With so many great events over the past 3 months to talk about, I imagine you may be wondering why this is the first newsletter we've published in 2012.  Good question!  Unfortunately for all of us, our Chapter newsletter editor, Ms. Jessica Bode, moved from Hawaii in January.  Jessica did a tremendous job at improving the quality of every issue she published from the one before, setting a high bar for every other Chapter to try to met.  She also kept our volunteers on track with getting submissions in on time to her, and did it all with grace and courtesy.  We'll miss you, Jessica!Though she's not here now to help share our story, we'll keep doing our best to let you know what's going on in the BEST chapter in ASMC.In December, our Annual Holiday Party was once again a great time.  More than 100 members came out to celebrate over a fantastic Holiday buffet arranged with the Marine Officers Club at Kaneohe under the leadership of our Marine VP Rita Smith.  The whole gang had the pleasure of hearing the incredible professional coach Ms. Pam Chambers educate them on how to "raise the bar" in their personal and professional lives.  Additionally, the attendees brought a

In January, we packed the Volcano room conference center at PACFLT with more than 80 attendees to hear from Mr. Mark Easton, OUSD(C) DCFO, and his take on the DOD audit preparations and evolving budget status.  Directly following his VTC -- which by the way directly supported his own performance goal of reducing travel in DOD and increasing the use of VTC technology -- we presented the first annual Aloha Chapter Achievement Awards to some very deserving Army, Navy, Air Force, and Marine members based on their command's nominations (see inside for their names).  Congratulations to all!  In February, we had the distinct pleasure of planning and co-hosting with AGA a luncheon with former Governor Linda Lingle at the Hale Koa.  With over 120 attendees, this was our largest luncheon this year.  The governor spoke about her vision for Hawaii and the country and her thoughts on what it takes financially and politically to achieve such goals.  It was a fascinating talk and a tremendous opportunity! To end the month, we held a successful – and fun! – inaugural “Adopt a Highway” weekend community service event (still more pictures inside…).Stay tuned for our April newsletter for the results of our second annual Comptrollers Roundtable in March and the voting in of next year’s officers. A proposed House Budget Resolution unveiled yesterday by House Budget Committee (HBC) chairman Rep. Paul Ryan (R-WI), would cut $5.3 trillion from federal budgets over the next 10 years.  Ryan called his proposal a “plan of action for American renewal.”The annual budget resolution, often referred to as a “congressional budget blueprint,” sets revenue and appropriations targets for the tax writing and appropriations committees, so they can begin work on the president's budget request.  This is an internal congressional procedure so the passed budget resolution is not sent to the president for approval.In a wide-ranging plan, Chairman Ryan seeks to achieve lower deficits and jump start the economy by further reducing federal spending, reforming the tax code, decreasing federal regulation, restraining entitlement spending, repealing the health care act, while protecting defense.  Many of the proposals in his FY2013 plan were included in the plan he proposed last year.For FY2013, the proposed resolution would set the cap for total discretionary budgets to $1.028 trillion.  This funding level is $19 billion lower than the $1.047 trillion set last year in the Budget Control Act (BCA) that ended the budget stalemate.  However, even though the BCA passed the Congress, many House Republicans argued that the funding target should be lower and vowed to continue pressing for further reductions.…

The ASMC Aloha Chapter members and guests were honored to have special guest speaker Mr. Mark Easton, Deputy Chief Financial Officer, Under Secretary of Defense (Comptroller).

On 18 January 2012 Mr. Easton joined us via video-teleconferencing from his office in Washington, D.C. Attendants at the luncheon included financial managers across the Department of Defense located here in Hawaii. Mr. Easton’s presentation focused on DoD’s future auditability, Secretary of Defense Panetta’s guidance to DoD and a short overview of the DoD Financial Management Certification Program.

Mr. Easton began the presentation by giving the scope of DoD’s budget and the importance of a “clean” audit. He illustrated this idea by stating two points: 1) if DoD were a Fortune 500 Company it would rank #1 in sales and 2) a “clean” audit opinion is a normal business practice in the private sector and something DoD currently lacks, but is making positive steps to obtain. This really laid the foundation for the emphasis and importance of moving DoD towards financial auditability by FY 2017.

He continued by expressing the ultimate goals of financial auditability. In summary: Comply with Laws; Verify Correct Allocation of Funds; Make Better Use of Resources; Increase Public Trust. Mr. Easton spoke, at length, concerning the importance of reassuring the public and Congress that DoD is a good steward of tax payer dollars.

