Greetings, fellow Auxiliarists!!
The Flotilla year continues to roll right along. Appreciation is hereby extended to all of you that have
dedicated many hours to making us the outstanding Flotilla that we are.
Our next Flotilla Meeting is Thursday May 5 at 1930 (7:30 P.M.) at the base. Please feel free to come
early and make it a social time. Many of our snowbirds have headed North for the summer, so if you are
in the area, please make an effort to attend.
Our program this month will be presented by Andrea Rutherfoord and will include everything that you
ever wanted to know about Public Affairs. Andrea just completed an intensive three day “C” School on
Public Affairs and her presentation will help all of us with regard to dealing with the media, getting
articles published, etc.
Future projects include National Safe Boating Week and the Flotilla 3-6 Special Invitation to a Fourth
Cornerstone Event at the Hillsboro Lighthouse. Please read additional details and dates in the LOG and
Calendar.
Please make every effort to attend the Flotilla Meeting on May 5. Uniform is ODU, Trops or appropriate
civilian attire.
We have a great group of Staff Officers that are very active. If you are not very involved, please seek out
these individuals and become a part of the team that is of most of interest to you. There are some
opportunities to become a Staff Officer. Please contact Mario Stagliano if you have any interest. Staff
Meetings are always open to every member. Check it out and get more involved.

Everyone is invited to the Division meeting. The general presentation part of the meeting runs from
9:15 AM until 12 with lunch from 12-12:45 ($6 for lunch).
For the Flotilla 36 Day at the Hillsboro Lighthouse please be sure to RSVP to Andrea Rutherfoord so
that we can get an accurate count for food and drinks purchases.
Hurricane and Severe Weather Response Phone Drill
As your aware this drill took place on Monday April 18. We have 122 members who were contacted (or
an attempt was made to contact them). Overall the contact success rate was 91%. We had 11 individuals
who could not be contacted. Some problems arouse with the contact process as well as bad emails,
people out of the country, etc.
Overall an excellence performance… thank you to everyone for your diligence.

Well shipmates, the time has come to say goodbye to Flotilla 36 and everyone that has made me smile
here over the last few years. Maddy and I are moving to Jacksonville in May to start anew. The
departure is bittersweet; there are many things we will miss from south Florida. Among the things we
will miss are the warm sun, great food, unique cultures, amazing environment, and the deep blue ocean.
Sure, we will miss them, however, what we will really miss the most are the many friends we have made
here with the Flotilla.
The USCG Auxiliary is more than just a job. It is a place where nice people get together for a common
cause. A way to excel at a purpose you care about while having fun. Promoting recreational boating
safety has been a fantastic opportunity for me. All of us organizing, planning, working, struggling,
learning and succeeding in reaching our goals. An organization is more than a building or an office with
desks. It is the people who work there that give it character and soul. I must say that you all have done
that.
I would just like to say that there are many great people here, both past and present, that have made the
my job and time here truly enjoyable. We have lost some close friends along the way, but we have also
welcomed new friends.
While I would like to thank everyone, now is not the time, we will speak later. However, I would
publically like to thank a few people, Jim Goldisich and Andrea Rutherfoord for their great tutelage over
the last four years. All of my flotilla staff officers who did an excellent job. You guys made me look
good! Finally I would like to thank my mentor Tom Keagan, the man who got me in the Flotilla and laid
the background for a great ride in the Auxiliary! While I may be gone, please feel free to contact me if I
can be of any assistance. I hope that everyone achieves what will make them happy. Good luck in the
future.

Lynn Sauerwein has resigned as FSO-IS for our Flotilla. We thank her for her years of dedicated service
in this staff position.
While we wait for a member to complete the IS training, all forms should be sent to the Division staff
officer, Richard Leys, SO-IS, at [email protected]. (That’s [email protected]). He will enter our
data for the time being.
When filling out your 7029 – Mission Log Activity – use the correct 99 Code.
99A – Leadership/Staff hours related to staff positions (PA/MS officers are submitted on 7030 codes).
99B – Recreational Boating Safety – includes travel/prep for Public Education, Public Affairs, Vessel Exams, Program Visits, Operations
99C - Marine Safety – includes travel/prep for Marine Safety programs
99D - Training – including any training hours for study, classes (not submitted on 7039 Workshop)

