1. THE UNIVERSITY

The University of Hyderabad, a premier institution of postgraduate teaching andresearch in the country, was established by an Act of Parliament (Act No.39 of 1974) on2nd October, 1974. It is the first Central University to have been established in southern

India. In addition to federal funding, it receives substantial research funding andsupport from other sources at home and abroad, and attracts the best students andfaculty from all over India.The University is located on the old Hyderabad-Bombay Highway, about 20 km from thecity of Hyderabad. Stretching across a serene and green stretch of 2,300 acres of land,the campus houses academic and administrative wings, support facilities and residentialrequirements of the campus community constructed over the years. The campus in thecity, The Golden Threshold, the residence of late Sarojini Naidu, was bequeathed tothe university by her daughter, late Padmaja Naidu.

The University is one of the five Universities in India accorded the status of

University with Potential for Excellence by theUniversity Grants Commission (UGC).It is the only university among the top 50 institutions in India with publications inCitation Index Journals rated under the HIGH OUTPUT-HIGH IMPACT category bythe National Information System for Science and Technology (NISSAT) of theDepartment of Scientific and Industrial Research (DSIR). The National Accreditationand Assessment Council (NAAC) has accorded the university the top rating of FiveStars. The university is a member of the Association of Indian Universities, (AIU), theAssociation of Commonwealth Universities (ACU), and International Council forDistance Education (ICDE).

Objectives:

The objectives of the university as envisaged in the Act are:

to disseminate and advance knowledge by providing instructional and researchfacilities in such branches of learning as it may deem fit and by the example of itscorporate life, and, in particular, to make special provisions for integrated courses inhumanities and science in the educational programmes of the University, and to takeappropriate measures for promoting inter-disciplinary studies and research in the

2.2 Eligibility Criteria

Admissions to the Distance Education diploma programmes are open to all thosewho fulfill prescribed qualifications, without any distinction of race, caste, creed,language, age or sex. Admissions are made strictly on the basis of merit. There is NOENTRANCE EXAMINATION. The marks obtained by the applicants in their graduateexamination (i.e., B.A /B.Sc/B.Com./ B.Lib.Sc. B.E.B.Tech,M,A,M.Sc,M.Com,MBA etc.)is the basis on which the merit list for admission is prepared for all courses. Thereforeonly students who have completed their courses/degree or at least have taken their finalexaminations (and are awaiting results) are eligible to apply for admission into thesediploma programmes. However, additional academic qualifications and professionalexperience are taken into consideration for all admissions. (For courses to be offered

in 2008, only students who graduated on or before 31-12-07 or have taken thefinal examination in September/October 2007 and waiting for results are eligibleto apply)..

The target groups for these programmes are either in-service personnellooking to improve their skills and knowledge or fresh graduates wishing to improve theiremployability. Students pursuing other full time or part-time courses in this University orother Universities / Institutions may also seek admission to these programmes providedthey fulfill the eligibility criteria.

The university reserves the right to decide the exact number of students to be

admitted in each programme, depending on the demand for the course and its coursedelivery capacity. The university may not normally admit more than 250 or less than 20students in any Programme. However the university may consider in certainprogrammes to offer even without the minimum number of students subject to priorapproval from the Vc/Pvc. Post Graduate certificates may be awarded to those whowish to terminate their programme after successful completion of one term.

The eligibility of students passing their qualifying examinations fromuniversities following the letter-grading system/Cumulative Grade Point Average(CGPA) will be determined on the basis of percentage equivalent to the lettergrade/CGPA obtained by the students as per the conversion formula adopted by theuniversity concerned. In the absence of any such formula, the decision of this Universitywill be final in determining the percentage equivalence.

3. SELECTION PROCEDURE

The selection for admission to a programme is made on the basis of merit,academic record, professional experience, and service rendered in the areas that aredirectly related to the subjects.

3.1 Intimation of Selection

The candidates selected for admission will be intimated by post individuallyunder certificate of posting. The list of selected candidates will also be displayed on thenotice board at the Centre for Distance Education and on the university websitewww.uohyd.ernet.in

3.2 Reservations for SC & ST Students

In accordance with the policy of the Government of India and the guidelines ofthe University Grants Commission, 15% and 7.5% of admissions for each course will bereserved for students belonging to the Scheduled Castes and the Scheduled Tribesrespectively, with a provision for inter-changeability between these categories, wherevernecessary. Students applying for such programmes should submit, along with theirapplication, a copy of their caste/tribe certificate from a Revenue Officer not below therank of Tahasildar/Mandal Revenue Officer.

