preparing and submitting applications for the pre-qualification of approved vendor’s database purpose only. This EOI Document is being issued by the procurement unit of Care International in Pakistan.

2. This EOI is not neither an agreement nor an offer to the prospective Applicant(s) or any other person. The purpose of this EOI is to provide interested parties with information that may be useful to them in the formulation of their application for qualification pursuant to this EOI (the “Application”).

3. This EOI Document shall neither constitute a solicitation, nor shall it constitute a guarantee or commitment of any manner on the part of Care that the assignment will be awarded. Care International reserves the right, in its full discretion, to cancel the EOI document at any stage of the procurement process and shall not be liable to reimburse or compensate the Applicant for any costs, taxes, expenses or damages incurred by the Applicant(s) in such an event.

1. INTRODUCTION

1.1 DEFINITIONS

In this document, the following terms shall be interpreted as defined bellow: -

PC-CIP Procurement Committee on behalf of the Care International in Pakistan

Applicant Means any corporation, company, partnership, firm, public or private entity or a consortium, that is eligible, has the expertise and ability to provide goods, services and civil works as stated in EOI required categories.

Categories Means the goods, services and work capacity and specialty of the applicant.

Due Date The date mentioned in advertisement as deadline for submission of EOI application

Signatory of Application Means the person duly authorized by the Applicant through Power of Attorney placed at Annexure I to sign the application for EOI/Tender/Bid on its behalf

2. Background

Care International in Pakistan intends to pre-qualify the suppliers, manufacturers and consultants (individual or reg. firms). The pre-qualification is divided into the below groups of commodities and services under following LOT categories:

LOT-26 Constructions and material supplies (shelters, latrines)

LOT-3 Supply of vehicle parts and re-pair and maintenance

LOT-28 Emergency Relief Supplier (Food/Hygiene NFI/ Shelter/ WASH)

LOT-4 Computer and Information Technology Equipment

LOT-29 Medicines and medical Supplies and equipment

LOT-5 Equipment Maintenance (computer, photocopier, etc.)

LOT-30 Information, Education and communication material development and printing services

LOT-6 Designing, composing and printing service providers

LOT-31 Solar systems and equipment and sizing and designing services and suppliers

LOT-7 News Paper advertisements LOT-32 Technical equipment kit including Scales, measuring tapes, measuring wheels, Deep water meters, Vernier calipers and gages.

LOT-8 General repairs and maintenance services

LOT-33 Seeds and plants supplier.

This Expression of Interest (EoI) for pre-qualification is launched to initiate an assessment of technical and other capabilities of all registered companies in Pakistan for supplying the abovementioned types of goods, services and work mentioned in the above lots.

Upon completion of the pre-qualification evaluation, Care International will include the selected suppliers and service providers in a roster of pre-qualified vendors. Depending on the Care International best interest and at its discretion, pre-qualified suppliers may directly be invited to submit bids or quotations in response to upcoming solicitation announcements or they will be advised to compete in an open competition.

3. Instructions to Applicants

a. Fraud & Corruptioni. The PC-CIP requires that the Applicants observes the highest standard of ethics in

relation to submission of EoI for pre-qualification and further documents required thereafter.

ii. The PC-CIP will reject a proposal for pre-qualification if it determines that the Applicant has directly or through an agent, engaged in corrupt, fraudulent, collusive, coercive or obstructive practices in competing for the contract in question and will declare the applicant ineligible, either indefinitely or for a stated period of time.

iii. Any misinformation, forged / fake documents / statements etc. will lead to disqualification at pre-qualification process.

3. Submission of Required documents

The documentation must be submitted in a sealed envelope marked as “EOI-CARE-LOT---/2018” and should be addressed to:

The deadline for the submission of proposals is October 1, 2018 before COB. Please clearly indicate the relevant LOT you are applying for also one envelop for one lot.

EOI documents sent by e-mail or facsimile will not be accepted. EOI documents received after the above deadline will not be considered. EOI documents from applicants failing to provide the requested information will be disregarded.

4. Submission requirements (documents to be submitted):

The following documentation must be submitted (in English whenever possible):

1. Application form for prequalification must be printed on company letter head pad (Annex. 1)“in case of individual plain paper with signatures and attached CNIC copy and CV”

2. Vendor questioner form (Annex. 2)3. Pay order of PKR. 2,000 (per Lot) in favor of “Care International in Pakistan”

(non-refundable if successful for pre-qualification list)4. Company registration certificate (SECP/ Company registrar/PEC)5. Income tax registration certificate 6. 5. DOCUMENTS ESTABLISHING THE ELIGIBILITY OF APPLICANT

To establish its eligibility, the Applicants shall complete all eligibility requirements as stated above in this document supported by verifiable documentary evidence. Applications without complete supporting documentary evidence, as required under this EOI, shall be considered non-responsive and shall be rejected.

6. SIGNING THE APPLICATION i. The Applicant shall prepare and submit the EOI as described in this document. The

EOI shall be signed by a person duly authorized on behalf of the Applicant through Power of Attorney(Annex-4).

ii. Every page and every form of EOI shall be signed and stamped by the Signatory of the Application.

7. OPENING OF APPLICATIONS

The PC-CIP shall open (all) application(s) after the time & date indicated in EOI advertisement.

8. NOTIFICATION OF QULIFICATION

The purpose of this EOI Document / Advertisement is to pre-qualify vendors, manufacturer, and consultants. The PC-CIP shall promptly notify each applicant as to whether or not it has been selected for approved vendor’s data base after completing the process and further procedure of qualification.
