Present shortcomings

• Why new technologies developed in Technical Institutions

(TIs) do not reach the field?

– No agile mechanism for Technology Transfer

– People intrinsically motivated to do so face many ‘administrative’

hurdles at their parent institutes

– Technologies developed in isolation from the potential users due to

lack of vibrant interaction

– General inertial resistance to change

Present Status

• District Planning Committees [ DPC] not adequately equipped

to lead the process of district planning …….. at best,

perform as committees that meet occasionally to hurriedly

endorse, without adequate appreciation, a ‘plan’ or plans

prepared by departmental officials. [ Plg Com 2006]

Need for :

• Capability-building of the officials of the District Planning

Committee

• Capability-building of Pancha yat members and officials

Role of Technical Institutions

• Capability building of Local government officials and

implementing agencies including NGOs

• Participate in DPCs [and Pancha yat Samitis ] during the

process of finalizing the plans

• To help integrate the plans received from various levels

• To provide feedback to the district administration on the

progress of the plan implementation

• Identifying missing gaps in technology which could be

converted into R &D projects.

• Considering that there are 589 ZPs and 6325 PSs spread

Project Implementation

• PMO announces the launching of UBA under the MHRD advising all

Technological Institutions , Management Institutes and Agricultural

Universities to create UBA groups of 5-10 faculty members.

• PMO sets up an empowered National Coordination Committee [

NCC] for UBA under the chairmanship of Hon’ble Min. MHRD. It

should include ten representatives of TIs, experts and other

government nominees including those from MoRD, MNRE, MSME,

MAg etc.

• All the State Governments be requested to actively participate in this

project.

• The consenting State Governments be requested to identify a state

level coordination committee [ SLCC], consisting of the TIs and NGOs

in their state who would be willing to participate in UBA at level B, and

other government nominees. It may be headed by a state minister or

his nominee.

• The SLCC invites proposals from the teams of state level ‘TIs and

competent NGOs’ [Group B] and after scrutiny forwards these to

NCC.

• The NCC would invite proposals from the teams of ‘National level

TIs and NGOs [ Group A]’.

• All the project proposals would be scrutinized by a standing sub-

committee of NCC.[Project Appraisal Committee]

• The recommendations of this subcommittee would be approved by

NCC .

• Funds should be sent directly to the TIs and NGOs

Project Implementation……prototype

fabrication

• Prototype fabrication facilities will be set up across the country. One

facility typically for 10 districts.

• These will be set up by Min of MSME with the help of CSR funds

form the industries

• Community polytechnics should play a key role in setting up and

handholding these units.

• A sub-committee of NCC , Prototype Fabrication Facility Committee

, will coordinate this activity

Project Implementation……technology

• A subcommittee of NCC should be entrusted with the task of

identifying proven technologies for widespread implementation. This

could be the RuTAG established by the PSA to GOI, but with a

much larger scale of operation.

• Director MGIRI should be a member of RuTAG.

• Another important task of RuTAG should be to identify TIs that could

be given the task of filling the missing gaps in technology and

monitor the progress of the projects

Facilities to be provided at TIs

• Each TI should have a dedicated team of faculty

members working exclusively on the project – could be

called UBA group.

– The duration for which they work on the UBA project should be

treated like secondment to GOI on a work of national importance.

– The group should be adequately funded by GOI for salary and

allowances, travel, hiring technical staff, secretarial assistance ,

new R&D projects, if any, etc. and given a separate space in the

TI

– The TI would appoint one of the members of UBA group as a

coordinator who would manage the funds in consultation with

other members and periodically make a presentation on the

progress before the students and staff of the TI.

Monitoring

• The progress of work of state level TIs & NGOs working in

Panchayat Samitis would be monitored by the SLCC with the help of

the group of the coordinators of national level TIs working at DPCs

of those samitis.

• The progress of work of National Tis and NGOs will be monitored by

the PAC

• This monitoring would be done bimonthly .

• PAC, along with chairpersons of the SLCCs , would monitor the

progress of all the projects every six months.

• NCC , along with chairpersons of the SLCCs , and PAC would

monitor the progress of all the projects annually.