3.3 Reservations for Physically Challenged (PC) Students

3% of admissions for each course are reserved for physically challengedstudents with the minimum degree of disability to the extent of forty percent, providedthat their physical disability does not hamper pursuit of the course. Each physicallyhandicapped student shall be required to submit a certificate from a Civil Surgeonindicating the extent of visual/physical disability and also the extent to which thedisability hampers the student in pursuing his/her studies. The students may have toundergo a fresh medical examination, if decided by the university, before beingadmitted.

3.4 Admission of Foreign/NRI Students

Foreign students will be admitted over and above the approved intake in eachprogramme up to a maximum of 5% of the sanctioned number for each course. Foreignstudents residing in India or abroad may also apply for admission in the prescribed formpreferably by the stipulated date, but not later than 28th February 2008. Those who havepassed the qualifying examination from universities outside India should enclose withtheir application copies of the relevant certificates, and mark sheets together with theEnglish version of such copies, duly attested if they are in a different language. Foradmission to a diploma programme, the foreign student concerned must have at least

passed the qualifying examinations. Proficiency in English is a pre-condition foradmission. They have to pay programme fee at a different rate as shown under in 5.4(5.5 Programme fee for foreign Students)

4. GENERAL INFORMATION

4.1 Admission

Students found suitable for admission to a programme will be informed about

the Programme Fee which has to be paid within the prescribed date. Only those whopay the fees within the stipulated date are treated as admitted. Mere receipt ofadmission offer letter does not entitle any right to claim admission.

Students who do not furnish full information and proof, by attachingATTESTED (by a gazetted officer or a person holding equivalent rank) XEROX COPIESof certificates, marks sheets and service certificates (clearly showing the number ofyears of service and the field of work) about their academic/ professional record areliable to be rejected. Irrespective of the claims made by an applicant on the proforma,marks weightage would be given ONLY on the basis of certificates and transcripts thatare ATTESTED. Any document sent separately, after submission of the application, will

not be considered.

Verification of all the original certificates/ marks certificates /experiencecertificates will be done at the time of I TERM contact classes on the campus. Thestudents are, therefore, required to bring their original certificates when they attendcontact classes. Students will be permitted to appear for the term-end examination onlyafter this verification. Until then their admission will be provisional.

4.2 Submission of Application Forms

Applications completed in all respects accompanied by copies of

relevant certificates can be sent to the following address on or before the lastdate prescribed on the admission application form.

4.3 List of Enclosures

4.4 Enrolment NumberOn payment of programme fee, students will be informed of their enrolment

number which will also be displayed on their Identity Cards. This enrolment number willcontinue for a maximum period of three years, or until the course is completed,whichever is earlier. The same number will be used as the examination roll number ofthe student. The Enrollment number changes if readmission is given for the sameprogramme.

4.5 Identity CardOn receipt of the programme fee, Identity Cards indicating the students

The Centre for Distance Education has adopted the general semester systemfollowed by the university, except that these programmes follow the calendar yearpattern (Jan-Dec). The programmes are spread over two terms in a year. Those whoare not in a position to complete all the courses in the two terms at a stretch can defer a

term or a part thereof (i.e. certain courses), provided they complete the programmewithin a total period of three years, including the year in which the students are enrolled.

4.7 Contact Classes and Practical Work

All students admitted to the distance education programmes are required toattend contact classes at the university campus, with at least 75% attendance in thecontact classes and practical sessions in those programme where lab sessions arecompulsory. They must participate, to the satisfaction of the Coordinator of aprogramme or tutors of the courses and the Director, CDE, in study-seminars, sessionsand counseling sessions as may be prescribed. This carries a weightage of 20% of the

total marks.

4.8 Exemption from Contact Classes

Since most of the programmes offered are highly practically oriented and canbe completed in 3 years, requests for exemptions from attending contact programs/practical work will not be entertained.

4.9 Accommodation

The CDE is not obliged to provide accommodation for participants.during

contact classes/Examinations. However accommodation will be made on the basis ofavailability in guest house /participants hostel/university Hostels on campus.

5. PAYMENT OF FEES AND FEE STRUCTURE

Students admitted to the Postgraduate Diploma programmes have to pay thefees for the programme admitted to in two equal installments or as a single amount bythe prescribed date mentioned in the admission offer letter.

5.1 Mode of PaymentAll payments should be made through demand draft obtained from StateBank of India or any nationalized bank drawn in favour of The Finance Officer,University of Hyderabad payable at Hyderabad. Cheques, P.O.s, cash, credit /debitcards, money order and money transfer will not be accepted. The following informationshould be given on the reverse side of the Demand Drafts/pay order:

5.2 Delayed PaymentIf a student fails to pay the 2nd installment fee by the due date with or without

late payment, mailing of second term course material will be withheld. However, inexceptional cases, the university may permit students to continue their studies bypaying the second term fee for the next session and attending contact sessions subjectto payment of the following penalties. By which they can complete course requirementsup to three years from the date of admission /Registration / Enrolment, which stands usbase year.

