V.I. Rules of admission of foreign citizens and stateless persons
to postgraduate studies (military postgraduate studies) and doctoral
programme of Taras Shevchenko National University of Kyiv in 2019 for
obtaining the degree of doctor of philosophy and doctor of sciences
§ 1. General terms
1.Admission of foreigners and stateless persons to study at the Taras
Schevchenko National University of Kyiv (hereinafter - the University) is carried
out in accordance with the Laws of Ukraine "On Higher Education", "On the Legal
Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On
refugees and persons in need of additional or temporary protection ", by the decree
of the President of Ukraine on June 03, 1994 No. 271 "On Measures for
Development of economic cooperation of regions of Ukraine with adjacent areas of
The Republic of Belarus and the administrative-territorial units of the Republic
Moldova ", by the Decrees of the Cabinet of Ministers of Ukraine on February 26,
1993 No136 "About studying of foreign citizens in Ukraine", dated September 11,
2013 No. 684 "Some issues for admission of foreigners and stateless persons"
Order of the Ministry of Education and Science of Ukraine dated November 1,
2013 No1541 "Some Issues of the Organization of the Admission and Training
(Internship) of Foreigners and Stateless Persons" registered with the Ministry of
Justice of Ukraine on November 25, 2013, № 2004/24536.
2. Foreigners and stateless persons (hereinafter - Foreigners) may obtain
higher education at the expense of individual or legal entity, unless otherwise
provided by international agreements of Ukraine, the consent to be bound by the
Verkhovna Rada of Ukraine, laws or agreements between higher education
institutions on international academic mobility.
Admission of foreigners to postgraduate studies (military postgraduate
studies) and doctoral programme at the expense of the state budget is carried out
within quotas for foreigners.
Quota for foreigners is a certain part of the volume of public procurement
places used to attract the following applicants:
foreigners who come to study in accordance with international treaties of
Ukraine;
foreign Ukrainians, whose status is certified by a card of foreign Ukrainian;
foreigners and stateless persons permanently residing in Ukraine, persons
who have been granted a refugee status in Ukraine, and persons requiring
additional or temporary protection.
3. Foreigners who come to Ukraine for study, enter the University on
accredited educational programs (specialties).
Admission of foreign students to study at the expense of individual or legal
entity is carried out throughout the year.
4. Information on enrollment of foreigners for postgraduate study (military
postgraduate studies) is put into the Unique State Educational Database (USED)
5. Foreigners who receive state scholarships under international agreements,
national programs, and other international obligations of Ukraine are admitted to
study within the established quotas for foreigners on the basis of training
placement by the Ministry of Education and Science of Ukraine.
6. Foreign Ukrainians who stay in Ukraine legally, and their status is
certified by a certificate of a foreign Ukrainian, have the same rights to receive
education as citizens of Ukraine who enter postgraduate study (military
postgraduate studies) or doctoral programme, with the exceptions established by
the Constitution of Ukraine, the laws of Ukraine or international treaties, the
consent to be binding was provided by the Verkhovna Rada of Ukraine.
Foreign Ukrainians, whose status is certified by a certificate of a foreign
Ukrainian, can be enrolled for postgraduate study (military postgraduate studies) or
doctoral programme following state orders within the established quotas for
foreigners according to the results of entrance examinations and interviews.
§ 2. Requirements for the level of education
1. Foreign citizens and stateless persons, who have come to Ukraine and
have foreign documents on full higher education which corresponds Master’s
degree level, are accepted to postgraduate study (military postgraduate studies) or
doctoral programme at the University.
2. The University accepts foreign citizens and stateless persons who have
arrived in Ukraine and have foreign documents about their education
corresponding to the educational level of Doctor of Philosophy.
3. Foreign citizens and stateless persons entering the University must have a B2
level in Ukrainian, Russian or English, according to the language of study at the
chosen educational program (specialty). List of educational programs for the
postgraduate study (military postgraduate studies) or doctoral programme is
defined in Supplements 1.
The term of study in postgraduate programme (military postgraduate studies)
is not more than 4 years, in doctoral programme – 2 years.
§3. Terms of acceptance of applications and documents, competitive
selection and admission to study
1. The organization of admission of foreigners, stateless persons to study
at the University is assigned to the selection committee of the Preparatory
Department of the University.
2. The procedure for calculating the grades of applicant’s educational
document is required for the admission to the postgraduate study (military
postgraduate studies) by the commission of the corresponding faculty / institute.
The members of the commission are approved by the order of the entrance exam
for each foreigner.
