Nathalie Chambers, who runs the 11-hectare Madrona Farm on Blen- kinsop Road with her husband, will host the first Municipal Farm- land Challenge to coincide with the farm’s annual Chef Survival Chal- lenge on Sept. 7. “We’re inviting all councillors who have a good record of protecting farmland as well as new candidates to take part,” Chambers says. Once at Madrona, the friendly competition will see politicians turn soil and plant a row of crops. After a winner is declared, each participant will pledge support on video for the protection of the Capital Region’s supply of arable land. “Saanich is so good with protect- ing farmland, but many municipali- ties aren’t,” Chambers says. “We’re some of the highest food bank users in B.C.     Farmers issue challenge to civic candidatesDaniel PalmerNews staff

    One of the regions most promi-nent farmers is throwing down the gauntlet to Capital Region municipal candidates by asking them to pub-licly pledge to protect farmland.

    Nathalie Chambers, who runs the 11-hectare Madrona Farm on Blen-kinsop Road with her husband, will host the first Municipal Farm-land Challenge to coincide with the

    farms annual Chef Survival Chal-lenge on Sept. 7.

    Were inviting all councillors who have a good record of protecting farmland as well as new candidates to take part, Chambers says.

    Once at Madrona, the friendly competition will see politicians turn soil and plant a row of crops. After a winner is declared, each participant will pledge support on video for the protection of the Capital Regions supply of arable land.

    B.C. students are just days away from the scheduled start of a new school year but theres little sign of a break in the teachers strike that has dragged on through the summer.

    The final week of summer holiday opened Sunday with a demand in Kamloops from B.C. Teachers Federation president Jim Iker for an immediate start to mediation.

    No formal bargaining dates are scheduled, but Iker, Educa-tion Minister Peter Fassbender and government negotiator Peter Cameron were to meet Wednes-day afternoon in Victoria, raising hopes for some movement.

    Teachers have also stepped up

    picketing as both sides prepare for the strike to stretch into Sep-tember.

    A mass rally outside the pre-miers Vancouver cabinet offices is also set for Sept. 5.

    Veteran mediator Vince Ready is monitoring the talks and has indicated he will step into full mediation if it would be produc-tive to do so.

    Both sides blame the other for a gulf between positions thats too wide for Ready to attempt to bridge.

    The province says the teach-ers pay and benefits demands remain far in excess of settle-ments reached with other public sector unions.

    Teachers, meanwhile, accuse the government of insisting on preconditions to talks that would

    unravel the unions past court vic-tories over the province on the stripping of contract terms on class size and special needs sup-port.

    The province is appealing the latest court ruling against it.

    Also gaining prominence in recent days has been an opt-out clause that the government has tabled that would allow either side to terminate a new collective agreement if it dislikes the ulti-mate court outcome from either the B.C. Court of Appeal or the Supreme Court of Canada.

    An education mininstry spokes-man said he was surprised it has become an issue now.

    It was disclosed in mid-June by government negotiators who pitched it as a pragmatic and creative way to give the union

    comfort it wouldnt be handed a massive defeat in court and could therefore shelve those issues and negotiate an interim agreement while the appeal proceeds.

    But a BCTF spokesman said its the province not teachers who want an escape hatch, adding it suggests the government fears it will lose in court again and is seek-ing to block that outcome.

    He credited BCTF members on Twitter for bringing the clause into public focus.

    The Liberal government has promised to pay parents $40 a day for each child under 13 who misses school if the strike con-tinues.

    Various organizations and busi-nesses are scaling up their day camp and other supervised care offerings for September in antici-

    pation of a continued school shut-down.

    The province also promised Tuesday to cover supported child development costs for in-school hours for special needs children now accessing services.

    Fassbender on Monday reiter-ated the governments position that it has no desire to legislate the teachers back to work.

    The lumpsum payouts to par-ents following the end of the strike will consume all of the $12 million a day in strike savings the government would have amassed going forward.

    Parents can sign up for the payments at bcparentinfo.ca, a government-created website that seeks to prepare parents for an ongoing strike this fall.

