    A Message from the Commander . . .

Dear VFW and Auxiliary members: Several times a week I am ask, “When are we moving to the new location?” My answer is always, “Here’s what I have been told, and then I go through this short discussion explaining what I think will happen if this and that gets done.” Unfortunately, we have had many issues with contractors not being able to complete their part of the project in a timely manner. I can report that we are on the last lap of our race. Three of the four bathrooms need the walls finished; toilets and urinals will be installed on Monday; three baby-changing stations will be installed; FRP (Fiberglass Reinforced Plastic) will be added to the kitchen walls; the bar needs completed; a stage is bring built in the bar; carpet and luxury vinyl tile will be placed in the day room, bar room, four offices, liquor room, and bingo room. We should have three or four final inspections in different areas and then Steve Milbourn We should start moving and be completed between Saturday, Feb. 8 and Commander Tuesday, Feb. 11. Of course, there will probably be a few minor things we may possibly overlook, however I do think we should be pretty much on time with this plan. The entire building process has been a long and arduous one. About two months after dropping our original contractor and architect for failure to perform, we ran into Eric Garrett, president of the Garrett Companies. From that point forward, I cannot say enough good things about the company and the employees who were assigned to our project. Andy Kirby, Dakota Hooker, Patrick McMahon, Jarrod Pickel, Edgar Terriquez and the primary overseer of the project – Shane Hart. There were also other Garrett Company employees who helped along the way. In the beginning, Mike Tomes and Sherri Jones went to meeting after meeting with me and Garrett Company employees, David Toth our architect and Greg Ilko our engineer. Eric Prime of the Van Valer Law Firm served as our attorney. After jumping through hoops to obtain a variance for the land to build a VFW, applying for approval to move our Gaming and Alcohol license, getting a permit to build the facility and them submitting plan after plan to make sure everything met city, county and state regulations, we started interviewing contractors for all of the individual jobs. And, I almost forget Melissa Duke from Citizens Bank who helped us with our financial package. If I have forgotten anyone, please excuse me. The most unbelievable part of the entire project was the amount of “dirt work” that was performed and the cost. Building the facility appeared to be rather simple with the dirt work and some of the other jobs that were on tap. It has truly been an experience. Along the way, I had a quadruple heart bypass, and two additional heart-related issues and the loss of literally hundreds and hundreds of hours of sleep. My wife, Patti and my Shih Tzu puppy, Sofie was without me for nearly two years. Hopefully once we get moved, we can get down to the business of running our VFW in a proper manner and doing the things we need to do including helping veterans and working in the community for the betterment of our City. VFW Post 5864’s new street sign was erected on Jan. 29 at the south corner of the entrance to the property. G. K. Puckett placed it for the purpose of recognizing the street – Veterans Way. The new address is 1842 Veteran’s Way. See similar story on page 19 of this newsletter.

    Legislation to add new

    presumptive diseases

    for Agent Orange

Representatives Josh Harder (D-Calif.) and Pete Stauber (R-Minn.) introduced VFW-supported H.R. 5610, the Fair Care for Vietnam Veterans Act. This important bipartisan legislation would expand the list of presumptive conditions associated with Agent Orange exposure to include parkinsonism, bladder cancer, hypertension, and hyperthyroidism. In October 2019, it was revealed that White House officials impeded the inclusion of these diseases as presumptive conditions despite a recommendation from former Secretary of Veterans Affairs David Shulkin that they be added.

Military history over the years in February . . .

