Special Studies Monograph Series The Special Studies Monographs published by the International Cuban Philatelic Society (ICPS) is dedicated to studies of specific areas of Cuban philately to supplement the content of its Journal of Cuban Philately. The intent of these monographs is to provide a venue for longer studies of specific areas of Cuban philately that would otherwise overwhelm a single issue of the journal or would have to be split across several issues, detracting from the continuity of their presentation. These monographs will also serve as an escape valve for the publication of accumulations of articles on the same area of Cuban philately that would otherwise prevent the regular journal from presenting a diversity of topics to satisfy the varied interests of ICPS members. Introduction – Introducción

This monograph is composed of several pieces of research based on an inventory of postal markings of the United States Military Postal Stations in Cuba found on loose stamps, stamps on pieces of envelopes, and full envelopes or covers as philatelists call the latter. The markings in the inventory were extracted from the collections, publications, and/or correspondence of Carlos Echenagusía, Alfred Kugel, Yamil H. Kourí, Jr., Jack Thomson, and my own collection and archive of images. Information was also extracted from publications on the subject by George S. Hill, Philip E. Baker, and Robert S. Gordon.

Discovery of a Preliminary Manzanillo U.S. Military Postal Station Postmark.

While preparing this monograph, I noticed a cover in Alfred Kugel's exhibit "American Intervention in the Caribbean 1898‐1934" with a postal marking identified as being a preliminary Havana U.S. Military Postal Station No.10 postmark, dated November 13, 1898. This cover is shown in Figure 1 and on the front page of this monograph. What caught my attention about the cover was that it had a printed corner card from "J. Muñiz y Ca." in Manzanillo, Oriente Province, instead of a Havana address. Later, while looking at Jack Thompson's collection "Cuba's Struggle for Political and Philatelic Independence (1868‐1914)", I came across a second cover with the same postal marking also identified as being an early postmark from the U.S. Military Postal Station No.10 in Havana, this time dated November 17, 1898. What was remarkable about this second cover was that it also had a Manzanillo corner card from the hardware store of Miguel Muñiz, S. en C., also from Manzanillo (see Figure 2). This remarkable coincidence of return addresses in Manzanillo started me questioning whether the postmarks on these covers were really from the U.S. Military Postal Station No.10 at Havana. It seemed more plausible that the postmarks on these covers were really preliminary postmarks from the U.S. Military Postal Station No.6 at Manzanillo. Confirmation of this suspicion came when I looked at the collection "U.S. Military Postal Stations in Cuba" of Dr. Yamil H. Kourí, Jr., where I found another example of the same cancellation on a piece also dated November 17, 1898, and also being ascribed as being an early postmark from the Havana military station. However, in the text describing the postmark I noticed the following statement: "The first major [U.S.] forces arrived on November 26 [at Havana]". That statement confirmed my suspicion that these cancellations were NOT preliminary Havana military postal station postmarks but rather preliminary Manzanillo postmarks. They couldn't be from Havana if the U.S. troops had not even arrived in Havana until November 26 !!! On the other hand, U.S. troops arrived in Manzanillo early in October and Philip E. Baker in <BAKE6309> (see bibliography, p.39) places the opening of the Manzanillo military postal station on October 5, although the official date reported in <GORD6504> and <HEATH9810> (see bibliography) for its opening was December 1. The fact that December 1 was the official opening date of the Manzanillo military postal station and the fact that its duplex cancellers were later changed to conform with those of some of the other military stations, makes us believe that these early Manzanillo postmarks were "preliminary" postmarks. As you can gather from the tables of opening and closing dates of the U.S. Military Postal Stations in Cuba on pages 36 and 37, there is great variability in the reported dates and much research still needs to be done to try to establish them with more certainty.

Descubrimiento de una marca postal preliminar de la Estación Postal Militar Americana de Manzanillo.