    Victoria city councillor and animal lover Charlayne Thornton-Joe spent the day locked in a dog kennel Tuesday as the BCSPCA issued a $2,500 ransom to her family and colleagues as a term for her release.

    Thornton-Joe spent three hours in the kennel, waiting with its resident dog Maximus as donations started pouring in.

    After initial success, she chose to have her ransom raised from $2,500 to $3,500, and managed to collect $3,510 by the time of her release.

    The SPCA reached out to me because they know Im an animal lover, and they wanted to test how big my love for animals is, Thornton-Joe said.

    The funds raised will go towards a range of services the BCSPCA provides, including investigations into animal cruelty, emergency rescue and treatment of injured animals, sheltering and adoption of homeless animals and low-cost spay/neuter programs among others.

    The BCSPCAs annual Paws for a Cause walk takes place Sept. 7 at Clover Point. Registration opens at 10 a.m. followed by the walk at 11:30 a.m.

    Campfire ban lifted throughout region

    Campfires are again permitted throughout the Coastal Fire Centres jurisdiction, which includes Victoria and Esquimalt.

    Controlled fires are permitted due to cooler weather, which results in decreased wildfire risk in the region.

    Campfires must not be larger than a half-metre high by a half-metre wide. Anyone who lights a campfire must have a hand tool (such as a shovel) or at least eight litres of water available to fully extinguish it.

    Small backyard burning piles remain prohibited within the

    Coastal Fire Centre.Anyone found in violation of

    an open burning prohibition may be issued a ticket of up to $345 or fined up to $100,000 and sentenced to one year in jail. If the contravention causes a wildfire, the person may be subject to a penalty of up to $10,000 and ordered to pay all firefighting and associated costs.

    Victoria resident Kelly Dahmen was recently awarded a new 2014 Kia Optima for picking the right players in a Hockey Night in Canada fantasy hockey pool.

    The sedan giveaway, held by Graham Kia,

    coincided with Kia Canadas fourth annual Drive Change event, in which 160 dealerships across the country make a donation to a community organi-zation.

    Graham Kia donated $1,000 worth of school supplies to families in need, and also hosted a fundraiser barbecue for Victorias Mustard Seed food bank.

    To say Lisa Helps got a head start in this years civic election would be an understatement.

    Helps declared herself a can-didate for mayor in the Nov. 15 municipal election on Jan. 1.

    Since then, shes been qui-etly, according to some, putting together a campaign team, fund-raising and door-knocking.

    But Helps says shes been any-thing but quiet as she attempts to unseat Victoria Mayor Dean Fortin.

    We moved into our Fort Street campaign office, have 173 volunteers ready to go and fun-draising has been very success-ful, Helps said.

    So far, Helps is the only offi-cial candidate in the race. For-tin is expected to announce next week, although he did say he would seek re-election in a media interviews last year. He refused to talk about his re-elec-tion plan this week.

    Also rumoured to be consider-ing a run is Ida Chong. Chong lost her Oak Bay-Gordon Head seat in the last election to Andrew Weaver of the B.C. Green Party.

    But the mayors race isnt the

    only one heating up.There will be at least two

    vacancies on city council with the announcement that first-time councillor Shellie Gud-geon wont seek re-election. Helps council seat is the other vacancy.

    Marianne Alto, Chris Coleman, Ben Isitt, Pam Madoff, Charlayne Thornton-Joe and Geoff Young all plan to seek re-election.

    Helps said her run for the mayoralty has been two years in the making, and the Jan. 1 announcement was part of a strategy to be open and trans-parent and as a result of Fortin saying he would seek the city top elected position.

    To me Jan. 1 was the begin-ning of the election year and it was time to let people know my

    intentions.Helps said shell run her elec-

    tion campaign on leadership and open government.

    Meanwhile in Esquimalt, Mayor Barb Desjardins told the News earlier this month she will seek re-election to the town-ships top job, while council-lors Meagan Brame, Tim Mor-rison and David Schinbein will also seek the electorate nod. Dave Hodgins, Lynda Hundleby and Robert McKie remain unde-cided.