1633 – The tobacco laws of Virginia were codified, limiting tobacco production to reduce dependence on a single-crop economy. 1780 – The British fleet carrying General Clinton’s 8,000-man army arrives from New York off Charleston, South Carolina. 1819 – Spanish minister Do Luis de Onis and U.S. Secretary of State John Quincy Adams sign the Florida Purchase Treaty (Adams-Onis Treaty), in which Spain agrees to cede the remainder of its old province of Florida to the United States. Spanish colonization of the Florida peninsula began at St. Augustine in 1565. The Spanish colonists enjoyed a brief period of relative stability before Florida came under attack from resentful Native Americans and ambitious English colonists to the north in the 17th century. Spain’s last-minute entry into the French and Indian War on the side of France cost it Florida, which the British acquired through the first Treaty of Paris in 1763. After 20 years of British rule, however, Florida was returned to Spain as part of the second Treaty of Paris, which ended the American Revolution in 1783. Spain’s hold on Florida was tenuous in the years after American independence, and numerous boundary disputes developed with the United States. In 1819, after years of negotiations, Secretary of State John Quincy Adams achieved a diplomatic coup with the signing of the Florida Purchase Treaty, which officially put Florida into U.S. hands at no cost beyond

the U.S. assumption of some $5 million of claims by U.S. citizens against Spain. Formal U.S. occupation began in 1821, and General Andrew Jackson, the hero of the War of 1812, was appointed military governor. Florida was organized as a U.S. territory in 1822 and was admitted into the Union as a slave state in 1845. 1847 – During the Mexican-American War, Mexican General Santa Anna surrounds the outnumbered forces of U.S. General Zachary Taylor at the Angostura Pass in Mexico and demands an immediate surrender. Taylor refused, allegedly replying, “Tell him to go to hell,” and early the next morning Santa Anna dispatched some 15,000 troops to move against the 5,000 Americans. The superior U.S. artillery was able to halt one of the two advancing Mexican divisions,

while Jefferson Davis’ Mississippi riflemen led the defense of the extreme left flank against the other Mexican advance. By five o’clock in the afternoon, the Mexicans begin to withdraw. The Mexican-American War began with a dispute over the U.S. government’s 1845 annexation of Texas. In January 1846, President James K. Polk, a strong advocate of westward expansion, ordered General Taylor to occupy disputed territory between the Nueces and Rio Grande rivers. Mexican troops attacked Taylor’s forces, and in May 1846 Congress approved a declaration of war against Mexico. At Buena Vista in February 1847, and at Monterrey in September, Taylor proved a brilliant military commander, earning the nickname “Old Rough and Ready” while emerging from the war a national hero. He won the Whig presidential nomination in 1848 and defeated the Democratic candidate, Lewis Cass, in November. The other hero of the Battle of Buena Vista, Jefferson Davis, became secretary of war under President Franklin Pierce in 1853 and president of the Confederate States of America in 1861. 1837 – The Senate selected Richard Mentor Johnson as the vice president of the United States. Johnson was nominated for vice president on the Democratic ticket with Martin Van Buren in 1836. When Johnson failed to receive a majority of the popular vote, the election was thrown into the Senate for the first and only time. Johnson won the election in the Senate by a vote of 33 to 16. 1862 – “The Battle Hymn of the Republic” was first published in “Atlantic Monthly” as an anonymous poem. The lyric was the work of Julia Ward Howe and was based on chapter 63 of the Old Testament’s Book of Isaiah. “The Battle Hymn of the Republic” soon became the most popular Union marching song of the Civil War and is still being sung and to the tune of a song titled, “John ◼ Continued to page 5

