UPWARD BOUND PROGRAM

TRiO PROGRAMS

The Higher Education Amendmentsadded the fourth program

Designed to assist and motivate Veterans, a fifth program added

Amendments in 1986 added the sixth program.

The department created a seventh program to address the need for specific instruction in the field of math & science.

UPWARD BOUND PROGRAM

TRiO PRE-COLLEGE PROGRAMS

First established on this campus in 1982, TRiO pre-college programs such as Upward Bound, Talent Search, Veteran’s Upward Bound and Upward Bound Math & Science have contributed to the University's efforts in serving and maintaining its connection to the local community and its students.

While student financial aid programs help students to overcome financial barriers to access higher education, the TRiO programs help students overcome class, social and cultural barriers.

Upward Bound is a year-round program consisting of three phases:

UPWARD BOUND PROGRAM

SUMMER COMPONENT

Summer Residential Program June 7th to July 18th Students are required to attend our six-week summer residential program. The summer component prepares students academically for the following school year and acquaints them with college life.

Bridge Program UT Arlington Summer Session II

After graduating, seniors can apply for enrollment into the second summer semester at UT Arlington, earn 6 hours of college credit and receive free tuition, books, housing, food & recreation at no cost to themselves or their families.Stipend Participation Students can earn a fifteen dollar stipend each week of the summer program if they meet program guidelines.

The ultimate purpose of the summer component is to prepare the student

academically for the following school year and acquaint them with college life.

UPWARD BOUND PROGRAM

SUMMER RESIDENTIAL PROGRAM

Participants will complete the following:

• Live in the campus residence halls, eat meals in the Connections Café dining facility and take courses in classrooms on campus.

• UB Participants classes will begin at 8:00 a.m. and spend at least four (4) hours in academic courses designed to prepare them for college-level academics and then spend four (4) hours in afternoon elective courses.

• Prepare and compete in Academic Bowl Competitions (U.I.L. based academic and athletic contests) held during the summer program. First, Second and Third place individuals will be rewarded.

The curriculum, services and activities provide participants with intense instruction and enrichment activities in core academic subjects such as mathematics, laboratory science, foreign language, composition & literature and computer science.

Recreational activities, workshops, community service projects and study sessions areplanned to complete the students’ summer residential experience.

Dual Credit is being offered through the TRIO Pre-College Programs in partnership with Tarrant County College District Southeast Campus and participating school districts. To be eligible, students must: have completed their sophomore year and have a 2.5 GPA (C)

UPWARD BOUND PROGRAM

ACADEMIC PROCEDURES

REQUIRED TESTING:• Testing is a necessary part of a program like Upward Bound. We

are required by the Department of Education to test our students and show that our program is indeed making a difference in their academic skills.

• Testing helps us chart the progress of individual students and plan a curriculum that is responsive to their needs. Any time that tests are administered, we ask that all students be rested, alert, and ready to do their best. Any student whose scores are lower than previous testing may be required to re-test. To remain in good standing with the Upward Bound Program, participants must take all required tests.

If a student has documented reason for not testing at a scheduled time, he or she must notify Upward Bound BEFORE the scheduled date and arrange for testing at an alternate time.

ACADEMIC PROCEDURES

PRE & POST TESTS:• All UB participants are required to take the pretests and posttests

administered by their instructors in their summer program classes. These tests are used to measure what the student learned over the course of the summer program.

• Students will not be permitted to participate in any classes or program activities until they have:

- Taken the pretests for all classes. - Take the posttest at the end of the summer program to remain in good standing with the program

• Students who do not complete all tests to the best of their ability will be placed on probation or given alternate student status

SUMMER CLASSES:• All Upward Bound students are required to take the following

academic classes: - Composition (Writing) - Literature - Mathematics - Science - Science Lab - Foreign Language

• Class periods for academic classes will range from 60 to 120 minutes long to allow time for presentation of a lesson and then follow-up practice or application.

• Assuming that students are cooperative and productive during class time, homework assignments can be kept to a minimum. Some homework assignments may be given to reinforce and improve retention of material presented in class, but they will not be very time consuming.

