University of Illinois Springfield
University of Illinois Springfield
(UIS) was founded in 1969 as Sangamon
State University, in the Capital of Illinois
as an “upper-division university” (only
offering the last 2 years of
undergraduate education). Upon rapid
growth, the campus moved from its
downtown Springfield location to its
current location in East Springfield and built its first permanent building, Brookens Library, in 1976. More academic
buildings were built and in 1980 University Housing opened its first set of apartments. In 1995, the University of
Illinois system, then UIUC and UIC, signed a bill which welcomed SSU to become UIS, effective July 1st. Chancellor
Emeritus Naomi B. Lynn saw us through the transition on SSU to UIS.
In 2001, the first residence hall, Lincoln Residence Hall, was built and the university changed from an “upper-
division” college to a 4 year undergraduate institution offering the Capital Scholars Honors Program, as well as
continuing to have a graduate college. Between the time of 2001 to present, much has changed; a new residence hall
was built (Founders Hall) featuring a “green roof”, a new academic buildings were opened, townhomes were built, and
enrollment continues to increase. UIS now has
9 academic buildings, a student center, 2
dining centers, a recreation center, a child care
facility, an athletic stadium, a library, and 3
others facilities ranging from Printing Services
to Health Service building. UIS is now home to
44 degree programs and an enrollment of just
over 5,000. Recently, US News and World
Report stated that UIS is 4th best among Regional, Liberal Arts Universities, while the Illinois system as a whole is also
booming with an operating budget of nearly $5.0 billion dollars and an alumni base of more than 600,000. The
Housing department also continues to grow, housing roughly 1,000 students (roughly 20% of total enrollment) and
managing 2 residence halls, 8 courts of apartments and townhomes, one of which is strictly for family housing.
Aside from academics and
housing, UIS is also home to the
NCAA Division II Prairie Stars sports
teams, offering baseball, basketball,
golf, soccer, tennis, softball, and
volleyball. Students of the campus
have founded 62 active student
organizations, maintain a Student
Government Association, and utilize Housing Government through RHA. UIS has strived for a “Commitment to
Diversity”, an initiative presented by Chancellor Emeritus Richard D. Ringeisen, and through this initiative we have
implemented a restructured LGBTQA Center, formed a Black Male Initiative, increased International student awareness,
and started programs to end intolerance and stereotyping. UIS continues to strive towards its goal to become the best
public liberal arts school in the Midwest by ways of innovative thinking, strategic sustainability efforts, and impressive
academic achievements.

Each of these area businesses will receive a copy of the solicitation letter provided in the
appendix. Phone calls, emails, and faxes will be used as follow up in order to confirm their
commitment to No Frills 2013. Aside from the area businesses, our conference team will also be
contacting registered student organizations, the student affairs office, the Provosts’ office, and the
Chancellor’s office for support. To date, the bid team has commitments with UIS RHA, the Vice-
Chancellor of Student Affairs, the Director of Housing, and Assistant Directors of Housing for
support ranging from monetary funding to donating goods to be used during, and in prep for, No
Frills 2013.

Registration
Our Chair of Registration and Technology will be working closely with the Chair of Housing and
Reservations, who is also UIS RHA’s VP of Sustainability, to limit the amount of paper wasted in this
conference. Together, they have decided to go completely paperless in efforts to lessen our impact on the
environment. Not only will the registration form be available exclusively online, the Hotel is willing to take
part in the process by not printing room receipts and records, instead using a system to save documents in
their own files, as well as provided UIS RHA and Housing access to these files. The registration form will be
hosted by UIS’s Housing department and any copies may be requested from said department in form of PDF
or Word documents. The waiver for the conference will still be printed, as signatures will be required, but
upon scanning the documents into our database, the forms will be recycled promptly thereafter. Once
conference registration opens, UIS will take forms from December 1st, 2012 until January 4th, 2013, along
with one additional week of “late registration” Checks will be accepted, so long as they are made out to
“University of Illinois- Springfield”. Late registration fees, delegate caps, and other inquires regarding
registration are discussed in the budget section of this bid. Projected Delegate cost (Based on 130 people
attending) is $76.83. Advisor cost is slightly higher at $111.83 for a double and $181.83 for a single room.
These numbers do not figure in outside sponsorship yet.

