Bunbury is the central hub of the region and as
Western Australia’s third largest city, it has plenty of
options for dining out, shopping, keeping active and
taking part in community –focused initiatives.
The City has many attractions, both historic and
modern that makes it a wonderful and welcoming
place to live. Bunbury is most well-known for the
pods of wild bottlenose dolphins which frequent the
shores of Koombana Bay, regularly allowing
individuals the opportunity to wade, cruise or swim
with them.
While the community events form the backbone of
Bunbury’s social calendar, the City also attracts
many regional, and occasionally state, competitions
and events to keep you entertained, Two id the
major events on the social calendar are Christmas in
the City, which combines the carols by candlelight,
festival and street parade, and the Skyfest Australia
Day Celebrations.
Bunbury is also home to Western Australia’s well
known iconic music festival,
Grooving the Moo. Ensure you take advantage of all
the exciting events regularly held in the City, by
checking the Bunbury Visitor Centre Events
Calendar.
The City strongly encourages and supports
community, industry, cultural and sporting groups
to deliver their own event, and invites you to
discuss your event with the City of Bunbury Events
team.
Events Support Team
To ensure your event is delivered safely and of the
highest quality, the City’s Events Team can provide
assistance to applicants to:
Discuss venue options for your event
Provide assistance in booking a Council venue/ground
Provide advice in event management
Assistance in applying for and obtaining
relevant event permits
Provide information on Council funding programs
Provide options and referrals on local businesses, entertainment and activities
The City of Bunbury has a range of venues for hire for
your event. Our venues cater for weddings, small to
large functions, performances, community events,
sporting events and corporate training.
Events held in a public space require a more
comprehensive booking process due to their
temporary nature.
If the event is to be held as a public outdoor event,
the City of Bunbury, via an application process will
assess and issue a Certificate of Approval (permit)
which will outline information on availability,
regulations and other approvals required. Bookings
can be made up to 12 months in advance by
contacting the City of Bunbury Events Team or
downloading the relevant forms from http://
www.bunbury.wa.gov.au/Pages/Events.aspx
Some factors to consider when selecting an event
space or venue are:
No clash fixtures for possible sporting events held at the same time of the event
Damage, wear, litter to ground for subsequent fixture
Parking and traffic management
Transport and public transport
Noise regulations
Facilities (power, toilets, kitchen)
Shelter and fencing
Vehicle access (i.e. heavy loads)

Event Approvals and Compliance
Below are a few Local Government statutory requirements, that event organisers must comply with, when organis-
ing an event or activity in Bunbury.
Planning an Event
The role of the City of Bunbury, as the approving body for events held on City of Bunbury land, is to ensure all
reasonable and practical precautions are taken by an event organiser, to protect the health and safety of patrons,
and the amenity of surrounding residents.
The City of Bunbury has developed an Event Toolkit as a reference tool for any events being planned or taking
place in Bunbury. This toolkit aims to provide event managers and community groups with information and links to
resources for events, information for operational procedures, statutory and legal requirements as well as event
management requirements. Download the Event toolkit.
Whether an event is private or accessible to the public, if the event takes place in any of Bunbury’s public space,
you will be required to obtain an event permit.
A public space is land owned by or managed by Council and can include:
Sports grounds and facilities
Public reserve, garden or open space where the public are permitted access
Street, footpath, laneway, car park
Water ways
Crown land
Applying for a permit
If the event is to be held on a public space, the City of Bunbury via an application process will assess and issue a
permit, which will outline information on availability, regulations and other approvals required.
The size and number of people attending your event may impact the requirements provided by the City, this is to
ensure all patrons are attending a safe event area.
An event application should be submitted at least 8 weeks prior to your event, however should the event be con-
sidered large or high risk, an application can be made up to 12 months in advance.