SUMMER CLASSES:• Students who are absent for any reason, even if the absence is

excused, are expected to make-up any missed assignments. This make-up work will need to be completed promptly during any free time available to the student.

• Elective Classes & Dual Credit Classes are available to students during afternoon hours.

ACADEMIC PROCEDURES

EXPECTED BEHAVIOR:• All Upward Bound staff persons, including instructors, have the

duty and right to enforce all program rules, policies, and regulations. Every Upward Bound participant is expected to respect their authority and to comply to their directives. Instructors have a responsibility to report rule violations and negative behaviors.

• SUPPLIES: Students will be supplied with binders, filler paper and dividers for their use during the summer program. Students are expected to keep their supplies and study materials in order. Students are to bring their binders, along with paper, pen and pencil to every class, including electives. Borrowing supplies or depending on other students/instructors to provide supplies is irresponsible and will be strongly discouraged. Students should also bring class materials that have been handed out previously and any assigned work.

• PROMPTNESS AND ATTENDANCE: Students are expected to be ON TIME for all classes.

- Students are to remain in their classes during the scheduled class time. - Students are to take care of personal needs, such as getting a drink of water or going to the restroom, between classes.

ACADEMIC PROCEDURES

EXPECTED BEHAVIOR:• Students are not to eat, drink, or chew gum during classes.

• Students are expected to be alert and awake during class time. Sleeping or putting one's head down on the desk is not permitted. Students are responsible for getting enough rest the night before.

• Students are expected to cooperate fully with their teachers and to take an active and positive interest in class activities. Students are to complete all in-class and out-of-class assignments made by their teachers ON TIME.

• All work will be graded and students are expected to maintain at least an 80% average in each class to remain in good standing.

• Make-up work will need to be done for any classes missed for any reason. This includes: illness, appointments, and family concerns. It is the student's responsibility to find out, from either fellow students or the instructor, about any make-up work that is due and to complete this work in a timely manner.

EXPECTED BEHAVIOR:• Students are to REFRAIN from the following types of behavior: - Any behavior that interferes with the instructor’s ability to conduct class. - Any behavior that interferes with any student’s ability to benefit from the instruction being provided or complete the assigned work. - Any behavior that has a negative impact on the overall learning environment. - Rude or disrespectful behavior

• Students will not argue with the instructor.

• Students will not question or challenge the assignments or the curriculum.

• Students will not complain about having to do assigned work.

• Students will show the utmost courtesy, respect and attentiveness to the instructor and to any staff person, guest or visitor who is present in the classroom.

EXPECTED BEHAVIOR:Electronic/Mobile Technology Devices include, but not limited to, laptops, netbooks, tablets, iPads, iPods, IPod Touches, smartphones, cellphones, and eReaders are restricted to the residential hall. Improper use of these items will result in confiscation.

ACADEMIC PROCEDURES

ACADEMIC HONESTY:All students are expected to understand and respect the concept of academic honesty, with respect to both school and the Upward Bound program. Academic dishonesty includes a variety of behaviors including, but not limited to, the following: - Turning in work done by another person as if it were your own. - Copying the work of another student and submitting it as your own, whether it is homework, a test, a paper, or any other kind of assignment. - Copying from any source--including books or other students' work--and not giving credit to the source. - Working together with one or more other persons on an assignment that is intended to be done by you alone. This includes "group writing" and revision of essays and their written assignments, as well as getting help on a take-home test that you are expected to complete without assistance. - Copying or attempting to copy answers from the test of another student. - Using "crib sheets" or any other kind of notes, materials, or assistance on a test when the instructor has not given clear permission for their use.

ACADEMIC PROCEDURES

ACADEMIC HONESTY:All students are expected to understand and respect the concept of academic honesty, with respect to both school and the Upward Bound program. Academic honesty includes a variety of behaviors including, but not limited to, the following (continued): - Communicating by any means (writing, talking, signaling, or otherwise) with another student during a quiz, test, or exam. - Assisting or allowing someone to copy your work without the instructor’s clear permission to do so. - Seeking any kind of aid from another student when the instructor does not permit such help. - Buying, stealing, attempting to acquire, or using a test, draft of a test or an answer key. - Getting someone to take a test for you, or taking a test for someone else.

