The Cabrillo Economic Develo- pment Corporation recognized its 2019 Rodney Fernandez Lea- dership Scholarships recipients on Thursday, July 30, during a meeting of the Board of Directors at Cabrillo’s Snapdragon Place Apartments in Ventura. Cabrillo Chief Executive Officer, Margarita H. De Escontrias wel- comed the recipients, introduced the board members and thanked the members of the scholarship re- view panel for their commitment in determining the scholarship recipients. This year, Cabrillo received 24 applications, and awarded $12,500 to 14 recipients. Edison International provided a $10,000 grant for STEM recipients, and another $2,500 funded by indi- vidual donations was distributed among recipients of all majors. The Rodney Fernandez Leaders- hip Scholarship Program, created in 2011, honors the legacy of Rodney Fernandez, Cabrillo’s founder and Executive Director for 30 years (1981–2011). The Scholarship continues Fernan- dez’s legacy of community buil- ding by cultivating the leadership of residents to attain their goals and empower themselves to take action to improve the quality of life in their communities. “The Rodney Fernandez Leader- ship Scholarship applicants and recipients exemplify Rodney’s dedication and commitment to making Ventura County a better place to live and work,” said Jack Hinojosa, Chief Executive Officer of Child Development Resources of Ventura County and a member of the review panel. “I was very impressed with the hi- gh-quality applications I reviewed and each of the recipients’ com- mitment, dedication and passion for learning and higher education. More importantly, many of the re- cipients plan to return to the coun- ty to help our community after they graduate. Congratulations to all the RFLF recipients,” he said. She said she was inspired by nurses who tended to her mother, who was diag- nosed with Thyroid Cancer and underwent surgery and radiation. “I want to impact someone’s life in a positive manner and help someone’s mother in the way my mother was being helped. … As I embark on my nursing journey, I plan to get a job in the Ventura County area as a Nurse Practitio- ner. I will most likely be working in the Ventura County Hospital in the emergency unit, but it doesn’t matter where I am as long as I am saving lives,” Mejia said. Yuliana Ceja, a Pacifica High School graduate, is attending Ventura College studying applied mathematics. She said she disco- vered her passion for mathematics while working as a tutor at Ventura College and Tutor Doctor, prepa- ring high school students for SAT exams. ““My ultimate educational goal is to earn a bachelor’s and master’s degree in Applied Mathematics at CSUCI. My dream job is to become a math professor at a community college. As a college professor, I aspire to help students develop a love and understanding of mathematics,” she said. The Cabrillo Economic Develo-pment Corporation recognized its 2019 Rodney Fernandez Lea-dership Scholarships recipients on Thursday, July 30, during a meeting of the Board of Directors at Cabrillo’s Snapdragon Place Apartments in Ventura.Cabrillo Chief Executive Offi cer, Margarita H. OXNARD PLANNING COMMISSIONNOTICE OF PUBLIC HEARING

The Oxnard Planning Commission will conduct a public hearing on Thursday, August 22, 2019, at 6:00 p.m. in the City Council Chambers at 305 West Third Street, Oxnard, CA 93030 to consider the following item:

PLANNING AND ZONING (PZ) PERMIT NO. 18-410-01 (Coastal Plan Amendment). A request to amend the City of Oxnard’s (City) certified Local Coastal Program inclusive of the Coastal Local Plan Use (LUP) to incorporate a newly created land use designation of “Urban Village” to an ap-proximately 11-acre site located at the southwest corner of Channel Islands Boulevard and Victoria Avenue commonly known as “Fisherman’s Wharf” (APNs: 206-0-280-35 and 206-0-280-49). Based on the proposed new Urban Village land use designation, LUP Policy 23 is proposed to be amended to allow for a residential land use component at a density of 40 units per acre. Additionally, LUP Policy 35 would be amended to allow for the maximum height allowed to not exceed two stories or twenty-five feet in height, whichever is greater; and, at the corner of Victoria and Channel Is-lands Boulevard the height would be allowed at a maximum of 55 feet in height with an additional 10 feet in height allowed for the purposes of screening rooftop appurtenances. Section 21080.5 of the California Environmental Quality Act (CEQA) exempts local government from the requirement of preparing an environmental analysis in connection with its local coastal program. Instead, the CEQA responsibilities are assigned to the California Coastal Commission and the California Coastal Commission's LCP review and approval program has been found by the Resources Agency to be functionally equivalent to the EIR process. “The seesaw represents the idea that talks about the balances and equalities, and how the border is a literal fulcrum between U.S. and Mexican relationships; whether you think about it economically, politically, or humanistically,” said Rael.