    Long way to go for mental illness

    Few can argue successfully, anyway against the statement that mental illness touches everyone.

    There are, of course, those with the diagnosis. Then there are their children, siblings, parents, friends and co-workers.

    Even complete strangers are often hit with the ripples, as society is forced to bear the burden of missed work days, medical visits, inadequate treatment options, etc.

    It doesnt matter that research has led to many strategies and treatments that, when adhered to, can help sufferers live productive, even normal, lives.

    Perhaps if it felt easier to talk openly about mental illness, things would be different. For those directly affected, it can feel simpler to try to ignore the reality to keep the door closed and the windows shuttered, so to speak. Not the healthiest approach, really, but common nonetheless.

    And while time has led to strides in the realm of mental illness, it has done less for societys acceptance of it as a disease.

    Many worthwhile stories do not get told in these pages because of the stigma attached to mental illness; the fear people have of being branded by going public with their struggle.

    Mental illness is still two words that, despite so-called progress, few afflicted with the likes of depression or schizophrenia or paranoia dare to mutter outside sometimes even inside their immediate family.

    Make no mistake, there are tireless advocates in Victoria and Esquimalt for the mentally ill.

    Many of these individuals are parents, siblings, friends or colleagues of those living with a mental illness. A few are those individuals themselves, who have taken that brave step into the spotlight.

    All know firsthand the impact of the conditions.They know the difference that acceptance both of the conditions and the person trying to live a balanced, productive life with them makes, and we can all learn from them.

    But there is still a long way to go.No one should feel the need to hide something

    they cannot control.The reality is, many of us share the blame for

    the fact so many people do.

    Re: CRDs desperate leadership (Your View, Aug. 22)

    While I agree with Esquimalt councillor Tim Morrison that the Capital Regional District couldnt possibly have handled the sewage treatment issue any more arrogantly or incompetently, I think it should be noted in fairness that the CRD is not solely responsible for this mess.

    The federal and provincial governments also deserve a big share of the blame.

    Indeed, the Great Sewage Fiasco in Victoria is a classic example of what happens when government officials at all levels make decisions based, not on reason and evidence, but on political optics and pseudo-scientific flim-flam.

    As University of Victoria health economist Rebecca Warburton pointed out in a paper The professional assessments of marine scientists from B.C. and Washington state, public health officials and engineers, that the present discharge of screened effluent via deep-sea outfalls is cost-effective and causes minimal damage to the marine environment, have been ignored. Forcing the capital region to move to land-based sewage treatment is a triumph of optics over evidence.

    We should heed the advice of

    independent experts on this issue, such as former federal environment minister David Anderson, and not waste one more dime on this lunacy.

    Lets hope the CRD board that emerges after the Nov. 15 civic elections finally does what should have been done at the outset: challenge in court the current federal Environment Ministrys ridiculous ruling that land-based secondary sewage treatment is required in this area.

    It is bad enough $65 million has already been flushed down the toilet, so to speak. Lets put an end to this folly before hundred of millions of dollars more get pooped away.

    Preserved E&N could be economic engine

    The venerable E&N Railway is approaching a very important period in its history; whether the railway will continue or not.

    As politicians hesitantly debate its future, one option should be explored: run the railway as a preserved railway, using the successful United Kingdom model.

    Today, in the U.K., there are more

    than 50 standard gauge and over 20 narrow gauge preserved railways in operation, offering scheduled passenger services with many operating all year round.

    The preserved railways were created by groups of people wanting to retain and operate local and historic railways, many using steam locomotives.

    The E&N preservation society could be the umbrella group to operate and maintain the railway, offering live steam excursion; Via Rail passenger operation; a scheduled freight service; and a commuter railway for Greater Victoria.

    Far fetched? No, as many U.K. preserved railways successfully do the same thing.

    What is most important is that a preserved E&N Railway would not only be a regional railway or tourism and movie industry generator, it would be a jobs generator. The financial spin-off from a preserved E&N, from jobs to increasing business potential, would be tremendous.

