Our Australia Day Ambassador was Wendy Stapleton, an Australian music legend and also a Moonee Valley local. I congratulate our new citizens. Congratulations also goes to Tracey from Essendon for her winning entry in our #mvinoctober Instagram competition! I chose her image of a beautiful old mail box (located on the corner of Darling Street and Holmes Road, Moonee Ponds) as I think it captures the charm and heritage of Moonee Valley. Tracey won a $150 JB Hi-Fi voucher. I want to thank everyone who took part. We had over 140 entries to choose from, many of them were beautiful and very creative! If you’re on Instagram make sure to follow @cityofmooneevalley for great photos of our beloved city. To celebrate National Playgroup Week, on Wednesday, 25 March Council is again joining with Playgroup Victoria, Maribyrnong City Council and Brimbank City Council to host a picnic in the park for families. Bring the kids along to enjoy free play activities like Rhyme Time, face painting, an animal farm, African drumming and more! Visit mvcc.vic.gov.au/playgroupweek for details. Last years event was a huge success so I trust this year will be even bigger!

My first Conversations with the Mayor session will be on Thursday, 12 February at Niddrie Library. I will be there from 10am to 11.30am and I welcome you to come along, talk to me about Council services, events and programs, local issues and concerns, and any ideas you have for Moonee Valley.

We have lots of exciting events coming up and there is something for everyone to enjoy. I’m looking forward to a teddy bears picnic in the park, seeing runners decorated at the Colour-Fest Run, expanding my knowledge at our annual Women in Business lunch, and soaking up the culture of the Mediterranean Fiesta. I’m also looking forward to the Moonee Valley Festival, and I encourage you all to come along to our traditional Champagne Breakfast from 10am where there will be entertainment for the kids and great music to relax to. The breakfast is a great start to a fun-filled day at the festival and a lovely way to enjoy beautiful Queens Park. I look forward to seeing you at these events.

Major transport projects

East West Link Given the promises made in the lead up to the State Government election in relation to the East West Link project, Council anticipates that there will be significant changes to this project. At the time of printing the future of the project was uncertain, so we encourage you to visit our website at mvcc.vic.gov.au/eastwestlink for the latest information or email [email protected] to sign up to receive our updates on the project.

CityLink Widening projectA project to widen CityLink and sections of the Tullamarine Freeway was agreed to last year by the previous State Government. The project will run from the Tullamarine Freeway at Melbourne Airport, right along CityLink and the West Gate Freeway to Power Street, Southbank.

Construction of this project is expected to start in October 2015. To keep informed on this State Government project and the impact that it will have on Moonee Valley visit mvcc.vic.gov.au/citylink

Major events in Flemington

This February and March a number of large events including music festivals, races and expos will be held at Flemington Racecourse and Melbourne Showgrounds.

Having these iconic venues right next door is great for Moonee Valley. Throughout the year they attract countless visitors to the area, providing a valuable boost for the local economy.

While the majority of events held at these venues have minimal impact on the surrounding area, nearby residents can be impacted by some larger events, particularly in relation to traffic, parking and noise.

Council works closely with the venues and event promoters in an effort to reduce the impact of these events on our community.

Key details about large events are made available on our website to advise what traffic management, parking control, noise monitoring, waste collection and other measures will be in place, and who residents can contact if they experience any issues.

2015 Moonee Valley FestivalQueens Park will once again come to life for our largest annual community celebration, the Moonee Valley Festival. Now in its 38th year, the festival is an exciting opportunity to bring the Moonee Valley community together to celebrate our diversity with a program for people of all ages and interests.

Come and join us for a fun summer day full of excitement with market stalls, roving performers, entertainment stages, business expo sites, delectable food stalls, amusement rides and community activities and displays.

The Mayor and her fellow Councillors will host our traditional Champagne Breakfast, from 10am to 12 noon.

The CityLink Main Stage will feature a variety of live entertainment throughout the day with a vibrant world music theme. Grab a bite to eat from one of many food stalls on offer and soak up the sun.

