The Baw Baw Shire Council has prepared Amendment C131 to the Baw Baw Planning Scheme.The land affected by the Amendment is in the township centres of Trafalgar, Neerim South and

Longwarry.The Amendment proposes to introduce three new Design and Development Overlays to

implement urban design directions from: Longwarry Urban Design Framework – adopted 2019 Trafalgar Urban Design Framework – adopted 2018 Neerim South Urban Design Framework – adopted 2018.

including 350 millimetres) to approximately 81 properties in the township of Heathcote. Apply the Land Subject to Inundation Overlay Schedule 2 (depth of flooding greater than

350 millimetres) to approximately 10 properties in the township of Heathcote. Apply both the Land Subject Inundation Overlay Schedule 1 and Schedule 2 to approximately

85 properties in the township of Heathcote. Apply simultaneously the Urban Floodway Zone, the Land Subject to Inundation Overlay

Schedule 1 and Schedule 2 to approximately 94 properties in the township of Heathcote. Amend Clause 21.08 of the Municipal Strategic Statement to refer to the Heathcote Local

Floodplain Development Plan, October 2019 to guide development and subdivision in areas that are subject to flooding.

Amend Clause 21.10 of the Municipal Strategic Statement to include the Heathcote Flood Study (2016) as a reference document in the Greater Bendigo planning scheme.

Amend Schedules 1 and 2 to Clause 44.04 (Land Subject to Inundation Overlay) to add new permit exemptions, reword some of the existing permit exemptions for more clarity, and include reference to the Heathcote Local Floodplain Development Plan, October 2019.

poisons1 holds general registration with the Pharmacy Board of Australia2 and:(a) Has satisfactorily completed the assessment of an ‘Immuniser program of study’

recognisedbytheChiefHealthOfficer;OR(b) Has satisfactorily completed the assessment of an ‘Immuniser program of study’ that

meets the curriculum content requirements of the National Immunisation Education Framework for Health Professionals; and

(c) Has recency of practice and continuing professional development in immunisation (as definedfromtimetotimebythePharmacyBoardofAustralia);

OR(d) Is currently completing clinical practice in a hospital, pharmacy, pharmacy depot,

general practice or immunisation clinic as part of an ‘Immuniser program of study’ recognisedbytheChiefHealthOfficerunderthedirectsupervisionofa:(i) medical practitioner;(ii) nurse practitioner;(iii) ‘Nurse Immuniser’3 that is compliant with Regulation 8(1) of the Drugs,

Poisons and Controlled Substance Regulations 2017; or (iv) Pharmacist that is compliant with Regulation 99(c) of the Drugs, Poisons and

Controlled Substances Regulations 2017; AND(e) Holdsacurrentfirstaidcertificate(tobeupdatedeverythreeyears);and(f) Holdsacurrentcardiopulmonaryresuscitationcertificate(tobeupdatedannually).

2. The pharmacist may administer the following Schedule 4 poisons:(a) Vaccines listed in Appendix 1.

3. The following circumstances apply:(a) The premises on which a pharmacist administers the Schedule 4 poisons must:

(i) be one of the following premises:(I) A hospital; or(II) ApharmacyasdefinedinthePharmacy Regulation Act 2010; or (III) Apharmacydepot,asdefinedinthePharmacy Regulation Act 2010,

that is a stand-alone business in premises owned or leased by the licensee of the related pharmacy;

OR(IV) Be a mobile or outreach service of one of the premises referred to in

paragraphs 3(a)(i)(I), (II) or (III) because the pharmacist administering the vaccines owns, is employed or otherwise engaged by the business referred to in paragraphs 3(a)(i)(I), (II) or (III) and sources the vaccines from those premises.

(b) Any premises referred to in paragraphs 3(a)(i)(I), (II) or (III) on which a pharmacist administers a Schedule 4 vaccine must meet the guidelines for facilities for immunisation services described in the Victorian Pharmacy Authority Guidelines that are current at the time of the administration.

(c) All pharmacists administering Schedule 4 poisons:(i) must do so in accordance with:

(I) The edition of the Australian Immunisation Handbook4 that is current at the time of the administration; and

(II) The edition of the National Vaccine Storage Guidelines: Strive for 54 that is current at the time of the administration; and

(ii) Must ensure that at least one other staff member that holds a current firstaidandcardiopulmonaryresuscitationcertificateisondutyinthepharmacywhen the Schedule 4 poisons are administered and for a minimum period of 15minutesafterwards,whereadministeringonpremisesdefinedinparagraphs3(a)(i)(I), (II) or (III).

NOTE: Pharmacists who administer Schedule 4 poisons, as listed in Appendix 1, are referred to the edition of the Victorian Pharmacist-Administered Vaccination Program Guidelines current at the time of administration and issued by the Department of Health and Human Services, which apply to the administration of all government-funded vaccines by pharmacists. These guidelines contain best practice guidance for the administration of all vaccines listed in Appendix 1 (whether government funded or not) by pharmacists.APPENDIX 1

ROAD DECLARATION PART CHANDLER ROAD, NOBLE PARKI, Jacinta Allan MP, Minister for Transport Infrastructure, as Project Minister for the Caulfield

to Dandenong Rail Upgrade Project, being a project to which the Major Transport Projects Facilitation Act 2009 (other than Parts 3 and 8) applies, give notice pursuant to section 193(1) of that Act that I have declared the project area land described as parcels 104 and 105 in GP 23995 and depicted in the Schedule to be an arterial road.

On the date this notice is published in the Government Gazette, the road is taken to be declared under section 14 of the Road Management Act 2004 to be an arterial road.

Waters from the start of the rowing mile (100 m mark) of the Barwon River Rowing Zone (West) to Yarra Street, Geelong.
