Why is USDA so Focused on thePresidential Initiatives?

"Expanding electronic government” is one of the five key elements in the President's Management Agenda.

Twenty four initiatives have been identified by the Office of Management and Budget (OMB) and the President's Management Council.

Mission: Provide a single point of access for citizens to locate and determine potential eligibility for government benefits and services.

- USDA worked with GovBenefits to direct potential food stamp and nutrition program participants to the Food Stamp Pre-Screening Tool.

- 32 USDA programs are involved in this initiative. Upcoming Milestones:

- Add 30 benefit programs from 10 states and 2 federal benefit programs on GovBenefits.gov 3.0.

Recreation One-Stop

Mission: Provide a single point of access, user-friendly, Web-based resource to citizens, offering information and access to government recreation sites.

Recent Accomplishments: - Provided data for over 3,500 recreation sites managed by 12 federal organizations and their affiliates and 7

- Launched enhanced user interface and mapping capabilities (Recreationmaps.Gov).

USDA Contributions:- USDA led the completion of the architecture for the Federal Enterprise Architecture’s (FEA) tourism and

recreation sub-function.

- USDA led the “RecML” data standard effort.

- USDA leads the Recreation.Gov partner recruitment efforts.

- Work continues on efforts to add additional Federal agencies to the Forest Service’s recreation reservation service.

Upcoming Milestones: - Pilot integrated recreation reservation system.

Mission: Create a single point of access for citizens to locate loans, and improve efficiency and reduce burden of loan programs.

- Compile Web enable risk mitigation data for agency users; E-Loans working group to review Treasury’s “Debt Check” and HUD’s “CAIVRS” to determine whether a single platform will meet agencies’ needs.

- Working on 2004 MOU among 5 federal agencies describing action plan, cost, etc.

Mission: Develop and deploy government-wide citizen customer service using industry best practices that will provide citizens with timely, consistent responses about government information and services.

- Integrated the Federal Citizen Information Center’s (FCIC) call center with FirstGov.gov to provide citizens with the ability to contact the federal government via telephone, e-mail, letters, or fax.

- Added e-mail capability to FCIC’s National Contract Center.

USDA Contributions:

- Working with OCIO and the National Telecommunications Services and Operations Division (NTSO) to analyze 1-800 numbers and special call numbers at USDA and derive an approach to common customer solutions and common help desk support.

- Establishment of a misdirected e-mail inquiries box “NotUSDA.”

- Utilization of 1-800 Fed Info for misdirected phone inquiries.


- Collaborate with agency partners to develop and pilot a customer/citizen solution for responses to Tier 1 citizen inquiries and misdirected phone/e-mail inquiries.

- Deploy additional one-stop services at FCIC and FirstGov.gov.

International Trade Process Streamlining

Mission: Simplify the process for obtaining information and documents needed to conduct business abroad.

- Launched One Stop, One Form (Feb 2003).

- Launched automated NAFTA certification of origin (Mar 2003). USDA Contributions:

- Participated in the planning and implementation of the redesigned Export.gov portal released in April 2003.

- USDA became the first partner to accept customer information via Export.gov's one-stop-one-form online registry and use it to pre-populate forms.

- BuyUsa and Export.gov are integrated.

- USDA saved $4.7 million by not developing a standalone system. Committed to stop development of the Department’s Online Trade Assistance system.


- Implement the export credit guarantee programs online (April 2004), migrate FAS‘ exporter assistance content to Export.gov (March 2004) and participate in the implementation of a cross-agency content management system for Export.gov (Dec. 2004).

Business Gateway

Mission: Reduce the burden on businesses by making it easy to find, understand, and comply with relevant laws and regulations at all levels of government.

Federal Asset Sales

Mission: Identify, recommend, and implement improvements for asset recovery and disposition, making it easier for agencies, businesses, and citizens to find and acquire/buy federal assets.

- Migrated FedSales.gov to Firstgov.gov and improved search capabilities for items that agencies are seeking to sell.

- USDA worked closely with the Managing Partner to refine scope and define what should be delineated in revised MOU(s).

- USDA detailed an individual to GSA who helped develop requirements for the Utilization Donation Asset Study, and worked towards awarding a RFP for Personal Property Assets.

Disaster Management

Mission: Provide federal, state, and local emergency managers on-line access to disaster management related information, planning and response tools.

- Released Disaster Management Interoperability Services (DMIS) to include new tools such as alerts, Web-services map capability, open source intelligence, specific needs request and regional weather.