Mientras preparaba esta monografía, me llamó la atención un sobre en la colección de Alfred Kugel "Intervención Americana en el Caribe 1898‐1934" con una marca postal identificada como marca preliminar de la Estación Postal Militar Americana No.10 de La Habana, con fecha del 13 de noviembre de 1898. Mostramos ese sobre en la Figura 1 y en la portada de esta monografía. Lo que me llamó la atención del sobre fue que lleva el remitente impreso "J. Muñiz y Ca." de Manzanillo, en la Provincia de Oriente, en vez de una dirección de La Habana. Más adelante, revisando la colección de Jack Thompson, "La Lucha de Cuba por su Independencia Política y Filatélica (1868‐1914)", encontré otro sobre con la misma marca postal también identificada como una marca postal preliminar de la misma Estación Postal Militar Americana No.10 de La Habana, esta vez con fecha del 17 de noviembre de 1898. Lo interesante de este segundo sobre es que también lleva el remitente de la "Ferretería y Locería de Miguel Muñiz, S. en C." de Manzanillo. Esta coincidencia tan particular de remitentes de Manzanillo me llevó a dudar de que las marcas postales en estos sobres fuesen en realidad de la Estación Postal Militar Americana No.10 de La Habana. Lo lógico sería que fuesen marcas postales preliminares de la Estación Postal Militar Americana No.6 de Manzanillo. Confirmé esta sospecha revisando la colección de "Estaciones Postales Militares Americanas en Cuba" del Dr. Yamil H. Kourí, Jr., donde encontré otro ejemplo de la misma marca postal en un fragmento también fechado el 17 de noviembre de 1898, cuyo origen nuevamente se le asignaba a la estación militar de La Habana. Sin embargo, también noté que en el texto describiendo esta última marca postal, se indicaba que las tropas americanas no entraron en La Habana sino hasta el 26 de noviembre. Esa información confirmó mi sospecha de que dichas marcas postales NO eran marcas preliminares de la estación militar de La Habana, sino marcas postales preliminares de la estación militar de Manzanillo. ¡¡¡No podían ser de La Habana si las tropas americanas no entraron en la ciudad sino hasta el 26 de noviembre!!! Por otro lado, las tropas americanas llegaron a Manzanillo a principios de octubre y Philip E. Baker en <BAKE6309> (ver bibliografía, p.39) pone la fecha de apertura de la estación postal militar de Manzanillo el 5 de octubre, aunque la fecha oficial reportada en <GORD6504> y <HEATH9810> (ver bibliografía) es el 1 de diciembre. El hecho de que el 1 de diciembre fue la fecha oficial de apertura de la estación postal militar de Manzanillo y el hecho de que sus canceladores duplex luego fueron cambiados conforme al formato de las otras estaciones postales militares, nos lleva a concluir que estos matasellos de Manzanillo fueron en realidad matasellos "preliminares". Como se puede ver en las tablas de fechas de apertura y cierre de las estaciones postales americanas en Cuba en las páginas 36 y 37, hay gran variación en las fechas reportadas y será necesaria mucha más investigación para poder establecerlas con más exactitud.

Discovery of the only known U.S. Military Postal Station No. 14 postmark from Songo, Cuba.

Browsing through eBay Cuba offerings a couple of years ago, I came across a lot of cut squares bearing postal markings from several U.S. military postal stations in Cuba. Among them was one that read "MILITARY STA. / No.14 / 1‐01‐99 / SONGO / CUBA / N.Y.P.O." from the town of Songo, usually called Alto Songo, in the Oriente province of Cuba about 20 kilometers to the northeast of Santiago de Cuba (see Fig. 1). The town had a population of 3158 people per the U.S. 1899 census.

My philatelic antennae immediately perked up as I recognized this marking to be a rare one. I immediately checked the philatelic literature and confirmed that this was indeed a rare postal marking and possibly the only surviving one from that U.S. military postal station in Cuba. Antonio Barreras in his comprehensive article "Marcas postales cubanas"(1) published serially in the journal Revista de la Sociedad Filatélica Cubana during late 1902 and early 1903 illustrated two postal markings from the Songo military station (see Figs. 2 and 3), but they do not appear in any subsequent literature about the U.S. military postal stations in Cuba nor in auctions or great collections of that material that have been assembled over time and their present whereabouts are unknown.