Brown’s Body”. Julia Ward Howe (b.1819-1908) was an influential social reformer and wife of fellow reformer and educator Samuel Gridley Howe. She was prominent in the anti-slavery movement, women‘s suffrage, prison reform and the international peace movements. Julia Ward Howe was the first woman elected to the American Academy of Fine Arts and Letters in 1908. Ralph Waldo Emerson said: “I honor the author of ‘The Battle Hymn’ … she was born in the city of New York. I could well wish she were a native of Massachusetts. We have no such poetess in New England.” 1905 – Lewis Wallace (77), US politician, general, writer (Ben Hur), artist and inventor, died. His paintings included “The Conspirators,” a depiction of those accused in the assassination of Pres. Lincoln. He had 8 registered US patents and was accomplished at playing and making violins. His home in Crawfordsville, Indiana, is now a museum. 1906 – 1st federal penitentiary building completed in Leavenworth, Kansas. 1909 – U.S. troops left Cuba after installing Jose Miguel Gomez as president. 1940 – The Chinese Communist Mao Tse-Tung calls for the US to stand firm against Japan. 1941 – There is a major reorganization of the US Navy. It is now to be formed in three fleets, the Atlantic, the Pacific and the Asiatic. Admiral King is appointed to command the new Atlantic Fleet. There is to be a significant strengthening of the forces in the Atlantic. 1942 – Voice of America, the official external radio and television service of the United States government, begins broadcasting with programs aimed at areas controlled by the Axis powers. 1943 – One of America’s most decorated military units of World War II, the 442d Regimental Combat Team, made up almost entirely of Japanese-Americans, was authorized. 1951 – The 23rd Regimental Combat Team, of the U.S. 2nd Infantry Division, engaged the Chinese Communist Forces in the Battle of the Twin Tunnels, killing an estimated 1,300 Chinese. U.S. casualties included 45 killed, four missing and 207 wounded in action. 1955 – Operation Deep Freeze, a research task force, established in Antarctic. 1959 – Texas Instruments requested a patent for the IC (Integrated Circuit). 1958 – Elvis Presley records his last single, “Wear My Ring Around Your Neck,” before joining the army. Elvis had topped the charts eight times since April 1956, when “Heartbreak Hotel” hit No. 1. Drafted in 1958, Elvis enlisted in the army in March that year and served until 1960. When he joined the army, his monthly salary dropped from $100,000 to $78. Fortunately, his manager had already recorded enough material to keep Elvis singles on the charts during most of The King’s army service. 1966 – In response to a letter from Ho Chi Minh asking that French President Charles De Gaulle use his influence to “prevent perfidious new maneuvers” by the United States in Southeast Asia, De Gaulle states that France is willing to do all that it could to end the war. As outlined by De Gaulle, the French believed that the Geneva agreements should be enforced, that Vietnam’s independence should be “guaranteed by the nonintervention of any outside powers,” and that the Vietnamese government should pursue a “policy of strict neutrality.” President Lyndon Johnson saw De Gaulle’s proposal as part of a continuing effort by the French leader to challenge U.S. leadership in Southeast Asia as well as in Europe. Seeing the American commitment in Vietnam as part of a larger global issue of American credibility, Johnson believed that the United States could not afford to abandon its South Vietnamese ally and rejected De Gaulle’s proposal without consideration. 1967 – Thirteen U.S. helicopters were shot down in one day in Vietnam. 1967 – Operation Prairie II was begun in Quang Tri province by elements of the 3d Marine Division. During the 46-day search-and-destroy operation which terminated March 18, 93 Marines and 693 of the enemy were killed. ◼ Continued to page 6

The drug was prescribed at 3 pills per day but produced a physical a rush and was abused by many service people. It was later suspected as a cause of the symptoms of Gulf War syndrome. The drug was not fully approved by the FDA and military personnel were not informed of its effects. In 1999 a 2-year Rand analysis concluded that the drug pyridostigmine bromide could not be excluded as a contributor to Gulf War syndrome. The drug was given to as many as 300,000 US troops during the Persian Gulf War. 2007 – Operation Shurta Nasir or Operation Police Victory or the Battle of Hit was an operation led by U.S. troops and Iraqi SWAT teams trying to capture the town of Hit from Al-Qaeda forces. The goal of the mission was to eject the Al-Qaeda from the city and establish three Police Stations there to cement authority to the town. The Al-Qaeda retreating would be caught in the net of encircling U.S. troops which numbered 1,000 men. The operation was a success, and Hit was captured and freed from the terrorists. __________________________________

History of Leap Year -- Roman Emperor Julius Caesar took the first stab at fixing the calendar when dates were no longer in sync with the seasons. First, he created one extra-long year – 445 days – to get things back on track. He followed that with a pattern of three 365-day years and one 366-day year – leap year. Fifteen centuries later, though, the calendar was off “kilter” again. It turns out that Caesar’s plan created three extra leap years every 400 years. So, in 1582, Pope Gregory XIII came up with a way to fix the problem. That year, the calendar jumped from October 4 to October 15. Gregory also set up a new rule to get rid of those three extra leap years. Under the Gregorian calendar, only century years divisible by 400 are leap years. One in 1,461 people are “Leapies,” born on Leap Year Day. There are approximately 200,000 people in the United States with Leap Year Day birthdays and 4 million in the world.