If you choose to be academically dishonest by engaging in any of these or similar behaviors, you must be prepared to accept the consequences.

If you are aware of the academically dishonest behavior of others, either at school or at Upward Bound, you have a responsibility to report it to an appropriate authority: a teacher, a school official, or Upward Bound staff person.

ACADEMIC PROCEDURES

USE OF UTA LIBRARY:With their Upward Bound IDs, program participants will be able to check books out of the UTArlington Libraries. Most regular circulating books are loaned out for three weeks, but some materials have shorter loan periods.

For example, the high school textbooks from the Reading Resource Room on the second floor of the main library have a loan period of only ONE WEEK and overdue fines of $2.00 per day. Any student who checks materials out of the UT Arlington Library assumes responsibility for returning them on time and in good condition.

ALL FINES OR OTHER CHARGES INCURRED FOR OVERDUE BOOKS, DAMAGED BOOKS, OR LOST BOOKS ARE THE SOLE RESPONSIBILITY OF THE STUDENT AND PARENTS.

Parents and students are hereby advised that losing UT Arlington library books is a expensive proposition. The student will be charged overdue fines, a processing fee and the replacement cost. It is not unusual for these charges to total $100.00 or more, even for a single book. Furthermore, any student with outstanding library charges is barred from completing the application process to enter UT Arlington as an Upward Bound Bridge student until all bills are paid.

USE OF UTA LIBRARY:Library fines and charges cannot be paid at the library. The student will be billed for any amount due over $2.00 by the UT Arlington Bursar’s Office and will have to make payment at the Bursar’s Office in Davis Hall.

ATTENDANCE & PARTICIPATION:All students are required to participate in program activities and attend class as scheduled unless:(1) they have been signed out by a parent or (2) they are ill and have gone through the proper procedures for documenting

their illness and securing treatment. (An Absence Request Form must be submitted one week in advance to the UB Office.)

ATTENDANCE & PARTICIPATION:SIGN OUT BY A PARENT:

• If a student is to leave with a parent, that student is responsible for getting a permission form from a Resident Advisor or the office either before or between classes. Students are NOT permitted to leave class without a permission form.

• If a parent must pick up a student without having previously made arrangements, the parent should call the office. The student will be notified and given a pass.

• If the student leaves during the day, the parent must come to the UB Office to sign the student out and also to sign the student back in upon return.

Students who are signed out more than two times on non-emergency occasions during the summer program will face losing their space for the end-of-program travel or good status.

PROGRAM ACTIVITIES

ATTENDANCE & PARTICIPATION:IN CASE OF MINOR(NON-EMERGENCY) ILLNESS:

Parents will be called to pick-up any student who is ill to the degree that he/she is unable to complete their daily scheduled activities. This includes:

• A student who is ill before classes begin in the morning is to inform an RA and UB Administrative Staff.

• A student who becomes ill at any other time is expected to immediately inform

a staff person, such as a classroom instructor or someone in the office, of the illness. The student is not to go to the dorm or any other place. Non-emergency illness reports must be made in person -- a student may not send another student to report the illness.

• If a student has a contagious illness or is sick enough to require bed rest, parents will be notified to come get the student and take him or her home to recuperate.

PROGRAM ACTIVITIES

ATTENDANCE & PARTICIPATION:TARDIES• Students are expected to be on time for all classes and ready to work. Instructors

must enforce the policy on prompt attendance.

• Students are expected to take care of all personal business before or between classes.

• If the student is unavoidably detained in the office or in a class, he or she will be given a pass to give to the teacher, and the tardy will be excused.

IN ALL OTHER CASES, THE TARDY WILL BE UNEXCUSED.

Tardies due to personal problems or "emergencies," such as oversleeping, clothing problems, waiting to take a shower, etc. will be not be excused.

Classes begin on time, even when it is raining. Each student is responsible for having an umbrella, a raincoat, or a poncho for use on rainy days. Tardies or absences blamed on weather will be unexcused.