Housing
Delegates will be staying at the Hilton Garden Inn is located 3.2 miles from campus, a quick 7
minute drive either by your transportation or our shuttles. The Hilton has complementary wired and
wireless internet and the
rooms all feature
complementary printing
to the business center
that is open twenty-four
hours per day. The Hilton
also has a relaxation
facility which houses a
pool, Jacuzzi, and lounge
chairs for visitors to take
full advantage of. Each
delegate non-smoking room features 2 queen sized beds for four delegates and a large work desk with
desk-level outlets and an ergonomic chair, perfect for reviewing bids, and networking with other NCCs.
Each room also has a refrigerator, microwave, iron (with board), and a sitting area with a 32 inch HDTV.
The delegates will be
placed by school,
and requests for
roommates will be
accommodated by
the Garden Inn. The
hotel also features a
24 hour per day staffed front desk, wake-up calls, complementary parking, and a full fitness center. The
hospitality room will be located in one of the many conference rooms in order to utilize the large
conference table and be able to accommodate each delegate during refuel. The Hilton is centrally
located beside many restaurants such as: Cheddar’s, Applebee’s, Long John Silver’s, McDonalds, Red
Lobster, Hooters, Steak N’ Shake, IHOP, and many more.

Backup Housing
Even though the bid team has confirmed the space with the Hilton Garden Inn Hotel, and even
received compensated conference rooms and commitments, we still feel it is best to have a back up
venue to house delegates and the hospitality room. The backup Hotel is the Baymont Inn and
Suites. The Baymont is located 2.8 miles away from campus, which is only a quick 8 minute drive.
The Baymont features similar amenities as the Hilton, and can accommodate the size of the
conference on that specific weekend. The rates would not change if the hotel location had to be
switched for some reason, both hotels agreed to honor a 70 dollar/4 delegates/night rate.
Website
The University of Illinois Springfield Office of Housing and Residential Life will be hosting the No
Frills 2013 Conference website. The registration form will be made in Webtools in order to save
paper and conserve. The website, aside from the registration form, will also include monthly
progress reports from UIS RHA, information about No Frills 2013, any changes in delegate cost, and
any changes in the schedule. We will also have a contact email and phone number to answer any
questions you may have for No Frills 2013. An FAQ section will be created by the Chair of
Registration and Technology, Hailey, to answer simple questions such as; where to get food off
campus, driving directions, hotel amenities, and so on.
Policies
UIS will adhere to the following polices;
1. Alcohol possession. University of Illinois Springfield is not a dry campus; however no alcohol must
be consumed, concealed, or purchased during the No Frills 2013 conference, regardless of
delegate’s age at the time of No Frills 2013.
2. Illicit Drug Possession. University of Illinois Springfield does not tolerate illicit drugs of any kind
and will be tolerate them during No Frills 2013. If a delegate is caught in possession of said illicit
drugs, the delegate will be removed from the conference at the delegate school’s cost. Illicit drugs
may include, but are not limited to: marijuana, cocaine, heroin, non-prescribed medicines, and other
drugs that are deemed illicit by University of Illinois Springfield Housing Administrators.
3. Property Damage at the Hotel or School. The cost of damages to a room will be split between all
delegates in that room or the individual found responsible. Appropriate charges will be determined
by the Hilton Garden Inn and billed to the guilty delegates, as stated prior. Damages in academic
buildings, housing offices, housing facilities, or other areas on campus will be charged for as well.
The Director of Housing, Conference Advisor, and Vice Chancellor’s office will confer and decide an
appropriate cost to the responsible school and/or delegate(s).

4. Smoking. Smoking is permitted on the campus on University of Illinois Springfield, however it is
forbidden by state law to smoke in any building on the campus. You must be a minimum of 15 feet
away from an entrance/exit of a building to be able to smoke.
Security
The UIS police department provides service to the campus and surrounding areas 24 hours a day,
365 days a year. UIS Police Officers patrol the campus using vehicle patrols, foot patrols as well as
bicycle patrols. Police officers perform investigations as required and enforce all State of Illinois
laws, and city and county ordinances. The UIS Police Department takes a proactive stance against
crime on campus by actively educating students on crime prevention strategies.
The campus has multiple Bluelight alert systems that in the event of an emergency, a delegate could
activate to alert the police that something has occurred and that they need assistance. Over 25
conference volunteers will usher the delegates from place to place to ensure their safety and to
ensure that they don’t get lost.
The Hilton Garden Inn has a 24 hour staffed front desk that will be working closely with our Housing
and Hospitality Chair, Madalyn. The administration of the Hilton will be staffing a larger-than-usual
number of employees on the nights of No Frills 2013 to ensure a smooth, satisfying stay. Along with
the Hilton staff, conference volunteers will be positioned in the Hotel to due rounds throughout the
night to answer any questions delegates may have or to aid in the event of an emergency.
Transportation
The University of Illinois Springfield conference staff members will provide the delegates with
options when it comes to transportation. The University Motor Pool will be used in order to
transport delegations that may come by plane or train, otherwise, delegations that drove to UIS will
have the option to either have us drive you or you drive yourselves. All of the drivers for UIS must
be employees of the University in order to be given a set of keys; therefore you’re safe with us!
The delegations that decided to drive themselves will be given the option of parking in lots A, D, E,
or G free of cost. Many people commute to our University, so trust us when we say that there will
be enough parking even if every delegation drove.
If the delegation arrives by plane or train, we will have people standing by to pick you up when you
arrive. However, please make sure to note your mean of transportation on the registration form.