5.3 Reimbursement of Tuition Fee for SC/ST StudentsStudents belonging to SC/ST categories are required to pay their programme

fee first and then submit their scholarship forms, duly filled in all respects, to the DealingAssistant at CDE, during the first term contact classes on campus. The scholarshipapplication form will be processed by the Department of Social Welfare, Government ofAndhra Pradesh. Eligible students will be considered for reimbursement by theGovernment of Andhra Pradesh. provided (a) they are unemployed, (b) their annual

parental income does not exceed Rs.38,220 for non-professional courses and Rs.50,920 for professional courses, and (c) they produce valid certificates from thecompetent authority to support their status . Incomplete applications are liable to berejected.

Students applying for reimbursement will also have to submit their originalSSC or Matric and Graduation Certificates, Marks Memos, Transfer Certificate,Education Gap Certificate (if any), Income Certificate, Caste Certificate, and NativityCertificate within a month of their admission and registration, failing which their caseswill not be considered for award of scholarship. After the verification of the originalcertificates by the Social/Tribal Welfare officer of the Government of Andhra Pradesh,the certificates will be returned to the students. Original certificates should be submitted

only after admission but not at the time of applying for a programme. Students from theabove category belonging to other states Union Territories admitted to programmes ofthe university are also required to pay their programme fee first and claimreimbursement from the Social/Tribal Welfare Departments of their respective states &Union Territories (UT) on their own.

7.EVALUATION

The evaluation system of these diploma programmes is designed to testsystematically the students progress in the courses offered, through internalassessments as well as term-end examinations.

7.1 Internal Assessments (Assignments)Internal Assessment will be done through evaluation of assignment which will

be sent alongwith the initials dispatch of course material. The Completed Assignmentshave to be sent back to the Director, Centre for Distance Education, by the stipulateddate. They will be evaluated for 20% of the total marks.

7.2 Term-end ExaminationsPerformance will also be assessed through a term-end examination at the

end of each term, which will be evaluated out of 60%. Student should score at least 15marks out of 60. Only those students who satisfactorily complete the contact sessions(or submit their Term Paper/ Lab Test in case of Foreign/NRI students who are

exempted from the contact classes) and submit assignments before the stipulated dateare eligible to take the Term-end examinations.

7.3 Examinations for Foreign students/NRIsEfforts will be made to conduct term-end exams for NRI/foreign students with

the help of the Indian Embassies/Indian High Commission situated there. In case it isnot feasible to conduct exams in the country of their residence, they should be preparedto come and appear for examinations at the University of Hyderabad, Gachibowli,Hyderabad.

7.4 Contact Sessions for Foreign Nationals/ NRIsAll students including foreign nationals and NRIs staying abroad are

exempted from contact sessions but they should submit a term paper on a specifiedtopic at least 15 days before the commencement of the examinations. The term paperwill be intimated to the students, if he/she applies for exemption well in advance. Theterm paper/lab test carries a weightage of 20%.

8. RESULTS

The final results for each programme are determined on the basis of (a)Attendance in contact classes and practicals, (b) internal assessment, and(Assignments) (c) performance in the end-term examination, in the ratio 20:20:60. Thefinal result in each course will thus be calculated on the basis of continuousassessment, in the following manner.

A student is declared passed in a course only if he/she secures a minimum of40% marks, (internal assessment, contact classes, and term-end examinations puttogether) provided that he/she secures a minimum of 25% marks at the term-endexaminations. Students with less than 40% marks in any course taken by him/her, mayappear for re-examination in the course concerned in the next term-end examination.Candidates failing in any course/paper have to pay Rs 50/- per course/paper to appearin the subsequent examinations.

8.1 Grading

Successful students will be awarded divisions on the basis of the averagemarks obtained by them as follows:First Division with Distinction: 75% & aboveFirst Division : 60 % & above but below75%Second Division: 50% & above but below 60 %Third Division : 40% & above but below 50%8.2 Improvement

Students may improve their performance in any course on payment of Rs.100/- for each course. This facility will be given only once in a course and should berequested within four weeks of the announcement of results. There is no provision forimprovement of marks for assignments, contact classes, practical sessions (wherever

compulsory) or for Project Work/Project Reports. There are no supplementaryexaminations for any programme.

8.3 Re-counting

Re-counting of term-end exam answer scripts will involve recounting ofmarks, re-totaling and a special scrutiny to see if any portion of a question or a wholequestion was inadvertently left unmarked. Requests for re-counting should be madewithin 21 days from the date of publication/announcement of results, and should beaccompanied by a draft for Rs.200/- per course towards Re-counting Fee. The results ofre-counting will normally be communicated to the students before the next examinations

are held. If any variation is found as a result of re-counting, the university will accept thehigher of the two, and a revised provisional marks memo will be issued to the studentsfree of charge. There is no provision for re-evaluation of assignment marks and answerscripts.