On Sunday, Rael and his crew

transported the pink seesaws to Sunland Park, New Mexico, where a slatted border wall fence separates it from Ciudad Juárez, Mexico.

“A lot of our work has to do with play, but it doesn’t discount the violence that happens at the border. Pink represents both, it’s fun and playful, but it was also used to memorialize the women who were killed in the femicides in Juarez,” Rael said.

People on both sides of the border were able to unite for a moment, despite being divided by a fence. However, Rael was still

concerned about how the authori-ties would react during the 30-min installation.

He then realized both Border Patrol and National Guard Sol-diers understood the language. “They watched and smiled,” he said.

While it was a moment of “con-nectedness”, Rael says it was also meant to show the humanity of those living in border commu-nities.

“I think people have many different kinds of perceptions of what’s happening at the border today. I think the most important

thing is to show there are people, families, children who live along the border and how the construc-tion and politics of the wall affect their lives every day,” Rael said.

An advocate for border commu-nities, Rael says the wall is a scar that needs to be healed.

“The way we advocate for bor-der communities is to not advocate for the design of walls. We advo-cate for the design in the spaces the wall has invaded. We think those are the spaces that need addressing, these are the spaces that are left vacant, dangerous, and disconnect people.”

Oxnard woman pleads guilty to embezzling over $700,000 from elderly victim

Ventura County District At-torney Gregory D. Totten an-nounced that on July 31, 2019, Oxnard resident Inez Marie Byars, 44 years old, pled guilty to seven felony charges of grand theft, forgery, elder/dependent fraud and identity theft. Byars also admitted the aggravated white-collar crime enhance-ment. The charges against Byars resulted from an investigation conducted by the Oxnard Police Department.

Byars was the longtime book-

keeper for an elderly and disabled Oxnard resident who owns a real estate company called Discount-land, Inc. The investigation in this case revealed that over many years, Byars secretly embezzled money by misappropriating her employer’s corporate and personal funds for her own benefi t. She ac-complished her thefts by routinely forging checks and misusing a company ATM/debit card. Byars also used her employer’s identity to open and use credit accounts for her personal benefi t without her

employer’s authorization. Byars concealed her theft for years by failing to make property tax payments on numerous parcels her employer’s company man-aged. To date, the cumulative amount Byars embezzled in this case totals approximately $742,000.

Byars remains in custody pending her sentencing hearing, which will occur on September 3, 2019. Byars is expected to receive a sentence of nine years in prison.

Los bebés gestados en la cer-canía de pozos petroleros corren “muy alto riesgo” de nacer con problemas cardíacos y pulmo-nares, según revela un estudio difundido esta semana.

El estudio, realizado por la Escuela de Salud Pública de la Universidad de Colorado en Denver, sostiene que las madres embarazadas que viven cerca de “extensas operaciones de petróleo y gas natural” durante la etapa temprana de su embarazo tienen entre cuatro y siete veces más po-sibilidades de dar a luz niños con corazones, pulmones o arterias defectuosas.

Aunque el tema ya había sido analizado por otros investigado-res, se necesitaba “una nueva y robusta evaluación” para deter-minar el alcance de la relación entre “proximidad maternal a

petróleo y gas” y “nacimientos con defectos cardíacos congénitos (DCC)”, explicó Lisa McKenzie, supervisora del estudio publicado en el número más reciente de En-viroment Internacional.

La simple observación de que “cada vez vemos más niños que nacen con DCC en áreas con alta intensidad de actividades de petróleo y gas natural” no resulta suficiente para establecer la corre-lación entre una y otra situación, sostiene McKenzie.

Por ello, junto a sus colabora-dores analizaron datos de 3,324 nacimientos en Colorado ocurri-dos entre los años 2005 y 2011 de niños gestados cerca de pozos petroleros, que se compararon con otros 2,860 nacimientos de niños gestados alejados de pozos petroleros.

La conclusión fue clara: “Este

estudio provee nueva evidencia de una asociación positiva entre la proximidad material a actividades en pozos de gas y petróleo y varios tipos de DCC, particularmente en áreas rurales”.