Operations
Based on new Division requirements regarding
inspection of Rescue and Survival Gear, on April 4th
, we went had an
inspection of all crew and crew trainee Rescue & Survival gear. Each
piece of equipment was physically inspected by BM1 Adam Graber,
and BM3 Brian Scansaroli from Station Ft. Lauderdale. Besides
being inspected, each item was also entered into a log book, and
items such as PFD’s and helmets were marked with a Station Ft.
Lauderdale identifier.
New requirements by the division will require that all equipment is
inspected monthly and maintained. No orders will be issued unless all member’s gear is shown as
inspected. Additionally, the division will be working on supplying us with any equipment we don’t
have, or does not meet requirements, such as helmets, gloves, gear bags, etc.
All crew members must be compliant with the new policy by June 1, 2016. The policy can be view on-

Navigation Services
The Aids to Navigation class will be offered on 05/21/2016 from 0900 to 1700 at
McVey House (Flotilla 32). Members don’t have to be boat crew qualified to
participate. Requirements for the class are 4 hour TCT, ICS 100 and ICS 700
At Port Everglades, a dive platform has been mooring equipment to the seafloor. There is a Navy Vessel
using this equipment for high speed runs immediately south of Port Everglades. Boaters are to stay clear
of these vessels.
New river daybeacon #2 has a temporary unlit buoy. Port Everglades Arc Light "B" is destroyed.
Dania Beach Blvd. Bridge will re-open on 04/05/16.

[email protected] We had a record-breaking ABS class with 25 students (including 6 teenagers) on April
2. In addition, we were honored to have Kirsten Stevens open the class with
information about the AustinBlu Foundation, which is generously donating all the class
fees for the next several months. Thank you to instructors Michael Hanuschak, Fred
Gless, Mario Stagliano, and Michael Byer, and to aids Rick Edwards, Liliane Meghabghab, and Marie
Thompson.
We presented a certificate of appreciation to Kirsten and the AustinBlu Foundation.

The next ABS class will be May 7 and we hope for another large class.
Public Affairs C-School
As some members are aware, the Coast Guard offers reimbursable
classroom training (called C-Schools) at scheduled locations/dates
for staff and elected officers (non-officers are rarely selected for
this training). For more information about C-Schools, see this site:

Members are allowed to enroll in C-School no more than once
every three years.
In April, I completed the Public Affairs C-School held at Coast
Guard Air Station Clearwater, FL. It was a 3-day class with 19
students (one active duty) and 3 instructors from Boston, Arizona,
and Florida. The objective of the class was to complete the basic
training for becoming a PA Specialist. The capstone activity was a live press conference (in teams of 4)
to the class, which was recorded and critiqued. It required preparation and coordination, as well as a
good amount of thinking on our feet to respond to some lively questions from our “media” audience. A
highlight of the class was a tour of the hangers at the air station, guided by a helicopter pilot, the
husband of our co-student.
Every officer can consider taking advantage of the highly specialized training, including Information
Systems, Aids to Navigation, and Operations, offered at C-Schools. To apply, you’ll need to complete a
form and ask the FC to submit it to DIRAUX for approval. Then the fun begins. My weekend course
was a whirlwind, with homework each night and homework to be completed after the class, from home.
Many courses expect trainees to bring a laptop. All courses require trainees to wear proper uniforms
(trops).
Although many courses are offered on military bases, some will be available this summer at NACON
(the national Auxiliary conference). It will be held this August in Phoenix.

As boating season in Florida gets underway, boaters can choose to have fun and be
safe on Florida’s waters. The Florida Fish and Wildlife Conservation Commission
(FWC) and you can help. As a boater, the FWC encourages you to download and link
to the video Life Jackets (about one minute long) for use on your social media
channels and websites.
As the boating capital of the world, Florida leads the nation with nearly one million
registered vessels across the state and is known as the prime boating spot for residents and visitors. The
FWC wants everyone to enjoy boating opportunities safely and conducts boating safety education
campaigns to support this goal by encouraging life jacket wear, 360-degree operator awareness and
sober boating. FWC officers assist and educate vessel operators year-round

New Member Intake Procedures:
1. Email and Review the Prospective Information Booklet
2. Complete an application and related documents
3. Take fingerprints
4. Provide proof of citizenship (Birth Certificate, US Passport, Other Certificates)
5. Take the new member exam
6. Take ID Card Picture
7. Collect Dues Check
8. Boating Safety Class (Copy of Certificate)
9. Prepare and Send the New Member Package to Division
May Status Report:
With the help of Tom Janata and Andrea Rutherford we have processed six new applications this past
month. We just received a flotilla member referral on another prospective member.
Lately the initial processing is taking us about two weeks, unless we have a problem with the application
data. In which case the timeframe can easily go out to a month. Once the application is send to
Division the time to get an employee number is about a month.