The Rendina Real Estate Kids Kingdom will feature the world famous Bananas in Pyjamas. Children can sing and dance along with B1 and B2 and their favourite songs and games. Don’t forget to visit the free kids rides brought to you by Foxtel and interactive activities including art and craft, giant sand pits and free face painting.

Come along to the Local Arts Expo to find out how you can get involved in local art activities and get your hands dirty with some free art and craft activities throughout the day. This area will feature performances by Essendon Choral Society and members of the community will come together to perform as the Moonee Valley Festival Community Choir.

The Bendigo Bank Community Expo will showcase local community group exhibits and the Community Stage will feature a diverse range of entertainment by local community performers.

The Hall’s Taekwondo Health and Wellbeing Area will showcase local community groups and businesses with a range of interactive activities and workshops for all ages.

Drop by the Sustainability Area and visit the local community gardens exhibits and see the Australian wildlife lectures display with live and preserved reptiles, spiders, mini beasts, birds and mammals.

Join in the fun at Queens Park Swimming Pool. The giant inflatable will be available and there will be lots of activities to keep all the family entertained. Entry is free!

Are you the parent of a child with a disability?Stepping Stones Positive Parenting Program (SSTP) is an internationally recognised program designed to support parents and caregivers of children with a developmental delay or disability, aged 2 to 12 years.

Safer zones around schoolsCouncil has trialled new drop off and pick up zones at St Monica’s Primary School, Moonee Ponds and Moonee Ponds West as part of the Better Moves Around Schools program.

The drop off and pick up zones are easily identified by bright coloured signage and line markings, and they have improved traffic flow and created a safer environment for children to be dropped off and picked up at school.

Council encourages drivers to follow the road rules and be watchful for children when driving near schools.

There’s plenty of events and activities designed for you to get out and about in Moonee Valley during the warmer months. Here’s a few that are coming up soon.

When: Wednesday, 4 March, 9.30am-12 noon

Bring along your favourite teddy to enjoy story time, face painting and craft for the kids. Pack lunch and a picnic rug for this free community event for pre-schoolers, not to be missed.

Twilight music in the parkWhere: Canning Reserve, Avondale Heights

When: Thursday, 12 March, 5.30pm-9.30pm

A night of free entertainment for the whole family with a twilight concert on the banks of the Maribyrnong River. Bring your own chair or rug and pack your own picnic or purchase tasty food from vendors on the evening. Chill out to a stellar music performance under the stars.

A new Housing StrategyIn December Council endorsed a process to follow in developing a new Housing Strategy for Moonee Valley.

While Council has an adopted Housing Strategy (from 2010), this needs to be reviewed and updated to better address Moonee Valley’s changing demographics, as well as recent changes to state planning policy.

The population of Moonee Valley, and Melbourne as a whole, is expected to continue to increase, with 28,000 new residents – particularly young families and people living on their own – expected for our municipality by 2031.

A Housing Strategy provides a framework for Council to ensure Moonee Valley is best placed to meet the diverse housing needs of those who live here now, and those who will in the future.

The new strategy will look at a broad spectrum of housing issues. This includes where in Moonee Valley housing change and growth could be accommodated and the types of housing needed, but also affordable housing and accessible housing.

We will be consulting the community extensively throughout the process of developing the strategy.

In the first half of 2015 consultation on a Draft Housing Issues and Opportunities Paper will take place. This is a background paper which will look at housing policy, planning controls, demographics and housing change, and what Council’s role is and should be in housing. We will be asking you to tell us what housing issues are important to you and how you would like to see them tackled.

All of the information we receive will then feed into a draft Housing Strategy. Consultation on this is expected to take place later in the year.

Once adopted, the Housing Strategy will help to provide the strategic basis for any future application of the State Government’s new residential zones. These were released by the previous State Government in July 2013.

Planning news in brief

1 Ascot Vale Road, FlemingtonAn application was recently lodged directly with the Victorian Civil and Administrative Tribunal (VCAT) seeking changes to the approved planning permit for a development at 1 Ascot Vale Road, Flemington.