Pin-Ups on Tour has been extremely busy since first visiting VFW Post 5864 in 2016. They have performed for veterans in over 40 states across the United States. Dixie Mae Rebel, a spokesperson for the group recently remarked, “It is because of the generosity of supporters like your Post that we have been able to visit and perform for so many hospitalized veterans as well.” The group hails from California and has traveled thruout the U.S. volunteering their time to bring smiles and laughs to those in attendance. Their appearance was remarkable. Pin-Ups on Tour is a good time for a great cause. From the moment guests enter the event, they will be treated to something special. Their goal is to recreate the magic of the Hollywood Canteen that operated during the 1940's as a club offering dancing, drinks and entertainment for servicemen, usually on their way overseas. The evening will feature dancing showgirls, comedy, variety acts, soulful lounge singers, raffle-ticket selling beauties and more than a few surprises! With entertainment and atmosphere around every turn, guests will feel like they stepped into another era. They are committed to providing low or no-cost entertainment for veterans as part of their "Morale ◼ Continued to page 8

The February 2020 Resource meeting will be held on Thursday, February 6. The Resource meeting will begin promptly at 6:30 p.m. The Resource meeting is to determine what upcoming events we wish to host for the next three months. We have a month to come up with ideas that can be sent out to everyone ahead of time so that we can be thinking about the event and it will cut down on the discussion time at each meeting. In addition, we can discuss what type of raffles we wish to have. We have raffled off a basket with a bottle of liquor with lottery tickets and other items. We could also hold a silent raffle with pies and cakes. There are many things we can do. Members from the VFW Auxiliary, American Legion Centennial Post 1919 and its Auxiliary, the 40 & 8 Voiture # 145 and anyone else interested in attending the meeting.

Please support your VFW Post with a donation to one or more of the above projects. A donation can be as little as $5 or if you feel generous, we will accept more. Our bricks are either $100 each for a 4 in. x 8 in. or $175 each for an 8 in. x 8 in. brick. They come in three different colors. Leaves are $125 for a Bronze Leaf; $250 for a Silver Leaf and $375 for a Gold Leaf. Doves (sold out) and Rocks are $500 each. Information on all three projects are in this newsletter. If you have any questions, please call Steve Milbourn, 317-525-7291 or e-mail him at [email protected].

Once we move into our new facility, we will still need to build a Shelter House. The new Shelter House will be slightly larger than our current one due to needing some additional storage space. We certainly appreciate everyone who has made a donation.

We can order them in Bronze, Silver and Gold and they can be inscribed with any information you wish. There are also 3 Doves (Sold Out) within the leaves and 10 Rocks below the tree. The Doves and Rocks can also be inscribed. The Bronze leaves are $125 each; the Silver leaves are $250 each and the Gold leaves are $375 each. At the right is a sample of a leaf showing you can get up to 7 lines of type on them and the number of letters per line. The Doves and Rocks are $500 each. DOVES ARE SOLD OUT. Thanks much. The tree and accessories are open for sponsorship to anyone interested in helping with this project. The project could generate between $70,000 and $86,000. This money will be used to purchase additional items associated with the new building. Samples of the leaves will be at the bar in the VFW for anyone to look at prior to purchase. If you’re inclined to help support us through this project, it would be greatly appreciated. We are hopeful that we can finish the sale of all the leaves prior to the first of the year (2020) and show casing it when we hold our grand opening. First Friday in April is “Steak Night”

Friday night kitchen menu is regular menu only

From now until April 3, 2020, the Post will only have a meal the first Friday of each month. It will be steak, baked potato, vegetable, salad and roll for $15. Regular Kitchen Menu will be served on all Wednesdays and Fridays except the first Friday. Kitchen Manager Don LaFountaine remarked, “Once we are able get into a regular routine, we will be able to handle everything we need to for our full-service kitchen.” LaFountaine continued, “Our new kitchen is almost twice the size of the one in our previous location. It will have a dishwasher, a space for a walk-in cooler and enough space to add a pizza oven.” Employees of the kitchen are looking forward to “setting up shop” in the new location.

