BIOGRAPHICAL SKETCH

Dale Edward Kildee was born September 16, 1929 in Flint, Michigan, the fourth child of Norma A. (Ullmer) and Timothy L. Kildee. Following graduation from Flint’s St. Mary’s High School, he attended St. John Provincial Seminary in Plymouth from 1952 to 1954 and then went on to Sacred Heart Seminary, graduating with a B.A. He earned a teacher’s certificate from the University of Detroit, an M.A. from the University of Michigan, and received a Rotary Foundation Fellowship for graduate studies at the University of Peshawar, Pakistan in 1958.

He taught at the University of Detroit High School from 1954 to 1956 and Flint Central High School from 1956 to 1964. There he met Gayle Heyn, whom he married in 1965; they have three children.

Kildee began his political career as a member of the Democratic Party, campaigning for the re-election of State Senator Garland Lane and the presidential campaign of Adlai Stevenson. Kildee also actively participated in the election campaign of John F. Kennedy in 1960 and was the vice-president of the East Side Democratic Club in Flint. He supported Eugene McCarthy at the Democratic convention in 1968.

He left education after his election to the Michigan House of Representatives in 1964, where he served until 1974. He served on Federal Relations, Judiciary, State Affairs, State Library, and Public Health Committees, and was a member of the Intergovernmental Cooperation Commission.

In 1974, he was elected to the Michigan Senate and served for the 1975-1976 term. He was a member of the Joint Capital Outlay Subcommittee.

Kildee campaigned successfully for the Senate seat vacated in 1976 by Donald W. Riegle, who decided to run for the U.S. Senate. He served the Flint area as U.S. Congressman from the 7th District from 1977 to 1992 and, following redistricting, the 9th District from 1993 to 2002 and the 5th District from 2003 until his retirement in 2013. His nephew Dan Kildee succeeded him in that office. Kildee served on the Committee on Education and Labor (later called the Committee on Education and the Workforce), including various subcommittees, and on the Committee on Resources. He also served on the Budget Committee.

SCOPE AND CONTENT

The collection of papers covers Kildee’s entire political career, from his early involvement in Garland Lane’s election campaign in 1956 to his retirement from the Michigan Senate in 2012. Included are legislative records, committee records, correspondence, routine office administration, constituent mail, campaign materials, newsletters, topical background reference material, and press clippings.

Congressman Dale Kildee presented the first installment of his legislative documents to the Genesee Historical Collections Center of the UM-Flint Library on July 6, 1989. The documents include issue papers and committee reports from 1964-1976, as well as constituent correspondence and legislative activity during his years in the Michigan House and Senate. The collection also contains documents pertaining to the struggle for open housing, school desegregation, the Vietnam War, and the University of Michigan-Flint.

At the time of his retirement from the Michigan Senate, a second installment of Kildee’s records was presented to UM-Flint. Kildee also donated items from his personal collection: photographs, campaign materials, press clippings, and correspondence.

re-election campaign are invoices, records of donations, bank deposits, and receipts.

One noteworthy file is the Residential Development

Projects undertaken in 1971 by Chrysler and Ford. Michigan’s legislature, concerned that the developments were being built exclusively for wealthy residents, held hearings in the hope of persuading both Ford and Chrysler to include low- and middle-income housing, to create more socially, economically, and racially integrated communities, in an attempt to avoid the construction of a discriminatory housing development strictly for the well-to-do. Three land tracts, encompassing nearly five thousand acres of land in the Detroit area, were developed. Two familiar outcomes of this project were Wabeek Country Club and Fairlane Mall.

There is a wide representation of correspondence. Constituent mail reflects the public’s emotional response to political and racial issues during the civil rights era. Topics addressed are censorship of books in schools, federally mandated bussing of children to racially equalize school populations, equal rights for women, labor discrimination, and minority representation in public institutions. Some newsletter folders contain constituent mail responding to the issues in Kildee’s newsletters. Correspondence from Kildee to constituents was often in the form of robo-form letters. In such cases, only a representative number of duplicate letters was kept in the collection.

Kildee’s speech files include not only manuscripts of speeches, but also related correspondence, copies of legislation, and topical background material.

Kildee’s appointment books record important events such as meetings with the president on Air Force One and record such routine information as the daily cost of meals and lodging.

There are several folders of press clippings published in the national press and Michigan news periodicals such as The Flint Journal, The Michigan Democrat, and The Mining Journal, as well as publications from local organizations and businesses such as Neighbor to Neighbor (a St. Joseph’s

Hospital newsletter), and the Newsletter of the Flint Arab American Community. Some articles specifically relate to Kildee, such as an article in The Flint Journal recording a reporter’s interview with Kildee concerning the anti-child pornography bill he introduced. Many are publicity opportunities, such as Kildee’s attendance at UAW picnics. Other clippings are articles from major publications (such as the Associated Press) concerning broader topics, like poverty, abortion, and gun control. There is considerable representation of election campaign coverage by the press.

The legislative files are representative of the issues in the districts Kildee served, primarily Saginaw, Oakland, and Genesee Counties. Some of the issues include airport development, sewer and water expansion, interstate highway construction, open-housing legislation, unemployment, education and schools, preservation of the natural environment, Indian affairs, international trade, the automobile industry, and labor issues.