In order for the new member to get an ID card the security investigation needs to be completed. We
don’t have any visibility into the process. We only get feedback if there is a problem with the finger
print cards or the ID card shows up. Current timeframe seem to be running four to six months.

Flotilla 36 Day at the Hillsboro Lighthouse On May 22, join us for an afternoon at the Hillsboro Inlet Lighthouse.
Art Makenian and his volunteers will open up the lighthouse grounds just to
Flotilla 36 members and families. You can climb the lighthouse for a spectacular
view, swim or sun on the beach, and enjoy a lunch.
Date: Sunday, May 22, 2016
Time: 11 am - 4 pm (lunch starts at noon)

admittance on the grounds.
Clothing: Civilian clothes
Location: 907 Hillsboro Mile (A1A), Hillsboro Beach, FL 33062. From Boca, drive south on A1A. The security gate is on
the east side of A1A, immediately north of the Hillsboro Inlet Bridge.
To climb the lighthouse, you must be sand-free and wear closed-toes shoes.
If you arrive by boat, you must beach your boat on the sand. You are not allowed to tie up on the dock
(CG rules).
Changing rooms and showers are available.
The Flotilla will provide:

Members should bring:
Beach chairs and towels
Your own alcohol beverages (alcohol is allowed in moderation)
Remember: Coast Guard families might be using the cabins that day, so please be courteous and mindful

Hillsboro Inlet Lighthouse 109th
Anniversary
By Andrea Rutherfoord On Sunday, March 6, the Hillsboro Inlet Lighthouse celebrated its 109th Anniversary. As part of the ceremony, U.S. Coast Guard 7th District Captain Daniel Youngberg, Chief Resource Management, unveiled the new State of Florida Historic Marker featuring the story of the Hillsboro Lighthouse. The ceremony was conducted by Art Makenian (F36) who has personally managed the restoration and ongoing
maintenance of the lighthouse for the last 18 years and was awarded an Auxiliary Meritorious Service Medal for his efforts at the Division Change of Watch Ceremony on December 6, 2015. Art Makenian and Captain Youngberg and unveiled the gifts to the Hillsboro Inlet Lighthouse.

Auxiliary Mandatory Training
All Auxiliarists are required to complete eight online training courses, called Auxiliary Learning
Management System (AUXLMS). In addition, members are encouraged to complete ICS 100 and 700 –
these courses are offered by FEMA and completions can be added to Auxiliarists’ training records.
This document describes the procedures for completing the mandatory courses.
New members must complete them within the first year from their enrollment date.
Other Auxiliarists have until December 31, 2016.
Each course takes about an hour, maybe longer for some. They are straightforward; some have ongoing
self-checks, others have a final test or no test.
Your completion is sent automatically to the Auxiliary database. However, in certain cases, computer
operating systems and browsers might interfere with the completion.
TIP: Many members have had the best results using the Chrome browser (instead of Internet
Explorer).
If you complete a course but the completion does not save to the system, you can sign an “attestation”
that you completed it. See the FC or VFC for details.
You have the option of taking the courses in a classroom, if offered (taught similarly to a training
workshop) or online on your own computer.
To take the mandated courses online:
Start from this LMS home site: https://auxlearning.uscg.mil
1. Get a password in AUXLMS:
a. Click on the "I forgot my password" link under the Login button.
b. Fill in the Username field with your individual primary email address currently in
AUXDATA. This is your username for AUXLMS.
c. Click on the Submit button.
d. An email will be sent to your AUXDATA email address that contains your login and
password. Note: If you do not receive an email, contact Andrea. The LMS system might
have an outdated email address for you, which can be corrected only by a help ticket.
e. Return to https://auxlearning.uscg.mil and use the credentials provided in the e-mail to
log in.
f. You will then be asked to change your password. TIP: Choose a friendly password that
you can remember (no special rules, and you will not have to change it).
2. Register for a course:
a. On the LMS page, scroll down to Course Catalog (Catalog tab), and click Auxiliary.
b. Again under Course Catalog, click Auxiliary Mandated Training.

