SENIOR INTERNATIONAL FELLOWSHIPS

FOGARTY INTERNATIONAL CENTER A N N O U N C E M E N T

The Senior International Fellowship Program provides opportunities to U.S. schools of medicine, osteopathy, dentistry, and public health to nominate outstanding faculty members at mid-career, who have demonstrated productive scholarship and recognized stature in their profession, to go abroad to study and share their expertise [PHS Act, Section 307(b)(2)1. It is intended that this award be a career-enhancing educational experience with mutual benefits to all involved. It is the aim of these fellowships to:

1. increase the interchange of ideas of mutual interest between U . S . scholars in academic medicine and those of other nations of the world;

2. permit the exchange of the latest advances in a particular area of medicine, both basic and clinical;

3 . permit participation abroad in on-going research in the medical sciences or in science areas related to medicine; and

4 . improve the academic, research and/or clinical biomedical potential of the U.S. medical institution.

E l i g i b i l i t y Requirements To be eligible for a Senior International Fellow-ship, the nominee must :

1. be a U.S. citizen, or have permanent resident status;

2. hold a full-time appointment on the staff of the nominating institution;

3 . have at least five years' experience beyond the doctorate or have professional medical degree in research, teaching, or other relevant professional work;

4 . possess the linguistic abilities necessary for learning and for profitable discussion with colleagues in the country proposed for the fellowship.

Program Requirements The applicant is expected to pursue during the fellowship period at the host institution a specific, well-designed project of mutual interest related to his or her on-going work as well as to that which will be continued upon return. The type of project would be depend­ent upon the professional discipline of the applicant, such as, basic laboratory o r clinical research, data collection and analysis, or operational research.

The intrinsic technical merit of the project is one of several important factors to be considered in evaluating the totality of the application as to its fulfillment of the basic purpose of the program. The following factors will be given weight in review of the application:

e qualifications of the applicant e potentiality for career enhancement e opportunity for close, interpersonal technical interchange 0 benefit to the U.S. nominating institution 0 benefit to the foreign host institution e technical merit and significance of the project.

Applications cannot be considered as fulfilling the purpose of the program where there is not a sufficient period of time for in-depth interaction by the applicant with the host institution or where the benefit is primarily for oily one of the parties. Thus applications having any of the 'following as the major feature cannot be accepted:

visits to multiple institutions and/or for brief periods attendance at conferences attendance in formal training courses full-time clinical, technical, o r teaching service completely independent study.

Nominations The nomination of an individual for this fellowship will be made by the sponsoring U.S. institution. The letter of nomination must be from the President, Dean, or other appropriate official of the nominating institution, and shall specify the expected benefits to the institution of the applicant's proposed program. Additional information as considered pertinent may be submitted by the institution in support of the nomination. A letter of invitation from an appropriate individual at the host institution abroad attesting to the willingness of the institution to sponsor the appli­cant and outlining any benefits which may accrue will be a necessary part of the application. In addition, letters of recommendation from colleagues or others who are acquainted with the individual's scientific competence will be solicited by the applicant. The nominee will be judged on these evidences of academic competence and on ability to pursue the proposed program.

Documents t o be submitted The applicant must submit a research fellowship application and a signed HEW-596 form (Protection of Human Subjects Certi­_ _ ­fication). In addition, the applicant must arrange for the submission of supporting documents on his or her behalf (reference reports, letter of invitation from host institution, etc.).

Application Materia2 Individuals are encouraged to review the eligibility criteria before requesting application kits from their Dean's office. Application kits will be sent to the office of Deans of schools of medicine, osteopathy, dentistry, and public health upon request. Application kits will not be sent by NIH directly to applicants. Deans' offices should request application materials from the Scholars and Fellowships Program Branch, Fogarty International Center, National Institutes of Health, Bethesda, Maryland 20014.

t4 Receipt Date f o r AppZications Completed applications must be mailed to the Division of Research Grants, National Institutes of Health, Bethesda, Maryland 20014, by December 1 of each year. Applications received after that date will be returned to the applicant unless it is specifically requested by the applicant to be held for the next year's review.

Selection of Awardee8 Nominations will be reviewed for scientific merit by an NIH review committee. Individuals selected will represent a broad spectrum of interests but will be representative of current needs and concerns. An applicant will be notified by the Fogarty International Center of the final action on his application by an award notice or by a letter. Results will be announced in May.