Fig. 2 (See Note 2 / Ver Nota 2) Fig. 3 Having confirmed the rarity of this postmark, I placed a substantial bid on the eBay lot and was fortunate to win the lot, so this rare cut square is now in my collection. Unfortunately, it is only a cut square. It is probable that the original marking was a duplex cancellation with an accompanying mute killer, but the collector who cut it off the envelope was not aware of the importance of preserving at least the complete postal marking for future postal historians and we will never know its full appearance for sure. If there was one, the mute cancel probably fell on a stamp that the stamp collector kept in his collection. We must still be thankful that the date stamp was thought to be interesting enough to be preserved in the form of a cut square.

Descubrimiento de la única marca postal conocida de la Estación Postal Militar Americana Núm. 14 de Songo en Cuba.

Revisando los listados de sellos de Cuba en eBay hace un par de años me topé con un lote de cancelaciones de estaciones postales militares americanas en Cuba en fragmentos de sobres. Entre ellas había una que leía "MILITARY STA. / No.14 / 1‐01‐99 / SONGO / CUBA / N.Y.P.O." del pueblo de Songo, comúnmente conocido como Alto Songo, en la provincia de Oriente a unos 20 kilómetros al noreste de Santiago de Cuba (ver Fig. 1). El pueblo de Songo tenía una población de 3158 habitantes en el censo americano de 1899. Mis antenas filatélicas se pararon inmediatamente al reconocer que esta marca postal no era nada común. Enseguida consulté la literatura filatélica y confirmé que efectivamente se trataba de una marca rarísima y posiblemente la única sobreviviente de esa estación postal militar americana en Cuba. Antonio Barreras en su exhaustivo artículo "Marcas postales cubanas"(1) publicado serialmente en la Revista de la Sociedad Filatélica Cubana entre fines de 1902 y principios de 1903, muestra dos marcas postales de la estación postal militar de Songo (ver Figs. 2 y 3), pero éstas no vuelven a aparecer en la literatura filatélica que se ha publicado hasta la fecha sobre las estaciones postales militares americanas en Cuba, como tampoco en subastas o grandes colecciones de ese tipo de material que se han formado a través de los años y su paradero se desconoce hoy en día. Habiendo confirmado la rareza de esta marca postal, coloqué una oferta considerable por el lote que se estaba ofreciendo en eBay y afortunadamente lo gané, de manera que este raro fragmento con la cancelación de Songo reside en la actualidad en mi colección. Desafortunadamente es solo un fragmento. Es probable que la cancelación haya sido una cancelación duplex con un matasellos mudo acompañante, pero el coleccionista que la cortó del sobre en que venía no apreció la importancia de conservar por lo menos la marca postal completa para los futuros historiadores postales, de manera que nunca sabremos a ciencia cierta cómo lucía de forma completa. Si estaba acompañada de un cancelador mudo, probablemente este cayó sobre un sello que el coleccionista añadió a su colección. En todo caso, debemos estar agradecidos de que el coleccionista haya pensado que el fechador era lo suficientemente interesante como para conservarlo como fragmento.

Classification of the Postal Markings of the United States Military Postal Stations in Cuba

Clasificación de las Marcas Postales de las Estaciones Postales Militares Americanas en Cuba

In order to better understand the postal markings of the United States Military Postal Stations in Cuba, I decided to try to classify them into easily identifiable categories according to their most distinctive characteristics. Following is the classification that resulted from examining an archive of some of the more salient collections of these postal markings that have been assembled. Some of the postal markings are extremely rare and for some of the military postal stations no surviving postal markings have been found: Daiquirí (as official postal station No.2), Colón, Santo Domingo, and Unión de Reyes). After presenting the classification, I show illustrations of each of the postal markings listed in the classification. Finally, please note that the whereabouts of some cancellations reported by Barreras in his comprehensive article "Cuban Postal Markings" published serially in Revista de la Sociedad Filatélica Cubana late in 1902 and early 1903 (see <BARR90210> in this monograph's bibliography) are currently unknown. One of them, shown as Figure 244 in the March 1903 installment of <BARR90210> and also illustrated below, is of questionable configuration and is not included in this classification.