Reservations
Main Space: Business for No Frills 2013 will
be taking place in UIS’ newest academic building;
University Hall (UHB). University Hall houses 32
classrooms, 193 offices, five conference rooms, two
lecture halls, four seminar rooms, five computer
labs, eight psychology and computer science labs,
and four student lounges. The building cost $31.3
million and comprises 128,000 gross-square-feet. University Hall features many “luxury” amenities
and is not your typical lecture hall/academic building. UHB features smart board technology in
every classroom, flat-screen T.V.s in the conference rooms, computer labs equipped with printing for
students, and a relaxing atmosphere framed in by comfortable, relaxing lounges. NCC and NRHH-
CC Boardrooms will be split between 2, handicap-accessible floors. The NRHH-CC Boardroom is a
large, general education, lecture hall on the first floor equipped with 3 projectors, a smart board,
and some of the most comfortable chairs you’ll ever use. The NCC Boardroom is a general
education science lecture hall on the second floor and is equipped with the same amenities, adding
an amazing view of our newly built Recreation and Athletic Center (TRAC), Lincoln Residence Hall,
and views of the sustainable “green roof” of our newest residence hall, Founders (FRH). The entire
building is connected via wireless internet and the boardrooms will have plenty of surge protectors
for all the NCCs and NRHH-CCs power supply. University Hall is located merely 50 feet from Lincoln
Residence Hall, where we will be eating lunch, and only 100 feet from Sangamon Auditorium where
dinner will be served.
Other Rooms: Because of sub-regional, advisors, and the needs of the Board of Directors,
alternate rooms are available and will be in University Hall. Smaller classrooms will host advisors
and the advisor/RBD hospitality room and the RBD will have a chance to meet in a smaller
conference room also located in UHB.
Alternate Space: In case of unforeseen changes, locations in the Public Affairs Center (PAC),
Brooken’s Library, and alternate University Hall locations will be reserved through Conference
Services. The locations in PAC and Brooken’s also have projectors and have more stadium-styles
“lecture hall” seating. The size of the alternate rooms will be sufficient as well.

Meals
Delegates have the option of going out to dinner upon their arrival
on Friday night. If you would like to stay around the Hilton and
campus there is a large selection of restaurants, such as; Bob
Evan’s, Cheddar’s, Applebee’s, Long John Silver’s, McDonalds, Taco
Bell, Red Lobster, Hooters, Steak N’ Shake, IHOP. To get more of a
feel for the city of Springfield, delegates may travel to downtown
Springfield to experience what
the locals do. Try a “horse shoe”
at D’Arcy’s Pint, Springfield invented the “horse shoe”, get a pizza
at The Pizza Machine (Pizzas are delivered to your table via crane),
or how about a “Cozy Dog” at the Cozy Dog Drive In? Springfield
also has many more one-of-a-kind restaurants.
On Saturday morning, breakfast will be served at the Hilton
Garden Inn. The breakfast will be continental, or if delegated will like a buffet-style option, the
Hilton serves it up. After a few hours in the boardroom, delegates will be moving to the Lincoln
Residence Hall Great Room for a catered meal of sandwiches,
chips, drinks, and dessert. Snacks will also be served in the
boardroom in the morning, afternoon, and night.
Dinner on Saturday night will be in the Public Affairs Center
and will be catered by University of Illinois Springfield Food
Service. The dinner featured starts with Italian style salad
with sliced Roma tomatoes, croutons, parmesan cheese,
shaved red onions, green olives and assorted dressings,
penne pasta salad with vegetables and tomatoes. The main
course is baked lasagna with meat sauce, grilled basil chicken,
vegetable lasagna, rice pilaf with sun dried tomatoes, and
sautéed Italian vegetable medley with balsamic vinegar.
Dessert includes a luscious mousse with mini Italian cookies,
lemon chiffon torte with raspberry sauce.
Not to worry, ALL diet restrictions/allergies will be taken care of and arranged for by the Chair of
Hospitality in order to accommodate everyone.

