    right Office for the fiscal year July I , 1913, to June 30, 1914,inclusive, are summarized as follows:RECEIPTS

    The gross receipts during the year were $122,636.92. A F e abalance of $8,309.55, representing trust funds and unfinishedbusiness, was on hand July I , 1913, making a total of$I 30,946.47 to be accounted for. Of this amount the sum of$2,395.10 received by the Copyright Office was refunded asexcess fees or as fees for articles not registrable, leaving a netbalance of $128,551.37. The balance carried over to July I ,1914, was $8,332.12 (representing trust funds, $7,038.91, andtotal unfinished business since July I , 1897-17 years-$1,293.21)~ leaving fees applied during the fiscal year1913-14, $120,21g.2~.

    This is a considerable increase over the earned fees for theprevious fiscal year ($I 14,980.60)~ nd is the largest amountpaid into the Treasury for applied annuai fees since the Copy-right Office was established. The yearly fees have more thandoubled since the reorganization of the office in 1897, reach-ing above the one hundred thousand dollar mark during thefirst year of operation under the new copyright law whichwent into effect on July I , 1909.     i h k r k r The appropriation made by Congress for salaries in theCopyright Office for the fiscal year ending June 30, I914,was$102,580. The total expenditures for salaries was $102,-457.81, or 317,76r .44 less than the net anlount of fees earnedand paid into the Trvasury during the corresponding year.The expenditure for supplies, inclading stationery and otherarticles and postage on foreign niail matter, etc,, was$13299.59.cOfiwm ' - During the 17 fiscal years since the reorganization -of thecribt~d/#& Copyright Office (from July I , 1897, to June 30, 1914) the- - -total receipts have nearly-reached one and a half milliondollars ($I i492,767); the copyright fees applied and paid in tothe Treasury have amounted to considerably more than amillion and a quarter dollars ($1,424,866.55); the articlesdeposited number nearly three and a quarter millions(3,237,287), and the total copyright registrations approachtwo millions (1,820,381).

    V* of In addition to this direct profit, a large number of theripar deborit8 3,237,287 books, maps, prints, and other articles deposited .during the 17 ycars were of substantial pecuniary value andof such a character t ha t their accession to the Library ofCongress through the Copyright Office effected a saving to thepurchase fund of the Library equal in amount to their price.

    COPYRIGHT ENTRIES AND PEESR . 4 i r ~ ' ~ The registrations for the fiscal year numbered I 23,154. Ofthese I 13,278were regstrations a t $I each, including a certifi-

    cate, and 8,645 were registrations of photographs without3 certificates, a t 50 cents each. There were also I 231 registra-tions of renewals at 50 cents each. The fees for these regis-trations amounted to a total of $118,216.

    The number of registrations in each class from July I,1913, to June 30, I 914, as compared with the number ofentries made in the previous year, is shown in Exhibit F.

    The various articles deposited in con~p l i am ith the new Artid.# d * ~copyright law which have been registered, stamped; in-adexed, and catalogued during the fiscal year amount to220,001. The number of these articles in each class for the17 fiscal years is shown in Exhibit G.

    The copyright act which went into force on July I, ~g o g , Iimiwim ofn~byrioud8$&provides f o r the gradual elimination of the accumulatedcopyright deposits (see secs. 59 and Go).' During the yearbooks desired for the Library to the number of 4,988 vol-umes have been transferred to the Library through th eOrder Division. These volumes were in addition to the"first" copies of copyright books sent a s received f k m dayto day, numbering 13,755 for the fiscal year, thus making atotal of 18,743 books and pamphlets delivered to the Li-brary from the Copyright Office.

