UN-CMCoord: What are the challenges?

Cultural Differences

A humanitarian meaning of ‘protection’:

“Preservation of the effectiveness and survivability of

mission-related military and nonmilitary personnel,

equipment, facilities, information, and infrastructure

deployed or located within or outside the boundaries of a

given operational area.” – Joint Operations 3-0, Aug 2011

A military meaning of ‘protection’:

“…[A]ll activities aimed at obtaining full respect for the rights of

the individual in accordance with the letter and the spirit of the

relevant bodies of law (i.e. HR law, IHL, refugee law).”

– IASC Policy Paper, Dec 1999

What is UN-CMCoord?

United Nations Humanitarian Civil-Military Coordination

(UN-CMCoord) is:

“The essential dialogue and interaction between

civilian and military actors in humanitarian emergencies

necessary to protect and promote humanitarian

principles, avoid competition, minimize

inconsistency, and when appropriate, pursue

common goals.”

The key elements are information sharing, task division and planning.

Coordination is a shared responsibility facilitated by liaison and

common training.

Basic strategies range from co-existence to cooperation.4

Civil-Military Cooperation (CIMIC) vs.

UN-CMCoord

Civil-Military Cooperation or CIMIC is a military staff function

that deals with the relations between military and civilian actors.

The NATO definition of Civil-Military Cooperation (CIMIC) is:

“[T]he coordination and cooperation, in support of the mission,

between the NATO Commander and civil populations, including

national and local authorities, as well as international, national

and non-governmental organisations and agencies”.

The African CIMIC concept is composed of three different civil-

military coordination functions, namely liaison and information

management, mission support and community support.

(UN-CIMIC) is a military

Humanitarian Action

vs.

Military Civic Action

Humanitarian acts are guided by the humanitarian

principles....assistance is provided based on need. It is

….impartial….without discrimination. Humanitarian providers

strive to deliver this help in a neutral manner, without taking sides

in disputes or political positions on the underlying issues.

Military civic action is conducted based on the needs of the

force and the mission….[it] is conditional and may cease when

the mission changes or the unit moves.

The Humanitarian Principles that Guide

Humanitarian Action

Impartiality: Humanitarian assistance must be provided without

discriminating as to ethnic origin, gender, nationality, political opinions, race

or religion. Relief of the suffering must be guided solely by needs and

priority must be given to the most urgent cases of distress.

Independence: Humanitarian assistance must resist any interference,

whether political, ideological or economic, capable of diverting it from the

course of action laid down by the requirements of humanity, impartiality and

neutrality.

Neutrality: Humanitarian assistance must be provided without engaging in

hostilities or taking sides in controversies of a political, religious or

ideological nature.

Humanity: Human suffering must be addressed wherever it is found, with

particular attention to the most vulnerable in the population, such as

children, women and the elderly. The dignity and rights of all victims must be

respected and protected.

What is the Humanitarian

Operating Environment?

‘A conducive environment where the receipt of humanitarian

assistance is not conditional upon the allegiance to or

support to parties involved in a conflict but is a right,

independent of military and political action.’

(MCDA Guidelines)

It is achieved through acceptance of and

adherence to humanitarian principles.

essential for the establishment and

protection of the humanitarian operating

environment in emergencies.

Hierarchy of Humanitarian Tasks Performed

Direct Assistance:

Face-to face distribution of goods and

services - handing out relief goods, providing

first aid, transporting people, interviewing

refugees, locating families etc.

Indirect Assistance:

At least one step removed from the

population - transporting relief goods, building

camps and shelters, providing water sources,

clearing mines and ordinance, etc.

Infrastructure Support:

General services that facilitate relief, but are

not necessarily visible to, or solely for, the

benefit of the affected population - repairing

infrastructure, operating airfields, providing

weather info, ensuring access to

communications networks, etc. 12

Primary Tasks Associated with the

UN-CMCoord Function

I. Support the establishment and sustainment of dialogue

with military forces.

II. Assist in the development and dissemination of

guidelines for the humanitarian community’s interaction

with military forces and armed actors.

III. Establish a mechanism for the coordination of the UN

humanitarian interaction with military forces and other

armed actors.

IV. Monitor assistance activities undertaken by the military

forces.

V. Assist in the negotiation of issues in critical areas of

coordination.
