About the construction, plumbing and services sectorsIn economic terms the construction industry is a major segment of the Australian economy, employing nearly 900,000 people, with half of this workforce in the housing sector. The industry is characterised by contracting labour, and with less than three people per firm, the norm is micro businesses with owners working directly in a trade area, rather than just business management. The trend toward contracting labour, and increasingly labour hire rather than direct employment, is more pronounced in the general construction industry than in any other.

CPC Construction, Plumbing and Services Training Package covers occupations and job roles in general and off-site construction, plumbing and services; from entry level to management.

Building techniques used in the construction industry have undergone changes in recent years, with significant technological advances in prefabrication, energy efficiency and project management tools. These advancements have affected a wide range of fields, from materials (concrete, metal pre-casting and alternative wood products), management methods (subcontracting, prefabrication and project management) and innovations (robotics, computer aided design and electronically linked project management teams). The benefits of technological advancement for the industry are seen in increased productivity, new capital equipment and the improved energy efficiency of buildings.

The plumbing and services sector is driven technically by public health and environmental requirements arising from the water industry and the need for proper sanitation. Sustainable and environmentally friendly practices are also driving the sector. The ongoing need to protect the environment from ozone depleting substances, and the search for alternative energy methods and water saving measures will require that plumbers of the future have a major impact on addressing environmental requirements in their everyday activities and have the appropriate education to enable them to do so. Technology impacts on this sector in various ways. Changes to the type of equipment used by plumbers have seen such things as the introduction of video cameras to inspect for hidden leaks in drainage systems or hydro jets, and high pressure hydraulic pumps connected to steel cables for trench-less sewer line replacement. Additionally, the introduction of new materials such as recycled plastic piping requires upskilling the workforce to learn new methods of handling and installation.

Part A: Overview information

1 Purpose of this GuideThis Implementation Guide supports the CPC Construction, Plumbing and Services Training Package. It has been developed to assist trainers, assessors and registered training organisations (RTOs) as well as other users of the Training Package by providing information on the structure and contents of the Training Package, as well as other guidance material.

2 About Training PackagesA Training Package is an integrated set of nationally endorsed competency standards, assessment requirements and Australian Qualifications Framework (AQF) qualifications for a specific industry, industry sector or enterprise.

Each Training Package: provides a consistent and reliable set of components for training, and for recognising and

assessing learners’ skills; and may also have optional support materials enables nationally recognised qualifications to be awarded through direct assessment of

workplace competencies encourages the development and delivery of flexible training that suits learner and

industry requirements strongly encourages learning and assessment in a work-related environment, which

leads to verifiable workplace outcomes.

Training Packages specify the skills and knowledge required to perform effectively in the workplace. They do not prescribe how an individual should be trained. Trainers and supervisors develop learning strategies ‒ the ‘how’ ‒ depending on learner needs, abilities and circumstances.

The Training Package Development and Endorsement Process Policy ensures that qualifications, units of competency and assessment requirements are developed to an agreed quality standard and are responsive to industry’s existing and future demand for new skills.

The following key principles underpin the process. Open and inclusive industry-driven continuous improvement, validation and endorsement

of Training Packages. Strong and clear key stakeholder roles with critical points of intervention and consultation. Highly responsive process, capable of meeting industry needs and priorities for new

skills. Industry Skills Council (ISC) responsibility and accountability for the quality and relevance

of Training Packages.

The CPC Construction, Plumbing and Services Training Package consists of the following endorsed components. Units of competency, which specify the standards of performance required in the

workplace. Assessment requirements, which are associated with each unit of competency and

specify the performance evidence, knowledge evidence and assessment conditions for assessment.

Qualifications, which comply with the AQF specification for that qualification type, and describe a combination of units of competency that provide a meaningful outcome at an industry or enterprise level.

Credit arrangements, which specify any arrangements that exist between the Training Package qualifications and higher education qualifications (at the time of endorsement of CPC Training Package no national credit arrangements exist).

Delivery and assessment of Training PackagesTraining and assessment for the purpose of national recognition must be conducted by an RTO with the qualifications and specific units of competency on its scope of registration. RTOs wishing to deliver material not on their scope of registration will need to work in partnership with RTOs that do have the material on scope.

