    Supporting Systems to Enhance Technical Skills of PIs in

    Rural Development

  • PIs in the Mission of UBA -1

    To select suitable rural clusters and effectively participate in the

    holistic development of these clusters thru :

    • Use of eco-friendly technologies and local resources

    • To create sufficient employment opportunities in the process

  • PIs in the Mission of UBA -2

    • To reorient the ethos, the academic curricula and the research

    programs in professional institutions to make these more

    compatible with the national needs including those of rural

    areas.

  • PIs in the Mission of UBA -3

    • To develop a robust mechanism of networking among

    educational institutions, implementation agencies (PRIs)

    and the grass root organizations.

    Development of Standard Methods & Resource Material

  • SEGs in the Structure of UBA

  • Main Responsibilities of Subject Expert Groups in

    Concept Note

    The Subject Expert Groups will be responsible for:

    • Preparing and updating the Status-cum-knowhow resource

    manual and other training material

    • Conducting the required training workshops in various

    specialized areas of intervention for all the UBA

    functionaries

  • Main Responsibility of Subject Expert Groups

    OM issued by the Ministry of HRD

    • The Subject Expert Groups are institutions which

    have been appointed by the NCC for providing

    operational expertise sought by the HEIs engaged in

    the village exercise.

    • They evaluate and approve the technical solutions proposed

    by the HEIs and monitor the customisation process.

    • Technical solutions are to be developed or customizes to the

    local requirements.

    • A Small grant would be available under the scheme, as

    recommended by Subject Expert Groups.

  • Detailed Objectives of Subject Expert Group - 1

    • To act as think tank and technical expertise resource.

    • To provide guidance on the vision, strategies and tentative

    roadmap in the subject area.

    • To develop design and training manuals for all the technological

    solutions.

    • To work towards development of Digital Knowledge Systems.

    • To provide requisite training, orientation, and help in actual

    implementation process (for PIs).

    • Design and development of UBA oriented courses for Higher

    education institutes.

    • Evaluation and recommendation of new technical solutions

    submitted by PIs or any other Inventor.

  • Detailed Objectives of Subject Expert Group -2

    • To evaluate and recommend proposals submitted by PIs

    for village development.

    • Scheme -1 : Assistance for selection of technologies : Rs. 1

    lakh.

    • Scheme-2 : Assistance for customization of solutions: Rs.

    50,000/-.

    sustainable agriculture practices.

    • Development of technical manuals for design and development of

    various farm tools and agricultural equipment for small scale

    farming.

    Expectations : IIT Kanpur

    • Identification of Major Rural Craft Systems.

    • Recognition of most successful products and practices in each

    system.

    • Development of design and process manuals for selected

    products/processes.

    • Development of standards for major equipment used in each

    system.

    • Training of Artisans for better marketing and presentation of the

    products.

    • Development of generalized business/marketing sites for local

    artisans.

    • Identification of research topics relevant to this area.

    • Generation of Knowledge systems and training of artisan in

    forgotten ancient craft systems.

  • Rural Energy Systems: Specific Expectations

    • Identification of various thermal, mechanical and electrical energy

    systems needed in a rural settlement.

    • Geographical and Resources based Classification of these needs

    based on Major Rural Craft Systems.

    • Estimation of Local available Energy resources.

    • Development of design and operational manuals for various energy

    production systems.

    • Recognition of most successful energy production systems available

    in local markets.

    • Development of standards for major equipment used in each energy

    system.

    • Training of local technicians for operation and maintenance of each

    energy system.

    • Development of entrepreneurship models and training of locals.

    • Development of simplified methods to estimate available,

    required and wasted water resources for various rural needs.

    • Development of scientific manuals on traditional water

    conservation and utilization practices.

    • Development of technical manuals for construction of

    sustainable water conservation and distribution systems.

  • Sanitation & Solid-Liquid Waste Management :

    Specific Expectations : IIT Madras & IIT Delhi

    • Design manuals for construction of basic sanitation facilities.

    • Integration of sanitation and waste water management and treatment.

    • Estimation and control of water requirements in regular maintenance of

    sanitations systems.

    • Development of simplified methods to estimate both solid and liquid waste

    generated in a rural settlement.

    • Geographical classification of waste generation.

    • Development of manuals for healthy and safe handling practices.

    • Design of basic equipment for handling of waste.

    • Development of various manuals for processing and utilization of locally

    available waste.

    • Development entrepreneurship models for waste management and utilization.

    • Recognition of minimum degree of self sufficiency in

    development and maintenance of rural infrastructure.

    • Design of programs to encourage the local peoples to participate

    in upgradation of infrastructure.

    • Development of design and construction manuals for various

    systems.

    • Training of entrepreneurs and technicians for uninterrupted

    services.

    • Design and operational manuals for basic equipment for

    maintenance and repair of infrastructure systems.
