NOTICES TO VENDORS 2015
WILDLIFE LICENCES 1. Licensing Section has a NEW Vendor Licensing email. Emails may be used to order licences,
request forms and guides, or to contact Licensing staff. Email orders will not be confirmed and
will be processed as submitted. The email address is [email protected].
2. NEW: For the 2015 Conservation Spring Goose and Ross’s Goose season, hunters will require
a no-charge 2015 Conservation Spring Snow Goose and Ross’s Licence available on the Internet
at http://www.manitoba.ca/conservation/wildlife/hunting/2015springsnowgoose.html
3. NEW: Conservation Moose seasons have expanded to include GHA 6A, 9A, 10, 15, 15A, 11
and 21A. Any vendor, including commissioned vendors, may sell Conservation Moose Licences if
only one of the hunters is present and policies are followed. For complete information, please refer
to page 29.
4. NEW: Some wildlife licences are printed in books of 5 including Bear Non-resident, Deer Non-
resident General (Rifle), Deer Resident Third, Moose Non-resident, Moose Resident Archery, and
Conservation Moose. Please record the sales and unsold licences carefully.
5. NEW: The Game Bird Licences for Resident, Non-resident and Foreign Resident have a
question to be completed by the licensee on an optional basis for wildlife survey purposes. For
complete information, please refer to page 31.
6. Since Fall 2014, Migratory Game Bird Hunting Permits are not distributed by Manitoba Licensing
Section to commissioned vendors. Environment Canada distributes the Permits to commissioned
vendors across Canada and vendors can contact Environment Canada directly. Migratory Game
Bird Permits will continue to be available at District Offices and 200 Saulteaux Crescent (Client
Information Unit). The Permit is available to the public on the Internet at https://www.permis-
permits.ec.gc.ca/en . Further information is on page 32.
7. A Vendor Order Form is included in this Manual. Please copy the form before completing.
Consignment vendors may fax or mail the form. Prepaid vendors must remit payment with the
order form either by mail or in-person at 200 Saulteaux Crescent, Winnipeg. Vendor orders
delivered in person will require a minimum of 2 business days to fulfill. The order form is on
page 41. Resource Tourism Operators should use the order form for Foreign Resident Licences on
page 40.
8. Licence vendors are responsible for the actions of their employees as they relate to the issuance of
licences. Vendors are encouraged to copy the Vendor Instruction Manual in its entirety, or pages
23-32, or the Quick Reference Sheet on page 42 for their staff’s information.
9. Vendors are reminded to provide, or have available, a copy of the current Manitoba Hunting
Guide for any wildlife licence that is sold. It is the hunter’s responsibility to ensure that the vendor
has issued the correct licence. Customers should be directed to refer to the Hunting Guide and
Internet for hunting information. Manitoba reserves the right to amend hunting seasons should
conditions warrant.

GENERAL
Thank you for accepting the responsibility to be a licence vendor for the Province of
Manitoba and to provide an important service to the community. If you have any questions or
concerns about your account, please contact the Licensing Section.

RESPONSIBILITIES OF VENDORS
1. The responsibilities of vendors in this Vendor Instruction Manual are part of the signed
application for vendorship. Please review these responsibilities.
2. Licence vendors are established as agents of Manitoba Conservation and Water
Stewardship by authority of the Minister.
3. Licence vendors are required to notify Manitoba Conservation and Water Stewardship
immediately when there is a change of ownership of their business. Vendors who sell
their establishments may not transfer their stock of licences to a new owner. New owners
must apply to Manitoba Conservation and Water Stewardship for vending privileges.
Vending privileges will not necessarily be granted to a new owner.
4. All monies collected by licence vendors from the sale of licences are Crown funds and
must be kept in trust for the Province of Manitoba. Any misuse of these funds, by you or
your firm, may constitute a criminal offence.
5. You are cautioned to keep all licences supplied to you in a secure place as your account
has been charged with their full value less your authorized commission. Your account
will only be given credit for the money you remit and the complete unissued licences
which you return. You are liable for the full fee (less your commission) for any licences
lost, misplaced or destroyed.
6. A vendor must not make refunds, adjust licence fees, predate licences, or issue receipts in
lieu of licences.
7. You may not borrow licences from another vendor and you may not lend licences to
another vendor.
8. When you receive your licences, check the quantities and serial numbers carefully against
those shown on the Vendor Consignment and Charge Statement.

9. All licences must be issued from the location indicated in your signed application for a
licence vendorship.
10. All licences and records distributed by Manitoba Conservation and Water Stewardship
for which a remittance has not been made must be available for inspection by
departmental personnel upon request.
11. Employees may issue licences on behalf of licence vendors. The licence vendor is fully
responsible for the actions of these employees as these actions relate to the issuance of
licences, possession of unsold licences, and the collection of licence fees. Vendors are
responsible for informing employees of the regulations regarding the issuance of licences,
and ensuring that licences are issued in accordance with the law and instructions received
from Manitoba Conservation and Water Stewardship.
12. On the last day of each month, you must prepare and submit a report of all licence sales
during that month. These reports must be received by the Licensing Section by the 10th
day of the following month.
COMMISSION
1. A commission of $1.00 for each licence or permit issued is allowed to vendors.
2. This commission is to be deducted before remitting sale funds.
3. Your account has been charged with the fee of the licences less your authorized
commission.
4. No other deductions are allowed. Postage, money order charges, etc. are the
responsibility of the vendor.
LICENCE AND PERMIT FEES AND TAXES
1. All licence and permit fees include 5% GST (Goods and Services Tax). The fee is printed
on the licences and permits and this is the price the customer must pay.
2. Provincial sales tax must not be charged on the sale of licences and permits.
3. Manitoba Conservation and Water Stewardship collects the GST and forwards the GST
to the Government of Canada.
CONSIGNMENT AND PREPAID VENDORS
1. Your responsibilities as either a consignment or prepaid status vendor are described in the
correspondence from the Licensing Section and are subject to review.
2. Both consignment and prepaid vendors must remit monthly. Vendors closed for the
season or without licences are exempted from monthly reports.