    Supporting a preserved E&N railway, would be supporting a continuing and viable economy on Vancouver Island.

    Some wars name themselves. This is the Great War. It names itself.

    This quote from the October 1914 edition of MacLeans Magazine refers to what is now more generally known as the First World War.

    The war broke out 100 years ago and was a conflict on an enor-mous scale. It is esti-

    mated that 70 million military personnel were mobilized around the world. Given advancements in industrial technology and the horrific nature of trench warfare, the First World War was one of the bloodiest conflicts in world his-tory, with more than nine million combat-ants and six million civilians killed.

    When Great Britain declared war on Ger-

    many on Aug. 4, 1914, the Dominion of Can-ada, as part of the Brit-ish Empire, was auto-matically drawn into the conflict.

    At the time, foreign policy decisions were in the hands of the Brit-ish government and although Canada was drawn into the war, the level of involvement was left to the Cana-dian government.

    Locally, news of the war was met with

    enthusiasm. A sense of patriotic duty pre-vailed as many wanted to serve their country in time of need.

    On Aug. 5, the Colo-nist declared Canadi-ans Are Ready To Serve News of Declaration of War Causes Demon-strations of Patriotism in Cities Thousands of Men Volunteer.

    Three days later, almost as a harbinger of things to come, the newspaper reported Local Fund For Hospi-tal Ship Victorian in Mass Meeting Unani-mously Endorse Patri-otic Proposal of Daugh-ters of Empire an effort to purchase and equip a Canadian hos-pital ship.

    By the fall of 1914, thousands of young Canadians had taken up the call to arms and eventually more than 400,000 would serve overseas.

    Many were from Esquimalt who signed up at various loca-tions, including Work Point or at recruit-ing stations set up in Esquimalt and Victoria. Esquimalt residents who were elsewhere at the time, signed up as far away as Vernon, Valcartier and even at Shorncliffe in Eng-land itself. Some were already serving in the regular army but had to give up their posi-tions and sign on with the Canadian Expedi-tionary Force because at wars outbreak, it was declared that it would be a volunteer force.

    Soon, many would face unbelievable con-ditions of war on the European continent.

    Some wars name themselves. This is the Great War. It names itself.

    This quote from the October 1914 edition of MacLeans Magazine refers to what is now more generally known as the First World War.

    The war broke out 100 years ago and was a conflict on an enor-mous scale. It is esti-

    mated that 70 million military personnel were mobilized around the world. Given advancements in industrial technology and the horrific nature of trench warfare, the First World War was one of the bloodiest conflicts in world his-tory, with more than nine million combat-ants and six million civilians killed.

    When Great Britain declared war on Ger-

    many on Aug. 4, 1914, the Dominion of Can-ada, as part of the Brit-ish Empire, was auto-matically drawn into the conflict.

    At the time, foreign policy decisions were in the hands of the Brit-ish government and although Canada was drawn into the war, the level of involvement was left to the Cana-dian government.

    Locally, news of the war was met with

    enthusiasm. A sense of patriotic duty pre-vailed as many wanted to serve their country in time of need.

    On Aug. 5, the Colo-nist declared Canadi-ans Are Ready To Serve News of Declaration of War Causes Demon-strations of Patriotism in Cities Thousands of Men Volunteer.

    Three days later, almost as a harbinger of things to come, the newspaper reported Local Fund For Hospi-tal Ship Victorian in Mass Meeting Unani-mously Endorse Patri-otic Proposal of Daugh-ters of Empire an effort to purchase and equip a Canadian hos-pital ship.

    By the fall of 1914, thousands of young Canadians had taken up the call to arms and eventually more than 400,000 would serve overseas.

    Many were from Esquimalt who signed up at various loca-tions, including Work Point or at recruit-ing stations set up in Esquimalt and Victoria. Esquimalt residents who were elsewhere at the time, signed up as far away as Vernon, Valcartier and even at Shorncliffe in Eng-land itself. Some were already serving in the regular army but had to give up their posi-tions and sign on with the Canadian Expedi-tionary Force because at wars outbreak, it was declared that it would be a volunteer force.