3. The organization of entrance examinations in a chosen language is carried
out by the commission of the Institute of Philology. The members of the
commission are approved by the order of the entrance exam for each foreigner.
The preparation of the order for an entrance examination is carried out by the
Preparatory Department on the basis of the submission of the Institute of
Philology.
4. The organization of conducting entrance examinations in a specialty is
carried out by the commission of the corresponding faculty or institute. The
members of the commission are approved by the order of the entrance exam for
each foreigner. Preparation of an order for an entrance examination is carried out
by the Preparatory Department on the basis of submission of the corresponding
faculty / institute.
5. The organization of additional entrance examinations is carried out by the
commission of the corresponding faculty / institute, where a foreigner enters. The
members of the commission are approved by the order of the entrance exam for
each foreigner. The preparation of an order for conducting additional entrance
examinations is carried out by the Preparatory Department on the basis of
submission of the corresponding faculty / institute.
6. Selection committee working hours:
-From Monday to Thursday – from 9:00 to 18:00;
-Friday - 9:00 to 17:00.
7. Registration and issuance of invitation letters, accepting applications and
documents, introductory tests, renewal, transfer and enrollment for study at
postgraduate study (military postgraduate studies) or doctoral programme are held
within the following terms:

§ 4. Procedure for accepting applications and documents
1. The invitation to apply for visa type D-13 is issued by the Taras
Shevchenko National University of Kyiv after providing the following documents:
* copy of the first page of the international passport of the foreigner which contains
all personal details with translation into the English/Russian/Ukrainian languages;
* copy of the previous education document (Master’s degree certificate
or Specialist degree certificate) with translation into English/Russian/ Ukrainian;
copy of the supplement to the previous education document (Master’s degree
certificate or Specialist degree certificate) with grades (points), translated into
English/Russian/Ukrainian, or academic record (with stated number and title of the
document), translated to English/Russian/Ukrainian;
* copy of the previous education document (Bachelor’s degree certificate) with
translation into English/Russian/ Ukrainian;
copy of the supplement to the previous education document (Bachelor’s
degree certificate) with grades (points), translated into English/Russian/Ukrainian,
or academic record (with stated number and title of the document), translated to
English/Russian/Ukrainian;
* letter of attorney that gives the right to receive an invitation in case it is
not taken personally by the applicant, legalized or apostillized in the country of
citizenship, translated into English/Russian/Ukrainian languages;
* arrival report
* application form
* consent on personal data processing.
Documents must be sent in scanned form to the Preparatory Department’s e-
mail [email protected]. or [email protected]. Or they can be submitted
personally to the Selection Committee of the Preparatory Department.
The received package of documents is considered at the chosen faculty or
institute regarding the possibility of studying in the postgraduate / doctoral
program in the chosen program. The invitation letter is issued after receiving a
positive decision.
2. Documents to apply for postgraduate study (military postgraduate studies)
are accepted only in paper form.
3. In order to get enrolled for postgraduate study (military postgraduate
studies) or doctoral programme foreign applicants and stateless individuals must
submit the following documents:
* statement for entry;
* application form;
* international passport of a foreigner or any other document which
identifies a stateless individual with a D-type visa (D-13) for the countries with
visa procedure of entry issued by consular offices of Ukraine in a home country on
the basis of invitation letter, if other procedure is not stipulated by international
treaties of Ukraine (the original document and 3 copies of translation into the
Ukrainian language proved by notary);
* document which proves full higher education (the original document and
3 copies of translation into Ukrainian proved by notary);
* supplement to the higher education certificate (with the list of courses
taken) (the original document and 2 copies of translation into Ukrainian proved by
notary)
* copy of the previous education document (Bachelor’s degree
certificate) (original document with 2 copies of translation into Ukrainian proved
by notary)
* supplement to the previous education document (Bachelor’s degree
certificate) with grades (points) (original document with 2 copies of translation
into Ukrainian proved by notary)
* birth certificate (original document with 2 copies of translation into
Ukrainian proved by notary);
* health certificate issued by the official health authority of the home
country of an applicant, taken not earlier than two months before the departure of
an applicant to study in Ukraine: the document should contain information about
the results fluorographic examination and HIV testing (2 copies of the original
document and 2 copies of translation into Ukrainian language proved by notary);
* 12 matte photos in size 3x4 cm;
* consent on personal data collection and processing;
* a liability insurance contract for reimbursement of expenses, related to
the execution of the decision on administrative expulsion from Ukraine
(deportation);
* research offer on the chosen scientific specialty or the list of published
scientific papers and inventions certified by the established procedure at the place
of work / training of the candidate, in Ukrainian or English is additionally
submitted upon admission to the postgraduate study.