VFW is not currently accepting clothing donations

VFW Post 5864 will not accept any clothing or household donations until at least after January 1, 2020. Since our new facility will be completed in late November or early December, we are attempting to move as few items as possible. The Post is hopeful they can continue the monthly trips to the Domiciliary and donations to HVAF and other similar organizations. Storage space at the Post will be limited until the Shelter House is completed in early April 2020. We thank everyone for their help and patience with this matter.

POW/MIA Flag to be displayed year-round

President Donald J. Trump signed into law the “National POW/MIA Flag Act,” introduced by U.S. Rep. Lt. Gen. Jack Bergman, USMC (Ret) (R-MI) and U.S. Rep. Chris Pappas (D-NH). The bill was introduced on March 7, 2019 and signed into law in November 2019. The League-originated POW/MIA flag is now required to be displayed whenever the American flag is posted on prominent federal properties, including the White House, U.S. Capitol, World War II

Memorial, Korean War Veterans Memorial, Vietnam Veterans Memorial, every national cemetery, the buildings containing the official offices of the Secretaries of State, Defense and Veterans Affairs, office of the Director of the Selective Service system, each major military installation, each Department of Veterans Affairs medical center and each office of the U.S. Postal Service. The League is grateful for this tremendous level of support, a meaningful signal to all nations that America stands behind and with those who serve – past, present and future – and if captured or missing, all possible efforts will be made to recover and

bring home our unreturned veterans. Currently Americans still missing (POW/MIA) and otherwise unaccounted-for (KIA/BNR) from the Vietnam War is still 1,587. Of that number 90% were lost in Vietnam or in areas of Cambodia or Laos under Vietnam’s wartime control: Vietnam -- 1,246 (VN-443, VS-803); Laos-286; Cambodia -- 48; PRC territorial waters -- 7. Since chartered in 1970, the League has sought the return of all POWs, the fullest possible accounting for the missing, and repatriation of all recoverable remains. The total accounted for since the end of the Vietnam War in 1975 is 996. A breakdown by country of these 996 Americans is: Vietnam – 672, Laos – 279, Cambodia – 42, and the PRC – 3. In addition, 63 U.S. personnel were accounted for between 1973 and 1975, the formal end of the Vietnam War, for a grand total of 1,059. These 63 Americans were accounted for by U.S. only efforts in accessible areas, not due to cooperation by post-war governments in Vietnam, Laos or Cambodia. A total of 287 have been accounted for from Laos, 727 from Vietnam, 42 from Cambodia and 3 from the PRC. NO IDs have been announced since July 29, 2019.

    Being a volunteer -- they live to serve . . .

The concept of giving of one’s time and energy to help or walk alongside other volunteers is a special and unique thing for many people. Some don’t grasp how meaningful and important it can be, not just for those being helped, but also for those who volunteer. Live to serve individually or as a team of dedicated volunteers. Collectively as a Post, we can help a veteran, a family, or even members of our community. If you would like to feel wanted, inspired and empowered, consider spending some of your time and energy volunteering at your Post. It may be just a few minutes that will change everything for someone or for you as a volunteer. New location is 2.3 miles from current location