c. There are eight mandated courses, but Civil Rights is waived because it must be taught in
a classroom. Start with Influenza Training and Ethics. The finish the others. Each one is
a little different – some have a final test and others have ongoing self-checks.
d. Select a course to enroll in it.
3. Start the course:
a. To start the course, click My Account, and
b. Under Enrolled, locate the course and click GO.
c. The screen changes, and you will probably have to click GO again.
4. Completion:
d. As you finish a course, you should get a screen saying you completed it. You can go back
to My Account and click Completed.
e. The certification goes directly into the Auxiliary database, and within a few days, it
should appear on your training record – you don’t have to send a certificate to me or
anyone else.
The courses to complete:
502290 Influenza Training (one time only)
The purpose of this e-Learning course is to provide avian influenza (AI) and pandemic influenza
awareness among Coast Guard personnel
502306 Ethics 1 - Personal Gifts (one time only)
Ethical Conduct is a self-paced, interactive lesson with tracking capabilities to demonstrate test
completion and time on task.
502379 Building Resilience and Preventing Suicide in the Coast Guard (every 5 years)
Building Resilience and Preventing Suicide in the Coast Guard will lead participants through
concepts and skills related to stress management and resilience and why they matter. In addition,
you will be shown steps to take when you believe someone may be at risk for suicide.
810000 Sexual Harassment Prevention (every 5 years)
The purpose of Sexual Harassment Prevention training is to raise awareness among Coast Guard
personnel of behaviors that constitute sexual harassment and to teach actions which should be
taken to prevent or eliminate it.
810015 Privacy at DHS: Protecting Personal Information (every 5 years)
In our mission to secure the homeland, we need to collect personal information from citizens,
legal residents and visitors, and we are obligated by law and DHS policy to protect this
information to prevent identity theft or other adverse consequences of a privacy incident or
misuse of data.
810030 Security Education and Training Awareness (every 5 years)
The purpose of this course is to provide basic NEED TO KNOW information to all member of
the Coast Guard on the topics of Operations Security (OPSEC), Information Security
(INFOSEC), and Antiterrorism and Force Protection (AT/FP).
810045 Sexual Assault Prevention/Response (every 5 years)
This course provides all Coast Guard personnel with the basic awareness tools and the Coast

Guard policy and procedures for sexual assault prevention and response.
502319 Civil Rights Awareness (every 5 years)
This course consists of a 30-min video. The purpose of this course is to provide Coast Guard
Auxiliary personnel an overview of the various concepts related to civil rights, information on
the Auxiliary’s Civil Rights Program, and how to ensure the protection of all Auxiliarists’ civil
rights.
Completion records are automatically uploaded from the Coast Guard system to the CG Auxiliary
database within a few days.
To take ICS 100 and 700
1. For Incident Command System, ICS-100,
go to https://training.fema.gov/is/courseoverview.aspx?code=IS-100.b
Introduction to the Incident Command System, introduces the Incident Command System (ICS)
and provides the foundation for higher level ICS training. This course describes the history,
features and principles, and organizational structure of the Incident Command System. It also
explains the relationship between ICS and the National Incident Management System (NIMS).
For Incident Command System, ICS-700,

This course introduces and overviews the National Incident Management System (NIMS). NIMS
provides a consistent nationwide template to enable all government, private-sector, and
nongovernmental organizations to work together during domestic incidents.
2. Download the course and course materials.
3. When you are ready, click Take the Final Exam.
4. When you pass the final exam, you will receive an email confirming the completion.
5. Forward the email to the FC, who will submit a Help ticket to have the course added to your
training record.
Has your Auxiliary member ID card expired? Once a year, check the expiration date on your member ID card. The card is valid for 5 years. When it’s time to get a new card, you init iate
the process.
If it’s within a few months of expiration, or has already expired:
1. Tell the FC or VFC that you need a renewed ID card. They can help you get started.
2. Have your picture taken in the office (red background, uniform shirt). Zoom in so only your head with the red background is
showing.
3. In an email, send the picture to the FC. Also provide the current information on the back of your card: Height (inches),
weight, eye color, hair color, blood type, date of birth, and ID number.
The FC will submit your photo and information into the system. In a few weeks, the new card will be sent to the FC, who will have it at meetings. Bring your old card to swap out for the new card.
Note: If you present an expired card at the gate of a military base, you will not be allowed entry and your card might even be confiscated.