El reporte subraya que vivir a menos de 15 kilómetros de ope-raciones petroleras expone a las personas a “contaminantes peli-grosos en el aire, tanto químicos (diésel y benceno, por ejemplo), como no químicos, con resultados perjudiciales para el desarrollo de los embriones si los contami-nantes afectan a la madre en los 20 a 60 días desde el inicio de la gestación”.

A la vez, “aún no se entiende to-talmente” de qué manera el hecho de que la madre quede expuesta a contaminación ambiental produce defectos cardíacos en el bebé, pero la “evidencia disponible” indica

que las células embriónicas se forman de otra manera bajo esas condiciones, tanto en los humanos como en animales.

Por eso, McKenzie y su equipo pidieron que “se continúe reali-zando investigaciones integrales y rigurosas sobre las consecuencias en la salud de la vida temprana

expuesta a actividades de gas y petróleo”.

El proyecto Seesaw trajo un momento de “alegría” y “conectividad”

Instalados dentro de la valla fronteriza de listones de acero que separa a los Estados Unidos de México, tres balancines rosados unieron dos comunidades binacio-nales, permitiendo que los niños de ambos lados se conectaran en-tre sí, y cerrando brevemente las cicatrices dejadas por la división.

Los autores intelectuales del proyecto “Teeter-Totter Wall”, Ronald Rael, profesor de arqui-tectura en la Universidad de Ca-lifornia (Berkeley) y Virginia San Fratello, profesora asociada de diseño en la Universidad Estatal de San José, diseñaron el concepto para los balancines binacionales hace diez años.

Esta semana su diseño cobró vida, evidenciando cómo las ac-ciones que ocurren en un lado tie-nen un impacto directo en el otro.

“El balancín representa la idea que habla de los equilibrios y las igualdades, y de cómo la frontera es un punto de apoyo literal entre las relaciones entre Estados Uni-

dos y México, ya sea concebido económica, política o humanísti-camente , dijo Rael.

El domingo, Rael y su equi-po transportaron los balancines rosados a Sunland Park, Nuevo México, donde una valla de listón en la frontera le separa de Ciudad Juárez, México.

“Gran parte de nuestro trabajo tiene que ver con el juego, pero no descarta la violencia que ocu-rre en la frontera. El color rosa representa ambos: es divertido y lúdico, pero también se usó para

conmemorar a las mujeres que fueron asesinadas en Juárez”, dijo Rael.

Las personas a ambos lados de la frontera se unieron por un mo-mento, a pesar de estar divididas por una cerca. Sin embargo, a Rael todavía le preocupaba cómo reac-cionarían las autoridades durante la instalación de 30 minutos.

Luego se dio cuenta de que tan-to la Patrulla Fronteriza como los soldados de la Guardia Nacional de Mexico entendían el idioma. “Observaron y sonrieron”, dijo.

Si bien fue un momento de “conexión”, Rael dice que tam-bién estaba destinado a mostrar la humanidad de quienes viven en comunidades fronterizas.

“Creo que las personas tienen muchos tipos diferentes de per-cepciones de lo que está suce-diendo hoy en la frontera. Creo que lo más importante es mostrar que hay personas, familias, niños que viven a lo largo de la fron-tera y cómo la construcción y la política del muro afectan su día a día”, agregó.

“La forma en que abogamos por las comunidades fronterizas es rechazando el diseño de muros. Abogamos por el diseño en los espacios que la pared ha invadido. Creemos que esos son los espacios que necesitan abordarse, estos son los espacios que quedan vacíos, peligrosos y que desconectan a las personas”.

Muertes por sobredosis de droga aumentan

Las muertes por sobredosis de drogas, que por años se habían concentrado en áreas rurales, han aumentado a un ritmo más rápido otra vez en las ciudades grandes del país, informó los Centros para el Control y Prevención de En-fermedades (CDC, en inglés).

La agencia señaló que la in-cidencia de muertes por sobre-dosis en áreas urbanas superó la tasa de muertes en áreas rurales en 2016 y 2017, contrariando la tendencia de mortalidad per cápita por sobredosis, que en años anteriores se concentraba principalmente en los condados menos poblados.

“Esto indica que el problema de las drogas existe en todas partes”, señaló Holly Hedegaar, autora principal del informe y epidemióloga en el Centro Na-cional de Estadísticas de Salud del CDC.