PROGRAM ACTIVITIES

MEALS (SUMMER FOOD SERVICES):All meals will be served in the University Center, Connections Cafe. The scheduled times for meals are: • Breakfast: 7:20 p.m. to 7:50 a.m.• Lunch: 12:00 p.m. to 1:00 p.m. • Dinner: is at 5:00 p.m. to 5:50 pm.

All students will be required to be present at every meal. In compliance with the nutritional guidelines stipulated, we must be sure you receive a well-balanced diet.

We plan to receive funding from the Summer Food Service Program (SFSP). In order for us to receive those funds you must eat regularly in the dining hall.

PROGRAM ACTIVITIES

DRESS CODE:Because people are judged by their behavior and appearance, participants in the Upward Bound program are to dress and behave in a manner that does not reflect negatively on them, the Upward Bound Program, or the university. Therefore, any clothing or behavior that is distracting, inappropriate, or indecent will not be tolerated.

Specifically:

• Scarves, head rags, bandanas, caps etc. are not to be worn at any time. Hats may only be worn outside to block the sun or rain but must be removed prior to entering a building, classroom, or vehicle.

• Clothing that is revealing, such as halter tops, spaghetti strap tops or shirts/blouses revealing cleavage or the midsection of the body (stomach/navel area and back side) will not be allowed. Shorts and skirts must be at least knee length

• Pants/overalls and shorts are to be worn properly and with a belt; no sagging jeans/pants or shorts.

PROGRAM ACTIVITIES

• Females can not wear two-piece swim gear (one piece swimsuits must be worn) and males can not wear shorts (swim trunks must be worn).

PROGRAM ACTIVITIES

FIELD TRIPS & ENRICHMENT ACTIVITIES:Participants may be provided opportunities to go on several field trips while in the summer program. These trips are planned to enhance the students' education, as well as personal growth. It is the philosophy of this program that the well-rounded education of students cannot be limited exclusively to classroom experiences. Therefore, it is imperative that activities are planned that allow students to explore new environments and experience a variety of activities. The program will pay all expenses associated with the planned activities during the field trips.

Participants are to adhere to the following guidelines when traveling:

• Be prepared to leave at the designated time.

• Dress appropriately, as requested for the trip.

• Be considerate of others when traveling, speak in moderate tones, avoid being loud and boisterous.

• Remember the Program Expectations and act accordingly.

AUTOMOBILES & BUS POLICY:Upward Bound students are not allowed to have or drive their own cars on campus. If anystudent is seen in any vehicle, disciplinary action will be taken. Should you ride TO CAMPUS OR RETURN HOME WITH ANYONE EXCEPT YOUR PARENTS, you must obtain a written permission slip signed by your parent and the Director of the Upward Bound program.

Any student causing discipline problems will be barred from riding the bus and placed onprobation until an Upward Bound Administrator has counseled with the student and parent regarding the situation. After the second discipline problem, the student will be permanently barred from the bus and depending on the situation will be either placed on strict probation or terminated from the program. All students are to adhere to the bus drivers' rules and regulations and show proper respect for the bus, the driver, and other riders at all times.

BOUNDARIES & RECREATIONAL SPORTS:Students must stay on UT Arlington’s main campus at all times. The College Park District is considered off-campus and therefore a restricted boundary for UB participants.

clogs, or heels should be worn.

Behavior: • Please conduct yourself in a manner that is respectful to others, yourself, and the Upward

Bound Program. During competitions, etc., please do not act in a foul way. This is for fun and recreation ONLY.

Peer /Residential Advisors:• Counselors are here to assist your needs. You are to follow their instructions. Please state

your need(s) to be met.

Discipline: • We want your "sport-rec" experience to be an enjoyable one. These rules must be followed

for safety and other program reasons. In the event you are ejected from a competition, written up for behavior, dress, or other prohibited behaviors, you will come before the program director, coordinator and special clubs/summer sport-rec coordinator.

SUMMER POINT SYSTEM:The points system is designed to give the students, staff and parents a consistent system ofaccountability and for measuring student achievement in the areas of participation, behavior and attendance.

• Each participant will receive three points (except for Sundays & Fridays, 1.5 points) for every program day the student is without rule violations against him/her.