3. Monthly reports and remittances are required in order to maintain your account in good
standing. Monthly reports are also important to Manitoba Conservation and Water
Stewardship in order to receive timely sales and statistical information.
4. For prepaid vendors, the refunds for the return of unissued licences will be processed
following the end of the licence year. Exceptions to this policy may occur upon request or
when the business is discontinued or sold. Licensing Section must be notified by letter or
phone for these exceptions.
5. Holders of a Resource Tourism Operators Licence (Outfitters) are considered vendors as
per the vendorship agreement with the Licensing Section and are subject to the
remittance policies.
ISSUANCE OF LICENCES
1. At the beginning of the season, vendors who are on consignment, in good standing,
and have sold a minimum threshold of licences in the previous year will
automatically receive their licences and permits by mail based on the amounts sold in
the previous year. Arrangements can be made to pick-up large orders in an effort to
increase efficiency and reduce mailing costs.
2. Prepaid vendors at the beginning of the season will receive, by mail, a Licence Order
Form to complete and return to the Licensing Section with their advance payment.
3. Consignment vendors who have sold less than the minimum threshold of licences in
the previous year, or vendors who prefer to order specific types and quantities of
licences, are required to place an order for licences.
4. Resource Tourism Operators (Outfitters) must initially comply with the requirements
specified by the Licensing Advisory Committee and Wildlife Branch before Foreign
Resident big game licences will be released. Orders for foreign resident big game
licences to be picked-up or mailed must allow 5 additional business days for processing.
REPEAT ORDERS OF LICENCES
1. Vendors are required to maintain adequate supplies of licences for sale, including for
the winter season. Your cooperation is appreciated in ensuring adequate processing
times, minimal number of reorders, and sufficient quantities of licences for each order
in an effort to provide cost-effective service.
2. Orders for licences may be submitted by email, mail, fax, phone, or in-person. Please
allow sufficient time for processing. Mail from or to a vendor may require 2 to 6
business days in either direction. Processing time after the order is received is a
minimum of 2 business days. Orders will not be completed on the same day or in
less than 48 hours. Note: Resource Tourism Operator orders may require an
additional 5 business days.

3. The Licence Order Form found in this Manual is provided for your convenience to
order licences. Please copy the form, complete it and submit it to Licensing Section.
Please allow sufficient time for processing.
4. Upon the vendor’s request and to allow convenient options for the vendor, licences
may be either mailed through Canada Post or picked-up. Pick-ups for licences aid in
reducing mailing costs.
5. Consignment vendors may email, fax, mail, phone or submit a completed Licence
Order Form in-person for repeat orders. Please allow sufficient time for processing.
6. Prepaid vendors must provide a payment for the licences before the licences are
released to the vendor. A prepaid vendor has options for ordering, payment and
receipt of licences.
a) Order the licences by email, mail, fax, phone or in-person.
b) Pay for the licences by mail or upon pick-up.
c) Request the licences to be mailed or picked-up in person.
d) As per point 2 above, please allow sufficient time for processing.
7. Provide the following information for every licence order
a) Vendor number and name.
b) Quantity and type of licences required.
c) Specify mail or pick-up.
d) Phone number.
8. Licences must be ordered by the book and each book contains a specific number of
licences.
9. Other supplies such as vendor forms and guides may also be ordered. You may
request additional supplies of Hunting Guides.
10. Additional licences will be supplied only if the vendor account is in good standing (i.e., upon review of remittance of monthly reports, monies due, any duplicate copies of licences outstanding).
PROTECTION OF PRIVACY
1. Personal information pertaining to licensing and hunter success is collected under the
authority of The Wildlife Act, and is used for surveys and enforcement purposes by
Manitoba Conservation and Water Stewardship. Information is protected by the
Protection of Privacy provisions of The Freedom of Information and Protection of
Privacy Act. If you have any questions, contact the Access and Privacy Officer in
Winnipeg at 204-945-4170.
2. Vendors must protect and maintain the privacy of the personal information received from
the issuance of licences.

REPORTS AND REMITTANCES
1. The remittance policies apply to consignment and prepaid vendors, including Outfitters
(Holders of a Resource Tourism Operators Licence).
2. All vendors, including consignment and prepaid vendors, are required to provide monthly
reports and remittances, including Nil reports. Vendors closed for the season or without
licences are exempted from monthly reports.
3. On the last day of each month, a Remittance for Sold Licences form and/or a Vendor’s
Return For Unsold or Cancelled Licences form is to be completed for that month and
delivered with any licences and monies due in full for all reportable sales. These reports
must reach the Licensing Section office before the 10th day of the following month.
4. Vendors should only remit for completely issued (sold) books of licences and permits. If
a book is not completely issued by the end of the month, then the book should be kept
and the licences should be included in the next month’s remittance.
5. If there are no reportable sales to be made, i.e., if there are only partially-issued books
of licences or permits to report, then forward a Nil report. Faxes regarding Nil reports
are preferred. Please provide your vendor number and state the month for the Nil report.
Vendors closed for the season are not required to provide Nil reports.
6. All sold licences and permits must be recorded on a Remittance for Sold Licences form.
The duplicate copies of all sold licences and any monies due must be returned with this
remittance
7. Remittances may be mailed to the Licensing Section office. Remittances may be
delivered in-person to 200 Saulteaux Crescent in Winnipeg and must be fully completed
before submitting the licence package.
8. Bear Licences: Spring bear sales should be reported by the 10th of the month following
the sales month. Vendors should retain any unissued bear licences until the end of the
Fall season.
9. Wild Turkey Licences: Spring wild turkey sales should be reported by the 10th of the
month following the sales month. Vendors should retain any unissued wild turkey
licences until the end of the Fall season.
10. All licences and permits returned as unissued must be recorded on a Vendor’s Return for
Unsold or Cancelled Licences. All unissued and voided (cancelled) licences and permits
must be returned to receive credit on your account. All parts of the licence and the
associated game tags must be returned to receive credit on your account.
11. Please make your remittance payable to the Minister of Finance (Manitoba). A cheque,
certified cheque or money order is an acceptable form of payment.
12. Cash or debit payments for vendor accounts will be accepted in-person only at the Client
Information Unit at 200 Saulteaux Crescent in Winnipeg.