The Department of Education and Training (DET) is responsible for setting out the competency standards required by vocational education and training (VET) trainers and assessors who deliver nationally recognised training and assessment services.

The current determination came into effect from 1 July 2013 and may be viewed at http://www.industry.gov.au/skills/NationalStandards/Documents/DeterminationforTrainerandAssessorCompetencies.pdf.

RTOs are responsible for ensuring that training and assessment are conducted by appropriately qualified practitioners and comply with the relevant requirements in the Standards for Registered Training Organisations (RTOs) 2015 (http://www.comlaw.gov.au/Details/F2014L01377).

Additional information relating to assessment and assessors is contained in the assessment requirements template for each unit of competency.

Reasonable adjustmentReasonable adjustment refers to adjustments that can be made to the way in which evidence of candidate performance can be collected. While reasonable adjustments can be made in terms of the way in which evidence of performance is gathered, the evidence criteria for decisions about competency – ‘competent’ or ‘not yet competent’ – and/or awarding grades should not be altered in any way. That is, the standards expected should be the same irrespective of the group and/or individual being assessed; otherwise comparability of standards will be compromised.

Assessors may need to consider and apply reasonable adjustment when conducting assessment and gathering evidence in relation to the assessment requirements of CPC units of competency.

Training Package codeEach Training Package has a unique national code identified by a three alpha character code followed by a concise title reflecting the industry sector. For CPC Construction, Plumbing and Services Training Package, the three alpha character code reflects: CP = ‘construction and property’ industries – a two-character code used by CPSISC to

identify the Training Packages under its coverage C = ‘construction, plumbing and services’ industry sectors.

Qualif ication codesAs represented in Figure 1 below, each qualification has a unique eight character code: the first three characters identify the Training Package the first number identifies the qualification level the next two numbers identify the position of the qualification in the sequence of

qualifications at that level the last two numbers identify the year in which the qualification was endorsed.

3.3 CPC qual i f icat ions, ski l l sets and units of competency

Training Package quali f icationsQualifications comprise units of competency that together support an industry-agreed job role. Qualifications typically comprise a number of mandatory core units that are required across the entire industry and a number of elective units that can be chosen to suit industry sector, and regulatory, enterprise, professional or individual requirements.

CPC qualif icationsThe initial release of CPC Construction, Plumbing and Services Training Package contains three qualifications, which comply with all aspects of the AQF 2013 descriptor for their qualification type.

The AQF provides a comprehensive, nationally consistent framework for all qualifications in post-compulsory education and training in Australia. In the VET sector it assists national consistency for all trainees, learners, employers and providers by enabling national recognition of qualifications and Statements of Attainment. 4 Key work and skil l requirements in CPC

4.1 Bui lding surveying

Building surveyors play a vital role in ensuring the integrity and compliance of the nation’s buildings. They oversee, to varying levels, the work of other professionals in the construction industry.

Building surveyors must assess and verify that proposed and actual building works satisfy compliance requirements that extend to energy efficiency; fire safety; access to premises for people with disabilities; and processes to ensure safe work environments, such as the management of asbestos in buildings.

In addition, depending on the role of the building surveyor and the requirements of the authority issuing permits, building surveyors may also need to understand and respond to requirements of specific buildings, including those with heritage values or where food safety or public safety and amenity are of concern and codified.

Building surveyors must have a thorough understanding of complex planning and legislative requirements, as well as of building codes and standards. Their role bears significant professional risk, and is central to ensuring that the community is well served by the buildings that are constructed within it.

Increasingly, experienced building surveyors also offer consulting advice to property developers and builders about strategies to ensure compliance with federal and state building legislation and local planning policies. Practitioners must also be aware of their legal and ethical responsibilities, ensuring that there is no conflict of interest when they provide code-consulting advice and, where conflict exists, excluding themselves from undertaking certification responsibilities for those projects.

4.2 Fire system design

This small, niche sector is of great importance, given the vital work fire system designers do in ensuring public safety and the protection of human life and built assets.