8.4 Re-examination:

Students who fail to complete the course requirements of a given term candefer any course or all courses to the next year. They could also defer the complete

programme to the next academic year. Any assignments done and internal assessmentmarks earned will be carried forward to the next term/year. Students who fail in a coursein a term, may pursue the 2nd term by paying the remaining part of the programme fee.They can appear for re-examination in the failed courses at the subsequent terminalexaminations. To facilitate this, examinations for both 1st and 2nd terms are conductedat the end of each term. All students are expected to complete their courserequirements within a period of six academic terms. Those who do not complete theprogramme in all respects can re-enroll themselves for the programme by paying halfthe-Programme Fee. In such cases study material will not be issued again.

8.5 Memorandum of Marks

Provisional marks memo would be issued to students on completion of the

first term. But Provisional Certificate-cum-memorandum of marks would be issued onlyafter a student completes all course requirements. In normal cases, they would be sentthese documents at the end of the academic year.

8.6 Final Diploma Certificates

Certificates will be issued after satisfactory completion of programmerequirements on payment of Rs. 250/- through a Demand Draft drawn in favour of theFinance Officer, University of Hyderabad, Hyderabad 500 046, payable at Hyderabadon State Bank of India or from any nationalized bank, along with the II term installmentfees.

8.7 Duplicate Diploma/Certificate

All certificates and diplomas, including marks memo, or even identity cardswill be issued only once. If lost, the students can request the Director (CDE) for aduplicate on payment of Rs.200/- through a DD drawn in favour of the Finance Officer,University of Hyderabad, at Hyderabad from State Bank of India or from anynationalized bank in Hyderabad. However, duplicate of the Final Diploma Certificate willbe issued only after producing necessary police enquiry Certificate and payment of Rs.600/- .

bank.8.8Tranfer of Credits/Marks

A candidate who has successfully completed a PG Diploma programme fromthe CDE, and who wishes to join another diploma programme of the CDE, with commonpapers or courses, will be exempted from the contact classes and examinations forthose course/papers which are common. The marks and credits for the papers whichare common will be transferred. However, she/he should pay all tuition fees prescribedby the university from time to time for the programme.

The Internet is bringing about a world of change in the field of business andcommerce in India: e-commerce, Internet Banking, e-governance, etc. For thesetechnological developments to be effective, a congenial legal environment is mandatory.The Government of India has on the anvil a number of bills to provide a legalenvironment in which e-commerce/ e-banking transactions can take place; so that therewould be legal remedies readily available to settle disputes. This inter-disciplinarycourse is designed to address the needs of the Legal Community as also of Scientists,Technologists, Software Personnel explaining to them the Technical and Legal issues ofCyber Laws and Intellectual Property Rights. It is a bridge-course wherein LegalPersonnel are taught the intricacies of computers and security management whilesoftware personnel are taught the essential legal subjects of relevance to theirprofession. Computer lab classes will be conducted before and after the contact classes,for an extended period based on adequate response from the participants. Theseclasses will be conducted in the recently developed Cyber Security and IPR Lab of theuniversity. In addition to the usual lab classes in MS-Office, C-Language, there will beLab sessions in Legal Databases, hacking and its prevention, Encryption andDecryption of Digital Signatures based on RSA-algorithm and accessing the PatentDatabase etc. Hands-on Lab experience is an integral and important part of the coursestructure. Also, participants are given free access to the internet and encouraged tovisit relevant Legal sites for Case Law and project work.

The course would be an important additional qualification for legal personnelspecializing in cyber laws and IPR Laws. Also, software personnel would findopportunities for employment as Patent Agents and with Patent-cells of the softwareorganizations. growing industries in the globalized economy. The programme is mainly targeted forthe individuals who wanted to experience various emerging issues in the field ofBusiness Management. The Governments vision of Power of All by 2010 and all households by2012 requires an additional capacity of over 100,000 MW and nearly Rs. 10,30,000crores investment in associated transmission and distribution infrastructure. With theentry of FIIs and private investors there is now a competitive environment in the Indian

power sector as organizations are restructured into strategic business units instead ofbeing state-controlled. It is therefore incumbent on State Power Utilities to applybusiness prudence in all decisions and actions. The officials and supervisory cadrescharged with this responsibility will require strong business management skills. TheSchool of Management Studies attempts to impart such knowledge and skills through itsone-year Postgraduate Diploma in Energy Management. The art of Make-up has tremendous job potential in the fields of Film andMedia Industry, Performing Arts including Dance and Drama, Modeling and FashionIndustry. The course aims to provide basic and advanced training in the art of make-upand its techniques through hands-on training to enable the students to workprofessionally in the areas of Media, Film, Performing Arts and related fields. The broad objectives of the programme are to
