Calculation Changes This update requires a revaluation on both the working and certified parcels. This is needed to properly initialize new fields. Users could see value changes with this update.

Single Sliding Cold Storage Doors greater than 50 SFSA. Manual page 4‐45 (table YRSDOR). This applies to both commercial building extras and yard extras. The program is incorrectly calculating the value for this door type when the size of the door is greater than 50 SFSA. Doors priced below 50 SFSA are unaffected.

Cold Storage. Manual page 4‐46 (table YCOLD). This applies to both commercial building extras and yard extras. For all doors added to this type, only the table price was being added. The table price of the door should’ve been multiplied by the SFSA of the door and then added to the total price.

Residential grade and depreciation not applied to external sections when Style is “None.” The program was failing to apply the grade and depreciation calculations to items added to a structure where the Style is set to “None.” Therefore if a porch, deck, or building extra is placed on this type of building (typically a BLL), the external items were not getting the grade or depreciation.

Residential Manufactured Home Condition, when set to “None,” may still apply an adjustment. This would only happen if the Condition was previously set to “Observed” and then toggled back to “None.” The calculation was failing to set the depreciation percentage back to zero when a user toggled the Condition between “Observed” to “None.”

Sheds. Manual page 7‐78 (table YSHED). If a user entered a fraction size dimension (e.g., 12.5’) the total calculated SF was not getting rounded to the nearest foot as it should. The total SF will round correctly with the batch revaluation performed after this update so users may see small value changes. Note: This is only applicable if you entered fractional dimensions for your sheds; typing in whole numbers or just a total SF is not affected.

Ag Land Average Net CSRs. Technically not a value change. The Average Taxable Net CSRs was not being correctly calculated for display purposes when an ag soil had a negative adjustment.

New Pricing

ENHANCED (User Request). Residential and Commercial now have a “Pricing Option” similar to ag buildings and yard extras. What this means is users can now elect to apply residential or commercial values into dwelling or improvement without relying on the class of the parcel to dictate.

NEW. Yard Fertilizer tanks. Duplication of the small bulk storage tank, manual page 4‐42. The two main differences are: 1) its specifically named fertilizer tank; and 2) the table driven depreciation is 5%.

IMPORTANT: If you have modified the 2008 Manual version of the yard depreciation table, you will need to verify the new fertilizer tank depreciation is set to our recommended 5% ‐‐ or adjust it to match conditions in your area.

Main Menu

REMINDER. Multiple instances of the program can now be open. Two instances of the program are allowed to be running. The typical use would be to log into the Old (1998) Manual and New (2008) Manual for comparison. Or to log into a Working and Certified. Users could even log in twice to the same database provided they had two accounts – you are not allowed to be active as the same user more than once in the same database. And it should be noted that additional network licenses are not required to take advantage of this feature.

ENHANCED. A new Favorites Group menu has been added to CAMAvision. Make yourself more productive by having up to 10 of your most commonly used CAMAvision tools at the ready. This

menu is completely customizable by the user and is stored with the User Profile. Therefore it can go with the user to different computers and even Remote. Right mouse‐click the Main Menu to begin configuring your own list of favorites. Note: Adding menu items to your Favorites list does not remove it from its existing home in one of the standard groups, nor can a user give themselves access‐rights to a feature they don’t already have.

NEW. Due to the immense popularity of the Website Mapping button and plug‐in tools menu for Archive Modules, a system‐wide tools menu has been added. Now all users can have access to programs and websites setup in one place by your administrator.

When you first view a chart in the table editor, it will try to display the base year making most sense for the given table: urban/residential for residential tables, urban/commercial for commercial/industrial tables, etc. Additionally what was formerly the base year editor is now the base year selector for reporting and on‐screen display.

ENHANCED (MN Clients). A “Use in HGA” class flag has been added to each entry in the Minnesota Class table. It can either by No or Yes and dictates how records of the respective class are exported for the Manatron GRM® tax system. It is not used with the ACS export.

