Colin led the masterplanning of a new community in Exeter.

Our client, a private landowner, shared our approach to embracing sustainable living through the new development. The masterplan included a mix of uses and activities including community orchards, allotments and growing areas, a faith school, up to 800 new homes and high quality recreation facilities including trim trails, parks and playing pitches.

The masterplan was used to successfully promote the site through the planning process and prepare an outline planning application for the site.

A sustainable new living environment

Access, Movement and Linkages Topsham Road is a priority transport corridor, and currently provides one of the most effective public transport routes into Exeter City Centre, with its extensive shopping, jobs, facilities and main line rail stations. All future Seabrook Orchards residents will live within a short walk of bus stops on Topsham Road, providing excellent public transport opportunities. Rail halts on the Exmouth to Exeter rail line are present 1.5 km north of the site and 1.5km south of the site (at Digby and Topsham), and a site is reserved within the Newcourt Masterplan for the option of an additional rail halt some 400 metres north of the Seabrook Orchards site.

There will be two new road accesses onto Topsham Road from the development, a primary access and a secondary access sited as shown in the masterplan. The combined capacity of these two junctions is sufficient to accommodate the traffic generated by the development. In addition, a connection will be built from Seabrook Orchards onto the existing Newcourt Link Road at the northern end of the site. The Newcourt Link Road provides access to the Tesco retail store and the major employment facilities at Sowton Industrial Estate, with links onwards to the Met Office and the large employment areas around M5 junction 29. A detailed Transport Assessment is currently being prepared in line with a brief agreed with the Devon County Council transport team.

Because the development will deliver a new school, primary healthcare and local store, as well as community facilities and access to walking and cycling routes, all future Seabrook Orchards residents will live within a few minutes walk of all necessary local facilities. Linkages with the existing built up area and into the wider Newcourt development area will be excellent. Exeter is a “Cycle City”, and projects such as the Exe Estuary Cycle Trail (with significant funding) have been very successful.

Figure 15: Site context and linkages

Figure 14: Cycling, Walking and Public Transport will be encouraged by the masterplan and design concept

Seabrook Orchards will link into this network, with footpaths and cycleways from the development connecting southwards to the Exe Estuary footpath and cycle trail, with links into the Exeter city centre cycle network, also northwards through the Millennium Woodland and across the M5 into the network of routes extending east to the estuary of the River Clyst. Connections are also available to Ludwell Valley Park. Pedestrian and cycle linkage opportunities into the existing urban area around Topsham Road and Countess Wear are close by, and the site is also within walking and cycling distance of the secondary school at Countess Wear.

Colin prepared a masterplan and comprehensive design and access statement, as part of an outline planning application for the redevelopment of a former coking works, in Cwm, South Wales.

The emphasis of the document was to clearly demonstrate the quality and deliverability of a scheme appropriate to the context, sensitive nature and the regeneration opportunities for the site.

The overall masterplan and design statement was therefore both technically sound and extolled the virtues of best practice.

A new focusfor Boorley Green

Colin is currently working with White Young Green Southampton in promoting a site for circa 1400 new homes at Boorley Green in Hampshire.

The site has been selected as the one of the preferred options for new housing growth in the district and the team are now working toward preparation and submission of a planning application.

A community engagement event is taking place in February to inform the future masterplanning proposals.

Colin is currently working with White Young Green Southampton on the strategic masterplanning and promotion of a site on the edge of Chichester for circa 1600 new homes.

The masterplan work has been used to support representations made through the planning process to secure the site for future development.

Acting on behalf of a consortium of housebuilders and private landowners a masterplan concept and detailed masterplan was prepared to support the promotion of the site.

The site was allocated as a Strategic Development Area within the Wokingham Core Strategy and subsequentl a detailed planning application has been submitted for the first phase of 350 dwellings.

On behalf of Taylor Wimpey plc, Colin prepared a set of masterplan concepts and vision drawings to support the promotion of a site for 1600 new homes on the edge of Bromsgrove.

The site lay within the existing Green Belt and had a number of constraints which were critical in shaping the layout including noise, hydrology, ecology and landscape.

Colin led the Savills masterplan for the creation of a new station quarter in Poole. The proposals included a new station and transport interchange, hotel, commercial and residential development.

The proposals responded to the constraints and opportunities of the site including potential views south across Holes Bay, links to the town centre to the east and noise from the adjacent railway.

The scheme was granted planning permission in 2006.

Working closely with Savills planning and development teams, RUD have prepared a development brief for the regeneration of two profile waterfront sites in Brixham.

Identified in the Mayor’s vision for Torbay the two sites provided the opportunity for large scale regeneration including a mix of uses including residential, commercial, retail and car parking.

The masterplanning process included engagement with a range of stakeholders including a public event in the town centre.

The brief provided both certainty and flexibility for the future development of the sites and will be used to both manage and encourage development.

The Lansdowne area of Bournemouth is a key employment quarter adjacent to the town centre. It covers an area of over 40 hectares, incorporating a mix of office blocks, retail and commercial uses, University and College accommodation and large areas of surface parking.

The area also forms a major gateway and arrival point into the centre of Bournemouth, incorporating the rail station and transport interchange for the town.

Colin, whilst at Savills, acted as lead urban designer alongside colleagues in, planning, public engagement and economic and market assessment to create a framework for the high quality regeneration of the area. In addition to design advice, the framework provided a rationale and advice for future planning obligations for highway and public realm improvements.

Perranporth, CornwallHOUSING ASSOCIATION

White Young Green and Richards Urban Design recently prepared and submitted an outline planning application for the development of a prominent site in Perranporth, Cornwall.

The site lies in a sensitive coastal location and adjacent to an Area of Outstanding Natural Beauty. The final proposals provided a mix of housing types and tenures which responded to both commercial objectives and affordable housing need, informed by local agency advice and engagement with the Parish Council.

The layout and design of the scheme responded positively to the existing topography and natural features of the site to minimise its visual impact in the wider landscape.

Colin prepared outline design drawings and a design and access statement to support the planning application for 95 residential units on a former haulage yard in Littlehampton.

Working closely with his former planning, development and new homes colleagues at Savills. Colin prepared layout plans and supporting illustrative design material which both maximised the development potential of the site and presented the scheme in the best light to secure planning permission.

The scheme was approved by the Council in early 2011.