En 2017 la tasa de muerte por sobredosis de drogas fue de 22 por 100,000 habitantes en los condados urbanos comparado con 20 por cada 100,000 en los condados rurales.

Las muertes por la adminis-tración de dosis excesivas de drogas ilegales y medicamen-tos bajo receta han aumentado enormemente en las últimas dos décadas en todo el país, pero entre 2014 y 2017 la tasa de incremento en las ciudades se ha multiplicado más de dos veces.

Los investigadores del CDC encontraron que el incremento de las muertes por sobredosis

de heroína, el opioide sintético fentanilo y cocaína en áreas ur-banas lo encabezan los hombres.

La tasa de muerte por sobredosis de heroína, fentanilo y cocaína fue más alta en 2017 en los condados urbanos que en los rurales.

A cambio de ello, las áreas rura-les registraron tasas más altas de muertes por sobredosis de mor-fi na, oxicodone y otros opioides naturales o semi sintéticos, como asimismo anfentaminas y otros psicotrópicos estimulantes.

Hedegaard explicó que la mayor distribución y disponibilidad de fentanilo contribuye a explicar los cambios geográfi cos.

Mujer culpable de robar $700,000 de una anciana

El fi scal de distrito del con-dado de Ventura, Gregory D. Totten anunció que el 31 de julio de 2019, Inez Marie Byars, residente de Oxnard, de 44 años edad, se declaró culpable de siete cargos de delito mayor de robo, falsi-fi cación, fraude a ancianos / dependientes y robo de iden-tidad. Byars también admitió el delito de agravación. Los cargos contra Byars resultaron de una investigación realizada por el Departamento de Policía de Oxnard.

Byars fue la contadora du-rante mucho tiempo para un

residente de Oxnard de edad avanzada y discapacitado que es dueño de una compañía de bienes raíces llamada Discount-land, Inc. La investigación en este caso reveló que durante muchos años, Byars mal gasto en secreto el dinero al apropiar-se indebidamente de los fondos corporativos y personales de su empleador para su propio benefi cio. Ella logró falsifi car cheques y obtuvo una tarjeta de débito para cajero automático de la empresa. Byars también usó la identidad de su empleador para abrir y usar cuentas de crédito para su benefi cio personal sin la

autorización de su empleador. Byars ocultó su robo durante años al no hacer los pagos del impuesto a la propiedad en numerosas parcelas ad-ministradas por la empresa de su empleador. Hasta la fecha, la cantidad acumulado que Byars mal uso en este caso es de aproximadamente $742,000.

Byars permanece bajo cus-todia en espera de su audien-cia de sentencia, que tendrá lugar el 3 de septiembre de 2019. Se espera que Byars reciba una sentencia de nueve años en prisión.

Demanda de 50 millones por muerte de niño latino

Familiares del niño Anthony Ávalos, quién presuntamente murió torturado por su madre y el novio de esta, presentaron este jueves una demanda por 50 millo-nes de dólares contra el Condado de Los Ángeles por su responsa-bilidad en el deceso del menor.

El niño, de 10 años, falleció el 21 de junio de 2018 luego de ha-ber sido hospitalizado a causa de una supuesta caída, pero tras una investigación la madre del menor, Heather Barron, de 29 años, y su novio, Kareem Leiva, de 33, fue-ron acusados de asesinato y tortura por la Fiscalía.

Víctor Ávalos y seis de los medios hermanos de Anthony argumentan en la demanda que las autoridades del condado, del Departamento de Servicios para Niños y Familias (DCFS) y varios trabajadores sociales no respon-dieron de manera adecuada luego

de los informes de abusos contra Anthony y sus hermanos.

Según la Fiscalía, Anthony sufrió golpes contra el suelo, fue azotado con un cable y una correa, se le prohibió usar el baño durante largos periodos y se le colocó sal-sa picante en la boca, entre otras torturas.

Los investigadores sospechan que los abusos y torturas tienen que ver con que el menor dijo que era homosexual.

En una conferencia de pren-sa ofrecida, el abogado Brian Claypool, que representa a los demandantes, aseguró “que hubo muchas veces en que Anthony y sus hermanos revelaron al DCFS lo mal que la estaban pasando”.

“¿Los trabajadores de DCFS realmente vieron a estos niños abusados, y aún no hicieron nada al respecto?”, cuestionó el jurista.