The National Fire Industry Association (NFIA) and the Fire Protection Association Australia (FPAA) played a central and active role in the project steering committee for this version release, not only in the development of the original fire systems design qualification and units of competency but also in this latest version of the Graduate Certificate in Fire Systems Design Management, which has been re-designed to ensure compliance with the national Standards for Training Packages. This re-design of the qualification has also included revising the qualification’s title in line with AQF requirements which no longer include the word 'Vocational' in graduate qualifications.

4.3 High r isk work

The model Work Health and Safety (WHS) Regulations list the work that requires a high risk work licence.

High risk work includes scaffolding, dogging and rigging work. It also involves using cranes, forklifts, reach stackers, boilers and boom-type elevating work platforms. In most instances, carrying out high risk work requires a licence to undertake that type of work. The licence to operate a concrete placing boom unit is the first to undergo redesign within the suite of high risk work units to be included in the CPC Training Package.

5 Regulatory and licensing implications for implementation

5.1 Licensing requirements for bui ld ing surveying

Building surveying is subject to various and different licensing requirements across the states and territories. It is likely that following the inclusion of building surveying qualifications into CPC Version 1, licensing requirements will be revised by the various state regulators. RTOs and other users will need to contact the relevant regulatory authority when seeking advice for candidates for licensing purposes.

5.2 Licensing requirements for f i re system design managers

At the time of endorsement of Version 1 of this Training Package, no licensing, legislative, regulatory, accreditation or certification requirements apply to this qualification.

Fire systems design managers, companies and personnel must comply with environmental, industrial and work health and safety (WHS) legislation and regulations.

The work health and safety regulators for each state and territory are listed in the Industry health and safety implications section of this Guide (page 23).

5.3 Licensing requirements for concrete placing boom operators

The re-designed unit, CPCCLBM3001 Licence to operate a concrete placing boom, is based on the licensing requirements of Part 4.5 of the Model Work Health and Safety (WHS) Regulations, High Risk Work, and meets commonwealth, state and territory high risk work licensing requirements to operate all types of concrete placing booms in all jurisdictions.

Licensing units of competency may be packaged into a qualification, included in a skill set, or delivered and assessed as stand-alone units. The National Standard for Licensing Persons Performing High Risk Work provides the overarching regulatory framework for the delivery and assessment of licensing units of competency.

State and territory WHS authorities have mandated the use of assessment instruments for high risk work licensing units of competency. The assessment instruments have been endorsed by Safe Work Australia, the national body responsible for implementing WHS legislation. Part B: Implementation Information

1 Key features of CPC and the industry that impact on selecting training pathwaysTo meet the demands of industry and the requirements of VET stakeholders, Training Packages and the qualifications and units they contain are subject to change, including continuous improvement processes.

Training Packages are version controlled and users are advised to check training.gov.au for the latest version of CPC. From 2015 onwards, further versions of this Training Package will be released as more qualifications, skill sets and units of competency are transitioned into CPC from CPC08.

Maintaining currency in CPCTo effectively deliver units of competency from CPC Construction, Plumbing and Services Training Package, trainers and assessors will need to maintain currency of knowledge, skills and industry experience.

CPSISC strongly recommends that to maintain their vocational currency, trainers and assessors should have undertaken work experience or professional development related to the industry sector for the respective qualification within the past two years.

Assessment conditionsThe assessment requirements document that relates to each CPC unit of competency contains an Assessment Conditions section that lists a range of requirements for assessment, typically under the following categories: equipment materials specifications relationships with team member and supervisor relationship with clients.

Where training and assessment are conducted in a real work site, safety and workplace induction requirements for RTO staff and learners may apply. In these situations, RTOs must ensure that any requirements to access and operate on the work site are met. This may include the safe handling and operation of plant, equipment and materials.

When training and assessment are conducted in a close simulation to the workplace, RTOs are also required to ensure that safety requirements related to the simulated work site (including plant, equipment and materials) are met.

3 Entry requirements for CPC qualif icationsEntry requirements are the skills, knowledge and experience required to enter a qualification. These requirements may be expressed in terms of competency from a lower level qualification or vocational expertise – including job roles – or both; and where they exist, they must be demonstrated prior to entering the qualification or being issued the qualification.

Where entry requirements exist for a qualification, they are stipulated at qualification outset.

