Dear Applicant, Thank you for your interest in the Manager Water, Sewer & Waste in the Infrastructure Department position with Council that was recently advertised. All applicants are must complete and submit the following: Part A. Completed Application Form (Attached Below) Please complete all the details and provide a telephone number so that Council may contact you during working hours, should you be successful in gaining an interview.

Part B. Response to the Selection Criteria (Essential and Desirable) You must provide a written response to all of the Selection Criteria (Essential and Desirable) as provided in the Position Description below on page 11. You are required to demonstrate how you meet each essential as outlined in the position description. Part C. Resume You must attach a copy of your updated resume providing an introduction. The resume must contain your employment history explaining activities performed and must include a list of qualifications obtained. It is preferred to have a photo in the resume. Part D. Cover Letter You may wish to add a cover letter explaining your motivation for the application. Council may not consider your application for an interview if response to the Application Form (A), response to the Selection Criteria (B) and Resume is not provided.

Part E. TRAINING / PROFESSIONAL DEVELOPMENT Please provide details, supported where appropriate with copies of certificates, of training and professional development courses completed.

Primary Purpose To lead and manage the operation of the department and deliver the actions of the Delivery Program and agreed services or functions and contribute to the strategic direction of council.

Deliver the services and/or functions of the departmental portfolio according to legislation, adopted strategies and plans to meet community needs and organisational priorities.

Translate the principal activities of the Delivery Program and Operational Plan into plans, programs and projects.

Provide accurate, timely, professional guidance and advice to the Manex Team as required, with respect to matters likely to affect the delivery of the department’s services and functions.

Prepare and manage department budget to meet project, operational and strategic financial obligations and targets.

Develop and implement projects relative to the department’s portfolio. Develop quotations and tender documentation in line with Council’s procurement

guidelines. Manage contractors to ensure compliance with WHS responsibilities and contract

specifications. Undertake research and prepare reports, plans and strategies in a timely manner. Manage, support, develop and guide the work and performance of staff reporting directly

to this role and through them, the staff of the department. Promote, model and reinforce cross-functional collaboration through information sharing

and knowledge transfer.

Essential Criteria 1. Degree qualification in engineering or a related discipline with demonstrated contemporary

experience in a similar role; or substantial contemporary experience in a similar role, coupled with ongoing professional development to support contemporary knowledge.

2. Contemporary knowledge and experience in water and wastewater plant operations at a management level.

3. Proven ability to engage with and influence internal and external stakeholders to achieve fit-for-purpose outcomes that drive the achievement of strategic goals.

4. Demonstrated ability to understand, interpret and apply relevant legislation, particularly in the areas of water and wastewater operations.

5. Demonstrated interpersonal and communication skills, including influencing and negotiation, research, information analysis and report writing to facilitate planning, decision-making and continuous improvement.

6. Proven track record leading, developing and supporting staff to achieve work targets and objectives efficiently and effectively.

7. Current Class C drivers licence.

Desirable Criteria 1. Post graduate qualification in management or finance. 2. Demonstrated knowledge and experience in managing the construction of water and

wastewater infrastructure. 3. Demonstrated experience in the management of landfill facilities and/or operation of

transfer stations.

1. PRE-EMPLOYMENT MEDICAL EXAMINATION As part of Council’s employment policy, all new employees are required to satisfactorily complete a medical examination undertaken by a practicing medical officer of the employee’s choice and at Councils expense. The results of the medical examination shall be kept confidential. The purpose of the medical examination is not to determine the success or otherwise of the applicants employment, and is in the interest of the prevention of industrial injury and to identify any existing injury or incapacity. 2. HOURS OF WORK The majority of Council’s salaried staff is employed on a 9-day fortnight of 70 hours per pay period. Council’s wages staff works a 9-day fortnight of 76 hours per pay period. 3. PAY ARRANGEMENTS. Employees are paid on a fortnightly basis with the pay being deposited directly into an account nominated by the employee. 4. LEAVE PROVISIONS All leave provisions are in accordance with the current Local Government (State) Award and all relevant federal legislation. Leave provisions include Sick Leave, Carer’s Leave, Annual Leave, Long Service Leave, Parental Leave (General), Requests for Flexible Working Arrangements, Paid Parental Leave, Concurrent Parental Leave, Adoption Leave, Other Paid Leave, Bereavement Leave and Leave Without Pay 5. INTERVIEW EXPENSES Council will pay reasonable travelling and out of pocket expenses to applicants attending an interview for the position and must be agreed prior to accepting the offer of interview. Should an applicant be offered the position and the applicant declines it, the applicant will not be paid travelling or out of pocket expenses. 6. TELEPHONE Should Council require the position holder to be contactable for out of hour’s emergencies and Council business, Council will provide a mobile phone under the current Council usage plan. In such cases Council may require the afterhours contact number to be listed in Council’s section of the telephone directory.

7. SUPERANNUATION Superannuation is available to employees through their current or any approved fund of the employee’s choice. Council also pays occupational superannuation on the employee’s behalf. 8. SOCIAL CLUB A Social Club is available for employees. A small fortnightly contribution via the payroll is made which generally covers the cost of a Christmas function or similar function for employees and their partners. 9. WORKING ENVIRONMENT Council promotes a smoke free working environment for the general health of employees, and is an Equal Employment Opportunity (EEO) employer. 10. COUNCIL STRUCTURE Council is comprised of 9 elected Councillors and Ordinary Council meetings are held on the 3rd Thursday of the month, commencing at 9.00am. The General Manager, Directors and some specialist staff are required to attend Council meetings 11.