SUMMER POINT SYSTEM:Points can be deducted from residence hall violations, academic/classroom misconduct, early check-out, late check-in and/or program violations. More than one violation or occurrence within one week will cause the student to lose one point per attendance, behavioror participation violation or per occurrence per day, (example of occurrence – checking out ofthe dorm before scheduled time, example of violation - falling asleep in class.) STIPENDS:Students can earn a fifteen dollar stipend each week of the summer program if they meet program guidelines. However, in the event a student fails to meet the program objectives, goals, and regulations, he/she will forfeit all or part of his/her stipend. Also, if a student does not inform the staff of non-receipt due to address changes or other unforeseen problems within 30 days he/she forfeit their stipend.

Students must meet all of their program responsibilities to be eligible to receive a stipend.

RESIDENCE HALL AND CONTACT PERSONNEL:UT Arlington Upward Bound students will be housed on-campus residence halls from June 7, 2015 to July 10th, 2015. These residence halls are owned an operated by The University of Texas at Arlington. As an Upward Bound participant, you are expected to respect the property, the rights, the safety of others & abide by all the rules and regulations.

All residence halls are under the supervision of a UT Arlington professionally trained director who will reside in the residence halls. The UT Housing Director & staff are responsible for the overall operation and will respond immediately in cases of emergency. Upward Bound will assign Resident Advisors to be directly responsible for the welfare and conduct of students to whom they are assigned. In emergency situations, parents may reach their child after 10:30 p.m. by contacting an Administrative Staff person.

VISITATION:Separate halls have been designated for male and female students. Students will not be allowed in the hall designated for the other gender.

In order to make the best use of our time together, we can not permit visitors during the week. However, parents are always welcome to visit in the lobby of the residence hall. While in the residence hall or on campus visiting, all visitors are subject to campus and Upward Bound regulations (no smoking, alcohol, dress code, etc.). Any parent creating a disturbance or not complying to program regulations will be asked to leave by UTA Police.

Visitation will be limited to those times when no activity is scheduled; please reference our summer calendar.

Any mobile/electronic device seen or heard will be confiscated and held until the end of that program week.

Upward Bound will not assume responsibility for any mobile/electronic device lost, stolen, and/or mishandled; nor allow parents to seek restitution from other program participants for damages and/or charges.

In cases of emergency after 11:00 p.m., parents may call an Administrative Staff person to

contact their child. If an Administrative Staff person is not available, contact the UT Arlington

Police in emergency cases.

CHECK-IN/CHECK-OUT:Each Sunday, parents must check students in their residence hall at 7:00 p.m. (see calendar for exceptions).

On Fridays, all parents must check out their students at 12:00 p.m. from their residence halls (see calendar for exceptions).

When checking in for the first time, each student will be issued a student handbook & binder.

Students who are not picked up by their parents by 1:00 p.m. will be taken to the UT Arlington Police Station for parental pick-up.

Students will not be permitted to check-in after 7:50 p.m. If an emergency arises on Sunday and you see that you will not arrive before the 7:00 p.m. check-in curfew, you must notify an Administrative Staff person by 5:00 p.m. All students missing check-in must be signed in by their parents the following Monday at 8:00 a.m. in the Upward Bound Office.

MAV EXPESS ID CARDS:All Upward Bound participants will be issued an Identification Card to be used while participating in the program. ID cards must be carried by UB participants at all times while on campus or on group travel.

The participants are expected to abide by the following:• The ID card is property of UT Arlington and must be shown to any university or

program official (this includes bus drivers) upon request.• A replacement fee of $20.00 will be charged if this card is lost, mutilated, or

destroyed.• Loaning the ID card to someone else is not permitted, and may result in disciplinary

action.• The ID card must be validated each semester.• Upon completion of the program or termination from program, the card must be

returned to the Upward Bound office.• The current validated Upward Bound ID card should be carried to every UTA Upward

Bound activity including tutoring, classes, and trips.• Anyone who cannot show his /her current ,valid Upward Bound ID card may be barred

from riding the Upward Bound bus, participating in an activity, eating meals, or participating in group travel.