Para tener una vision mejor de las marcas postales de las Estaciones Postales Militares Americanas en Cuba, decidí tratar de clasificarlas de acuerdo a los rasgos más sobresalientes de cada marca postal. La clasificación que desarrollé está basada en un inventario de las marcas postales en algunas de las mejores colecciones de estas marcas que se han formado. Algunas de estas marcas postales son extremadamente raras y las de algunas estaciones postales no se han encontrado hasta la fecha: Daiquirí (como estación postal oficial Núm.2), Colón, Santo Domingo, y Unión de Reyes). Después de presentar la clasificación desarrollada, se muestran ejemplos de cada una de los tipos de marcas postales en la clasificación. Finalmente, hago notar que se desconoce el paradero de algunas marcas postales reportadas por Barreras en su detallado trabajo "Marcas Postales de Cuba" publicado serialmente en la Revista de la Sociedad Filatélica Cubana a fines de 1902 y principios de 1903 (ver <BARR90210> en la bibliografía de esta monografía). Inventory of the Earliest Reported Postmarks (ERP) from the U.S. Military Postal Stations in Cuba

Before presenting this inventory, some clarifications are in order. Reading through the U.S. Postmaster General's Orders establishing the U.S. Military Postal Stations in Cuba, Orders Nos. 224 and 471 of 1898 made me question the general practice of associating Military Station No.1, Cuba, with Santiago de Cuba. I believe the intent of Order No.224 of 9 June 1898 was to establish a Military Station No.1 for U.S. mail to and from Cuba in general, regardless of the location of the U.S. troops involved in military action in Cuba. I believe that the association between "Santiago" and "Cuba" was made later when Military Station No.1 was in fact physically moved to the city of Santiago de Cuba. Supporting this association is the fact that Cubans at the time referred to the city of Santiago de Cuba as "Cuba"; however, most probably this fact was not even known by the U.S. Postmaster General when he issued Order No.224. More likely, the purpose of the order was simply to establish a general military station No.1 for the Island of Cuba. This view is further supported by the fact that in the next U.S. Postmaster General's order relating to the establishment of military postal stations in Cuba, Order No.471 of 26 October 1898, it is ordered that the name of Military Station No.1 be changed from "Cuba" to "Santiago, Cuba" as of December 1. Thus, I think that we must consider "Military Station No.1, Santiago, Cuba" to be a different military station from the initial "Military Station No.1, Cuba". Additionally, I think that we should distinguish three separate phases of "Military Station No.1, Cuba" each with its own ERP: Military Station No.1, Cuba, at Daiquirí, operating from 24 June to 5 July 1898, Military Station No.1, Cuba, at Siboney, operating from 6 July to 20 July 1898, and Military Station No.1, Cuba, at Santiago, operating from 21 July to 1 December 1898. These would then be followed by "Military Station No.1, Santiago, Cuba" also with its own ERP. There is one further clarification. The opening dates of the various military stations as established in the U.S. Postmaster General's Orders (see <POSTb89806a> in the bibliography of this monograph) are not necessarily the dates when they actually started operations. In some cases we find postal markings from some of the stations that precede the "official" date of establishment in the Orders. A case in point is Military Station No.1, Santiago, Cuba. Order No. 471 stipulated that the name change be effective as of 1 December 1898; however, we find several postal markings incorporating the Santiago name much earlier than that date. The earliest one that I was able to find is a duplex cancellation dated 23 August 1898, although Robert S. Gordon indicates that this cancellation was placed in use on August 21 (see <GORD6504> in this monograph's bibliography). Two other cases of ERPs preceding a station's official opening date are the Manzanillo and Sagua de Tánamo ERPs. Others may still be discovered. The opening and closing dates of the military stations cited above the images of the ERPs in this article are the official ones derived from the U.S. Postmaster General's Orders, except in the case of the various locations of Military Station No.1, Cuba, in which case they correspond to the dates when the military postal stations were in effect established at Daiquirí, Siboney, and Santiago following the movement of American troops on Cuban soil.