At the time of going to print, the three-day VCAT hearing to consider the request was scheduled for 28 January 2015.

Council is a participant in the process; VCAT is the decision-making body. We assessed the application, advising VCAT of our position in December. We also held community information sessions in November to help the community understand what is proposed.

Population growthThe State Government's latest population forecasts indicate Greater Melbourne’s population will grow by close to 1.5 million by 2031. Projections prepared by ID consulting for Moonee Valley suggest close to 28,000 new residents will call the municipality home by 2031. While all

suburbs will experience some growth, Moonee Ponds is forecast to grow at the fastest rate, with 30 per cent of all growth to 2031 expected to occur in the suburb.

Moonee Valley is likely to become more attractive to young families, with a forecast increase of more than 2,700 residents aged between 35 and 39 years and around 2,600 aged between 0 and 4 years.

In determining population forecasts key attributes considered include dwelling additions, age structure, birth rates, death rates and migration.

A key focus of Council is to plan for this growth by encouraging housing in the most appropriate locations through its policies and planning controls.

A kaleidoscope of colourFollowing its successful debut last year, the Moonee Valley Colour-Fest Run returns on Sunday, 22 March to add a splash of colour to the banks of the Maribyrnong River while local runners and walkers support two worthy charities.

Inspired by Holi – an ancient Indian festival of colours – the event will see runners covered with a medley of colourful powders as they make their way around the 5km circuit, setting off from Moonee Valley Athletics Centre in Aberfeldie.

There will also be 400- and 800-metre runs for the kids and a sausage sizzle.

Proceeds from the Colour-Fest Run will go towards supporting two great causes – Yatra Foundation’s work to improve access to education for disadvantaged children in India and Rotary Club of Essendon North’s local community initiatives.

Be safe around poolsThe weather is still very warm in February and March and there is lots of activity around our backyard pools and spas.

Council is encouraging and reminding everyone to be safe around pools and spas.

You can make your pool or spa safe by:

having a barrier around your pool or spa that is checked regularly and meets building regulations

always having adults supervising children when they are near or in the water

educating children about how to be safe around water

having family members trained in CPR to enable quick responses in your backyard

Under building regulations, suitable safety barriers must be installed to all existing and new swimming pools and spas capable of containing a depth of water exceeding 300mm.

Youth space design workshops

As part of our Boeing Reserve Master Plan and informed by our Skate and BMX Feasibility Study, Council will be developing a youth space at Boeing Reserve in Strathmore Heights.

Council is calling for interested locals to be a part of the design workshops to help us to create a great space.

Working alongside the design team, you’ll come to two workshops at Strathmore Heights Community Centre, Boeing Reserve, 1 Boeing Road, Strathmore Heights.

Healthy Ageing Exercise ProgramThese classes are a fun way to exercise, stay active and meet new friends. Weekly sessions are held at neighbourhood and community centres across Moonee Valley and include strength training, chair exercise, yoga, Pilates, Tai Chi, Body Balance and Zumba Gold.

Celebrating the Anzac Centenary Between 2014 and 2018 Australia will commemorate the Anzac Centenary, marking 100 years since our nation’s involvement in the First World War.

Council has established a community group to develop a schedule of important events and activities to commemorate the Anzac Centenary.

The celebrations will be held throughout 2015 with a special focus on Anzac Day in April and Remembrance Day in November.

The group is made up of residents, the Citizen of the Year and representatives from Council, local RSL’s, Essendon Historical Society, 58th/ 32nd Battalion, St Thomas’ Anglican Church and Bendigo Bank.

L2P mentors wanted L2P is a community supported learner driver mentor program which is a VicRoads initiative and funded by TAC. Council appreciates the continued support of our partners Essendon Nissan, Morello Motors BP and Bendigo Bank.

