Incentive Items

Vendors are required by

Federal WIC regulations to

offer WIC participants the same

courtesies that are offered to

non-WIC customers.

A WIC authorized vendor may

not treat WIC customers

differently by offering incentive

items that are not offered to

non-WIC customers.

Treating WIC customers

differently is a violation of

federal WIC regulations and

will result in a vendor violation.

Iowa WIC Program Purpose

What is WIC? WIC, (the Special Supplemental Nutrition Program for

Women, Infants, and Children), is a nutrition program for women,

infants and children up to the age of 5. The U.S. Congress

established WIC in 1973 in recognition of the need for adequate

nutrition during pregnancy and early childhood, especially among

limited income families. The Iowa WIC Program provides nutrition

education, breastfeeding support, supplemental foods and referrals

for health services to approximately 70,000 individuals per month.

Who is Eligible? WIC services are available to women who are

pregnant or who recently had a baby, infants, and children up to the

age of 5. Participants must meet income eligibility criteria (less than

185 percent of the federal poverty guidelines), must be a resident of

Iowa, and be determined as having a nutrition need by a licensed

dietitian.

How is WIC funded? The Iowa WIC Program is funded by the United

States Department of Agriculture through the Iowa Department of

Public Health, Bureau of Nutrition & Health Promotion.

What is my role as a WIC vendor? Approved WIC vendors enable

WIC participants to redeem their food instruments for nutritious foods.

As an approved WIC vendor, you’ve agreed to follow state and

federal WIC regulations as outlined in the WIC Vendor Agreement &

Handbook.

Special Purpose Vendors

Special Purpose vendors may be retailers of any

type of merchandise, but may only accept WIC

food instruments for the infant and special formu-

las that appear on their eWIC card.

While there is no minimum inventory requirements

for Special Purpose vendors, they are required

to produce the specified formula within 48 hours

or within 72 hours if a weekend or holiday

is involved.

Special formula inventory must be

maintained for as long as there is a

participant in the area that requires the

special formula.

Prices charged to WIC participants

must be equal to or less than the

prices charged to all other customers.

Approved Infant

Formula Distributors

WIC approved vendors are

required to only purchase

formula from a list maintained

by the state WIC program,

which includes state-licensed

wholesalers, distributors,

retailers, and infant formula

manufacturers registered with

the Food and Drug

Administration (FDA).

A list of approved infant

formula distributors can be

found on the Iowa WIC

website.

WIC Special Purpose vendors must

meet each of the following criteria:

No more than 50 percent of the

retailer’s gross retail sales may be

realized from the sale of authorized

WIC infant formula or special medical

formula

WIC approved vendors are required to

only purchase formula from a list

maintained by the state WIC program

• Special Purpose vendors are not authorized to redeem anything other

than formula

Item Minimum Quantity

Cereal Cold, ready-to-eat cereals: 10 boxes- Two (2) boxes of (5) approved varieties- of the five (5) approved varieties, three (3) varieties must be whole grain.

Bread Four (4) 16 ounce loaves approved 100% whole wheat bread.

Brown Rice Two (2) 14-16 ounce containers instant/Boil in Bag approved brown rice.

Juice Fifteen (15) 64-ounce containers of at least three (3) approved varieties of shelf stable 100% fruit or vegetable juice.

Ten (10) 12-ounces containers of at least two (2) approved varieties of single flavor con-centrate, 100% juice.

Dairy Products 4 gallons whole milk (whole vitamin A and D fortified fluid milk).

4 gallons low-fat or fat-free milk (low-fat or fat-free fluid, Vitamin A and D fortified milk).

2 pounds of 2 different varieties weighing 8 or 16 ounces each (Approved varieties of cheese).

Dried Beans Two (2) 1-pound bags, any variety.

Peanut Butter 2 approved containers 16 -18-ounce size, of 100 percent peanut butter.

Eggs (Grade A) 5 dozen conventional large fresh eggs, white or brown.

Fish 8 containers of tuna, 5-ounce minimum size. 8 containers of salmon, 5-ounce minimum size.

Formula Twenty-Four (24) 13-ounce cans of any current rebate contract concentrated formula, or 6 cans of any current rebate contract powdered formula.

