BACKGROUND INFORMATION: Kansas Commissioner of Education, Dr. Randy Watson, assembled a task force in May to develop comprehensive guidance for safely reopening schools and for ensuring the accountability of academic and assessment rigor for all students in the event school is interrupted. The group was divided into two teams, operations and academic, considerations for each will provide the guidance for districts across Kansas to deal with our Covid‐19 situation. CURRENT CONSIDERATIONS: Thursday, July 9th, a rough draft of the guidance was shared with superintendents across Kansas. The State Board of Education released the final copy on July 16 to be available for implementation. Since then, Governor Kelly has released two Executive Orders of which one is to be voted on by the KSBE to determine if the start of school will be delayed or left to local districts to decide. The other order, 20‐59, sets health and personal safety measures that may be ruled on by each County Commission. This information, along with our plan, to be introduced by Shawn Lampe, Director of Safety and Security, and the other members of the contingency developing this framework, will present to you what has been developed to date. FINANCIAL CONSIDERATIONS: There are no financial considerations at this time. STAFF RECOMMENDATION: The Board of Education is respectfully requested to participate in the information provided as the district plans to work with the guidance provided by KSDE to start school back in August with regard to the impact and application for Dodge City Public Schools.

EXECUTIVE ORDER NO. 20-58
Delaying the 2020-2021 K-12 school year WHEREAS, securing the health, safety, and economic well-being of residents of the State of Kansas is this Administration's top priority; WHEREAS, Kansas is facing a crisis-the pandemic and public health emergency of COVID- 19-resulting in illness, quarantines, school closures, and temporary closure of businesses resulting in lost wages and financial hardship to Kansas citizens; WHEREAS, the United States Departments of Health and Human Services declared a public health emergency for COVID-19 beginning January 27, 2020, with now more than 3,698,000 cases of the illness and more than 139,000 deaths as a result of the illness across the United States; WHEREAS, the World Health Organization declared a pandemic on March 11, 2020; WHEREAS, a State of Disaster Emergency was proclaimed for the State of Kansas on March 12, 2020;
WHEREAS, on March 13, 2020, the President of the United States declared the ongoing COVID-19 pandemic of sufficient severity and magnitude to warrant an emergency declaration for all states, tribes, territories, and the District of Columbia pursuant to Section 50 1 (b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. § 5121-5207 (the "Stafford Act'');
WHEREAS, on March 13, 2020, the President of the United States pursuant to Sections 201 and 301 of the National Emergencies Act, 50 U.S.C. § 1601, et seq. and consistent with Section 1135 of the Social Security Act, as amended (42 U.S.C. § 1320b-5), declared a national emergency that the COVID-19 outbreak in the United States constitutes a national emergency beginning March 1, 2020; WHEREAS, as of this date, in Kansas there have been 23,334 reported positive cases of COVID- 19 spread among 102 counties, including 307 deaths; WHEREAS, after a steady trend of decreasing metrics, recent weeks have seen the numbers of COVID-19 cases, hospitalizations, and deaths spike across the nation, including a significant increase in cases in Kansas; WHEREAS, this worrying trend of increased COVID-19 spread is a danger to the health and safety of every Kansan and also presents a serious threat to reopening and reviving the Kansas economy;

WHEREAS, the State of Kansas must remain flexible to account for the evolving nature and scope of the unprecedented public health emergency posed by COVID-19, and school administrators and teachers must have an opportunity to prepare for safe and effective student instruction in light of the current status of the pandemic with the beginning of the school year approaching; WHEREAS, the current state of the COVID-19 pandemic, in which disease spread is steadily increasing in Kansas and the number of cases, hospitalizations, and deaths from COVID-19 are spiking nationally, delaying the beginning of the fall 2020 K-12 semester until after Labor Day will give schools time to plan accordingly and will give our state a chance to reverse these dangerous trends; WHEREAS, for the aforementioned and other reasons, and in recognition and furtherance of my responsibility to provide for and ensure the health, safety, security, and welfare of the people of the State of Kansas, delaying in-person instruction in K-12 public and private schools is necessary to promote and secure the safety and protection of the civilian population; WHEREAS, Pursuant to L. 2020 Special Session Ch. 1, Sec. 7, an order that has the effect of closing public or private school attendance centers is only effective after a majority of the members of the State Board of Education determines such order is in the best interests of the students in this state and the Board adopts a resolution affirming such an order; WHEREAS, on July 22, 2020, the State Board of Education determined that this order is in the best interests of the students in this state and adopted the necessary resolution; and WHEREAS, in these challenging times, this Administration will do whatever it can to avoid immediate dangers to the health, safety, and welfare of Kansans. NOW, THEREFORE, pursuant to the authority vested in me as Governor of the State of Kansas, including the authority granted me by K.S.A 48-924 and K.S.A 48-925(b) and (c)(11), and pursuant to the authority granted me and the State Board of Education in L. 2020 Special Session Ch. 1, Sec. 7, in order to ensure that Kansans can help keep each other safe and keep our businesses and schools open as we restore our economy, I hereby direct and order the following:
1. K-12 public and private schools shall not allow attendance, instruction, athletic practice or competition, rehearsal, performance, or other interaction of an instructional manner— including virtual, online, and any other direct or indirect means of providing instruction— between faculty/staff and students of public or private K-12 schools from August 10, 2020, through Sept. 8, 2020, except that the following activities may occur:
a. Students enrolled concurrently to receive college credit may attend classes and K-
12 faculty/staff may provide instruction for college credit in locations other than K- 12 school attendance centers;