Batch Routines

NEW. Clear Sale Validation# field. A new field added to sales is a Validation tracking field. It is a free form text field, similar to the Recording number. Periodically users will need to clear and reset this field. This batch process allows you do just that.

Parcel Search

ENHANCED (User Request). Added quick searches for several common items. We have had several users indicate that the fields they typically use to search don’t appear on the main screen itself, and using the Query‐Lite was still too much work. Therefore we’ve added some Quick Find menu items:

o Section, Township, Range, Block and Lot, o Legal description, o Board of Review petition number, o Subdivision, o Sale Book / Page (Recording), o GID (tech support staff)

ENHANCED (User Request). A parcel valuation summary and most‐recent prior year have been placed above the existing parcel summary section. The idea is a user would want to have the parcel value always visible while tabbing through the summary grids. It is simply restating what is already shown on the respective Value and Prior Year tabs of the summary.

Parcel Maintenance

ENHANCED (User Request). Sale Screen Enhancements. Added a Validation # field to each sale. The validation # is assigned by some state agencies to indicate a particular sale was used for its analysis. Assessors who would like to keep track of these sales can now do so within CAMAvision.

ENHANCED (User Request). Sale Screen Enhancements. Total Acres has been added to Multi‐Parcel sale records. Existing MP parcel entries, if the parcel still exists, will be updated automatically.

NEW. You can now “peek” at details of a parcel listed in the Multi‐Parcel sales list (if it still exists). There is a “Summary” button that when clicked, invokes the Quick Summary dialog any selected MP parcel. The Quick Summary shows you more details about a parcel than what can fit on the MP grid – it can even show you photos and sketches!

Buttons have been added near the total acres display on the land screen allowing users to immediately copy either the total (gross) acres or taxable acres into the Deed Acres field located on the “Status and Legal” tab. NEW (User Request). An obsolescence reasons editor has been added for both Residential and Commercial structures. With it users can keep track of exactly which reasons are associated with each obsolescence percentage. There is also an “Override” switch that lets you continue to enter percentages separate from the reasons. Existing buildings will all be converted with the “Override” flag set to on (since we have no way of knowing how you assigned the reasons).

A system‐wide parcel maintenance setting lets you decide if new structures will have the “Override” flag “on” or “off.” The default for both commercial and residential is “on” – so the behavior of the screens won’t be different than what you have today. Users are free the change the obsolescence setting once the building is added.

ENHANCED. Increased the number of allowed Yard Extras per parcel to 250. Previously it was limited to 100.

ENHANCED. Added the extra percentage added to the condition adjustment for Commercial, Ag Outbuildings, and Yard Extras. While the figures are available in the pricing manual, this enhancement is geared toward new users that do not yet know the ins and outs of the manual.

Sketch

ENHANCED. The Sketch rotation dialog has had a few changes. Two quick 45‐degree rotation buttons have been added making it easier to rotate objects. Of course you can continue to use the slider bar using either the mouse or the Up/Down and Page Up/Down keys for finer control. Other enhancements to the screen give you the option of using either the center of the sketch, or sketch origin point as the point where the objects rotate around.

ENHANCED. While drawing an object, many of you know about being to press the <Home> key to quickly finish an object. Introduced back in v12 was an enhancement allowing users to press <Ctrl>+<Home> to quickly draw two sides of a box or rectangle. With v15, <Ctrl>+<Home> has been further improved to square‐off objects with more than two sides.

ENHANCED. While drawing an object, you may notice small green highlights at corner points as you draw the object. These are guides for the cursor giving you a visual que to what points are parallel to current cursor position. They are only visible during drawing, and appear only around the object being edited.

ENHANCED. The Free‐Ended line has a new key stroke feature while you are using it. Press and hold the <Ctrl> key while pressing an arrow key. If there is a point in parallel to the line direction you are drawing, the free‐ended line will jump you to that point. In the screenshot (above), pressing the <Ctrl>+<Down Arrow> key while the cursor was sitting at the end of the 35’ line produced the 10’ line parallel and identical on the other side of the structure.