The program assists young learner drivers between 16 and 21 years of age, who face significant barriers to achieving on-the-road driving experience. These learner drivers are matched with fully-licensed community volunteers who become L2P mentors to work towards achieving 120 mandatory hours of driving practice.

Council’s Youth Services team is recruiting mentors who have a weekly availability and an interest in supporting local young people to meet their driving experience requirements.

The L2P program incorporates professional driving lessons for the learner driver to ensure they have the basic driving skills and knowledge before being matched with a mentor driver. All new L2P mentors will be provided with formal training and ongoing individual and group mentor support. The next round of mentor training will take place in March.

Midsumma celebrations We are proudly flying the rainbow flag across Moonee Valley as part of Midsumma 2015. The rainbow flag is a pride symbol for the lesbian, gay, bisexual, transgender, intersex and queer (LGBTIQ) community and we’re flying it to show our support and respect for our diverse community.

Midsumma is an annual arts and culture festival for Melbourne’s LGBTIQ community and friends, running from 18 January to 8 February. This year, the Incinerator Gallery will host

Walk with Pride by New York photographer Charles Meacham. The exhibition features photos from LGBTIQ pride events from 14 countries and runs until 22 February.

We are also supporting the ‘Out is In – Where to next?’ Western Region LGBTIQ Community Forum. Hear what's hip and happening in the west and have your say on issues affecting LGBTIQ people in Melbourne’s West.

Help Zac to help the ducksDid you know that it’s more harmful than helpful to feed ducks?

While it might seem like a fun way to interact with local wildlife, tossing them your leftover bread to devour has serious negative impacts on their health.

To help educate the community, and in particular young children, we’ve created a short engaging YouTube animation to explain the reasons why you shouldn’t feed them.

While the message focuses on feeding bread to ducks, feeding any wild bird is not recommended, as birds can become dependent on handouts and forget how to forage for themselves. They then pass this onto their young. Birds can also become aggressive if they are artificially brought together to compete for food.

We are developing a Youth Engagement Plan to capture what is really important for young people and youth services in Moonee Valley.

What is a Youth Engagement Plan?A Youth Engagement Plan helps us and other youth service providers plan for the needs and interests of young people aged 12 to 25 years who live, work, study or play in Moonee Valley.

This plan will help us understand where we need to be, how we can better coordinate with other service providers and how we can better position ourselves to support Moonee Valley young people in the future.

Adapting to our changing world

Help us to help you take actionThe need for climate action has never been more evident, urgent action is needed to prevent our great-grandchildren from having to live in a world that is four degrees hotter.

According to the latest report of the United Nations’ climate change body, 'business as usual' will give us the warmest planet in human history and create conditions beyond the experience of any humans. The report says the scientific evidence is obvious about the warming of the planet and the need for action. Earth is on a trajectory for warming of at least four degrees by 2100. That means more and longer heatwaves and storms and the extinction of more species.

Council is calling on residents to do their bit to fight climate change. Our Environment and Sustainability team is reviewing Council’s Greenhouse Strategy and action plans and would like your input. Working to change our community

Green ArmyFor the past two months, nine hard working young people have been restoring our green spaces along the Maribyrnong River, supported by the Australian Government’s Green Army Programme and Council.

Activities during the six month program include revegetation, weed identification and treatment, erosion management and the maintenance of the open areas to provide more shade for visitors and habitat for local fauna.

The participants, aged between 17 and 24 years, are receiving training and experience in the environmental field under the direction of Conservation Volunteers Australia. To find out more visit mvcc.vic.gov.au/greenarmy

Friends groupsEach year Council works with local friends groups to enhance the urban ecology of our parklands by planting trees, conducting flora and fauna surveys, testing water quality, weeding, mulching and more.

Last year friends groups, along with local community members, planted more than 24,000 locally indigenous plants including grasses, herbs, shrubs and trees across Moonee Valley.

Joining a friends group is a great opportunity for residents of all ages to engage in their community. Friends groups give you a chance to get your hands dirty and learn about the local environment while helping to make our city a green and beautiful place to live.