13. Payments from vendors cannot be made by credit card according to the Province of
Manitoba’s financial policy.
14. All fees are to be paid in Canadian funds. A $20.00 service charge will be applied on
non-negotiable cheques.
15. Third-party cheques and third-party money orders are not acceptable. Vendors must not
accept cheques or money orders payable to the Minister of Finance from customers as
payments for licences.
16. If the vendor has accepted foreign currency as payment, then the vendor is responsible
for any deviations in exchange (gains or losses) resulting from the payment conversion to
Canadian funds. Vendors who do not provide for a rate of exchange on foreign currency
are expressing their own company policy. The vendor’s foreign exchange policy is not to
be indicated as a policy of Manitoba Conservation and Water Stewardship.
17. Licences, permits and funds must be returned to the Licensing Section at the end of each
season or upon request by Manitoba Conservation and Water Stewardship. All vendors
must return all sold and unsold wildlife licences, duplicate copies of licences sold, and
monies due by the 10th of the month following the month of season closing.
18. Seasonal vendors must return all remittances (sold and unsold licences and payments)
before or immediately after closing business. The returned forms should be marked
“Final Report – Closed for the Season”. End of season remittances must be received by
the Licensing Section by the 10th day of the month following the end of the last season.
19. Failure to submit monthly reports, make remittances, or return licences or permits as
required will result in the hold or suspension (cancellation) of your vendor appointment.
20. Accounts not settled within the due dates are subject to interest charges and/or non-
compliance action.
21. If your supply of reporting forms is low, then additional supplies may be requested.

VENDOR LOST LICENCES AND PERMITS
1. Vendors are responsible for all licences and permits issued to them.
2. Vendors must pay for any licences or permits that are lost by them. When you receive
your licences, check the quantities and serial numbers carefully against those shown on
the Consignment and Charge Statement. No refunds will be made and no substitute
licences or permits will be issued for licences or permits lost by a vendor.
3. For customers, no refunds should be made and no substitute licences or permits should
be issued for lost licences or permits. A customer who has lost a licence should not be
issued another hunting licence of the same type. It is illegal for a person to purchase
more than one licence of the same type for the same hunting year.
4. Replacement licences for hunting licences only are available only at Manitoba
Conservation and Water Stewardship offices.
DISCONTINUED OR SOLD BUSINESS
1. Vendors wishing to discontinue, close or sell their business must notify the Licensing
Section by letter of resignation or by phone with the date of the close of business.
2. In order to close-out the account, the vendor must forward the following to Licensing
Section before or immediately after the date of close of business: i) all monies collected
for licence and permit sales, ii) duplicate copies of sold licences, iii) all unsold licences
and permits, and iv) both copies of all cancelled/voided licences.
3. Vendors must not transfer their supply of licences and permits or their vendorship to
another person or business. The sale of a business must not be portrayed to prospective
buyers as including the vendorship.
4. A successor to the business who wishes to become a vendor must obtain, complete and
forward an Application for a Licence Vendorship to the Licensing Section. Vending
privileges will not necessarily be issued to a new owner nor will the successor necessarily
be granted the same status (consignment or prepaid). If approved, the successor will be
supplied with a new set of licences and permits and a new account number.
DELINQUENT ACCOUNTS
1. Remittances for completed books of licences and permits are due on the 10th day of the
next month. Any remittances not provided to the Licensing Section as due are considered
outstanding and the vendor account may be considered “not in good standing”.
2. A reminder “Licence Vendor Collection Notice” of outstanding licences and permits is
mailed to the vendor after the end of each licensing season. Remittances are due within
30 days or as noted on the collection notice.

3. If the vendor has not complied with previous notices, the vendor account is placed on
Hold. The vendor account is considered not in good standing and no further licences or
permits will be issued to the vendor until the account is cleared.
4. If the vendor has not complied further with collection notices, the vendor account is
Suspended. Manitoba Conservation and Water Stewardship reserves the right to request
the immediate return of all sold and unsold licences and all monies due.
5. Failure to comply with the Suspension and / or payment of monies due may result in non-
compliance action.
6. Holds and /or Suspensions may be revoked only under special circumstances.
7. Failure to comply with the responsibilities of the vendorship on a regular basis will result
in the review and potential revocation of the vendorship.
8. Outstanding balances on vendor accounts are subject to interest charges as specified by
Manitoba Finance.
9. Manitoba Finance sets the interest rate and conditions. Interest charges may be calculated
and compounded monthly and may commence 30 days after the date on which the
payment was due.

The following list describes the way in which this form is to be completed. Each point
corresponds to the number on the example on the opposite page.
1. LICENCE YEAR: Record the licence year for which you are remitting, i.e., 2015 or
2015-2016 licences belong to the 2015-2016 licence year. You must use a separate form
for each licence year.
2. FOR THE MONTH OF: Print clearly name of the month for which you are reporting.
3. VENDOR: Confirm that your name, address and vendor number are written correctly in

licences in order to claim the $1.00 adjustment.

