Introduction Deforestation and forest degradation (D&D) are a major issue in the developing country such as Sudan. In order to address the issues of D&D, identification of direct and indirect drivers for deforestation and forest degradation is of prime importance. The UN-REDD Sudan National Program has launched a nationwide study to identify such drivers. The study was carried out by Hassan & Tag Consultants to develop Drivers of Deforestation and Forest Degradation for Sudan’s REDD+ National Program. The report on Study of Drivers of Deforestation & Forest Degradation in Sudan is organized into four volumes: Volume I: The procedures adopted in conducting the study, acknowledgements, obituary and study team, Volume II: Executive Summary- Drivers of Deforestation & Range Depletion, Forest & Range Degradation- Recommendations-

Volume III: The Report- Republic of Sudan- Main Findings- Success Stories- Concept Notes- Specialized Studies,

Volume IV: Annexes, Illustrative Plates and Maps. To make the study more comprehensive and acceptable, a one-day national workshop on “Validation of the Study and Discussion on D&D in Republic of Sudan was organized by Sudan’s National REDD+ Program at the Sahel Training Centre, Khartoum Sudan. Prior to the workshop a summary of the study findings was sent and shared among the invitees for its validation.

The Workshop was attended by 109 persons (Annex 1). The workshop attendees who passionately participated comprised of the participants who have in-depth understanding on the issues including different level representatives from related Ministries, Departments, Universities, UN agencies, academicians, private sectors, NGOs and Local communities.

Objective of the workshop The major objective of the workshop was to validate the study’s findings and recommendation and agree on a way forward, which is acceptable to all the concerned stakeholders.

Specific objectives were to:

1. Discuss and validate the Study carried out by Hassan and Tag consultants

2. Endorsement of the study’s findings and recommendation

3. Discuss the next steps (way forward)

The workshop based on external facilitation and open discussion

Opening Session The Workshop Schedule (Annex 2) was started with an introductory session presented by the Sudan’s REDD+ Coordinator, Dr. Sayeda Khalil who provided a short opening remark and welcomed the participants. Then after, Dr. Asia Adlan the REDD+ safeguards specialist delivered a brief speech on the context of the drivers of forest degradation and deforestation study in relation to the country National REDD+ Program

Presentation and Discussions

Presentation Professor Hassan Osman the Lead consultant from Hassan and Tag consultants presented the summery of the study report highlighting the key aspects of the study findings and recommendation. The presentation was made in Arabic (Annex 3) to ensure effective engagement of the participants and enrich the discussion

He started his presentation with a brief background on, the preparatory work, methodologies and how the process of the study took place according to the ToR given by UN REDD+ National Program. Major issues and headings of the presentation by the lead consultant can be summarized as follows:

1. Definition of Terms: This include the global and national definitions of : Forest Natural Range Deforestation Degraded forest Afforestation and Reforestation Invasive species Rangeland depletion Degraded Rangeland

2. Examples of forests and range in Sudan: Fifteen examples of forests and rangeland were presented covering different ecological zones in Sudan

3. Summary of direct and in direct drivers and their contribution to deforestation, forest degradation and rangeland deterioration as follows

Direct drivers of deforestation and rangeland Depletion

Commercial Agriculture Urban sprawl: Mostly for settlement and re-settlement Infrastructure: Roads, railroads, pipelines, hydroelectric dams Oil extraction Mining: All types of surface mining Refugees and Internally displaced population (IDPs)

Indirect Drivers of deforestation and rangeland Depletion

Human and Animal Population Growth Subsistence Agriculture Legal & Institutional Gaps Lack/poor of Stakeholder Participation

Direct Drivers/factors of Forest & Range Degradation

Unsustainable Wood Extraction for Energy & Other Purposes Overgrazing Insecurity Destructive Agents (Biotic and A-Biotic factors

4. Recommendations to address the drivers and causes of deforestation, forest

degradation, range deterioration and range depletion All direct and indirect drivers were analyzed where, recommendations to address each of these drivers and relevant institution responsible for the implementation were identified

Discussion and feedback Following the presentation on the findings and recommendation of the study, the floor was open for assessment of the study, concerns, comments and additional inputs. The open discussion ensued was quite lively and open.

The discussion came up with a number of solid suggestions for the way forward and highlighted some drivers that the study team should focus more on.

Definitions Sudanese definitions mentioned in the study should be reviewed to include soil, water and wildlife and also to consider the other natural resources (Range, forest …etc.) definition as defined in their respective laws

Drivers Some drivers of concern highlighted by the participants to focus more on were

• Poverty as indirect driver of D&D

• Conflicting policies, lack of awareness and ignorance of the stakeholders on the economic value of the forest ecosystem

• Corruptions as indirect driver of D&D

• Poor governance (poor Legal, administrative and institutional framework to address D&D)

• Although there are good policies, legislations and laws on natural resources but the problem weak implementation has contributed to the seriousness of Forest and Range degradation and this be considered as an indirect cause of Deforestation and Degradation

• Climate change: Climate change should be considered as an indirect cause of Deforestation and Range Depletion since it resulted into rainfall shortage & fluctuations, increase in temperature, moisture content and occurrence of drought episode phenomena

• Transboundary development projects and activities (Grand Ethiopian Renaissance Dam)

• Military Force as a Direct causes of Deforestation & Range Depletion

• Land tenure, land ownership and lack of land use planning

• Lack of agriculture law

Way forward • A suggestion was made to re‐conceptualize the cross‐governmental strategies

and policies to incorporate the study’s findings and recommendations

• Dissemination of the study findings to Legislative authorities, decision makers, politicians and other stakeholders

• Build a comprehensive data platform on D&D and create a framework/working groups for:

Implementation of the study’s recommendation

Converting the recommendations into Initiatives, projects and action

Based on the study findings a model for sustainable Forest and Range management should be developed

• To address any adverse environmental and social impacts as a result of the implementation of this programme, an Environmental Impacts Assessment should be carried out followed by development of Environmental and Social Management Framework (ESMF).

• Participants emphasized the importance of exploring more on

Community forests inventory and legalization

Women empowerment

Poverty reduction

Fund raising and finance

• Participants identified some immediate actions to be taken as follows

Survey and Mapping of degraded land in Sudan

Documentation and dissemination of best practice and successful stories

Creation of incentives and removal of disincentives

Endorsement of the study The validation workshop considered to be the final step in the study consultation process that spanned more than six months. Participants confirmed that the study is very comprehensive and went beyond its ToR and its findings provide a strong

framework to develop the future REDD+ strategy in Sudan. The study’s findings and recommendation were Consensually endorsed by participants.