Temporary Structures
A temporary structure is any structure including but not limited to marquees, tents, stages, movie screens and
spectator stands and these may require Local Government approval. The City of Bunbury Parks and Gardens or
Works and Services departments that manage the space may have specific requirements associated with mainte-
nance or reserves, so it’s recommended that these be discussed with the Events Team before submitting your ap-
plication.
A dial before you dig check may form part of the Risk Management Plan should event structures require any under-
ground disruption. Visit http://www.1100.com.au/ for further information on this.
Food
Events in public spaces or temporary venues that will sell or serve food or provide food vendors at the event will
need to complete an application to Undertake Temporary Food Service Form. These forms can be obtained from
the City of Bunbury and ensure that food standards meet the Western Australian Department of Health regula-
tions.
Professional catering may not require approvals and private venues that operate food services on a regular basis
should hold their own licenses.
Traffic Management
Applicants who wish to hold events on roads will be required to address traffic management and safety issues. In
most cases a Traffic Management Plan will be necessary and this must be approved by the City of Bunbury, WA Po-
lice and Main Roads. A traffic management plan can usually only be created by a person specifically trained to do
so.
The Traffic Management Plan should include:
• Alternate routes to be taken by traffic.
• Parking arrangements.
• Parking for people with disabilities.
• Public transport arrangements (if applicable).
A part of the Traffic Management Plan may include communications with the local taxi and public transport provid-
ers to alert them of road closures, increased demand from attendees or alternate services.

Noise Regulations
The Environmental Protection (Noise) Regulations 1997 set noise limits and cater to events and social activity. Mon-
itoring of noise is a national requirement that the City of Bunbury is required to regulate and each event is consid-
ered and approved for noise impact based on the regulations.
Noise regulations may affect the placement of speakers at the event and often notices to the surrounding residents
may be required. Should your event have a large noise component (e.g. music festival, concert etc) it’s advisable to
discuss your plans with the City of Bunbury Events Team.
Waste Management and Recycling
The Event Organisers shall be responsible for the collection, removal and disposal of litter from the venue, public
areas and surrounding streets. All litter is to be removed immediately after the event and until such time as all pa-
trons have left the area.
Bins may be hired from the City of Bunbury or other waste management contractors and adequate bins are to be
provided for the amount of patrons at the event. For large events ongoing clean-up operations during the event
may be required.
The City of Bunbury strongly encourages events to be Waste Smart and the Waste Smart Events program provides
information to event organisers on ways to create effective recycling and waste management systems at public
events. The Waste Smart program considers recycling and waste minimisation at events through provisions of recy-
cling bins and ensuring that packaging provided at the event is recyclable. For more information please visit http://
www.wasteauthority.wa.gov.au/publications/waste-wise-events/?resources/waste-wise-events/
The City of Bunbury also encourages Event Organisers to promote glass-free events where possible.
Insurance
Before planning an event, it’s advisable to seek professional advice about insurances required to cover the event.
All insurances are the responsibility of the Event Organiser and the event is liable for any damages or cases over
the running time of the event.
Generally the Event Organiser must be insured for the following:
• Public Liability – at least $10 million in respect of any one occurrence and for an unlimited number of claims.
• Workers Compensation or Personal Accident Insurance Cover (as required by law) for all employees, sub-
contractors or volunteers engaged by the Event Organiser.
• Property Insurance for goods/property/plant/equipment owned by the Organiser that requires insurance for
damage or theft.
In regards to contractors who install semipermanent structures or electrical devices, they should hold appropriate
insurance to cover their activities for the event. Always ask the contractor for their Certificate of Currency before
they begin any work for or at the event and keep a copy on record if necessary.

Risk Management Plan
A Risk Management Plan is an invaluable tool for organisers planning a safe event. It is a City of Bunbury re-
quirement that a Risk Management Plan be included with the Events Funding Application.
A Risk Management Plan aims to produce a safe, sustainable and quality event by following a risk identifica-
tion and treatment process. Safety hazards are not the only risks identified in a comprehensive Risk Manage-
ment Plan, others areas include statutory, communication, marketing and contingency risks may also be ana-
lysed and evaluated.