The notice required by section 60 has been printedduring the year for all classes of works deposited and regis-tered during the years January I , 1900, to June 30, 1909,but no requests have so far been received to enable the re-turn of articles. On the other hand, in response to specialrequests, 63 dramatic or musical compositions and I ,426motion picture filins have been returned to the copyrightclaimants, and of the current deposits not needed by theLibrary of Congress the following have also been so returned,:18,217 "books" (pamphlets, leaflets, etc.), 1,366 photo-graphs, 18,942 prints, 6,399 contributions to periodicals,7,875 periodicals; a total of 54,288 articles.

    regard to 622 books supposed to be copyrighted hut notfound in the Library, it was discovered tha t 80 of theseworks were already in the Library, 55 of the books had beendeposited and were still in the Copyright Office, 97 workswere either not published, did not claim copyright, or forother reasons could not be deposited, and in the case of 190works no answers to our letters of inquiry had been received11p to June 30, 1914. Copies were received of 2 0 0 works inall in response to request made by the Copyright Officeduring the period of 12 months for works published duringrecent years.THB COPYRIGHT I NDEX AND CATALOGUE, BULLETINS, AND

Thecards made are first used as copy for the printed catalogueand after printing are added t.o the permanent card indexesof the copyright entries. The temporary cards made for theprinted indexes, etc., to the catalogue (numbering 159,421during the fiscal year) are eliminated; the remaining cards(130,226 for the fiscal year) are added to the permanent card

    The publication of the Catalogue of Copyright Entries c.lqbou r/Copyrdl E ehas been continued, as required by law. For convenienceof search, the volumes are made to cover the works pub-lished and deposited during the calendar year rather thanthe fiscal year. Five volumes of the Catalogue of Copy-right Entries were printed for the calendar year 1913, con-taining a total of 7,679 pages, divided as follows: Part . I,Group I , Books, volume 10, contains 1,590 pages of tex tand 468 pages of index, a total of 2,058 pages; Part I,Group 2, Pamphlets, leaflets, contributions to periodicals,lectures, dramas, maps, etc., volume 10, contains 1,283pages of text and 599 pages of index, a total of 1,882 pages;Part 11, Periodicals, volume 8, contains 368 pages of tex tan d 88 pages of index, a total of 456 pages; Par t 111, Music,volume 8, contains 1,757 pages of text and 851 pages ofindex, a total of 2,608 pages; Part IV, Fine Arts, etc., vol-ume 8, contains 614 pages of text and 61 pages of index, atotal of 675 pages.

    Each part of the catalogue is sold separately at a nom- ~uhcrifilio*inal annual subscription rate within the maximum pr i c e J " i c e o f ~ westablished by law, as follows:

    Part I, Books, pamphlets, dramatic compositions, andmaps (two volumes), $I; Part 11, Periodicals, 50 cents;Part 111, Musical compositions {a very bulky volume), $I ; bPart IV, Prints, including chromos and lithographs, photo-graphs, motion pictures, and the descriptions of original worksof art-paintings, drawihgs, and sculpture-50 cents. Theprice for the entire catalogue for the year is $3. The sub-scriptions, by express provisions of the copyright act , arerequired to be paid to the Superintendent of Documents . .(Office of the Public Printer, Washington, D. C.), and allsubscriptions must be for the complete year for each partdesired.

    June 30 have been passed upon and refunds made. Theunfinished business amounted on June 30, 1914, to $1,293.21.Of this sum, however, more than.$~,ooo represented busi-ness for the fiscal year, held awaiting answers to lettersfrom the Copyright Office in regard to informalities, etc.,and less $300 represented the total unfinished business forthe previous 17 years from July I, I 897.

    At the close of business on July 6, 1914, of the worksdeposited for copyright registration up to and includingJune 30 all had been recorded. There remained to beindexed: Class A, Books, 778; Class E, Music, 1,6qq;Class GI Fine Arts, 124; Class K, Prints, I I 2.

    (6) Deposits received Hior to J d y I, 1897Dcpon'Irpiorto During the fiscal year 1913-14 about 4,200 articles received