4 Pathways advice in l ine with requirements of the AQF Pathways PolicyThe AQF provides a comprehensive, nationally consistent framework for qualifications in compulsory post-education and training in Australia. The framework helps to provide consistency in the VET sector for all trainees, learners, employers and providers by enabling recognition of qualifications and Statements of Attainment. The framework enables learners to have flexible pathways than can cover more than one provider, pathways that are horizontal (across AQF qualifications at the same level) and vertical (between qualifications at different levels), and eliminates unnecessary and unfair barriers to AQF qualifications.

4.1 Pathways advice for bui lding surveying

The Advanced Diploma of Building Surveying and the new building surveying skill set provide a pathway to new entrants seeking a career as building surveyors. Along with the Graduate Diploma of Building Surveying, they also provide a pathway for experienced construction workers looking for a career change and wanting to expand their knowledge of building surveying.

The Graduate Diploma of Building Surveying also provides the opportunity for senior, experienced building surveyors to have their skills and knowledge recognised with a formal qualification.

4.2 Pathways advice for f i re system design

CPC80115 Graduate Certificate in Fire Systems Design Management was designed to provide a pathway for a range of workers by offering a defined training pathway for new entrants seeking a career in fire systems design.

The qualification is also suitable for existing workers within allied areas, such as tradespeople and computer-aided design (CAD) operators, to further build and deepen their skills and move into fire systems design. The qualification is also suitable for experienced practitioners in the fire systems design management sector seeking recognition of their existing skills and knowledge and for those who have undertaken the Diploma of Fire Systems Design in the Construction, Property and Services Training Package.

Graduates of CPC80115 Graduate Certificate in Fire Systems Design Management have the opportunity to advance to a Graduate Diploma in Fire Safety Engineering, currently available in the higher education sector.

No apprenticeship pathways are declared for this qualification.

Credit arrangements for CPC quali f icationsAt the time of endorsement of CPC Training Package no national credit arrangements exist between qualifications in CPC and higher education qualifications.

5 Access and equity considerationsAn individual’s access to the assessment process should not be adversely affected by restrictions placed on the location or context of assessment beyond the requirements specified in the CPCCPC Construction, Plumbing and Services Training Package and must be bias-free.

Training Packages must reflect and cater for the increasing diversity of Australia’s VET clients and Australia’s current and future workforce. The flexibilities offered by Training Packages should enhance opportunities and potential outcomes for all people so that we can all benefit from a wider national skills base and a shared contribution to Australia’s economic development and social and cultural life.

Reasonable adjustmentIt is important that education providers take meaningful, transparent and reasonable steps to consult, consider and implement reasonable adjustments for disadvantaged learners.

Under the Disability Standards for Education 2005, education providers must make reasonable adjustments for people with a disability to the maximum extent that those adjustments do not cause that provider unjustifiable hardship. While ‘reasonable adjustment’ and ‘unjustifiable hardship’ are different concepts and involve different considerations, they both seek to strike a balance between the interests of education providers and the interests of people with and without disability.

An adjustment is any measure or action that a learner requires because of their disability, and which has the effect of assisting the learner to access and participate in education and training on the same basis as those without a disability. An adjustment is reasonable if it achieves this purpose while taking into account factors such as the nature of the learner’s disability, the views of the learner, the potential effect of the adjustment on the learner and others who might be affected, and the costs and benefits of making the adjustment.

An education provider is also entitled to maintain the academic integrity of a course or program and to consider the requirements or components that are inherent or essential to its nature when assessing whether an adjustment is reasonable.

6 Foundation skil lsThe term ‘foundation skills’ in CPC units of competency is used to describe language, literacy and numeracy skills that are essential to performance in the unit. CPC Construction, Plumbing and Services Training Package uses the Australian Core Skills Framework (ACSF) performance feature information to describe the nature of the foundation skills demanded by the unit.

The ACSF has been developed to facilitate a consistent national approach to identifying and developing core skills in diverse personal, community, work, and education and training contexts.

It provides a rich, detailed picture of real life performance in the five core skills of: learning reading writing oral communication numeracy.