Research offer is a scientific text prepared by a foreign applicant when
wishing to apply for postgraduate study, which substantiates the topic of the future
dissertation research, its relevance, the state of its development in domestic and
foreign science as well as possible ways of solving the tasks which have been set
etc.
Requirements for research offers are set by the faculties / institutes in
accordance with the features of each speciality and are approved by the scientists
of the councils of faculties / institutes.
Assessment of a research offer (with its possible presentation if a faculty /
institute approves it) takes place at an interview on a specialty as one its
component.
4. To be admitted to doctoral studies the following documents are also
provided in Ukrainian and English languages:
• thematic plan of dissertation paper for obtaining a PhD scientific degree;
• copy of the diploma about the admition of the corresponding scientific
degree;
• list of published scientific works;
• written description of the academic activity of the applicant, compiled by a
Phd, who is a full-time scientific and pedagogical employee or scholar of the
University with the consent to be a research adviser.
5. If available, both originals and copies of the following documents are
submitted:
* Certificate of permanent or temporary residence in Ukraine, permission to
immigration to Ukraine, diplomatic card of the Ministry of Foreign Affairs of
Ukraine or another document that can affirm the right of stay in Ukraine;
* Tax service certificate on assigning a registration number of a taxpayer’s tax
card.
All documents issued in foreign countries must be translated to the
Ukrainian language and the translation must be notarized in Ukraine.
Originals of passport, birth certificate, education and residence documents,
and the tax service certificate are checked during the process of submission of
documents. Medical documents are provided in the original.
Birth certificate, education and medical documents that have been issued
abroad, must be certified and legalized in the prescribed order, unless otherwise is
provided by international treaties of Ukraine. The citizens of the participating
countries to the Convention on Abolishing the Requirement of Legalization for
Foreign Public Documents (The Hague, 1961p.) stamp the apostille on their
documents, not legalization. There is no need for legalization and apostille for the
documents issued in the participating countries to the Convention on Legal
Assistance and Legal Relations in Civil, Family and Criminal Matters (Minsk,
1993)
` Other documents are submitted by the applicant, if called by special
conditions of enrollment to the corresponding specialties (educational
programmes) established by law in the terms defined for the documents
acceptance, but not later than the terms established in §2 of these Rules of
Admission, so the Admission Committee could take the decision of recommending
the applicants for enrollment.
6. When accepting the individuals who submit the education document that
was issued abroad (hereinafter - the Document), a procedure of recognition and
determination of the credential equivaluation of the document is mandatory in
accordance with the Order of Recognition for education obtained in foreign higher
educational institutions, approved by the order of the Ministry of Education and
Science of Ukraine from May 5-th, 2015 No 504, registered in the Ministry of
Justice of Ukraine on June 27-th, 2015 under No 614/27059. The procedure of
preparing the documentation package as well as recognition procedure of the
Document is provided by Taras Shevchenko National University of Kyiv before
the second semester of the first year of studying of its owner.
If available, the applicant provides a copy of the certificate of nostrification
or a copy of the certificate of filing documents for nostrification in the Ministry of
Education and science of Ukraine when submitting documents.
7. The application and the submitted documents are kept in the personal files
of the enrolled postgraduate students / doctoral programme students.
§ 5. Organization of competitive selection
1. After submitting documents prepared by a foreigner, the commission of
the chosen faculty or institute where the foreigner plans to enter, examines the
marks / points of the applicant on the basis of the document of the previous
educational level and establishes the passing grade on general subjects, which will
be checked at the entrance exam. The minimum passing grade is 60, in case of
revealing lower score, the applicant is not considered for postgraduate study
(military postgraduate studies) in the University. The result of the assessment is
indicated in the protocol signed by the commission of the corresponding faculty /
institute, where a foreigner enters and is transferred to the Preparatory Department.
Admission to postgraduate study (military postgraduate studies) is based on
the results of entrance examinations and on the basis of academic rights for
continuing education, provided by the document on the acquired level of education
in the country of origin, and taking into account the quality points that give the
right to continue education at the next level Higher education system in accordance
with the legislation of the country where the educational document on
corresponding education level was issued.
Enrollment of foreign applicants to obtain higher education is carried out on
the basis of entrance examination as well as on the basis of academic rights for
continuing education that is proved by a document on the level of education in the
country of origin.
