Assessment system at school level Ministry of Education and Training
(MOET) provides guidelines on in-classroom assessments for each level of education
Continuous assessment: oral, <20 minute tests, observation, homework… At lease 2 times/month for Math
Periodical Assessment: Midterm 1, midterm 2, final term (semester), final year exams
School self-evaluation for improvement and accreditation application: at least once per period of 4-5 years
Assessment system at provincial level
Grade 10 admissions:
MOET provides guidelines with 3 option: No exams, exams plus student portfolios, exams only.
Province makes choice of one option

VN Assessment Goals until 2020 the government intends to conduct
national surveys of achievement periodically for Grades 5, 7, 9 and 11 in Math and Vietnamese and gradually expand to include other subjects.
evaluation standards have been developed for all pre-tertiary education and schools will be evaluated against these at both local and national levels.
Vietnam also plans to participate in international assessment such PISA 2012 and other activities.

Vietnam with Russian Education Aids for Development (READ)
Trust Fund Vietnam is on its way to having a firmly
established, high-quality assessment system. READ has the opportunity to continue to build capacity and support these endeavors.
READ’s support is intended to strengthen Vietnam’s capacity to conduct systemic assessment of learning outcomes and provide channels for feedback, policy analysis and recommendations for actions to improve student learning outcomes.

READ has supported:
4 local workshops with key stakeholders to discuss outcomes of the First READ global conference, findings of the self-diagnosis report on VN ass. system and capacity building to participate in international assessments
Support to attend first PISA NPM meeting in Hong Kong
Two Global READ Tech. Consultants visited & review VN ass. System
1 international expert come to deliver 2 training courses

VIETNAM ROADMAP FOR
EFFECTIVE ASSESSMENT
SYSTEM Road map for effective assessment
system is a combination between quality dimensions and assessment types/functions.
The quality dimensions include enabling environment, Integration with broader education system, technical quality of instruments.
The assessment types/functions include classroom assessment, examinations and surveys. The Vietnam roadmap will be reviewed from this point of view.

Enabling Environment for Education Assessment System
Vietnam places a high priority on assessments. GDETA and DOETs are well-staffed and their budgets include targeted funds for carrying out assessments.
In agencies like VNIES, there are teams of competent assessment specialists capable of conducting national surveys of student achievement.
policymakers in Vietnam take assessment results seriously and use them to improve education quality.

Alignment with Education System
Newly developed national standards and an updated curriculum clearly define the national goals in education.
The results of assessments are used to interpret the quality of curriculum. Vietnam is also serious to link the results of assessments with policy and teaching (new policy on full day schooling).

Technical Aspects
The exams and surveys studied were found to be technically sound and avoided most common mistakes.
However, there is lack of evidences on reliability and validity of these assessments that need to be considered.
With support from READ program, there is a plan to review assessment types for improvement.