The following list describes the way in which this form is to be completed. Each point

After the form and your returned licences have been verified, you will be mailed a
Confirmation of Returned Unsold or Cancelled Licences report to confirm the receipt of
these licences. Compare it for accuracy to your copy of the Vendor’s Return form. Keep all
copies of the reports for your records.
Licences, permits and funds must be returned to the Licensing Section at the end of each
season or upon request by Manitoba Conservation and Water Stewardship. If this is the last
report of the season, please indicate “Final Report –Closed for the Season” clearly on the
form.

FOREIGN RESIDENT LICENCES
RESOURCE TOURISM OPERATORS (OUTFITTERS)
GENERAL
1. Foreign resident licences for bear, deer, moose and caribou, and non-resident caribou are
available only through Resource Tourism Operators (Outfitters).
2. Outfitters must apply to be vendors with the Licensing Section, sign a vendorship
agreement and are subject to remittance policies. The application for vendorship is
subsequent to the approval and good standing as a Resource Tourism Operator through
the Licensing Advisory Committee, and the approval of an Allocation Agreement with
Wildlife Branch.
3. The foreign resident big game licences (deer, bear, moose and caribou) are printed in
combination with the Operator Declaration Form (ODF).
4. Please complete and remit the duplicate copies of the licence and ODF to the Licensing
Section as per the remittance requirements for licences. The second and third pages of the
licence are the copies of the ODF and licence portion and should be remitted as one piece
with the licence fees.
5. Foreign resident licences are subject to a resource allocation fee of $100.00. Invoices for
this fee will be prepared by Wildlife Branch and mailed to Outfitters.
OUTFITTER INFORMATION PRE-PRINTED ON LICENCE
1. The Resource Tourism Outfitter Licence Holder / Vendor name, vendor number and the
Game Hunting Area (GHA) are pre-printed on the foreign resident licences.
2. For those operating in more than one GHA, ensure the correct licence is issued for the
GHA in which the client will be hunting. Extra licences are not provided to allow for
errors, i.e., you have not received more licences than the maximum allowed as per your
allocation. If an error is made, please contact Licensing Section for another licence and
expect a delay in delivery.
ISSUING A FOREIGN RESIDENT LICENCE
DEER LICENCES ONLY
1. The Foreign Resident Deer Licences are printed with the choice of archery,
muzzleloader or general (rifle). The equipment type choice must be made by placing
a checkmark beside the choice on the licence when it issued to the hunter. A licence
that does not have the equipment type choice recorded will be considered an invalid
licence.
2. A foreign resident hunter can only harvest/tag one deer per year.

3. A foreign resident hunter must purchase a separate licence for each season he/she
wishes to hunt. In order to hunt a different season, a foreign resident hunter must
turn in the unused licence and tag and purchase a new licence for the appropriate
season. Outfitters may contact Manitoba Conservation and Water Stewardship,
Wildlife Branch or Licensing Section for further information on this process.
CARIBOU LICENCES ONLY
1. The Non-Resident/Foreign Resident Caribou licence can be issued as the first or
second licence by placing a check mark in the appropriate box. A hunter can be
issued only one first licence and only one second licence.
2. The residency category of the hunter must be recorded, i.e., Non-Resident or Foreign
Resident. Place a checkmark beside the residency type, i.e., Non-resident or Foreign
Resident.
ALL FOREIGN RESIDENT LICENCES - BEAR, DEER, MOOSE AND CARIBOU
1. Please use heavy pressure and a ball point pen to complete the licences. There are 2
copies and the information must be legible on all copies.
2. Complete the hunter information portion of the document with the hunter and record on
the licence the following information:
a) Hunter's complete name
b) Hunter’s complete address
c) Date of issue – year, month, day
d) Hunter's sex
e) Hunter's date of birth – year, month, day
f) The hunter must confirm they hold a valid Hunter Education Certificate or
equivalent. Upon confirmation, make a checkmark beside the statement “Yes, I
hold a valid Hunter Education Certificate”.
g) The hunter must sign the "Certified Correct" area of the licence before the
licence can be issued and before the hunter begins hunting.
3. The ODF must be filled out after the hunt has been completed.

SEPARATING THE LICENCE/GAME TAG AND ODF PARTS
1. The Foreign Resident licence has 2 parts, i.e., the Licence/Game Tag Part and the ODF
Part.
2. Complete the licence part and have the hunter sign the licence.
3. Fold along the perforated lines.
4. On the right side, carefully tear along the perforation to the bottom of the licence/game
tag part and remove the excess paper with the tracking holes.
5. Carefully tear off, from right to left, only the licence part with the game tags. Tear off the
licence from the left edge.
6. Give the licence and game tags to the hunter.
7. The original ODF part will remain attached to the back copy of the ODF/licence/game
tag copy on the left side.
8. The Foreign Resident licences have 2 copies in addition to the original page.
THE ODF
1. The ODF must be completed accurately by the hunter before leaving camp. Original
signatures by the hunter, guide, and operator are required.
2. Complete all portions of the ODF, including the equipment type for a Deer licence and
the residency/first/second information parts for a Caribou licence.
3. The original ODF part may be retained by the outfitter.
4. Both of the back copies for both parts (licence/ game tag part and ODF part) must be
returned to Licensing Section. Do not separate the 2 parts.
5. The numbers for the ODF and licence parts must match and the 2 parts must remain
attached.
6. Please dispose of the carbon papers securely.

COMPLETE LICENCES UPON CLIENT’S ARRIVAL
1. Licences should not be issued before your client arrives. You may be required to pay for
a licence that has been completed even though it has not been signed by the client (e.g.,
the client did not show). In addition, this licence may be deducted from your allocation.
BIOLOGICAL SAMPLES
1. Biological samples should be submitted to a Manitoba Conservation and Water
Stewardship District Office. Please refer to the Hunting Guide for information.