b. Enrollment of students for the 2020-2021 school year and other administrative activities may occur in K-12 school attendance centers or elsewhere; or
c. Screenings and evaluations of students to determine accommodations and
placement needs for the 2020-2021 school year may occur in K-12 school attendance centers or elsewhere.
2. All schools should work with their local governments and county health departments to
determine whether to continue appropriate non-prohibited meal provision, childcare, or other community uses of school facilities or resources while complying with all directives regarding social distancing, hygiene, and other methods of slowing the spread of COVID- 19.
3. Non-accredited private schools are not subject to the provisions of this order.
4. This order should be read in conjunction with other executive orders responding to the
COVID-19 pandemic that are still in effect and supersedes any contrary provisions of previous orders.
This document shall be filed with the Secretary of State as Executive Order No. 20-58. It shall become effective immediately and remain in force until rescinded or until the statewide State of Disaster Emergency extended by House Bill 2016 enacted during the June 2020 special session relating to COVID-19 expires, whichever is earlier. This order may be extended or modified as circumstances dictate.

Navigating Change: Instructional Workgroups and Timeline
July 20, 2020
The following is a timeline and objectives of specific actions steps that will occur in advance of the start
of the school year. The timeline is subject to adjustment pending actions by the Governor, SBOE and/or
local department of health actions.
Draft Timeline/Tasks:
Monday, July 20: Secure and communicate with the building level Google Trainers identified by
the building principals.
Email building admin the timeline, tasks and ask they reach out to their staff
(trainers).
Thursday, July 23: Train the Trainer session at the district office from 9:00-noon. Kara Huck will
provide the training. Staff will be paid and Vanessa will manage AR forms.
On or Before Aug 7: All buildings will complete trainings in Google Classroom for certified
instructional staff, Long Term Subs, EL, SPED and classified instructional staff.
Includes Bright Beginnings and Rialto Way
Buildings will manage AR forms. Vanessa will coordinate the appropriate
paperwork requirements with the buildings for the LTSs.
Teacher Workgroup Scenarios: depends on the official start day for students
Scenario 1 Start Date of Sept. 7:
Teacher workgroups will have the first two weeks of lessons completed by Aug.

Workgroup Structure and Objectives: The purpose of the workgroups are:
Utilize the expertise of our instructional staff in designing lessons in Google Classroom that will
be used in both face to face and remote teaching settings.
Complete the first 2 weeks of lessons.
Develop a list of unique considerations for RLL and design district wide uniform responses to
these considerations. These addendums will be stored in the Google Drive along with the each
daily lesson.
General Considerations and Structures:
1. Instructional coach will facilitate: by grade level or overall at the secondary level

2020-21 Dual Instructional Delivery Model
July 16, 2020
The school district is preparing for two primary instructional delivery formats that will run parallel to each other
and a third option should additional COVID restrictions be enacted. The mission of USD 443 Dodge City is to
provide educational equity through access for all students to the same instruction regardless of setting and do so
in a safe learning environment.
Delivery formats for 2020-2021:
Face to Face: over the past two years the district has undertaken the task of systematically aligning curriculum
with state standards and to focus on research based literacy instructional practices across all content areas. This
will be the primary mode of delivery for the majority of our students.
Remote Live Learning (RLL) platform will parallel what is taking place in the classroom with appropriate
modifications. RLL is not a virtual self-paced learning platform, rather it parallels the structure of a traditional face
to face platform as closely as possible but remotely. Most critical is the daily adult to student contact, direct
instruction, EL supports and interventions provided remotely. Key components of RLL that will be further defined
and developed including the following:
Google Classroom will be the Learning Management System (LMS) district wide for both delivery
platforms.
RLL students will follow the same structured day as counterparts in face to face settings.
RLL teachers will be assigned students from across the district by grade level and/or content area.
Parents would have to choose to “opt into” the RLL.
RLLs would be for one quarter of the school year (9 weeks). At the end of each quarter parents would
have to opt in for the next quarter or transition back to the face to face instruction.
Students without internet activity will be provided the equipment to connect to the internet and would
have to sign the Acceptable Use document thus agreeing to terms and conditions of use.
Students would be required to physically report to a district location (TBD) for all assessments such as
FastBridge, KELPA, KAP, etc.
Parents would receive information outlining the process and their roles in providing a supportive learning
environment during the regular “school hours”.
Transition to Hybrid/Virtual: once the RLL is designed, internet connectivity is established, staff have been trained
in Google Classroom and all students have access to internet connectivity, the district will be able to pivot to
hybrid and/or virtual settings in a much more seamless manner.