NEW. Added a new “Tank” Instant Object type. It is located in the Shape menu on the Instant Object tab when you add a new sketch object. Simply type in a Length and Width and let VCS Sketch do the rest!

NEW. How many times have you struggled to draw an attached porch or deck when there are angled walls, arcs or other complex lines to trace over? Well, worry no more because we have added a new Tracing feature to sketch! Press <Ctrl>+<T> while drawing and Sketch will find (and highlight in green) the nearest line to the cursor that you want to trace. If it’s the wrong line, no problem. Use the plus and minus keys to navigate to a different traceable line or Page Up/Down to switch traceable objects. As always, the drawing instructions at the bottom of the sketch screen will guide you through the tracing steps.

ENHANCED. For anyone that uses sketch knows, when you draw you type the length of a wall in decimal. This is translated into feet when the line is actually drawn. While a decimal to inches conversion chart exists in Sketch Help and in the Manual, we enhanced the drawing toolbar’s tooltip to provide that on‐screen reference.

ENHANCED. When drawing an object and using the Radial Line tool, the first step is to enter the degrees, or angle of the line. Without notations on a field‐drawn sketch, or the sketch cheat‐sheet nearby, sometimes it’s difficult to determine the exact angle. Now a visual guide has been added that you can rotate around at 45° increments using the <PgUp> and <PgDn> keys while working on

the first step of entering the degrees. Use the <Ctrl> key or <Alt> in combination with above mentioned keys to step at 5° or 1° increments, respectively.

ENHANCED. How many times have you been drawing an object, only to realize you made a mistake half way through? Without thinking about it you begin to press <Esc> which backs up and erases each line in succession. Wouldn’t it be great if Sketch could replay the lines instead of simply erasing them? Now it can! Hold down <Shift> while pressing <Esc> and Sketch will remember each line you “erase” for later replay. You may be asking, why not just do this with <Esc>, and have it remember each line? Well, it’s because maybe you don’t want it to remember every line. For example, the line you want to backup to and change. You want to erase that one line and redraw it. Each line after it you want to keep. Now, to replay a line, press <Ctrl>+<Shift>+<Z> this is known as the “Redo” command (just as <Ctrl>+<Z> is known as “Undo” in most Windows applications).

PhotoVision™

ENHANCED. Introduced with v13/v14, we added image rotation to PhotoVision. Feedback from users said it was hard to use. So we changed it. We added quick 90‐degree rotation buttons since that is the most common use. We also clarified and simplified the left‐right free rotation – for those people that need to make small adjustments to a photo.

Income Module v2

Comparable Search

ENHANCED (User Request). Added choice of using the Architectural Style as a comparable filter. If used, only comparables matching the selected architectural styles – along with matching the other search criteria, will be compared with the subject parcel. By default all styles are selected to match prior behavior.

NEW (User Request). Added support for ag outbuildings on the parcel. Like yard extras, the total value for all outbuildings will be lumped together and included in the parcel value. This means you can now perform comparable searches with your rural ag dwellings! It was added as an option to make it easier to perform just an “urban” search or include rural parcels, too if they wish.

Sales Ratio Analysis

ENHANCED (User Request). Under certain conditions it may be desirable to run a historical analysis using values older than the value at the date of sale. Perhaps you are looking to find trends in your

sales. Some states even perform this analysis to locate trends in the various counties and our clients have expressed interest in doing the same. During the Prepare process, if you choose “Historical,” you can now select where this historical value will come from. The default selection is the “Value at Date‐of‐Sale” which is the VCS Value entered on the sale records. Choosing “the most current prior year” works on a per‐parcel, basis. That is, it will pull the total value from the most recent prior year for that parcel. Due to splits or combines, your parcels may not have the same most recent prior year, so this option is useful in these cases. Lastly you could choose to use a specific prior year. When you use a specific year, your parcels must have a prior year record for that year to be included in the study. If a parcel does not a record for the prior year selected, its ratio will be zero so it can be excluded. If you happen to have multiple prior year records for the same year, the program will always use the values from the most recently entered record.