2. For admission to postgraduate studies (military postgraduate studies) and
doctoral programme the foreigner passes the following introductory tests, for the
purpose of which the subject commissions are created, which consist of three to
five teachers or scholars of the University:
2.1. An entrance exam of the language (Ukrainian, Russian, or English), the
minimum pass mark is 60. After passing the exam the result is indicated in the
minutes of the meeting of the examination commission of the Institute of Philology
and transmitted to the Preparatory Department.
2.2. Entrance exam on a specialty, the minimum pass mark is 60. After
passing the exam the result is indicated in the minutes of the meeting of the
examination commission of the corresponding faculty or institute and is
transmitted to the Preparatory Department.
2.3. An additional entrance exam (the decision of which is made by the
commission of the corresponding faculty or institute chosen for further study), the
minimum pass mark is 60. After passing the exam the result is indicated in the
minutes of the meeting of the examination committee of the corresponding faculty
/ institute and is transferred to the Preparatory Department.
If the applicant has scored less than 60 points at the entrance exam on a
language, the applicant is not allowed to take the next entrance exam.
If the applicant has scored less than 60 points at the entrance exam on a
specialty, the applicant is rejected for enrollment in postgraduate studies (military
postgraduate studies) of the University.
Retaking or repeating of the entrance exams is not permitted.
Persons who for good reason did not appear at the entrance exam in the
scheduled time; persons whose knowledge was assessed by the points below the
minimum level established by the Rules; Persons who took documents after the
date of completion of the receipt of documents, to participate in the following
introductory tests and in the competitive selection are not permitted.
A schedule (both in Russian and English) of the language (Ukrainian,
Russian or English) entrance exams is drawn up by the Institute if Philology and
posted on a website of the Institute of Philology in website section “Postgraduate
study”.
The programs of entrance exams on the specialty, the requirements for the
design of the research offer are drawn up by the relevant departments or institutes
and published in Russian and English on their websites in the section Postgraduate
study.
The programs of entrance exams in the specialty (Ukrainian, Russian
and English) are drawn up by the Institute of Philology and are published on the
website of the Preparatory Department (pd.univ.kiev.ua) and the Admission
Committee (vstup.univ.kiev.ua).
The programs of entrance exams in professional discipline are considered by
the Scientists councils of corresponding departments/institutes and are approved by
the head of the Admission Committee (represented by the rector) of the University
not later than 4 months before the entrance tests are published on the Preparatory
department web page (pd.univ.kiev.ua) and the Admission Committee
(vstup.univ.kiev.ua).
The language of the introductory testing program corresponds to the
language of the announced educational program (specialty)
§ 6. Recommendations for enrollment
1. Preparation of an order for enrollment for postgraduate study (military
postgraduate studies) derives after the Preparatory Department receives the
following documents:
1.1. Applicant’s entry application signed and proved by the dean / director of
the corresponding faculty / institute.
1.2. The protocol signed by the commission members of the corresponding
faculty / institute.
1.3. The protocol signed by the commission members of the the Institute of
Philology with the result of passing the language entrance test which corresponds
the further language of study.
1.4. The protocol signed by the commission of the corresponding faculty /
institute with the result of passing the specialty entrance exam.
1.5. The protocol signed by the commission of the corresponding faculty /
institute showing the result of passing an additional entrance exam in the specialty.
1.6. A research proposal signed and approved by the scientific supervisor.
§ 7. Execution of entry conditions for enrollment
1. The contract for training for the funds of physical (legal) persons is
concluded after the registration of the enrollment order.
2. While simultaneously studying in several specialties and different forms
of training in postgraduate study, two personal cases are formed, for which foreign
applicants provide the appropriate number of copies of documents for the
formation of personal cases.
3. Information about foreign citizens who were recommended for admission
to study in accordance with letters from the Ministry of Education and Science of
Ukraine on the allocation of a budget place, but within 3 months did not submit
original documents to the selection committee (not fulfilled the requirements for
enrollment), submitted to the Ministry of Education and science of Ukraine.
§ 8. Enrollment order
1. Enrollment orders are issued by the rector of the University and
registrated in Unified base of registration (ЄДЕБО).
2. Foreign persons who previously trained in post-graduate / doctoral studies
by public order and who didn’t defended the dissertation thesis or were dismissed
have the right to reapply to a postgraduate / doctorate program at the expense of
physical (legal) persons.
3. Foreign citizens and stateless persons enrolled to the University can apply
for places in the hostel (if they are available).
4. After enrollment to full-time post-graduate programme, foreign citizens
follow the procedure for registration of temporary residence permit on the territory
of Ukraine in accordance with the procedure specified in Annex 5.4.
