Lessons Learnt
Vietnam – Australia Water Utility Improvement Program
• Relationships – build the trust first• Embrace the cultural differences• Appreciate the different operating conditions• External activities impacting on water quality - water
education programs, site-based management of industrial processes etc.
• Asset management benefits take time and effort, can be perceived as a job that is too big!
• Promotion of business case to fund important projects
• Xây dựng mối quan hệ dựa trên niềm tin• Trân trọng sự khác biệt về văn hóa• Trân trọng sự khác nhau về điều kiện vận hành• Những hoạt động ảnh hưởng lớn đến chất lượng

Neville Pearce – Chief Operating Officer
52 waterpartnership.org.au
Original scope of arrangement
Vietnam – Australia Water Utility Improvement Program
The scope of the Phu Tho WSC-Coliban Water twinning arrangement was originally based around the following three topics:
• Water Safety Plans
• Asset Management
• Non-Revenue Water
53 waterpartnership.org.au
Expansion of scope (1)
Vietnam – Australia Water Utility Improvement Program
Over the course of three reciprocal visits, new topics have been added:
• Data Management
• Contract Management
• Corporate Communications
• Financial Management
• Customer Service
• SCADA
54 waterpartnership.org.au
Expansion of scope (2)
Vietnam – Australia Water Utility Improvement Program
• This expansion of the scope of the arrangement has helped deepen the relationship between Phu Tho WSC and Coliban Water
• It has also provided the opportunity for a much wider group of staff from across both organisations to be involved in the arrangement
55 waterpartnership.org.au
Medium- to long-term goal
Vietnam – Australia Water Utility Improvement Program
• The medium- to long-term goal of the arrangement is to work towards Phu Tho WSC being able to provide water of a drinking water standard to their customers
• Strong alignment with the UN’s Sustainable Development Goals (SDGs)
• Ambitious goal, but one worth pursuing
56 waterpartnership.org.au
Lessons learnt to date
Vietnam – Australia Water Utility Improvement Program
• There are significant benefits for the staff of both organisations
• Progress on achieving the goals of your arrangement can appear slow at times
• Need to accept that only so much can be achieved over a 12-18 month period and 3 reciprocal visits
• Organisational change takes time, but these arrangements can deliver multiple benefits