SELLING HUNTING LICENCES
ISSUING A HUNTING LICENCE
1. Licences are documents that are issued for the purpose of authorizing a person for a
specific activity and are issued under Acts and Regulations (law). For this reason,
licences should be issued carefully.
2. It is the hunter’s responsibility to ensure that the vendor has issued the correct licence.
3. Vendors are reminded to provide, or have available, a copy of the current Manitoba
Hunting Guide for every wildlife licence that is sold. Customers should be directed to
refer to the Hunting Guide for hunting information.
4. All hunters must apply in person for their licences and must personally sign each licence
issued to them. By signing the licence, the hunter is certifying that the information on the
licence is correct and that they possess the qualifications set out in The Wildlife Act.
5. NEW: If a hunter cannot be present to purchase their hunting licence, they should contact
a Manitoba Conservation and Water Stewardship office for information. The only
exception is for the issuance of a Moose Conservation Licence. In this case, one hunter
may purchase the licence on behalf of the second hunter if the procedures as described on
page 29 are followed.
6. Determine the residency of the hunter and species and type of licence required. Licences
should only be issued for the correct residency, species, and type of hunting. The
substitution of licence types is not allowed. For example, a non-resident licence must not
be issued to a resident.
7. Select the proper book of licences. You must sell licences in numerical order by their
serial number and sell the lowest number first.
8. Ensure that the fold-back cover has been placed at the back of the licence that is being
issued. The vendor, not the customer, must print the information on the licence. Please
use a ballpoint pen with sufficient pressure so that the carbon copy can be easily read.
Confirm that the duplicate copy is readable before completing the licence.
9. Print legibly, in ink, the person’s:
a) Name
b) Complete address
c) Date of issue – All licences must be dated the day that they are issued
d) Sex
e) Date of birth
10. Ask the customer if they hold a valid Hunter Education Certificate. Make a checkmark
beside the statement “Yes, I hold a valid Hunter Education Certificate” if the hunter
confirms the statement.
11. Advise the customer that they must possess their certificate and hunting licence when
hunting.

12. If the hunter states they do not have a certificate or if they are uncertain, then a hunting
licence cannot be issued. Re-direct the customer to a Manitoba Conservation and Water
Stewardship office or to information in the Hunting Guide or to the Wildlife Branch
website. The vendor is not responsible to verify the validity of the Hunter Education
Certificate.
13. Show the licence to the customer and have them verify that the information has been
completed correctly and that the correct licence has been issued. Ask the customer to sign
the licence.
14. Remove the original licence from the book and give it to the customer. The duplicate
copy should be left in the book.
15. Collect the licence fee. The price is printed on the licence and includes GST.
16. Provide or make available a copy of the current Manitoba Hunting Guide for each
hunting licence that is sold.
17. Do not alter or make an erasure on a licence as it will render the licence void and invalid.
If a licence must be cancelled because an error was made, then write “Void” or
“Cancelled” across the face of the licence and the carbon copy of the licence. Both copies
of a cancelled licence and the associated game tags must be returned before credit can be
provided to the vendor. Do not discard the voided licence.
18. Licences may be cancelled only at the time of issuance. Licences that appear to be
cancelled at some other time may not be accepted and credit may not be given to the
vendor’s account.
19. It is illegal for anyone to purchase more than one big game licence of the same type for
the same year. It is illegal for anyone to purchase more than one wild turkey licence in
the same year.
DEFINITIONS OF RESIDENCY FOR WILDLIFE LICENCES
RESIDENT: A Canadian citizen who has his/her home and is ordinarily present in the
province immediately preceding the time that he/she purchases a licence, or a person who is
not a Canadian citizen but has his/her home and is ordinarily present in the province for a
period of six months immediately preceding the time that he/she purchases a licence, but
does not include a tourist, transient or visitor.
NON-RESIDENT: A person who is a Canadian citizen but is not a Manitoba resident.
FOREIGN RESIDENT: A person who is neither a Canadian citizen nor a resident of
Manitoba.
LICENCES AVAILABLE AT COMMISSIONED VENDORS
1. The type of hunting licence or trapping permit available at individual commissioned
vendors is limited to the stock requested by the vendor.
2. Archery moose licences have limited availability at select commissioned vendors.
3. Licences available only through Resource Tourism Operators (Outfitters) include: foreign
resident deer, foreign resident bear, foreign resident moose, and non-resident / foreign
resident caribou.

LICENCES AVAILABLE AT MANITOBA CONSERVATION AND WATER STEWARDSHIP OFFICES
1. Hunting licences and open area trapping licences are available at Manitoba Conservation
and Water Stewardship District Offices and Client Information Unit, 200 Saulteaux
Crescent, Winnipeg until the end of each season.
2. The following types of licences are available only at Manitoba Conservation and Water
Stewardship District Offices and Client Information Unit.
a) Replacement licence – for hunting licences only
b) Resident caribou and Second caribou (resident) – limited seasonal availability in
select offices
c) Registered trapline permits – local District Offices
3. The Big Game Draw program issues draw licences for elk seasons (including archery and
landowner) as well as some moose seasons. Draw licences are available only by
application to the Draw program. Information is available in the Hunting Guide and
online at www.manitoba.ca/conservation/wildlife/index.html
LICENCE FEES AND TAXES
1. All licences and permit fees include 5% GST (Goods and Services Tax). The fee is
printed on the licences and permits and this is the price the customer must pay.
2. Provincial sales tax must not be charged on the sale of licences and permits.
3. Manitoba Conservation and Water Stewardship collects the GST and forwards the GST
to the Government of Canada.
HUNTING LICENCE REQUIREMENTS
1. It is the hunter’s responsibility to ensure that the vendor has issued the correct licence.
Vendors are reminded to provide, or have available, a copy of the current Manitoba
Hunting Guide for every hunting licence sold. Customers should be directed to refer to
the Hunting Guide for hunting information.
2. Licences are required for all big game and game bird hunting. A hunter must have a valid
licence for the species they are hunting, and must carry the licence (and associated game
tags) and a valid Hunter Education Certificate while hunting. They are required to show
the licence and the Hunter Education Certificate to an officer upon request.
3. A licence and any associated game tags provide a hunter with the authority to possess big
game or game birds, as well as the authority to harvest them.
4. The rights and privileges of any hunting licence cannot be transferred to another person.
5. No person shall use the licence of another person.
6. Licences cannot be refunded, exchanged or returned after they are purchased.