Inventario de las marcas postales más tempranas (MPMT) de las estaciones postales militares americanas en Cuba

Antes de presentar este inventario, quiero aclarar algunas cosas. El leer con detenimiento las Ordenes Números 224 y 471 de 1898 del Director de Correos de los Estados Unidos estableciendo las Estaciones Postales Militares Americanas en Cuba, me ha hecho cuestionar la práctica generalizada de asociar la Estación Militar No.1, Cuba, con Santiago de Cuba. Pienso que la intención de la Orden Núm. 224 del 9 de junio de 1898 fue establecer una Estación Militar No.1 para procesar la correspondencia militar de los Estados Unidos enviada a Cuba y vice versa, independientemente del lugar en Cuba donde estuvieran las tropas americanas en acción. Creo que la asociación entre "Santiago" y "Cuba" fue hecha "a posteriori" cuando la Estación Militar No.1 se trasladó físicamente a la ciudad de Santiago de Cuba. Esta asociación de Santiago y Cuba también se apoya en el hecho de que los cubanos de la época se referían a la ciudad de Santiago de Cuba simplemente como "Cuba". Sin embargo, dicha asociación de nombres era seguramente desconocida por el Director de Correos de los Estados Unidos al emitir la Orden Núm.224. Lo más probable es que su intención haya sido simplemente establecer una estación postal militar No.1 que funcionase de forma general para la isla de Cuba. Esta opinión se apoya además en la siguiente orden del Director de Correos de Estados Unidos referente a las estaciones postales militares en Cuba, Orden Núm.471 del 26 de octubre de 1898, mediante la cual se establecen otras estaciones postales militares y además ordena que el nombre de la Estación Militar No.1 se cambie oficialmente de "Cuba" a "Santiago, Cuba" a partir del 1 de diciembre.

Por lo tanto, creo que debemos considerar a la "Estación Militar No.1, Santiago, Cuba" como estación militar diferente a la "Estación Militar No.1, Cuba" inicial. Además creo que debemos distinguir entre tres fases de la "Estación Militar No.1, Cuba" cada una con su propia marca postal más temprana (MPMT): Estación Militar No.1, Cuba, en Daiquirí, en operación del 24 de junio al 5 de julio de 1898, Estación Militar No.1, Cuba, en Siboney, en operación del 6 al 20 de julio de 1898, y Estación Militar No.1, Cuba, en Santiago de Cuba, en operación del 21 de julio al 1 de diciembre de 1898. A éstas entonces les seguiría la "Military Station No.1, Santiago, Cuba" con su propia MPMT.

Debemos hacer una última aclaración. Las fechas oficiales de apertura de las estaciones militares establecidas en las órdenes del Director de Correos de los Estados Unidos (ver <POSTb89806a> en la bibliografía de esta monografía) no son necesariamente las fechas reales en que comenzaron a operar. En varios casos, encontramos marcas postales de algunas de las estaciones que anteceden su fecha de apertura "oficial" según las órdenes del Director de Correos. Entre estos casos está precisamente la Estación Militar No.1, Santiago, Cuba". La Orden Núm. 471 estipulaba que el cambio de nombre fuese efectivo a partir del 1 de diciembre de 1898, pero no obstante, conocemos varias marcas postales que incorporan el nombre Santiago y anteceden a esa fecha. La cancelación más temprana que he podido identificar incorparando el nombre Santiago es una cancelación duplex del 23 de agosto de 1898, aunque Robert S. Gordon indica que ese mismo tipo de marca postal se empezó a usar el 21 de agosto (ver <GORD6504> en la bibliografía de esta monografía). Otras marcas postales que anteceden la fecha de apertura oficial son Manzanillo y Sagua de Tánamo, siendo siempre posible que encontremos otras.

Las fechas de apertura y cierre de las estaciones postales militares que citamos junto con las imágenes de las MPMT en este artículo son las que indican las órdenes del Director de Correos de los Estados Unidos, excepto en el caso de la Estación Militar No.1 en Cuba en que son las fechas en que en efecto se establecieron estaciones postales militares en Daiquirí, Siboney y Santiago siguiendo el movimiento de las tropas americanas en suelo cubano.

The only ilustration of a postal marking from this military postal station comes from the study "Cuban Postmarks" by Antonio Barreras published in Revista de Filatelia Cubana early in the 20th Century. It is a facsimile of a 4‐line receipt marking shown as Figure #253 on page 39 of the March 1903 issue of that journal that we reproduce below.

Even though it is an extremely late usage, the double oval type 3 cancellations on the right hand side 1c and 2c stamps are the ERPs for this military station (Alfred Kugel collection). Only one other later cover with the same type of cancellations is known to exist.