- DMIS has been used in 24 instances during actual emergencies and 48 disaster preparedness exercises.

USDA Contributions:

- USDA content is included in the following DisasterHelp.gov portal areas: Acts of Terror, Disease, Drought, Earthquake, Fire, Flood, Food, Hurricane, Power Outage and Tornado.

- USDA took leadership in suggesting the development of the Food area, which was established in time to assist citizens impacted by the recent hurricane.


- Release of hand held mobile chemical agent and toxic material identification tool, and on-line templates for storing event and site information centrally.

- Release of Playbook module that provides templates and Best Practices for creating response plans.

Project SAFECOM

Mission: Serve as the umbrella program within the Federal government to help local, tribal, State and Federal public safety agencies improve public safety response through more effective and efficient interoperable wireless communications.

- Established the Federal Coordination Council on Public Safety Interoperability on October 28th.- Modifying an existing Web-based tool to distribute wireless network integration solutions.

- Developing grant guidance for wireless communications grants to state, tribal, and local organizations.

USDA Contributions:

- USDA proposed on November 5th a Radio IP Interoperability Test Bed at a State-wide scale. SAFECOM is exploring funding. USDA is following up with potential stakeholders.

- USDA has been a leader in a collaborative approach to interoperable wireless technologies and emergency responses working in conjunction with DOI, FEMA and other “non-homeland security” civilian agencies.


- Establish Working Groups on Standards, Grants, and Training/Technical Assistance.

- SAFECOM/AGILE Joint Planning Meeting – December 2-4 in San Diego.

- Rollout set of standards that will enable interoperability at all levels of government.

Mission: Create a single, on-line portal for all federal grant customers to find and apply for grants, making it easier for potential recipients to obtain information about federal grants and apply for grants.

- USDA selected as initial testing partner for system-to-system interface between Grants.gov and grant-making agencies.

- USDA has completed the development of the Grants.gov Interface Module (GIM), which will interface with Grants.gov to receive electronic grant proposals. GIM in final test phases. The system will be used by all participating USDA grant-making agencies.


- USDA will provide Grants.gov training to grant-making agencies.- Federal agencies required to post synopses of funding opportunities that award discretionary grants and

cooperative agreements to Grants.gov FIND module.

- USDA selected GoLearn commercial partner for USDA-wide Learning Management System (LMS).

- Of the 109,000 USDA employees and contractors with GoLearn accounts, about 60,000 are active

- About 44,000 USDA users completed annual CyberSecurity Awareness raining requirement

- USDA agencies purchased online courseware through GoLearn. Upcoming Milestones:

- More Career Roadmaps for other disciplines, such as human resources, acquisition management, and financial management, will be launched next year.

- USDA putting up Phase One of LMS for 10,000 users in 12 USDA agencies

Mission: Outsource delivery of USAJOBS Federal Employment Information System to provide state-of-the-art on-line recruitment services to job seekers including intuitive job searching, on-line resume submission, applicant data mining, and on-line feedback on status and eligibility.

- USDA participated in the early stages of the Recruitment One-Stop initiative. Upcoming Milestones:

- Enhancing Job Announcement Templates and USAJOBS Resume Builder.

- Matching applicant skills to job openings.

- Data mining: Reviewing and searching for applicants in database with specific search criteria.

Enterprise Human Resources Integration

Mission: Streamline and automate the electronic exchange of standardized HR data needed for creation of an official employee record and workforce reporting across the Federal Government.

- Migration of WASS/CIVORS tools to EHRI Technology Infrastructure.

- USDA staff participated in early working group sessions. Upcoming Milestones:

- Initiate CPDF modernization.

- Develop the Human Resource Information System (HRIS) and Payroll interfaces.

Mission: Consolidate 22 federal payroll systems to simplify and standardize federal human resources/payroll policies and procedures to better integrate payroll, human resources, and finance functions.

Participating USDA Agencies/Offices: Office of the Chief Financial Officer (OCFO) USDA Lead: Jerry Lohfink, National Finance Center (NFC), (504) 255-5200, [email protected] Lead Agency: Office of Personnel Management (OPM) Recent Accomplishments:

- Migration Planning Meetings conducted with representatives of various federal agencies scheduled to migrate to the four e-payroll providers.

- Partnership proposals submitted by providers to the Office of Management and Budget (OMB) and OPM.