    J prior to July I , 1897, were handled in the work of creditingsuch matter to the proper entries. Of these articles 1,985pieces (including 1,287 pamphlets and leaflets, 624 periodi-cal contributions, and 74 miscellaneous articles) were cred-ited to their respective entries and properly filed. Depositsto the number of 2,284 pieces (pa'mphlets, leaflets, andperiodical contributions), previously 1Gd aside, have beenarranged in order to facilitate the process of locatingentries. In addition, about 19,600 printed titles filed priorto July 8, 1870, have been arranged by classes (Books,Music, Prints, Labels, etc.), to facilitate examination.The examination of this old material becomes proportion-ately slow and i ts identification more difficult as the remain-ing material presents fewer clues under which search canbe made for possible entries. Meantime the pressure ofthe current copyright business has been so great as tooblige the transfer, from time to time, of the clerks fromthe old unfinished material to the current work.COPYRIGHT LBGISLATION AND INTERNATIONAL COPYRIGHT

    hlia, ment of proposed amendments of the copyright act ofMarch 4, 1909, including all bills proposed during the fiscalyear. An important amendment of the copyright law was

By this amendment only one copy in lieu of two isrequired to be deposited in the case of any work which hasbeen published in a foreign country by an author who is acitizen or subject of a foreign state or nation. This amend-ment was suggested by the Copyright Office,and a bill wasintroduced in the House of Representatives by Mr. Oldfieldon December 5, 1 9 1 ~H. R. 9897,63d Cong., 2d sess.) I andreferred to the House Committee on Patents. The com-mittee favorably reported the bill on January 15, 1914,' andori February 2 it passed the House. On February 3 i t wasreceived by the Senate; on February 4 it was read and re-ferred to the Senate Committee on Patents. On March 24,1914, the Senate passed the House ac t without amendment,and on March 28, 1914, i t received the President's approval.'The text of this amenda tory act is printed on page 179 ofthis report.

    On March 20, 1914, the Hon. Philip P. Campbell, of Bd lH.R .x*Kansas, reintroduced his bill4 providing for the suspensionof protection when any patent or copyright was owned, used,or leased by any trus t or monopoly. This is the same bill,with minor changes, which was introduced by Mr. Campbellon July 23, 1909 (H. R. I 1796 of 61st Cong., 1 st sess.), th etext of which was printed in th e Report of the Register ofCopyrights for ~gog-1910.

    shall exist in the copyright work or its title, and that nosuit shall thereafter be maintained to establish such rights.The text is printed on page 180 of this report. No finalaction has been taken on these three bills.

    P O W - P ~ ~ ~ ~ C Early in the third session of the Sixty-second Congress, onEzpo+m December 19, 1912, President Taft's message to Congresscontained a paragraph concerning the importation of.articles for the Panama-Pacific Exposition, reading as fol-lows: "I recommend also such legislation as will facilitatethe entry'of material intended for exhibition and protectforeign exhibitors against infringement of patents and theunauthorize'd copying of patterns and designs."

    On June 2, 1613, 8 bill was introduced i n the Senate byMr. Perkins,' and in the House on June 3, 1913, by Mr.Kahn,' to provide for the free importation of articles in-tended for the Panama-Pacific exposition and for the pro- .tection of foreign exhibitors. On August I , the Senate billwas reported and on the following day it was passed by theSenate without amendment. This Senate act was referredto the House Committee on Ways and.Means on August 5,1913. On Auaust 2 2 an amended substitute bill was intro-

    In my last year's report I explained a t length the lack ofprotection for artist ic designs for articles of manufacture,and suggested an amendment of the copyright law of t heUnited States to secure adequate protection for ornamentaldesigns for articles of manufacture; to provide suitable rerne-dies in case of infringement, and to prescribe a sufficient bu treasonably economical registration in hehalf of the authorsof such designs and the manufacturers of such articles.The year has brought to the Copyright Office considerableadditional evidence of the widespread need felt for suchlegislation, and the belief th at some action by Congress toafford relief is reasonably demanded.

    tue of the present Protocol, limitthe protection accorded to authon,shall notify the Government ofthe Swiss Confederation by a writ-ten declaration indicating thecountries against which the pro-tection is restricted, and also therestrictions to which the rights ofauthors belonging to these coun-tries are subject. The Govern-ment of the Swiss Confederationwill at once communicate the factto all the other States of the Union.

    5. The present Protocol shall beratified, and the ratifications shallbe deposited at Berne withiin amaximum period of twelve monthsfrom its date. It shall enter intoforce one month after the expira-tion of this period, and shall havethe same force and duration a s theConvention to which it relates.