Hospitality
The Hospitality Room was graciously donated to us from the Hilton Garden Inn. The Hilton and the
bid team have agreed on a menu already for the hospitality room for both nights and the menus
both include snack items and drinks. The drinks are non-caffeinated, per NACURH policy. In
addition to the food and snack, stations will be set up in the lobby of the Hotel for delegates to
interact, network, and play games.
Optional Activities
In the event that business adjourns early, delegates are welcomed to head down to the Stars
Lounge. The Stars Lounge features the cheapest food on campus, a gymnasium, board games,
video games, and movies. The Springfield community as has much to offer including movie theaters
and bowling alleys. Again, the Hilton will have the hospitality room, game room, and lounge for
delegates to network or just hang out.
Philanthropy
Although No Frills implies that no frills are to be added to the conference, we still feel that the
GLACURH region should try their best to help out the community. The bid team has chosen to work
with the local Ronald McDonald House Charity. The Ronald McDonald House provides a temporary
home away from home for those families whose children are receiving medical treatment in
Springfield. In an effort to reduce stress, keep the family intact, and enhance the quality of life for
families, the House provides a caring, home-like atmosphere for our guests. The Ronald McDonald
House provides its services regardless of race, sex, creed, or national origin. The bid team spoke to
The Ronald McDonald House and they said that they have a campaign for recycling and collect pop
tabs, empty ink cartridges, and used cell phones. Keeping with one of UIS’ core themes, we will be
asking delegates to bring any of the previous items for sake of going Green. The Ronald McDonald
House also posts a monthly “Wish List” of item that our specific charity needs and we will update the
No Frills delegations of the March 2013 Wish List when it becomes available.

College/University: ______________________________________________________________ I, ________________________________, in consideration of the Great Lakes Affiliation of College and University Residence Halls and its parent organization, The National Affiliation of College and University Residence Halls, as well as the University of Illinois Springfield host site for No Frills 2013 agree to participation in the No Frills 2013 conference, March 8th-10th, 2013, and hereby release the officers, agents, employees, and the members of GLACURH, NACURH, and University of Illinois Springfield from all liability for damages, injuries, lost property, stolen property, and other risks. I assume all of said risks associated with participation in events and programs as they are related to the conference. No Frills 2012 Alcohol, Illegal Drugs, and Damages Policies I, ________________________________, agree as a representative from my university and with the intent to positively represent my university at the No Frills 2013 conference, to abide by the following No Frills 2013 conference policies determined by University of Illinois Springfield: 1. Alcohol possession. University of Illinois Springfield is not a dry campus; however no alcohol must be consumed, concealed, or purchased during the No Frills 2013 conference, regardless of delegate’s age at the time of No Frills 2013. 2. Illicit Drug Possession. University of Illinois Springfield does not tolerate illicit drugs of any kind and will be tolerate them during No Frills 2013. If a delegate is caught in possession of said illicit drugs, the delegate will be removed from the conference at the delegate school’s cost. Illicit drugs may include, but are not limited to: marijuana, cocaine, heroin, non-prescribed medicines, and other drugs that are deemed illicit by University of Illinois Springfield Housing Administrators. 3. Property Damage at the Hotel or School. The cost of damages to a room will be split between all delegates in that room or the individual found responsible. Appropriate charges will be determined by the Hilton Garden Inn and billed to the guilty delegates, as stated prior. Damages in academic buildings, housing offices, housing facilities, or other areas on campus will be charged for as well. Directions to Campus
From the North--Using I-55:
Leave the interstate at the exit (#94) for Stevenson Drive. Turn right (West) at the top
of the exit ramp, proceed through 2 traffic signals: at the third signal, turn left (South) into
West Lake Shore Drive and continue to the edge of the UIS campus.
From the South--Using I-55:
Leave the interstate at exit (#90) for Toronto Road. Turn right (east) at the top of exit
ramp, proceed through small business area, over a rail crossing, past a Springfield Fire Dept.
Station; follow the roadway as it curves left and passes CACC (Capital Area Career Center).
Following CACC's campus, turn left (north) into the 11th St. extension road. Any of the next
three right turns will lead you to the UIS campus.
OR: Alternative route: when Toronto Road curves left and passes CACC, keep going ahead to
the traffic light at the intersection with Shepherd Road (at the entrance to the Lincoln Land
Community College campus); turn left (north) and proceed a short distance to the south
edge of the UIS campus.
From the East--Using US 36/72:
At intersection with I-55, choose I-55 South, following it to Stevenson Drive exit
(#94). Turn right (west) at top of exit ramp, proceed through 2 traffic signals; at 3rd signal,
turn left (south) into West Lake Shore Drive and continue to the edge of the UIS campus.
From the West--Using US 36/72:
Leave highway by exit ramp to 6th St. North, drive a short distance to a traffic light,
turn right (east) onto Hazel Dell, which curves and becomes 11th Street. This goes over I-55
on a bridge, to a stoplight. If you make a left turn at the light, it is again Hazel Dell and can
be followed to West Lake Shore Drive (traffic light, small school bldg.) where you turn right
(south) and reach the north boundary of UIS campus. If you proceed straight ahead through
the traffic light at 11th /Hazel Dell, you are on the 11th St. Extension. Follow roadway to a
STOP sign, at intersection of 11th St. Extension and campus roadway called Ernest
Hemingway Drive, where the University of Illinois at Springfield sign is (considered the main
entrance to the campus); make a left turn into the boulevard roadway (Hemingway Drive). At
the next STOP sign, you are at the edge of the UIS campus. If you proceed straight ahead -
through 2 stop signs - you will approach the "teardrop" entrance to the PAC building.