    Soon, many would face unbelievable con-ditions of war on the European continent.

    Waddell started his naval career in Esquimalt when he attended officer training here in the late 1980s. He now returns as the bases top seadog, and hes pretty happy to be here.

    Canadian Air Cadet Squadron.

    Meanwhile, Sub-Lt. Mike Jarosz from Victoria was presented the R.L. Driscoll Award for being the top junior officer aboard HMCS Quadra Cadet Summer Training Centre.

    Jarosz was employed this summer as the senior sail course officer, in charge of 21 youths from across Canada, with the task of certifying them all to the Sail Canada CanSail Standard.

    City councillor Charlayne Thornton-Joe is busy organizing the third annual Our Place Celebrity Carwash on Sept. 6 at the Our Place Courtyard on Pandora. Thornton-Joe has invited reps from all media outlets and elected officials.

    The car wash runs from 9 a.m. to 2 p.m.

    hitchhiking robot, hitchBOT has decided to lengthen its stay in Victoria with an extended visit to the Art Gallery of Greater Victoria. hitchBOT will take up residence in the AGGVs lobby until Sept. 12.

    Members of the public are encouraged to visit hitchBOT during its visit to the AGGV.

    David Harris Smith (McMaster University) and Frauke Zeller (Ryerson University) first conceived of hitchBOT in 2013 as a collaborative art project.

    hitchBOT left Halifax, NS on July 27 and arrived at its final destination, Victorias Open Space Gallery on Aug. 21. hitchBOT relied solely on the friendliness and help of people it met along the way to make its journey a success.

The proven 1.5-litre engine and five-speed manual transmission remain currently offering a fuel economy of 6.7/5.5 L/100kms (city/hwy) and pricing will likely be similar with added features. Power windows and a 6.1 display audio multimedia system with USB audio input and Bluetooth

    capability will be standard.

    E Ford Fiesta: $14,394Shop around because Ive seen discounted base models recently for the sedan and hatchback ver-sions recently.Ford is about connectivity and few extra dollars will add desirable tech features to the info/audio

    system, which already includes a USB port. The base engine is a 1.6-litre four-cylinder engine or the new three-cylinder 1.0-litre EcoBoost engine is an op-tion. Both are gas-miserly: 7/5 L/100kms (city/hwy) for the 1.6, 6.2/4.3 for the three-banger.

    F Honda Fit: $14,635The very reliable Fit has been redesigned for 2015 and now include Bluetooth connectivity and a rear-view camera as standard equipment. It also gets a boost in power with a new 1.5-litre engine, matched to a 5-speed manual shift that pumps fuel at the rate of 7.1/6.5 L/100km (city/hwy).

    Five student worthy cars under ten grandBy Bob McHugh

    Finding five used cars under ten grand doesnt sound like too big a challenge, until a for a college student stipula-tion is added. In my mind, this adds a few require-ments as the car has to be, easy on fuel, reliable, easy to park, good on gas, thrives on abuse, room for friends, room for a bike and camping gear, super fuel efficient ... and look good! So, bearing in mind the last requirement is a highly subjective one and ignoring the (no brainer) most popular car in Canada (Honda Civic), here are five vehi-cle suggestions in no particular order:

    Pontiac Vibe (2010 or older): Although the Pontiac Vibe looks differ-ent, you also know this compact 4-door hatchback as the Toyota Matrix. A joint (GM/Toyota) production venture ended with the 2010 model year, as did the Pontiac brand. The resale value of a Vibe is generally lower than a same year/con-dition Matrix, or conversely, you may be able to buy a newer/lower mileage Vibe. The 09 Vibe was a second generation redesign and a slightly bigger model

    that came in front-drive and all-wheel-drive editions, and in base and GT trim levels. The base engine is a gas-miser 1.8-litre (132 horsepower) and a 2.4-li-tre (158 horsepower) engine comes in the AWD and GT models. Fuel consumption (1.8L/FWD): 8.0/6.2 L/100 km (city/highway) Fuel consumption (2.4L/AWD):10.3/7.8 L/100 km (city/highway)