De acuerdo a la querella legal,

los registros muestran que los fun-cionarios de DCFS no investiga-ron adecuadamente las denuncias de abuso físico y sexual que estaba sufriendo el menor.

La demanda pide 50 millones de dólares de indemnización, y cam-bios en las políticas del DCFS, que atiende a unas 34,000 familias y niños vulnerables en el Condado de Los Ángeles.

Las muertes de otros dos niños hispanos a manos de sus padres son mencionadas también en la demanda.

Una de ellas ocurrió en mayo de 2013 en Palmdale, ciudad ve-cina de Lancaster, donde murió Ávalos, dónde falleció Gabriel Fernández, de 8 años. Su madre, Pearl Sinthia Fernández, fue condenada a cadena perpetua por la muerte del menor y su novio, Isauro Aguirre, enfrenta la pena muerte.

Adrienne Arsht para América Lati-na del instituto de estudios Atlantic Council, consideró que “no cabe la menor duda de que hubo motivos de odio y xenofobia detrás de la

masacre en El Paso”.“Casi la mitad de los fallecidos

son mexicanos, y no es casualidad. Mientras el Departamento de Esta-do advierte a sus ciudadanos sobre la violencia y peligro de ciertas

Pérez opinó que el Gobierno “debe tomar una fuerte postura contra todo tipo de crímenes de terrorismo doméstico, y aún más, contra crímenes con trasfondos de odio”, y recalcó que “las palabras y acciones del presidente Trump no pueden seguir incentivando violencia contra los grupos mi-grantes”.

El ataque en El Paso ha sacudido al país y agitado del debate político sobre el racismo, la xenofobia y la tenencia de armas, a lo que se sumó otro tiroteo el domingo en Dayton (Ohio) en el que hubo otros 9 muertos además del atacante.

Estimado editor,Sé que no estoy solo cuando digo, estoy muy preocupado y triste

por las recientes noticias de varios tiroteos masivos en nuestra nación. Hemos sido testigos de personas inocentes en Gilroy, California; South Haven, Mississippi; El Paso, Texas; y Dayton, Ohio, se convierten en víctimas del terrorismo doméstico. No olvidaremos el tiroteo en Borderline que ocurrió aquí en el condado de Ventura.

¡Los crímenes de odio deben parar!Necesitamos hablar con fuerza. Por favor, escriba o llame a su

Senador y Representante en el Congreso para recordarles que el terrorismo interno y los crímenes de odio deben ser su máxima prio-ridad. Debemos detener la masacre de nuestros ciudadanos. Nuestros funcionarios electos juran protegernos y defendernos.

Debemos evitar que las armas de tipo militar se compren tan fácil-mente en tiendas de armas locales, tiendas de equipos deportivos y en línea. Estas armas se están utilizando para matar a nuestra propia gente.

Nuestros residentes deberían poder asistir a la iglesia o grandes reuniones, eventos públicos, ir de compras a centros comerciales, disfrutar de actividades en ciudades abarrotadas y otras atracciones sin temor a que los maten.

Algunos de nuestros líderes nacionales necesitan cambiar su retórica de insultos antiinmigrantes. Estados Unidos es el país más grande y diverso del mundo.

Hate crimes must stop!

Dear Editor,I know I’m not alone when I say, I am very concerned and

saddened by the recent news of several mass shootings in our nation. We have witnessed innocent people in Gilroy, California; South Haven, Mississippi; El Paso, Texas; and Dayton, Ohio become victims of domestic terrorism. We shall not forget the Borderline shooting that occurred here in Ventura County.

Hate crimes must stop!We need to speak up. Please write or call your United States

Senator and Representative to remind them domestic terrorism and hate crimes must be their top priority. We must stop the massacre of our citizens. Our elected offi cials take an oath to protect and defend us.

We must stop military style weapons from being purchased so easily at local gun stores, sport equipment stores and online. These weapons are being used to slaughter our own people.

Our residents should be able to attend church or large gath-erings, public events, go shopping at malls, enjoy activities in crowded cities and other attractions without fear of being shot.

Some of our National leaders need to change their rhetoric of anti-immigrant name-calling. The United States of America is the greatest, most diverse, country in the world.

We as Americans, must speak up against hate and discrim-ination towards our fellow human beings.

Specifi cally, acts of violence directed towards Hispanics and Latinos, such as in El Paso, is domestic terrorism.