1. Head west towards South Dirksen Parkway
2. Turn right onto South Dirksen Parkway
3. Turn right onto Stevenson Drive

There will signs on all edges of the campus to direct delegations
further to University Hall, Lincoln Residence Hall, and the Public Affairs
Center. A direct phone line to the RHA Office will provided to all

Dear Friend of the University of Illinois Springfield,
The University of Illinois Springfield Resident Housing Association (RHA) is bidding to host the Great Lakes Affiliate of College
and University Residence Halls (GLACURH) No Frills semi-annual business conference March 9th through the 11
th of 2013.
After attending the GLACURH Conference in the Fall 2011 semester, our association’s leaders gained more leadership experience
and networking skills by making contact with not only other colleges and universities in the region, but also with our sister
institutions. The GLACRUH region consists of schools from Illinois, Indiana, Michigan, Wisconsin, and Ontario. GLACURH is
part of the largest student-run organization in the world, NACURH (National Association of College and University Residence
Halls).
The GLACURH Conference provided our members with tools to increase their awareness of topics such as race and racism,
gender issues, and residence life issues on campus. In our follow-up report from GLACURH in the fall 2011 semester, RHA
members agreed that GLACURH provided them with an opportunity to be individuals in a nonjudgmental environment, while
learning how to become better leaders.
The GLACURH Conference differs from the GLACURH No Frills Conference in a specific way. GLACURH provides students
with the opportunity to promote living on campus as an integral part of the college experience and strives to provide resources to
help member schools create the ultimate residence hall environment and experience. Adjacent to this cause, No Frills acts as the
administrative prodigy to help GLACURH function more efficiently as a region through legislation and the bid processes. Hosting
the No Frills Conference on the UIS campus would only advance the initiatives of our institution and the GLACURH region,
which are to nurture learning and to provide UIS students with the knowledge, skills, and experience leading to productive
careers. Roughly 50 schools from all over the region would come together on UIS’ campus and that, in itself, is a feat that UIS
RHA is more than excited to take on!
We are therefore writing this letter to you to gain your support of student leadership, as well as for financial/promotional support
in any amount that your business is willing to sponsor our event. The No Frills conference would both support and promote our
campus in many ways. In particular, this conference would empower students, faculty, and staff by building a foundation for
students to become better leaders across the region. One vital area where this conference would promote our campus is through its
ability to encourage and value excellence, as it serves as a collaborative platform that engages intimate learning. As you may
infer, we are bidding to host this conference during the 2012-2013 academic year, more specifically, during the spring 2013
semester. Please let us know if you think this would be a possibility. Also, please let us know if you would like to speak to the bid
team of our organization, to get more information about why we think No Frills would be great for the campus. Thank you for
your consideration of this request.