ENHANCED. As mentioned in the Pricing Table section, a new column has been added to the Sale NUTC table wherein you can define which sale codes are “Normal” (or “Good”) and which are not. The Sale NUTC selection dialog has been enhanced to let you quickly select only the good sales for analysis. Of course, you can continue to manually select the sales codes as before.

ENHANCED. Nearly all the Sales Ratio reports have gotten a face‐lift with charts. We’ve taken the great statistics created by the reports and visualized them with charts. The Group Statistics, Sales List, and Residential Land reports have gotten scatter diagrams; the stratification reports have bar charts and pie charts. Having the charts in front of you really helps you understand your data better, and it makes CAMAvision work better for you.

Value Export / Import ENHANCED. Improved the user experience making it easier to adjust settings. We will also be hiding settings that are not applicable to different states. Options and settings have been broken up into separate logical screens, instead of trying to cram everything on one cluttered screen.

o General consists of parcel range selection, output file location and type, and basic PIN layouts,

o Extended contains all the file layout options (which fields to export, etc.) and state specific settings,

o Recon and Exempt has the IA Reconciliation and IA Exemption Module specific export options.

ENHANCED (User Request). A little know feature of the export is the ability to export data into comma‐separated (or CSV) files. The options to do so appear more prominently on the General export tab.

ENHANCED (User Request). In previous versions, the options you setup were always saved when you exited the Value Export screen. But there could be times where you need to make a quick export – using different options – and you do not want those settings saved. A checkbox has been added, similar to what’s found on reports, where settings will be “Saved on Exit.” If you uncheck the setting before leaving the Value Export, any changes you made will not be saved.

ENHANCED (User Request). Only one “set” of Value Export settings are saved within CAMAvision. But there could be times where you need different export settings depending on the time of the year, or for other reasons. New “Load Config” and “Save Config” buttons have been added allowing you to save (and reload) options from an external data file. By default these settings files get saved into the Shared folder.

ENHANCED. The Extended Options has been moved to its own tab within the Value Export. The settings have also been grouped into logical sections making items easier to find. State specific

items are now contained within their own group within the list, and settings that do not pertain to your jurisdiction are hidden.

NEW. A new layout report has been added giving you a printable report of what the export files look like using the settings you have selected. The help system tells you all the possible layout options for the Value Export, but the new Layout Report will show you how the export files will look with the current settings. This will be invaluable when for your IT or tax‐system staff when working with files from CAMAvision.

ENHANCED (User Request). For North Dakota clients. Added state specific export. Refer to the North Dakota specific section (below).

NEW. The VCS Import (or PC Import), has a new option allowing for import into select PDFs. By doing this, users with duplicate parcels (in different PDFs, of course) can finally use the Import to update parcels. For example, you could exclude a “retired parcel” PDF thereby ensure that duplicate PINs in the other PDFs can still get their names and addresses updated.

NEW. The PC Import can now utilize delimited files (i.e., CSV files) as an import file type.

Query Wizard

NEW (User Request). The Query Wizard is now smarter about the state version of CAMAvision with which it is running. When you use the File Open dialog it will automatically filter out the state specific queries not applicable to your setup. It means for example, that Minnesota clients will no longer see Missouri specific default queries and vice versa. Nor will users see state specific tables in the list when building queries from scratch.

NEW (User Request). An “Undo” feature has been added to the Query Wizard. It allows you to recover from most query altering tasks such as: accidentally deleting a table, clearing a filter, or removing a value field, just to name a few.

NEW. Add a link to the Shared folder on the Places bar for the open and save dialog screens. Provides quick and easy access to the common folder used to save queries.

NEW. Added a “Select Template to Load” screen when the user presses File New. The Query Wizard has always had templates – base queries that Vanguard supplies with the installation. These queries do have a descriptive summary field that tries to describe exactly what the query can do. But this description wasn’t something the user could easily reference without actually opening the file. With the new template selection screen, users can read the descriptive summary of each query and choose the best one for their needs.