Making a change at home

Want to harvest your own seeds? Not so long ago, seed saving was part of every garden.

From ancient times to very recently, favourite strains of vegetables and flowers were renewed across years and generations, sometimes travelling across continents and seas to new homelands. This My Smart Garden workshop will show you why seed saving is a great skill to have, how to identify when seeds are ready, and tried and tested methods for collection and storage.

Steele Creek Shared Trail The Steele Creek Shared Trail is a much-loved feature of Moonee Valley.

To improve the safety of access from the Steele Creek Shared Trail to the surrounding residential streets, Council is installing a concrete path that will replace the existing ‘goat track’ that runs from Willowtree Crescent to Grosvenor Street Reserve, Niddrie. Works are expected to begin in late February and there will be limited access to the reserve during the works.

Revegetation of the reserve will continue over the coming years with native trees and shrubs to create a woodland for native birds. These works are in line with Council’s Steele Creek Linear Master Plan 2007.

There are lots of major utility works occurring throughout Moonee Valley this year. Melbourne Water has commenced working on their project, the M102 water main upgrade, from Essendon to Yarraville. These works are vital to securing long-term drinking water for Melbourne, and come about once every 100 years. At times, these works will impact traffic, parking and access to driveways and pathways, particularly in Buckley Ward. We are working with these companies to try to minimise disruptions to schools, businesses and residents. More information can be found at melbournewater.com.au/m102. There will also be other utility works throughout Moonee Valley to improve stormwater drainage and gas pipelines during the year.

Come along to the Moonee Valley Festival on Sunday, 22 February and join us for a fun summer day full of excitement. Returning this year is the Local Arts Expo, where you can get your hands dirty with some free art and craft activities throughout the day.

Everyone is welcome to attend the Mediterranean Fiesta on Sunday, 22 March at Centreway. It’s a great opportunity to enjoy our rich cultural heritage, eat some tasty food and enjoy performances and activities. Also, if you have an amazing pesto recipe I encourage you to enter the Mediterranean Fiesta’s Pesto Competition.

The Anzac Commemoration Committee wants to know how you think we should celebrate the contribution of Moonee Valley residents to World War One. I welcome any ideas or

suggestions you have for activities that Council could assist the community with. I encourage schools, community groups and individuals to take some time to remember the Anzacs; this could include art or writing competitions, researching regiments or interviews with relatives about family members who lived during this difficult time.

Council recently opened the new Strathnaver Reserve Pavilion. This pavilion is a purpose-built, multi-use facility that replaces the old building on the site. It provides improved change rooms and accessibility, as well as enhanced outdoor viewing areas for cricket and soccer. The pavilion delivers a better space for the whole community to benefit from, and will be used by Strathmore Cricket Club and FC Strathmore Soccer Club.

Works are underway on the construction of two additional tennis courts at Strathmore Tennis Club. These works are part of Council’s plan to develop the Loeman Street Precinct as a significant community destination for the north of the municipality.

Our parks and reserves are our greatest assets in Moonee Valley and I know that they’re a great source of enjoyment for many residents. Council is in the early stages of developing a youth space at Boeing Reserve. I encourage you to take part in the two workshops that are being held and help inform what this space could look like. Details about the workshops are on page 8.

It is with great excitement that I inform readers of my election as Deputy Mayor for 2014/15. I am honoured and humbled to have been elected to such a position of responsibility, and look forward to ensuring all residents have a say in the future direction of our municipality.

In Myrnong Ward there are several exciting projects currently taking place. We are in the rollout phase of a new street lighting project with over 6,000 old street lights being replaced with new, energy efficient globes. The project, which is part Federally funded, will also bring about significant savings in energy costs and replacement costs, and help reduce greenhouse emissions. The new lights are already shining in Moonee Ponds and Travancore, with works in Ascot Vale and Flemington to commence shortly.

New lights will also be shining on the second oval at Maribyrnong Park this winter, as part of a Council budget initiative, while the first stage of the $3 million redevelopment of Hopetoun Children’s Centre is also close to completion.