Each student will be issued one I.D. card for which he/she will be responsible for the entire six weeks.

MAV EXPESS ID CARDS:WHEN ISSUED YOUR UTA I.D. CARD, YOU HAVE ACCEPTED THAT DISCIPLINARY PROCEEDINGS MAY BE INITIATED FOR:

• Giving a card to any individual who is not an employee of the Housing Department or Upward Bound staff (i.e. to parents, friends, relatives, etc).

• Having unauthorized possession of someone else's card.• Failure to report losing or misplacing your card.• Providing access for a non-resident who violates any state, university, or

housing policy once in the hall.• Propping or holding doors open. The system is hooked up to the police

department, and when the door is left open, an alarm sounds and the UT Arlington police are dispatched to investigate. Disciplinary proceedings entail potential removal from the program.

Remember: It takes a thief only about eight seconds to enter your room and remove an unsecured object.

ELECTRICAL APPLIANCES:Portable TV's, radios, and electrical clocks are permissible in the residence hall rooms. If you like to hear your music LOUD, please wear headphones. Music in your room will be limited to your area and should not be heard in the hall or the rooms next to you. Also, TV antennas cannot be placed outside of windows, so please keep them in your rooms. Hot plates, amplified guitars, and toasters are examples of items NOT allowed in the residence hall. Equipment used improperly will be confiscated and returned to the student's home. The program is NOT RESPONSIBLE for loss or damage to this equipment.

Use of TV and Radio is prohibited after 10:30 p.m.

FIRE ALARMS, ETC.:Fire alarms are provided at various locations in the hallways. Evacuation information can befound on the back of your room door. There are emergency exits at each end of the hall and fire extinguishes are located centrally.

DO NOT TAMPER WITH EITHER THE ALARMS OR THE EXTINGUISHERS. It is important that they be in good working order should an emergency arise.

Should a student decide to violate this request, he/she will be totally responsible for the $3,000.00 fine and given up to 10 years in jail, as Texas state laws allow for such violations.

Fire alarms and fire extinguishers are located throughout the halls for your safety. Any person(s) found tampering with FIRE ALARMS, FIRE EQUIPMENT and FIRE PREVENTION alarm, smoke detector, or fire extinguisher, will be subject to suspension from the program and the fine. In the event of a fire, immediately call 2-3003 and contact a staff member.

ROOM MAINTENANCE:You are responsible for keeping your room clean and undamaged. Each room will be thoroughly checked upon arrival and again before departure. Both roommates will share the cost of missing or damaged items. If any personal or university property is damaged or stolen, it should be reported to an Upward Bound staff member immediately. Students damaging or defacing other student's or university property will be dealt with appropriately.

You will be responsible for cleaning your own room and for maintaining the areas that Upward Bound uses, such as classrooms, residence halls, TV room, study room, activity area, and living room. Brooms, vacuums and mops will be available in the residence halls forstudent use. Please do not hesitate to use them, especially during the last week as we prepare to go home for the summer. It is extremely important that we leave all public areas we use CLEAN, as other groups and students will be using the same areas.

All students must be in bed by 11:00 pm even if that precludes a shower. Students must be in their rooms from 10:30 p.m. to 6:00 a.m. No phone use is allowed after 10:30 pm. We want you to be especially considerate of others this summer. That means keeping the radio turned down at all times and not slamming doors at anytime. The doors slam easily so it will be your responsibility to insure that they do not slam.

strictly forbidden. If students are always where they are supposed to be, then the possibility of accidents or problems are decreased. The staff has assumed a tremendous responsibility for your safekeeping.

Should you wish to leave campus for any reason other than an Upward Bound activity, you must obtain permission from the Director of the program. A written permission slip SIGNED BY YOUR PARENT OR GUARDIAN must be on file in the office. These slips will be made available to you and must be returned to us before you will be allowed to leave.

PARTICIPANT DISMISSAL & APPEAL PROCESS:A participant in the Upward Bound Program may be dismissed from the program for failing to live according to the students expected behaviors and general rules and guidelines outlined in this student handbook. No warning will be given or sent to Parents due to time restraints and the length of the summer program.
