field Officials

2. Rice Delivery Module: This module has been designed to cater to the problem of getting daily rice delivery information from millers

3. Commodity Lifting Module: This module has been designed to cater to the problem of getting information for daily transfer (receipt and issue) of commodities such as rice, wheat and sugar from depots.

4. FPS Closing Balance: This module has been designed to cater to the problem of getting information for daily lifting of commodities such as rice, wheat and sugar from the lifting officer by the depots.

He has given the brief illustration of the 4 modules involved in the m-PDS implementation.Later he explained the process flow of the mGov modules. Process flow of the modules is explained below:

Once the stakeholder completes the Online Registration, he submits it along with the barcoded acknowledgement at District CSO Office. The request will be approved in Odisha Food portal by CSO using authentic User id and Password. Now, unique code for a stakeholder will be generated with mobile number tagged to it. Therefore, daily SMS Reporting through the registered mobile will be defined by the FS& CW department. Hence, SMS will be captured in the central server for online access by the users.

After setting the context, he shared his experience about the benefits of mGov in PDS:• As project dependency is minimum on hardware infrastructure, it is easy to

implement.• Existing state infrastructure has been used.• Due to simple coding structure, end users were able to send SMSs with minimum

error• Easy to track the existing stock of RRC across the state• Quick data receipt from remotest areas where electricity & connectivity is a

Uttarakhand:

Participants from Uttarakhand has asked Mr Niranjan Naik to send the detailed documentation of the project, so that they can try the Odisha model in their state.

Mr Akshay asked whether the mobile system they are running is the single source for the entire supply chain management and the entire transaction data or is it something which has to be done parallel where there are also reports going on? What initiatives or reports that you have put in this system as far as capacity building goes? Is this applicable in the entire state of Odisha or only applicable in some districts/blocks?

Response from Mr Nayak:

m-PDS is applicable in all 30 districts of the states. It is easier to handle. It is a parallel system. We have reports from the Civil Supply Officers. We have actually trained the major stakeholders of all the districts and then they used to train the stake holders within their areas. We will get the messages everytime through the mobile phones whenever we make the transactions.

Mr Vinay Kumar Choubey, I.A.S, Deputy Commissioner cum District Magistrate, Ranchi, Jharkhand has started his presentation on Fair Price Shop Automation in Ranchi District

He said that the perspective of PDS is to provide the commodities to the most deprived section of the society. The implementation of various Central & State Government Schemes is carried out by distributing the food grains, coarse grains, edible oil, levy sugar, kerosene, etc under Public Distribution System.

He has given a brief on the overview of PDS in Ranchi. He said that under PDS, they are covering 18 blocks and 2 town areas. 5.5 Lakh ration cards have been issued to the

beneficiaries. Approximately there are 20 Lakh beneficiaries in Ranchi. 1,872 Fair price shops have been established. He said that FPS is computerized in 5 Blocks of Ranchi.

He had further shared his experience on the problems faced in Public Distribution System. They are given below:

1. They have identified bogus ration cards and there are multiple ration cards for the same family.

2. Diversion of PDS items – connivance of FPS licensee, transporter and field staff of the Department.

3. Denial of ration to the cardholders, fabrication of sale record by FPS Licensee.4. Bogus and duplicate names as well as ineligible, relatively influential households

push out most vulnerable and vulnerable households due to ceiling

These are the problems faced in PDS.

Explaining the need to overcome those problems, Mr. Vinay Kumar Choubey gave a brief explanation on desired features of PDS like Centralized Database of PDS Beneficiaries, Online Ration Card Management System, Induction of transparency and accountability in operations, Reduction of Redundant Workload, MIS for monitoring and quick decision making, Integrating information relating to operations handled by different agencies, Distribution of commodities to beneficiary at FPS through PoS terminals using biometric details captured through Aadhaar, Allocation of commodities to FPS dealers based on monthly policy decided by Department, FPS portability possible and Use of SMS alerts for timely awareness of FPS and concerned.

He then went on discussion regarding the flow of current PDS system, by collecting data on ration cards in first phase. The Aadhaar number of all the beneficiaries has been entered in the backend database and then verified the data using UID. After the verification, the verified data goes into the hand held device. This hand held device is connected to the tower and backend database. Finally the transaction data will be uploaded on to the web server.

He had explained the workflow on the system by presenting the screenshots of the website. He said that they had created the OTP system in which they have individual authenticity. He further added the benefits of the system saying that they have removed the unauthorized beneficiaries, they have made the ration available for the entire month, any family seeded can avail the commodity, Saving of enormous amount of Govt. revenue due to deletion of fake ration cardholders, online allocation of commodities to FPS dealers, real

time transaction can be monitored and can be available for high level review and FPS dealers cannot fudge transaction data.

Further, he had given the status of transactions that around 21,000 transactions are done using UID and OTP in the month of Sept’14 and Oct’14.

He said that in future they will be looking at tracking of vehicle movements during transportations of goods using GPS, portability of Ration distribution(means any beneficiary can get ration from anywhere), Use of SMS alerts to the beneficiary regarding the arrival of commodities at respective FPS, migration of entire beneficiaries into other state sponsored schemes, Aadhar based Coupon Issues by Citizen Service Centres (CSC), Provision to receive stock from Godwon to FPS by means of authentication of Transporter/Agent/Driver and Introduction of digital weighing machine connected to server.

After setting the context he had shared the achievements of the project. He said that 5.2 Lakh families are digitized. 289 FPS dealers covering 5 blocks are using HHT for distribution of commodities. 70149 beneficiary families are seeded and transaction by FPS dealers can be seen real time.

Experts comments on Fair Price Shops Automation in Ranchi:

Ms Jayalakshmi:

Ms Jayalakshmi has taken the Chattisgarh model on portability saying that they have already experimented the portability which has taken up to the level of fair price shops and tried to explain why the citizen chooses a particular FPS. She asked Ms Vinay Kumar and tried to understand the assurance of the quality of FPS using the tool?

Mr. Vinay Kumar Choubey:

He said that it is a real time system in which connectivity is a major issue in the remote areas. Whenever they start the system in a particular block, then they will try to tell the beneficiaries that the system is good to implement. Right now he said that they are expanding the project to other districts because the number of Fair Price Shops are relatively less. Therefore, in future, he said that they will try to increase the number of Fair Price Shops and then advertise the project to the beneficiaries saying that they can take ration from any of the Fair Price Shops. He also said that they have convinced the owners of the Fair Price Shops regarding the system. They have developed the system in which anybody can go to any shop in the entire district and get the entitlement. He said that they are trying to spread the system in the neighbouring districts by means of advertising.