NEW. With the addition of the new “Select Template…” screen, users have a new setting for queries of their own making to designate it as a User Template. If a query is saved with this setting, it will appear in the templates list. The setup screen can be accessed from the File Page Setup menu.

User Defined Query Templates

ENHANCED (User Request). Multiple‐selection of values has been added to the venerable Lookup Value screen. This applies to any field that makes use of the value lookup capability.

Multi‐select for Query Wizard lookups

When filtering a field using “Is equal to” or “Is not equal to” a user can select up to 20 items to filter at a time. Only the first 20 will be used to populate the filters if more than that is selected. Multi‐select is only available for the “Is equal to” and “Is not equal to” filter options.

ENHANCED (User Request). Pressing the column heading within the Lookup Value screen will sort the list on that column. When the lookup first opens, it will default to sorting in code order like always. Now users can choose a different column to sort if it makes it easier to find the right filter. Only one column can be the designated “sort” column at any one time.

ENHANCED (User Request). Added a per‐user setting to auto‐sort table fields within the Query Wizard. Some users have indicated it would be easier to find fields in a query if they were alphabetized. This new option gives users the choice. Note: This is simply a visual change and does

not physically change existing query files in any way. With this option set, users will see table fields sorted. Users that do not want to use this feature can look at the same query and see the fields in their original table order. And it makes no difference which setting a user has when editing a query. For example, if a user that has sorted fields edits and saves a query, another user that does not sort the fields will still be able to view and edit the same query with their own ordered view of the fields.

Minnesota

REMINDER. The Manaton XML export and import are available for all clients. IMPROVED (User Request). Within the MN allocation screen some users have commented on the extra data‐entry “warning” messages that could popup when directly editing the allocation percentages. If the user is simply blanking out the percentage to retype it you will not longer be prompted that leaving the field blank is a problem. But if you leave the field without typing in a value, it will default to 0%.

IMPROVED. The ratio % for a sale will correctly refresh when entering a personal property amount on the MN CRV screen. Previously a user would need to make some other edit on the parcel to make it calculate.

Missouri

ENHANCED (User Request). Refer to the Clear New Construction batch process (explained above). A new option to clear the Comment has been added to the batch process.

ENHANCED. An option to show/hide exempt values has been added to the Assessment Book report. Some client’s use the totals from the Assessment Book to validate other (group total) reports and it was necessary to add this option to the Assessment Book since the other reports support it.

REMINDER. North Dakota

NEW. Added the ND Application for Exemption report based on specifications from the state. Users can print it either in batch, or on individual parcels from within Parcel Maintenance.

ENHANCED (State Requirement). Added a $3000 value change filter to the query used to print the North Dakota Notice of Increase report. Per state requirements, users will want to generate this report when there is a 10% or more increase in value and at least a $3000 value increase.

ENHANCED (User Request). A ND Value Export option has been added to the regular Value Export module. This export layout is optional to ND clients. If the option is unchecked, the Iowa‐style export is used.

IOWA

NEW (Iowa Clients). The Sale NUT Code table is getting updated with new codes from the Iowa Department of Revenue.

The table will be updated with codes and descriptions approved by the IDR&F. The description field in the table is not as large as the new descriptions so some are abbreviated. The abbreviated text was sent to the IDR&F and approved. Of course, users can adjust the descriptions later if desired. After discussion with the Iowa User Committee it was decided that we will preserve your existing sale codes by shifting them down in the table and the new codes added to the top. This means that all your existing sales (prior to 2009) are preserved and do not have to be recoded unless you want them. The new codes are available for use at the top of the table. The NUT Code table is one of the few in the program where it is not sorted by either code or description. It is always presented to the user in the exact order as it appears in the table. This makes it easy for us to put the new codes at the top and shift the old codes to the bottom. We understand that some users want to get rid of the old coding scheme altogether. Therefore we have written a separate utility program, that with the help of VCS Tech Support, will let you reassign old codes to the new ones.