Interestingly enough, Mr. Easton pointed out DoD as the only federal agency without a positive audit opinion. Secretary Panetta directed the department to cut in half the time it will take to achieve audit readiness. The intent of this guidance is to have the ability to conduct a full-budget audit by 2014. This direction adjusts the projected time lines of the Services to execute their individual plans. For example, Army’s timeline would move up by 1 year and Navy would get a 1 year extension.

Lastly, Mr. Easton summarized an initiative for a DoD Financial Management Certification Program. The proposal is spearheaded by BG (R) Sandra Gregory and looks to create a mandatory certification program for DoD FM Civilians and Military. Financial Mangers would be certified from levels 1-3. Each level consisting of a certain number of course hours, CEU/CPE hours and leadership related training. If approved, this certification program could be fully implemented by March 2014.

Mr. Easton emphasized the need to apply military operations discipline to business operations. DoD and Financial Managers will do well if we follow his advice to prepare for organizational audit readiness and individual professional certification.

Our Membership Program is very active and has included setting up a recruiting booth at the Regional Professional Development Institute held in Hawaii in August 2011. We were most successful getting to know new folks from the Pacific Region who ultimately joined ASMC Chapters from various areas within the Pacific. We also added about five new members to our very own Aloha Chapter. We have set up recruitment booths at several "Partnership Luncheons" which have drawn crowds of interest. In the future we will be Partnering with the AGA Hawaii Chapter for two luncheons. We will also have a recruitment campaign kick off from January-March with a membership growth goal of 500 for our Chapter!! Currently we have three members in our Membership Committee, a Membership Chair and two members. We are gearing up to high tempo for our recruitment campaign in January. Through our NEW MEMBER ORIENTATION PROGRAM, we present Membership Packages along with an Aloha Chapter coin to all new members to our great Chapter. Our membership packages include a Welcome Letter along with a Description of Membership Benefits, Chapter Officer Org Chart and List of Committee Chairs, Current Newsletter, List of Events, Aloha Chapter Constitution/Bylaws, National Documents and a write up entitled "Why Have You Joined?" which lists some of the many benefits to being an ASMC Aloha Chapter Member. 

ASMC Aloha Chapter Membership Program

ASMC Aloha Chapter CDFM ProgramThe Certified Defense Financial Manager (CDFM) Program establishes a standard of excellence for Defense financial managers. The CDFM is significant as it denotes expert knowledge in all areas of the DOD Financial Management (FM). The Aloha Chapter CDFM Certification/Professional Development Chair is Gaye Sakai and committee members are Karen Mo-rinaga and Valerie Jaictin. This year (June 2011- May 2012) our CDFM program goal is to increase CDFM's in the Chapter by 10%. To meet this goal the Aloha chapter has coordinated the set-up and advertisement of the centrally funded CDFM class for all our members, funded and hosted audio classes in November for CDFM Modules 1 and 2, and investigating the possibility of bringing a Module 4 class to Hawaii in the Spring. Take advantage of the opportunities provided by the ASMC Aloha Chapter and become an "expert" in DOD FM.

 

EDFMTC   training opportunities: 12 seats available were made available at the EDFMTC Classroom session held at Ford Island in March 2012. 

 

CDFM-A/Module 4 class: 32 seats were made available in a 2-day CDFM-A/Module 4 Classroom session to be held at Ford Island Conference Center on Apr 25-26 2012. Cost was  ~$525 per-person. The class is currently full. POC = Gaye Sakai at    [email protected]

Our Philanthropic Responsibilities

Making a Difference...

The Hawaii Foodbank: The Aloha chapter and its members have been so supportive in our effort to reach out to the community through the Hawaii Foodbank. As of February 2012, we’ve donated 535lbs of non-perishable goods, and given $41.00 in monetary donations. Your support and involvement in this effort has been integral part in meeting the needs of some many. Mahalo for your continued support.

Toys for Tots : For the U.S. Marine Corps Reserve Toys for Tots Program, ASMC Aloha Chapter members collected new and unwrapped toys for the less fortunate children in Hawaii. Aloha Chapter members began collection the week of 07 November 2011 and the collection ended at the annual Holiday Party on 07 December 2011. The approximate number of toys collected by ASMC during this effort was over 1,000. This is an outstanding effort! Mahalo to all of you who made this event such an overwhelming success!

State of Hawaii Adopt a Highway. For the State of Hawaii’s Adopt a Highway program, the ASMC Aloha Chapter cleaned a two-mile stretch of the Kalanianaole Highway near Kahala Mall on 03 March 2012. Aloha Chapter reached an agreement with Adopt a Highway to clean this portion of the Kalanianaole Highway at least quarterly for the next two years. The March 2012 event was Aloha Chapter’s first clean-up.