BACKGROUND INFORMATION: After the “Navigating Change 2020” document was released by the Kansas State Department of Education the Governor announced she would issue an executive order to delay the start of school until September 9th across Kansas. This was rejected by the State Board in accordance with the new law requiring approval before the Governor has authority to close schools by a tie vote of 5-5. In essence, this put each district back to their original plans unless they had made revisions to that end. CURRENT CONSIDERATIONS: There are some that have expressed a desire for schools to reopen as soon as they can and others who feel the schools need more time and want them to remain closed. It is imperative to try and establish our start date to firm up calendars and necessary scheduling as needed. It must be pointed out that this is subject to change. The rapid quantity of information and conflict from day to day, if not hour to hour, is unprecedented and continues to create a changing educational environment with little notice. FINANCIAL CONSIDERATIONS: There are no financial considerations at this time. STAFF RECOMMENDATION: The Board of Education is respectfully requested to participate in discussion following information provided as the district tries to set plans to start back school at the approved calendar date (August 20th) or another date derived through the Board discussion. The discussion will lead this motion. At the current time, recommendation would be to follow the current calendar that has been developed and is what parents have been anticipating for school to start. Any subsequent change will require a formal Board motion.

BACKGROUND INFORMATION: The Covid-19 pandemic requires the district alternatives to making sure all students have an equal educational opportunity. Many families do not have internet access readily available at home. CURRENT CONSIDERATIONS: In order to ensure equity we must ensure access to educational structures for all students. It is fundamental and essential that students learning in a remote setting have internet connectivity in order to ensure equity in the education. Due to this we will need to provide a hotspot to students who do not have internet access. We would provide the equipment as needed. FINANCIAL CONSIDERATIONS: The estimated cost to get started with hotspots for students is approximately $100,000. STAFF RECOMMENDATION: The Board of Education is respectfully requested to receive information in regards to internet hotspots for students who are in need.

BACKGROUND INFORMATION: Network systems require equipment that is able to handle acceptable workloads demanded by staff, such as accessing information systems necessary to conduct daily activities. Student devices are all connected via a wireless system as well. Some equipment is absolutely crucial to maintain a healthy network. With a SmartNet Solution, we are able to replace any piece of the crucial equipment overnight. CURRENT CONSIDERATIONS: This equipment is crucial to keep network systems operational without any downtime. Attached is a detailed list of items. The cost for SmartNet (overnight replacement) for this annual renewal is $49,896.82. FINANCIAL CONSIDERATIONS: The cost to the school district will be $49,896.82 for this purchase. Funding for this project will come from the current year, FY 2020‐2021, Technology Budget. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve the SmartNet renewals for the amount of $49,896.82 from Proactive Solutions, Mission, KS. The Board is further respectfully requested to authorize the Board Clerk to issue a purchase order and sign a contract subject to review by Board Council.

BACKGROUND INFORMATION: At the June 8th, 2020 Board of Education meeting, the board approved a donation from National Beef Packing Co. Administration recommended using part of the donation to purchase school supplies for students.
CURRENT CONSIDERATIONS: A bid request for a school supply bundle was posted on the school district’s website and sent to the local Walmart, Dollar General, Dollar Tree, and Family Dollar stores. Bids were received from the following vendors:

BACKGROUND INFORMATION: At the June 22, 2020 Board of Education meeting, the Board approved a proposal from Hutton Construction to demolish the old administration building.
CURRENT CONSIDERATIONS: Ford County Historical Society is requesting a donation of the following salvageable items from the old administration building: Cornerstone, time capsule, a clock, and the stained glass from the second floor skylight. The Board of Education has the authority to dispose of these items in this manner. FINANCIAL CONSIDERATIONS: There are no financial considerations with this request. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve donating the following salvageable items from the old administration building: Cornerstone, time capsule, a clock, and the stained glass from the second floor skylight to the Ford County Historical Society.

BACKGROUND INFORMATION: The DCHS Building Trades class is close to completing work on the residence at 10573 E Briarwood Dr. Brian Delzeit, on behalf of the Dodge City Board of Realtors, will list the house for sale. The listing will include the standard district addendum. Funds from the sale of the house will be used to purchase goods and materials for the next class project. CURRENT CONSIDERATIONS: With the housing market picking up, and limited time, administration recommends the Board authorizing Simeon Russell, Board Clerk to negotiate the sale of the property. This would help the school district avoid missing out on the potential sale of the property. A final offer on the sale of the property would be brought to the Board for approval. FINANCIAL CONSIDERATIONS: There are no financial considerations at this time.