VFW 5864’s new address is 1842 Veterans Way

VFW Post 5864’s new facility is in the final week or so of being completed. Our new address is 1842 Veterans Way, Greenwood, IN 46143. The new address was requested by Commander Steve Milbourn to recognize and remember all veterans. The VFW is located between Mays Chemical and Dunham Rubber and Belting. To get to the new location, go east on Main St. Continue east past Starbucks at E. Main St. and Emerson Ave., go under I-65 and continue east past Road Ranger Truck Stop, the next street will be Commerce Parkway W. Dr. Turn right and travel about 200 yards. Our 3.63-acre lot is on the right. It is across the street from a two-story commercial building that will house Peterman Heating, Cooling & Plumbing. We are awaiting a sign to be installed in the front of our building near the street. City of Greenwood Planning Department provided a reminder / warning concerning our private street – Veterans Way. According to that Department, “There will be problems with private mapping providers like Apple, Google and Garmin with the new street. The City does not have any way to influence these providers

to make changes to their services and algorithms. Once the address ‘goes live’ and people cannot use Apple or Google maps to get directions to the VFW, the City will not be interacting with these providers to solve this issue. The issue will have to be resolved privately by the VFW.” If you wish to use the former address, 578 Commonwealth Dr. W., and put that in your phone, you should get to our location without any issues.

Milbourn stated, “The VFW will have directions to our new facility with any information that we disseminate. In addition, we will have a small sheet printed up to pass out to people beginning February 1.” Furthermore, Milbourn said, “We have written letters to the three organizations above and anyone else who requests information as to our new address.”

Greenwood VFW 5864 gaming and pull-tab rules

As a reminder to those individuals who play Bingo and / or purchase gaming tickets or pull-tabs at the VFW, the following rules are in effect: All Pull-Tabs or other gaming tickets which are deemed to be winners by the VFW, must be cashed in by the close of business on the day the sale was made, otherwise the ticket will become null and void. No gaming tickets are to leave the VFW’s building under any circumstances. Pull-Tabs have Serial Numbers and the VFW is required to keep a record for the Indiana Gaming Commission and therefore the VFW has the date each set of Pull-Tabs is sold. Bingo players must be 18 years old or older to play or purchase any Bingo tickets or Pull-Tabs. These rules have been in effect for several years. The Post wanted to reiterate them. If there are any questions, please call VFW Post 5864 at 317-888-2488. Also, if your winning ticket is over $250, you must print your name on the ticket, sign the ticket and place your date of birth on the ticket. This is an Indiana Gaming Commission rule.

Greenwood VFW Bingo played every Wednesday

Each Wednesday around 60 or more individuals gather at the VFW to play Bingo. VFW Post 5864 member John Keith, a longtime worker at the Greenwood Knights of Columbus (K of C) Bingo games has been overseeing the Post’s weekly Bingo games for over two years.

John Keith, Sherri Jones, Steve Milbourn, Al Kessinger, Linda Kessinger, Bill Clark, Chuck Eyer, John Hasty, Kristina Serna, Mike Delaney, Mike Tomes and others are also working weekly to support the event. Bingo is held Wednesday evening starting at 6:30 p.m. Doors open at 5 p.m. The Gaming Commission forbids any entity holding a Bingo License to pay individuals for working at any game. Patrons are also not allowed to tip volunteer Bingo workers or staff. In addition, Bingo workers cannot play pull-tabs or other gaming devices or

buy tickets on the same day, while being a Bingo worker. There continues to be a need for additional volunteer workers to sell pull-tabs. Bingo starts with four “Early Bird” games at 6:30 p.m. Bingo is open to the public and provides an evening out for all. If you are interested in helping, contact Sherri Jones at 253-278-1980 to get signed up! The Post’s Bingo Gaming License, the Raffle License and the Casino Game Night License Number is 002855.

Additional business and members anticipated at new location

More operators and workers needed for gaming

The upcoming move to our new location should bring additional business and more individuals to sign up as members of the VFW and Auxiliary. If you wish to help us with gaming once a month or more often, you will need to be an operator or a worker. Bingo, Bar Bingo, Euchre, selling raffle tickets or any other form of gaming requires those helping have an operator or worker’s status. An operator is an individual who has been a member for a minimum of sixty (60) days or longer and a worker must have been a member for at least thirty (30) days. Operators can perform any function including paying out large sums of money, selling tickets, tallying and reconciling all the paperwork we complete after each event.