7. It is illegal to purchase more than one big game licence of the same type for the same
hunting year. It is illegal for anyone to purchase more than one wild turkey licence in the

HUNTER QUALIFICATIONS
1. It is the hunter’s responsibility to qualify under The Wildlife Act and its regulations in
order to obtain a hunting licence.
2. The vendor is not responsible to verify the validity of the Hunter Education Certificate.
3. The vendor is responsible to ask the hunter if they are qualified to hunt and to issue the
hunting licence correctly and accurately. The checkbox on the hunting licence must be
completed and the licence must be signed by the hunter.
4. If the hunter states that they do not have a certificate or are uncertain, then a licence
cannot be issued.
5. All hunter inquiries on verifying or obtaining a Hunter Education Certificate should be
directed to the information in the Manitoba Hunting Guide or Manitoba Conservation and
Water Stewardship online resources.
6. The Hunter Education Regulation states no person shall apply for or obtain a hunting
licence unless the person is 12 year of age or older and holds
a) A valid Manitoba hunter education certificate (including the Manitoba Hunter and
Firearm Safety Training Certificate); or
b) An equivalent valid hunter education certificate from another province, territory or
country.
7. In addition, a person who is required to hold a certificate must
a) When hunting under the authority of his or her hunting licence, have the certificate in
his or her possession and produce the certificate upon request from an officer; and
b) At any other time, produce the certificate to an officer as soon as possible after being
requested to do so by the officer.
8. Detailed information on Hunter Education is available in the Hunting Guide or through
the online Hunting Guide at www.manitoba.ca/conservation/wildlife/index.html.
SUSPENDED HUNTERS
1. Every vendor receives updated lists of suspended hunters. Please carefully check these
lists to ensure that licences are not issued to suspended hunters. It is an offence to issue a
licence to any person who is not entitled to that licence.
2. Under no circumstances should you issue a licence to anyone if you know or suspect the
individual is not entitled to that licence. These individuals should be referred to Manitoba
Conservation and Water Stewardship for further information. The Wildlife Act and/or
regulations provide penalties for improper issuance of licences. In addition, your
vendorship may be suspended or cancelled for such activity.

YOUTH HUNTERS
1. A person must be 12 years of age or older to apply for or obtain a hunting licence and
must possess a valid Hunter Education Certificate.
2. Resident youth, aged 12 to17, may purchase a deer and game bird licence (youth) or a
wild turkey licence (youth).
3. A regular hunting licence is required for any other species or season.
4. There are special hunting opportunities for youth which are described in the Hunting
Guide. The youth and adult purchasing the licences are responsible for selecting the
correct licences for the desired bag limits.
5. The youth must fulfill two conditions: i) be under the age of 18 at the time of purchase,
and ii) be under the age of 18 on the first day of the season. Both conditions must apply,
and if so, the youth could continue to use the licence even though the youth may turn 18
during the season.
SENIOR HUNTERS
1. Every hunter must possess a valid Hunter Education Certificate, including seniors.
2. Residents who are 65 years of age or older (seniors) do not require a provincial game bird
licence if they carry proof of age and residency while hunting.
3. Resident seniors must purchase a Canada Migratory Game Bird Hunting Permit and
Wildlife Habitat Conservation Stamp to hunt waterfowl, cranes, snipes or coots and do
not require a provincial bird licence if they carry proof of age and residency while
hunting. That is, resident seniors require only 1 licence to hunt waterfowl, cranes, snipes
or coots.
4. Non-resident or foreign resident seniors must purchase both the i) Non- resident or
foreign resident Provincial Game Bird licence (as applicable based on residency), and ii)
the Canada Migratory Game Bird Permit and Wildlife Habitat Stamp.
5. All seniors must purchase the appropriate licences to hunt wild turkey or big game.
CUSTOMER LOST HUNTING LICENCE
1. Replacement licences are available from Manitoba Conservation and Water Stewardship
District Offices and Client Information Unit at 200 Saulteaux Crescent in Winnipeg. A
person applying for a replacement licence must sign a Declaration and pay $10.50 per
licence.
2. Replacement licences are not issued to replace the Canada Migratory Game Bird Permit
and Wildlife Habitat Conservation Stamp. The Canada Migratory Game Bird Permit must
be purchased again for the original fee and is available at many vendors.
3. There is no refund for a lost licence.

SELLING A DEER LICENCE
RESIDENT
1. There are 3 types of licences available for residents of Manitoba: General Deer, Second
Deer, and Third Deer. The archery, shotgun/muzzleloader, and muzzleloader licences are
not available for the current hunting year.
2. The General Deer Licence can be used and is valid in the archery, muzzleloader,
shotgun/muzzleloader and general (rifle) season in conjunction with the appropriate
equipment type. A hunter may only harvest/tag one deer under the authority of the
General Deer Licence.
3. Qualified residents of Manitoba can purchase only 1 licence of each type and a resident
could purchase 3 different deer licence types (General, Second and Third).
4. In recent years, the Game Hunting Areas for Second Deer and Third Deer Licences has
been reduced. Hunters should confirm the hunting opportunities in the current Hunting
Guide before purchasing a Second Deer or Third Deer Licence.
SECOND DEER LICENCE
1. Second deer licences are available only to residents of Manitoba.
2. A hunter can purchase only one second deer licence each licence year.
3. The hunter does not need to produce a general deer licence when purchasing a second
deer licence.
4. A second deer licence may be used only in the Game Hunting Areas and seasons
prescribed, provided that a general deer licence for that season and area has been
purchased and is in the hunter’s possession. The hunter must consult the current Hunting
Guide for information about seasons.
5. A youth hunting licence package (deer and game bird licence – youth) is not considered a
general deer licence. Youth must purchase a general deer licence prior to purchasing a
second deer licence.
6. The second deer licence may be used first.
THIRD DEER LICENCE
1. Third deer licences are available only to residents of Manitoba.
2. A hunter can purchase only one third deer licence each licence year.
3. The hunter does not need to produce a general deer or second deer licence when
purchasing a third deer licence.
4. A third deer licence may be used only in the Game Hunting Areas and seasons prescribed
provided that a general deer licence and a second deer licence for that season and area has
been purchased and are both in the hunter’s possession. The hunter must consult the
current Hunting Guide for information about seasons.

