Main updates:
• Introduced VCS completeness review
• Updated global warming potentials (GWPs)
• Clarifications to VVB rotation requirements
• New rules for projects using non-VCS simplified additionality procedure
Other updates include:
• New procedure for issuing errata and clarifications
• Updated CDM + new CAR gap validation process
• Clarified definition of ‘loss event’
• Clarified process for calculating long-term average
VCS Program Updates
VCS completeness review
• Pipeline listing:
• Ensure sufficiency of information for public comment
• VCS may require project proponent to update docs
• Registration/issuance request:
• Completeness review follows registry review
• Review of specific items (baseline, additionality)
• Informs whether accuracy review is conducted
• Completed in 5 business days (accuracy review
timeline shortened by 5 business days, so overall
timeframe remains the same)
Updated global warming potentials
• Updated required source of global warming
potentials from the IPCC’s Second Assessment
Report to the IPCC’s Fourth Assessment Report
• Projects may optionally transition to the updated
GWPs immediately via a project description
deviation
• Projects shall transition to the updated GWPs at
their project crediting period renewal
Clarifications to VVB rotation requirements
• Gap validation of a project registered under an
approved GHG program may be disregarded
when assessing adherence to VVB rotation
requirements
• Validations and verifications performed under
other GHG programs shall be counted when
assessing adherence to VVB rotation
requirements
Simplified additionality procedures
• Where the project applies a methodology that:
• Was developed under an approved GHG program and
• Uses an activity method or other simplified procedure for demonstrating additionality...
• The project proponent shall demonstrate that the simplified procedure is appropriate to apply to the project considering the project characteristics
• Failing this demonstration, the project proponent shall not use the simplified procedure for demonstrating additionality
• Overview
• New program document structure
• Key technical updates
• Mandatory templates
• Summary of project benefits
CCB Program Updates
Overview
• Harmonize the CCB Program with the VCS Program
• Clarified or changed terms
• Aligned validation and verification procedures
• Mandatory templates
• Formatting and minor edits
• Improved stakeholder experience
• Less disconnect between the VCS and CCB Programs
• Improved guidance
• Greater consistency

Key technical update: Updated terms
• New
• CCB Program
• Monitoring period
• Clarified
• Public comment period
• Project lifetime
• Replaced
• Auditor VVB
• Programmatic approach Grouped project
• Right of Use project ownership
• Reporting document names
Key technical update: VVB rotation
Key technical update: Document submission & review
14 July 2017
• Project proponents submit all documentation though their registry
• The registry performs a completeness check
• VCS performs a completeness review and possible accuracy review
CCB + VCS Projects
• Project proponents
submit all documentation
directly to VCS, instead of
through the VVB (as
currently) or registry
• Everything else is the
same
CCB Projects
• VVBs download the project
documentation from the VCS
project database
• Accuracy review process is
same as current VCS
process:
Validation & verification
process for all projects
VCS does the review
Findings are reported to
VVB
VVB responds to findings
and resubmits to VCS
Mandatory templates, overview
• For PPs: structure and guidance
• For VVBs: more efficient reviews
• For other stakeholders: easier comparison
• For VCS: enables more efficient completeness
reviews & allows accuracy reviews
Mandatory templates, what to look for
• The templates generally follow the order of the CCB Standards
• Gold or green references
• Cumbersome indicators have been broken out into multiple sections
• Indicators with similar reporting requirements have been combined into one section
• Monitoring reports should only contain information on changes that have occurred
• VVB templates mirror the PP templates
• Incorporate changes to project design
Mandatory templates, what to look for
Mandatory templates, what to look for
Summary of project benefits, overview
• New mechanism to report project benefits
• Will replace the summary of benefits on the cover page
• Its purpose is to provide:
• a streamlined way to present the project benefits,
• an effective way to communicate those benefits.
• A powerful tool for:
• PPs to communicate benefits to relevant stakeholders
• VCS to amalgamate data for communicating impact and designing future program improvements
• For more information • http://www.v-c-s.org/wp-content/uploads/2016/11/Summary_Project_Benefits_3NOV2016.pdf
Summary of project benefits, what to look for
• Completion of the SPB is mandatory, but only report on metrics that are applicable to the project
• Two main sections
• Standardized Benefits Metrics
• Unique Project Benefits
• All claims must be substantiated in the PD or MR and assessed by the VVB
