Reference is made to Dauphin Island Gathering Partners's (Dauphin) right-of-way (ROW) application, dated April 3, 2017 and received by this office on April 19, 2017, for Pipeline Segment Number (PSN) 11355, ROW No. OCS-G17720.

Specifically, Dauphin requests to modify Pipeline Segment Number (PSN) 11355 by reversing the flow direction of the pipeline segment.

Attached, please find a permit application, area maps, flow schematics and receipt for fee payment for another Reverse Flow application just as we did in May and December of 2016. The reverse flow allows our offshore producers to continue flowing their wells while our Mobile Bay Facility and downstream customers are down for necessary repairs. Our reverse flow in May and December of 2016 was a great success as we encountered NO problems throughout the duration of the reverse flow.

As per BSEE requirement, this letter and attached drawings shall serve to notify the BSEE/Pipeline Section that Dauphin Island Gathering Partners (DIGP) is requesting approval for our appUcation for modification of pipeline segment # 113 55 to reverse flow for a period of approximately one (1) week within the window of June 15,2017 thru July 15, 2017. Currently segment #11355 begins at MP-225"A" platform and ends in Federal/State waters at our AST-73 platform. From this point it continues into our Mobile Bay Processing Facility in Coden, AL The purpose of the reverse flow is to provide flow assurance for customers impacted by pipeline work being performed downstream of our Mobile Bay Processing Facihty. The reversed flow will deliver gas into the TETCO Pipeline Segment # 10824, beginning at MP-225 "A" piatform and ending in Venice, LA. To accommodate this event, two (2) check valves will be pinned open on our MP-225 "A" Platform and block valves will be closed at our Mobile Bay Gas Processing facihty inlet. The check valves will have signs indicating they have been pinned in the open position.

An Application fee receipt of $ 4169.00 is attached