SELLING A MOOSE LICENCE
RESIDENT
1. There are 5 types of moose licences available for residents of Manitoba: general (rifle),
archery, conservation, draw rifle, and draw archery. The general licence and rifle licence
is the same licence.
2. Hunters may purchase only one moose licence per year.
3. A GHA 23 or 23A draw elk or landowner elk licence with a one elk or moose bag limit is
not considered a moose licence.
CONSERVATION MOOSE LICENCE RESIDENT
1. Both hunters should be present at the same time to purchase a conservation moose licence
from a vendor. All hunters are encouraged to purchase their own licence in person.
2. If both hunters cannot be present, then a hunter may purchase a Conservation Moose
Licence on behalf of the other hunter if the vendor and hunter comply with the following
conditions:
a. Vendors may issue a licence for someone who is not present if:
i. The person who is purchasing the licence (third party) provides

SELLING A BEAR LICENCE
SPRING AND FALL SEASONS
1. Bear licences are valid for both the Spring and Fall seasons.

RESIDENT
1. There is only 1 type of bear licence available for residents of Manitoba.

CARIBOU LICENCE
1. Resident caribou licences are available on a limited basis only through select Manitoba

COYOTE AND WOLF HUNTING
1. There are no separate licences for coyote or wolf. For complete information on coyote
and gray (timber) wolf seasons and licences, please refer the hunter to the Hunting Guide.

SELLING A GAME BIRD LICENCE
1. NEW: The Game Bird Licences for Resident, Non-resident and Foreign Resident have a
question to be completed by the licensee on an optional basis for wildlife survey
purposes. Customers are requested to complete the questionnaire on the bottom of the
provincial game bird licence. The licence may be sold if the question is not completed.
2. A Game Bird licence is required to hunt Grouse, Gray (Hungarian) Partridge, and
Ptarmigan in Upland Game Bird seasons.
3. Hunters who want to hunt upland game birds require only a provincial game bird permit.
4. Hunters who want to hunt migratory game birds require both a provincial game bird
permit and a Canada Migratory Game Bird Hunting Permit and Wildlife Habitat
Conservation Stamp.
5. A resident senior who wants to hunt upland game birds does not need to purchase a
provincial game bird licence. Residents who are 65 years of age or older (seniors) do not
require a provincial game bird licence if they carry proof of age and residency while
hunting.
6. A resident senior who wants to hunt migratory game birds must purchase a Canada
Migratory Game Bird Hunting Permit and Wildlife Habitat Conservation Stamp to hunt
migratory game birds and a provincial game bird licence is not required if they carry
proof of age and residency while hunting.
7. A resident youth who wants to hunt upland game birds may purchase a deer and game
bird (youth) licence.
SELLING A WILD TURKEY LICENCE
1. Wild turkey licences are valid for both the Spring and Fall seasons.
2. Hunters may hunt either season with this licence until they are successful in bagging a
wild turkey.
3. Hunters may purchase only one wild turkey licence.
SELLING A YOUTH WILD TURKEY LICENCE
1. Youths aged 12 to 17 can purchase the wild turkey licence at a reduced fee.
2. There is only one type of wild turkey licence. When issuing the licence, place a check
mark in the box provided and charge the youth the reduced fee.

3. Vendors will be responsible for the full fee for any licence issued to a person who does
not qualify as a youth.
4. The youth must fulfill two conditions: i) be under the age of 18 at the time of purchase,
and ii) be under the age of 18 on the first day of the season. Both conditions must apply,
and if so, the youth could continue to use the licence even though the youth may turn 18
during the season.
5. When remitting, the vendor should complete the following information on the Remittance
for Sold Licences form.
a. Record the number of licences sold at the regular fee.
b. Record the number of licences sold to a youth on a blank line at the bottom of
the remittance form.
c. Record the appropriate fee for each licence and calculate the amount to remit.
d. Your vendor account will be adjusted for all licences properly issued at the
reduced fee.
SELLING A DEER AND GAME BIRD (YOUTH) LICENCE
1. A qualifying youth can purchase only one deer and game bird licence (youth) in a
licensing year. Qualifying means matching the qualifications for age (12 – 17), residency
(resident of Manitoba), and valid Hunter Education Certificate.
2. This licence is not considered a regular deer licence.
3. If the youth wants their own bag limit while hunting waterfowl, then this licence must be
purchased in addition to the Canada Migratory Game Bird Licence and Migratory Stamp.
SELLING A MIGRATORY GAME BIRD HUNTING PERMIT
1. A Canada Migratory Game Bird Hunting Permit and Wildlife Habitat Conservation
Stamp (Migratory Permit) are required by all hunters for hunting migratory waterfowl,
including seniors and youth.
2. Since Fall 2014, commissioned vendors must order the Migratory Permit from
Environment Canada. Environment Canada is responsible for the distribution of
Migratory Permits to vendors across Canada. Many postal outlets sell Migratory Permits
and the permit is available online at https://www.permis-permits.ec.gc.ca/en
3. Vendors may contact with Environment Canada – Canadian Wildlife Service through the