Moonee Valley will mark the Anzac Centenary with commemorative events throughout 2015 to recall the bravery and sacrifice of those who fought, stayed home and the struggle afterwards for individuals, families and communities. Keep an eye out for these events and talk to your friends about participating so we can honour the decency of those men, women and children of 100 years ago who valued support for each more highly than self-interest.

With a new government in Spring Street the opportunity to have the concerns of Myrnong Ward residents about those major developments touted for our area can be seriously entertained. Immediately after the election, Council commenced lobbying the Premier and Ministers on these points while continuing talks with the various developers. There were many projects suspended due to East West Link that are now back on the 2015 agenda including those flagged for Travancore Park, Ormond Park, Debneys Park and Flemington Community Centre.

Finally, when the Crown Street Stables café opens it will need your support – this social enterprise will provide work for people with disabilities.

I am relieved and pleased that the destructive East West Link project will not proceed given the recent change of government. Thank you to all community members who contacted me and who fought so hard against this ill-conceived project.

The introduction of drop off and pick up zones around a number of Moonee Valley schools has been a great success. These zones have resulted in significant improvements in traffic management and safety. I look forward to seeing these zones rolled out across more schools in the area.

The new owners of 1 Ascot Vale Road have sought further amendments to the planning permit for this site. At the time of writing, this matter was due to be heard at VCAT. Updates on this issue are available at mvcc.vic.gov.au/1ascotvaleroad.

Council is reviewing the existing structure plan for managing growth and change in the Airport West Activity Centre. This review will guide any changes to future land use, how people access and move around the area, the design of buildings and open spaces, infrastructure improvement and the protection of heritage. This is an important project, as it will assist the Metropolitan Planning Authority as they prepare a framework plan for Airport West and Essendon Fields to support its transition into an aviation and employment precinct. We will continue to work with stakeholders to ensure the best outcomes for Moonee Valley residents.

Nine young people are taking part in the Green Army project to rehabilitate green spaces along the Maribyrnong River including parts of Fairbairn Park, Aberfeldie Park, Afton Street Conservation Park, Tea Gardens Reserve and the Maribyrnong Valley Parklands. They are focusing on revegetation, weed identification and treatment, erosion management and the maintenance of the open areas to provide more shade for visitors and habitat for local fauna. I commend these young people for helping our environment.

Our parks, sporting fields and facilities are an important part of leisure and recreation in Moonee Valley. With the change of leadership in our State Government and their promise to not proceed with the East West Link project, we are hopeful that our open space and facilities will be protected from development.

Council recently endorsed the Sports Development Plan. This plan sets out Council’s vision to increase community participation in sport, support the development of local clubs and to ensure Moonee Valley has excellent sports infrastructure and facilities. I would like to thank everyone who gave their feedback on the draft plan.

Council has been working on a number of facility and equipment upgrade projects recently, including a green refurbishment at Maribyrnong Park Bowls Club, replacement of centre cricket wickets at Maribyrnong Park, Buckley Park Upper and Ormond Park as well as the repair of cricket training nets at Buckley Park and Clifton Park just to name a few. The East Keilor Leisure Centre Reference Group has also started working on a feasibility study to update the centre.

As Traffic and Transportation portfolio holder I am looking forward to the new State Government upgrading the level crossing at Essendon Station. I will continue to advocate to ensure that this is a priority and to ensure that our other level crossings are also removed.

There are lots of activities happening across Moonee Valley while the weather is still warm. You can enjoy a twilight concert on the banks of the Maribyrnong River or attend a teddy bears picnic in Clarinda Park – see page 6 for details on these events. There will also be pop up activities at parks throughout February and March so keep an eye out.

We’re lucky to have great local businesses at our doorstep. Our shopping strips offer a variety of unique goods and our funky cafes, restaurants and bars bring the streets alive. Most of us can walk or ride our bikes down to the local store for groceries or to a café for breakfast on the weekend. I encourage you to travel sustainably to visit your favourite shop or café.
