I don’t know exactly what the plan is. I had stressed to Mike Biehl that what we hope to receive areinput on issues that would be important to bear in mind during study and implementation of therecommendations not a yes or no vote. If that is the plan, that would be good.

I notes that the Enrollment Management Report is on the agenda for the UIUC Senate meeting onDecember 5 -- next Monday. But it does not seem to be listed as an action item. It is up for discussionwith speakers limited to two minutes each. Do you have any idea what this means? Will they just letsomeone make a motion from the floor, or motions, or what? Will they move approval of therecommendations, or disapproval, or some mix thereof.

Avijit, has Biehl given you any indication what is going to happen?

I do think I will have JD attend, and perhaps Tom as well, so we get our own clear picture of whoattended, who spoke, and what happened.

Dear Chris, I wanted to give you a heads-up about reports related to our enrollment management initiative(see attached report). On Monday, Phyllis Wise presided over a meeting of the Urbana senate. The agenda included adiscussion about the enrollment management recommendations and some disturbing commentswere made at the meeting and reported in the press. I thought I’d let you know of this and myplans to address it with Phyllis. Among the comments were assertions by senators that it was time for a confrontation betweenthe campus and the President, that they would not accept the president’s authority over theirenrollment operations, and that a line needed to be drawn in the sand regarding the autonomy ofthe campus vis-à-vis the president. Before the meeting, I became aware that enrollment management was on their agenda and thatsenate leaders seemed only supportive of three (of 21) recommendations resulting from theenrollment management report: two that involve setting enrollment goals on the campuses and athird, which we’ve already undertaken, involving earlier tuition decisions by the Board. This is incomparison to UIC and UIS, which have both communicated to me that their senates are largelysupportive of the entire report, with some concerns they’d like us to monitor. This by itself doesnot surprise me. The Chicago and Springfield senates have always been generally supportive of thereforms we’ve made over the last 18 months and the Urbana senate has always been oppositional. What has surprised me is the way that Phyllis has handled this. Her position began to reveal itselfin a conversation last week that I had with the chancellors about our enrollment managementplans going forward. During the conversation, she demanded a full dual reporting line fromcampus enrollment staff to the chancellor and to the new executive director. Such a dual report is,I believe,

. We’ve rejected this in the otherreforms we’ve made for exactly these reasons. I made it clear to Phyllis that the decision toappoint and fully empower an executive director of enrollment management had been made overa year earlier by the Board and we were not going to backpedal on it. Also, last week, I communicated with Phyllis about the information I had received regarding thelack of her senate’s support for the enrollment management reforms, reminding her that theBoard had also charged me with implementation of the other important recommendations, suchas the common application, increasing diversity, increasing financial aid, and doing a better job ofcoordinating recruitment, admissions, financial aid offers, enrollment, and transfer of students. I

reminded her that my goals are her goals and that the senate meeting in which this would be takenup would be a critical opportunity for her to lead the Urbana campus. I provided her with somesuggestions on how she could reassure the faculty on some points they seemed concerned about(

-- the report isclear about these points, but faculty continue to voice concerns about them). I was dismayed to find that Phyllis is portrayed in the press today as endorsing the defiant positionof the faculty senate at Monday’s meeting and appears silent on the calls for a confrontation. Shedoes not appear to have provided the reassurances I suggested. Also one of her strongest deans ofthe largest college, Ruth Watkins ( )asserted that enrollment management must remain solely on the campus and strictly under theprovost’s authority. Again, Phyllis does not respond to this in the press report, seeming to conveyimplicit support for rejecting the Board’s and my plans to address our declining enrollmentperformance through the reforms proposed in the report, including hiring an Exec. Director tooversee enrollment management who will report to the VP for Academic Affairs. I should notethat, as usual, the senate meeting had poor attendance (about 70 of 240 senators), but the poorattendance is not captured in the news reports. You and other trustees will soon see the news clippings about this, if you haven’t seen themalready. We did have staff from University Relations at the meeting who have confirmed much ofwhat was in the press, but I’m planning to review the tape of the discussion myself. I’m meeting with Phyllis on Thursday about this and I’m hopeful that after a very frank discussionwith her, she will begin to assume a strong leadership role on this and other matters. There is asenate executive committee meeting on Monday, in which she will have another opportunity toexercise decisive leadership to support our reforms and to reassure senators. I am, however,concerned

Dear Members of the SEC, Faculty Senate, and Academic Senate Enrollment Management TaskForce, I had the opportunity to talk with the SEC this afternoon. Although I did not have the opportunityto talk with all members of the faculty senate or all members of the Academic Senate EnrollmentManagement Task Force, I hope that Matt Wheeler and Michael will forward this email to you. Ihave summarized below the points that I made regarding the next steps in the EnrollmentManagement.

· President Hogan met with Chancellors Allen-Meares, Koch, and me to discuss his and theBoard of Trustees’ goal of increasing efficiencies and better coordination across ourcampuses in the area of undergraduate enrollment management. A key component of thisgoal is to recruit an Executive Director of Enrollment Management who reports to the VicePresident for Academic Affairs.

· President Hogan proposes a dual reporting structure where the Associate Provost forEnrollment Management will report to the Executive Director (primary), and to ProvostWheeler (secondary). An enrollment management council will be established and willinclude the provosts, the Executive Director, and the Vice President for Academic Affairs. Issues related to enrollment management, including management of campus policiesregarding admissions, retention, diversity initiatives, and financial aid will be discussed atthis policy council.

· President Hogan has assured us that:

- The roles of the faculty and deans will continue to the same roles going forward as theyhave in the past in terms in developing enrollment management policies andoperations.

- Policies will recognize the uniqueness of each campus.

- All of the points raised by the Academic Senate Enrollment Management TaskforceReport and other reports from the other two campuses will be discussed andaddressed.

- The Chancellors will interview candidates for the Executive Director of EnrollmentManagement

- Financial aid will not be moved from one campus to another, however management offinancial aid will be part of the enrollment management discussion at the council.

· Given these assurances, I believe we should support the efforts to recruit an ExecutiveDirector of Enrollment Management with the goals of:

- Further enhance our ability to recruit the best and brightest students,

- Provide financial aid to allow them to accept our offer of admission,

- Increase the diversity of our students.

- Heighten levels of cross-campus coordination and collaboration whenever it improvesthe first three points.

I will continue to update you as we go forward. This is clearly a transition that will requireconsiderable planning, cooperation, and collaboration.

Dear Mike, I responded quickly to your email of January 5, 2012 since I knew we would have a chance to talkfurther during our next meeting. In the meantime, I have reviewed your comments and wish torespond to them to set the framework for our upcoming discussion.

I take strong exception to your comment about “lack of leadership on enrollment management.” Infact, I have discussed enrollment management on the Urbana-Champaign campus in a nuancedmanner to balance faculty (and my) concerns about the need to be able to manage campus levelenrollment issues effectively vis-à-vis your and the Board of Trustees’ concerns about diversity,articulation, and the effective use of financial aid. Thus, I would argue that I have exerted the kindof leadership that encourages an open discussion of the options before us. In my concept ofleadership, it is extraordinarily important to pay attention both to the people who report to me aswell as those to whom I report.