TYPES OF TRAPPING PERMITS
OPEN TRAPPING AREA LICENCE
1. Licences are available at Manitoba Conservation and Water Stewardship District Offices,
Cashiers’ Office in Winnipeg and many commissioned vendors.
2. The Open Trapping Area licence is not valid on a Registered Trapline (RTL) or in a STA
(Special Trapping Area).
OPEN TRAPPING AREA (TREATY) LICENCE
1. Licences are available at Manitoba Conservation and Water Stewardship District Offices,
Cashiers’ Office in Winnipeg and at select vendors.
2. The Open Trapping Area (Treaty) licence is not valid on a Registered Trapline (RTL) or
in a STA (Special Trapping Area).
REGISTERED TRAPLINE PERMIT
1. Permits are available at local Manitoba Conservation and Water Stewardship District
Offices and select vendors.
2. The Registered Trapline Permit is not valid in the Open Trapping Area or in a STA
(Special Trapping Area).
TRAPPER QUALIFICATIONS
1. Trapping licences are available only to residents of Manitoba.
2. A person must be 12 years of age or older to be eligible for a Manitoba trapping licence.
3. A person may receive a youth licence if the trapper is 12 to 17 years of age on:
a) the day of the first common season (e.g. October 1 for Beaver) and
b) the day the permit is obtained.
4. All first-time trappers must successfully complete the Manitoba Trapper Education
Course prior to obtaining their first trapping licence. Persons under 12 years old (10 or 11
years old) may take the course; however, a certificate will not be issued until the person
is 12 years old. A person under 12 years old may accompany and help a licensed trapper.

6. The Manitoba Trapper Education Course Certificate must be shown to the vendor for all
trappers who have not previously held a trapping licence.

7. A first-time trapper may also provide a certificate from another province or state.
8. A trapper may verbally declare that a previous licence has been held and this declaration
is sufficient.
9. All trappers must apply in person for their permits, must complete the Trapper
Qualification Declaration, and provide a signature for the licence to be valid.
CUSTOMER LOST TRAPPING LICENCE OR PERMIT
1. For customers, no refunds should be made and no substitute licences or permits should be
issued for lost licences or permits.
2. A customer who has lost a licence or permit must purchase another trapping licence or
permit.
COMPLETING A TRAPPING LICENCE
1. The information on the Trapping Licences is vital to the management of the furbearer
populations in Manitoba and to the trapping industry. All licences must be fully
completed, legible and accurate.
2. The correct spelling of names and accurate birth dates is essential. Press firmly and print
using upper case letters or numbers only.
3. Complete all fields on the licences. Each trapping licence is completed with similar
information, except as indicated below.
a) Youth (No fee) – check mark if applicable
b) Last name, first name in full, initial
c) House number and street or box number
d) City or Town – do not use abbreviations, i.e., write Winnipeg, not Wpg
e) Manitoba has been pre-recorded as the province of residence
f) Postal code – no space is necessary
g) Date of issue – year, month, day
h) Sex – print M or F
i) Date of birth – year, month, day
j) Certified Correct – The trapper must qualify for the permit and sign the permit before
it is valid. All trappers must apply in person for their licences.
OPEN TRAPPING AREA LICENCES
1. Local Fur Council Areas – Place a check mark by the Local Fur Council area in which
the majority of trapping will be conducted. This does not have to be the area of residence.
This does not restrict trapping to one area.
a) The licence is pre-printed with the names and section code numbers of the Local Fur
Councils for the Open Trapping Areas.

b) Section Code 23 is for STAs (Special Trapping Areas). This code is used only by
Manitoba Conservation and Water Stewardship staff.

d) The list of names and section code numbers for Local Fur Councils (Open Trapping
Zones) and Registered Trapline Sections in this manual is provided for reference.
REGISTERED TRAPLINE PERMIT
1. Issued by Manitoba Conservation and Water Stewardship and select vendors.

list (Example: 013 for The Pas).
8. Trapline Number – print the Trapline Number.
9. Permit Type – use a check mark to indicate the permit type. Only one type must be
marked. There are 5 choices: line holder, helper, community line, youth line or special
permit.
10. Quotas and Conditions – This section is completed only by Manitoba Conservation and
Water Stewardship staff.

2015 HUNTING LICENCES
ISSUING HUNTING LICENCES
1. Provide or make available a copy of the current Hunting Guide for each hunting licence sold. Customers
should be directed to refer to the Hunting Guide for information.
2. Ask the customer for their residency status. Ask: Are you a resident of Manitoba? Or Are you a Canadian
citizen and not a resident of Manitoba (Non-resident)? Or Are you a non-Canadian (Foreign Resident)?
3. Hunting licences may not be sold to anyone less than 12 years old. A Deer and Game Bird licence is
available for youth 12 to 17 years old for special hunting conditions. Game bird permits are not required for
a senior 65 years and older under specific hunting conditions.
4. Choose the correct licence type for species and residency.
5. Licences must be sold in sequential order.
6. Print the information on the licence. Ask for the following:
a) Name (record the surname and first 2 initials)
b) Complete address
c) Date of Issue – All licences must be dated the day that they are issued
d) Sex
e) Date of birth
7. Ask the customer if they hold a valid Hunter Education Certificate. Make a checkmark beside the statement
“Yes, I hold a valid Hunter Education Certificate” if the hunter confirms the statement. If the answer is
“No”, a hunting licence cannot be sold to the customer.
8. Advise the customer that they must possess their certificate and hunting licence when hunting.
9. Check the suspended hunting list.
10. Verify the information and that the correct licence has been issued. Ask the customer to sign.
11. Receive the payment from the customer.
12. Remove the original licence from the book and give it to the customer. The duplicate copy should remain in
the book.
13. Do not alter a licence. If a licence must be cancelled because an error was made, then write “Void” across
the face of the licence and the copy. Keep both parts of the licence.