    Honda Fit (2010 or older): The Honda Fit is a small, but taller, 4-door hatchback that was introduced for the 2007 model year and came in DX, LX and Sport trim levels. Its seats can be reconfigured in an amazing variety of ways and theres even a couch/bed recliner position. The 2009 model was a second genera-tion redesign with a more powerful 117 horsepower (up from 109-horsepower) 1.5-litre engine thats mated to either a five-speed manual transmission or optional five-speed automatic. In the Sport edition, this automatic also comes with paddle shift gear selection at the steering wheel.Fuel consumption (1.5L/FWD): 7.1/5.5 L/100 km (city/highway)

    Jeep Patriot (2010 or older): The Patriot could also be called Jeep Light, as its an affordable, compact yet capable SUV/wagon thats surprisingly fuel-efficient. Available in both front-drive and four-wheel-drive configura-tions, Jeep launched Patriot for the 2007 model year and its a good match of an active lifestyle young person that enjoys the outdoors.Patriot came in Sport, North and Limited trim levels and the base engine is a 2.0-litre that can produce 158-horse-power and 2.4-litre that can produce 172 horsepower is the upgrade. The transmissions offered were a 5-speed manual transmission or a fuel-efficient CVT (continuously variable transmission) automatic. If serious 4-wheeling is contemplat-ed look for models with a trail-rated Freedom II off-road package that adds protective skid plates, etc. The down-side is increased weight and higher fuel consumption.Fuel consumption (2.0L/FWD): 8.9/6.9 L/100 km (city/highway) Fuel consumption (2.4L/4WD): 9.9/8.2 L/100 km (city/highway)

    Nissan Versa (2011 or older): The Nissan Versa may look small on the outside, but this four-door sedan or hatchback has an amazing amount of space on the inside. The extra head and leg room provided make it a very good match for a taller or bigger than average young person. Versa offers seating for four (squeeze five) full-sized adults and extra-large rear passenger doors also make getting in or out easier. The lower-priced sedan comes with a 1.6-litre (107-horsepower) engine and a 5-speed manual or 4-speed automatic. The hatchback comes with a 1.8-litre (122-horsepower) engine and a 6-speed manual, 4-speed automatic or a CVT automatic. Prior to 2010, a base Versa didnt come with ABS (anti-lock braking system), and electronic stability control wasnt even offered as an option. Its electronic-assist steering has an extra-light feel and it can turn on a (10.4 m) dime, making Versa an easy vehicle to park. Fuel consumption (1.6L/FWD): 7.7/5.8 L/100 km (city/highway 5 Manual)Fuel consumption (1.8L/FWD): 8.5/6.2 L/100 km (city/highway 4 Automatic) Fuel consumption (1.8L/FWD): 7.3/5.8 L/100 km (city/highway - CVT)

    Mazda3 (2009 or older): The first generation Mazda3 (2004 to 2009) set a new performance standard in the economy car segment. Sold as a four-door sedan or a (sportier) five-door hatchback, the Mazda3 has been a huge sales success in Canada.The four-door sedan editions of this Mazda3 come with (148-horsepower) 2.0-litre engine and in GX and GS trim levels. Sedan GT and (hatchback) Maz-da3 Sport come in GS and GT trim levels and with a (156-horsepower) 2.3-litre engine, with more torque at lower engine speeds.A height adjustable, good supporting drivers seat plus a standard tilt and tele-scopic steering column make the Mazda3s driving position particularly praiseworthy. It definitely offers the best driving experi-ence, but popularity also makes Mazda3 the priciest pick of this group.Fuel consumption (2.0L/FWD): 8.4/6.1 L/100 km (city/highway) Fuel consumption (2.3L/FWD): 9.5/6.8 L/100 km (city/highway)

    Reviewing the attributes of these car leads me to suggest theres at least one suitable for anybody on a budget.