It offers: shared concepts and language for identifying, describing and discussing core skills a systematic approach to benchmarking, monitoring and reporting on core skill

The ACSF is a freely available government-developed tool that describes language, literacy and numeracy (or core) skills in the numerous contexts in which individuals work, learn and communicate. The ACSF is a key component of the infrastructure which exists to support and improve adult learning. The ACSF is recognised by all state and territory governments.

In CPC units of competency, foundation skill descriptors have been adapted using the ACSF as a reference point, in order to provide an example of the foundation skills required for the successful performance of the unit in the areas of learning, reading, writing, oral communication and numeracy.

RTOs are advised to assess foundations skills (language literacy and numeracy [LLN]) of prospective candidates prior to them enrolling in the qualification or related units of competency. Each RTO will need to make a decision as to whether the individual candidate possesses the LLN skills to successfully complete the qualification and what additional support the candidate will require to successfully undertake the qualification.

7 Industry health and safety implications

7.1 Bui lding surveying

Along with other professionals, building surveyors are responsible for making sure that buildings are safe for building occupants. Building surveyors have an impact on the design, planning and functionality of buildings and also detect and diagnose problems with design issues, construction techniques and materials. They manage the inspection process from foundations through to completion.

7.2 Fire system design

Fire system design managers need to be aware of Safe Work Australia’s Safe Design of Structures – Code of Practice, July 2012. This model Code of Practice has been developed to provide practical guidance to persons conducting a business who design systems that will be used, or could reasonably be expected to be used, as a workplace. This includes architects, building designers, fire system designers and engineers. The Code is also relevant for anyone making decisions that influence the design outcome, such as clients, developers and builders. 7.3 Concrete placing boom operators

The operation of all types of concrete placing booms, be it tower-mounted boom operation or mobile boom operation, is a licensed occupation involving high risk work that brings with it the potential for serious injury.

For further details it is recommended to check with the relevant WHS regulator listed in Table 12 above.

8 Resources and equipment relevant to CPCAssessment requirements documents will specify any mandatory resource and equipment requirements for assessing a unit of competency in their Assessment Conditions sections.

For information on resources and equipment, Training Package users are also advised to check the Range of Conditions section of CPC units of competency. These Range of Conditions sections specify essential operating conditions that affect the performance of a unit. RTOs will need to have resources and equipment to address the Range of Conditions items as part of the training and assessment of these units.

8.1 Bui lding surveying

The Assessment Conditions section of the assessment requirements associated with each unit of competency specify any mandatory resource and equipment requirements for assessment. For further information on resources and equipment, Training Package users are also advised to check the Range of Conditions section of CPC units of competency, which specify essential operating conditions that affect the performance of a unit. To train and assess these building surveying units of competency RTOs will need to have resources and equipment that address the requirements detailed in both the Assessment Conditions and the Range of Conditions.

8.2 Fire system design

Resources were developed to support delivery and assessment of the previous version of this qualification – CPC70109 Vocational Graduate Certificate in Fire Systems Design Management. These resources, although relevant and useful, have not been updated to reflect the latest version of this qualification – CPC80115. 8.3 High r isk work l icence unit

The model Work Health and Safety (WHS) Regulations list the work that requires a high risk work licence – this includes concrete placing boom operation. The sole licensing unit currently in Version 1 of CPC, CPCCLBM3001 Licence to operate a concrete placing boom, along with other high risk work licence units has mandated national assessment instruments endorsed by Safe Work Australia that must be used by accredited assessors to satisfy jurisdictional regulators for the purpose of licensing.

9 Legal considerations for learnersLegal requirements for learners in the workplace or involved in work experience that apply to industry-specific sectors covered in CPC Construction, Plumbing and Services Training Package vary across each State and Territory and can change from time to time.

Users should contact the relevant state or territory training authorities to check if legal requirements apply (see table below).

Work placements should always involve appropriate supervision and guidance from individuals in the workplace as well as from the RTO’s trainers and assessors, and must adhere to required legislation that applies in the jurisdiction. For example, RTOs and employers must ensure that learners meet appropriate WHS requirements while on a construction site.

Apprenticeships and traineeships are formal training arrangements between an employer and an employee that have been established by a state or territory training authority. Where a qualification is used for an apprenticeship or traineeship, the training has to be recognised by the state or territory training authority. This includes the form and registration of indenture.