Infant Cereal Twenty-Four (24) ounces of at least two (2) varieties of WIC approved dry infant cereal (infant cereal with at least 45% of the daily value for Iron per serving).

Infant Fruits and Vegeta-

bles

Fifty (50) 4-ounce containers of at least five (5) approved varieties (single ingredient or blends).

Infant Meats Ten (10) 2.5-ounce containers of single ingredient meats of at least 2 approved varieties.

Fruits and Vegetables Ten (10) varieties of fresh fruits and vegetables each Two (2) varieties of frozen fruits and vegetables each

Note: The variety and quantity in stock are defined as including both inventory on display and on-premises storage,

but not inventory on order from suppliers.

Minimum Stocking Requirements

Iowa WIC grocery vendors are required to stock, at

minimum, the following quantities of items.

Sanction System

There are five types of sanctions that may be applied to vendors for violations of

program regulations. Theses sanctions are:

Nonpayment of food instruments Issuance of violation points Temporary disqualification (one year, three years, six years) Permanent disqualification Civil Money Penalties (CMP)

State agency sanctions are based on a pattern of violations. Violation points will

be issued after two of the same violations. Vendors who are disqualified from par-

ticipation in, or have a CMP imposed by the Supplemental Nutrition Assistance

Program (SNAP) shall be automatically suspended from the WIC program. If the

vendor has been terminated from the WIC program and submits a claim, it will be

fully denied.

Violations are an indication of a vendor’s inattention to or disregard of the

requirements of the WIC Vendor Agreement. It’s in the departments' interest to

record these violations and take them into account when considering whether to

continue its contractual relationship with the vendor.

State agencies must notify WIC approved vendors of an initial violation in writing,

unless notification would compromise an investigation.

Filing a Complaint

To report a program abuse or fraud, or to file a complaint against

another vendor, local WIC agency or a WIC participant, you may

use one of the following methods:

Claims Procedure

The Claims Procedure for eWIC is

automatic. Once the participant swipes

their eWIC card, the request for

payment is sent directly to WIC’s MIS.

If the transaction occurs prior to 2PM,

the claim will process that night and

the payment will be distributed the next

bank day (Monday-Friday).

If the transaction occurs after 2PM, the

claim will process with the transactions

the following day and payment will be

distributed the following bank day.

For transactions occurring on a

Friday, Saturday or Sunday, payment

will be distributed the following Monday

(as long as banks are open).

Participants may only purchase the food items and quantities on the eWIC card. WIC

participants must receive the food item that corresponds specifically to the UPC code

scanned by the vendor during the transaction. A participant cannot buy more than the

total quantity of food on their eWIC card and that appears on their eWIC receipt.

Where brand names are specific, only those brands can be purchased.

Vendors are prohibited from scanning any UPC code that is not affixed to the actual

item being purchased by the WIC participant, or any UPC code as a substitute,

replacement, or otherwise not actually affixed to the actual item being purchased by

the WIC participant.

A Cash Value Benefit (CVB) is issued to some participants for the purchase of fruits

and vegetables. The dollar amount available varies with each participant. A vendor

must accept an alternative form of payment for CVB transactions only.

WIC participants are permitted to use vendor and manufacturers coupons and buy-one -get-one promotions to purchase WIC foods.

Vendors shall not allow substitutions, cash, credit, refunds or exchanges.

All WIC participants receiving detailed instructions on how to use their eWIC card prior

to issuance and should have no problem using their eWIC card; however, on occasion

is may be necessary for store associates to assist some participants in using their

eWIC card correctly.

Individuals using the eWIC card will be using a Personal Identification Number (PIN) at

checkout. No other identification may be required of a WIC participant. The vendor

identification is programmed for each individual store and resides within the Point of

Sale (POS) system.

Contact the state WIC office to discuss the process on adding new products (UPCs)

that may be WIC eligible.

When handling eWIC cards, there are federal and state regulations that every

vendor must follow. Each time a vendor accepts an eWIC card, the vendor

certifies that the program regulations were followed in that transaction. Failure

to adhere to these regulations could result in a vendor’s suspension from

participating in this program. The WIC vendor’s cooperation is essential to the

WIC program. It’s the vendor’s responsibility to ensure that this information is

clearly understood by all store associates who will be involved in WIC

transactions.