- Department of Energy implemented into the Defense Finance & Accounting Service (DFAS) System.

USDA Contributions:

- NFC completed fit-gap analysis for Office of Thrift Supervision (OTS) migration.

- NFC is currently participating on the initial Standardization Action Team, and will partake in additional standardization teams as requested by OPM. NFC will be the final provider for this solution.

- Merger strategy with DOI/National Business Center submitted for OMB/OPM review. Upcoming Milestones:

- Develop policy and procedures for payroll standardization.

- NFC will conduct separate migration planning meetings with Department of Labor and Environmental Protection Agency personnel over the next month.

eTravel

Mission: Provide a government-wide Web-based service that applies world-class travel management practices to consolidate federal travel, minimize cost and produce superior customer satisfaction.

- Supported revision of Federal Travel Regulations to require mandatory use of the eTravel Services.

- Held 2 day kick-off meeting to develop strategy for USDA migration team, migration plan, and migration schedule.

USDA Contributions:

- USDA serves as chair of the eTravel Source Selection Advisory Council charged with recommending a solution.

- Current schedules call for USDA to begin migration to eTravel during the first quarter of FY 2004. At least 2 legacy USDA solutions will be “turned-off” once eTravel is fully deployed.


- GSA Award of eTravel contract anticipated in November 2003.

- Solicit mission area representatives for the eTravel migration and evaluation teams in November 2003.

- Submit USDA eTravel migration plan and schedule to GSA.

Integrated Acquisition Environment

Mission: Create a secure business environment that will facilitate and support cost-effective acquisition of goods and services by agencies, while eliminating inefficiencies in the current acquisition environment.

- Launched Federal Technical Data System, FedTeDs.gov (Feb 2003).

- Proposed Central Contractor Registration rule published in Federal Register for public comment (May 2003).

- USDA continued to provide significant support.

- The Department’s Procurement Systems Division (PSD) representatives attended weekly planning and working committee meetings during FY 2003 for the following IAE Initiatives: e-Marketplace, Business Process Network/CCR, Federal Procurement Data System-NG, Standard eTransactions and Intra-Governmental Transactions Portal (IGTP).


- Pilot a central place for contractors to post their certifications and representations as required by the Federal Acquisition Regulations.

- USDA intends to include the development of interfaces with e-catalog system requirements and complete interface specification linking USDA’s Integrated Acquisition System (IAS) with e-Marketplace.

Mission: Provide policy guidance to help agencies better manage their electronic records, so that records information can be effectively used to support timely and effective decision making, enhance service delivery, and ensure accountability.

- Distribution of new policies and guidance through Records Management Web site and Records Officers.

Mission: Minimize the burden on businesses, public and government when obtaining services on-line by providing a secure infrastructure for on-line transactions, eliminating the need for separate processes for the verification of identity and electronic signatures.

- Four agencies (DOD, TREAS, USDA, NASA) were cross-certified with the Federal PKI Bridge.

- Federal eAuthentication Policy document in final approval stage at OMB (Federal Register comments received and incorporated).

USDA Contributions:

- The new USDA eAuthentication Solution, Web Central Authentication and Authorization Facility (WebCAAF), was launched on October 19th. USDA has been working closely with NIST to review technical requirements for credential providers and assisted OMB and GSA in the review and disposition of the comments to the Federal Register submission for the eAuthentication Assurance Level Policy.

- USDA (WebCAAF and NFC Certification Authority) working to become Shared Service Providers.

- Member of eAuthentication Executive Steering Committee (ESC) and Federal Identity Credentialing Committee (FICC).


- Demonstrate federated identity product interoperability for e-Gov initiatives (USDA to participate in proof-of-concept); Issue Federated eAuthentication Architecture and interface specifications.

- Part of USDA's mission involves protecting the health of the public by ensuring the country's agricultural resources and commodities are safe, making USDA a strategic partner in the Federal Health Architecture (FHA) initiative.

- FHA’s primary mission is to develop an enterprise architecture for the health environment.

- Two areas of the architecture are being developed in the near future that will require USDA involvement:

• Business Architecture Reference Model Revision - The FHA group has obtained authority from the Federal Chief Architect to revamp the Business Reference Model for the Health Line of Business.

• Development of Public Health Surveillance Vertical Slice - Includes business, data, application, and technology layers.

- Development of the architecture will require the involvement of subject matter experts from at least five USDA agencies: APHIS, FSIS, FNS, ARS, and CSREES.