Stipends will be determined at the rate of $18,000 for a 12-month period, prorated for shorter periods.

AZZowances Fellows will be reimbursed for the cost of round-trip economy travel fare from the nominating institution to the foreign host institution when U.S. flag carriers are used for (1) departure from or entry into the United States and (2) any other portion of the trip where U.S. carriers are available. When U.S. carriers are unavailable for any portion of the trip,the NIH awarding unit should be notified. No allowance will be provided for dependents, unrelated travel, or shipment of household effects.

An unaccompanied baggage allowance for personal effects, not to exceed 100 pounds, to be shipped air freight may be authorized.

W Upon justified request from the nominating institution, the Fogarty Inter-national Center will provide funds not to exceed $2,000 per 12-month period to help defray such expenses as fees, research supplies, and equipment to the foreign host institution.

SuppZementation Supplementation is the provision of funds to a fellow in addition to the stipend amount provided by the NIH award. Institutions are expected to follow their normal policies and guidelines governing supplementa­tion. No supplementation may be provided from Federal funds.

The conditions for receiving the additional stipend amount must be designed to avoid imposition of service or teaching requirements which would detract from or prolong the fellowship.

Concurrent Benefits Stipends under the Senior International Fellowship Program may not be received concurrently with any other Federal educational award (fellowship, traineeship, etc.), except that fellows may accept concurrent educational remuneration from the Veterans Administration (e.g. G . I . Bill) and loans from Federal funds.

Tenure Applicants may request support for a period three to twelve months in length.

The National Institutes of Health invites nominations and applications for the position of Associate Director for Extramural Research and Training, NIH, who will serve as the principal advisor to the Director, NIH, on all matters relating to the substance, quality, and effectiveness of the NIH Extramural Programs. Candidates should have knowledge of the NIH programs and policies, an understanding of problems confronting institutions, and an appreciation of the major issues confronting biomedicine, the NIH, and the public.

Applicants should possess the Ph.D., M.D., or other professional degree, or equivalent, and have demonstrated achievement and stature in a biomedical, behavioral, or social science discipline. Demonstrated administrative and interpersonal skills are also required for interacting with Federal and non-Federal organizations.

PULMONARY ACADEMIC AWARD A N N O U N C E M E N T

1. Objectives Under authority of the National Heart, Blood Vessel, Lung, and Blood Act of 1972 (P.L. 92-423, Sec. 413a) as extended by the Health Research and Health Services Amendments of 1976 (P.L. 94-2781, the Division of Lung Diseases, National Heart, Lung, and Blood Institute announces a national competition for Pulmonary Academic Awards, which have the purpose of stimulating development of a pulmonary curriculum in those schools which do not have one and strengthening and improving the pulmonary curriculum in those schools that do. Awards provide support to individual faculty members for their educational development, and for development and implementa­tion of an improved pulmonary curriculum. In making these awards, the Division of Lung Digeases is encouraging the development of superior pulmonary curricula that will attract outstanding students to pulmonary research and medical practice, and is stimulating the development of ongoing mechanisms at grantee institutions for continued improvement of pulmonary education. This latter goal is to be accomplished through the development of improved educational skills in faculty members with a responsibility for undergraduate and graduate education in pulmonary medicine.

2 . Criteria for the Award Competitive review for a pulmonary academic award will include assessment of both the sponsoring institution and the proposed awardee. The specific sponsoring institution must present plans to develop or improve the pulmonary educational program. The prospective awardee must agree to commit a minimum of 50% of his ( o r her) effort to developing, improving, and implementing a pulmonary curriculum and specify a program for developing those personal educational skills essential to improving the pulmonary curriculum.

3. Provisions of the Award Each school of medicine or osteopathy in the United States or its possessions and territories is eligible for a pulmonary academic award. However, awards will be limited to one for each eligible medical school, for a project period up to five years. Subject to availability of necessary funds, and consonant with the objectives of the Pulmonary Academic Award, the Division of Lung Diseases will provide funds on an annual basis for:

support for the awardee, who will devote a minimum of 50% effort to developing and implementing the pulmonary curriculum;

consultant fees for a limited number of experts in the areas of pulmonary diseases and medical education;

equipment necessary to develop the pulmonary curriculum;

supplies necessary to achieve the program's objectives;

travel to enable the awardee to develop his o r her educational skills and to meet with other awardees to exchange ideas, methods, and program evaluations;
