Authorization is hereby requested for $230000 to complete removal activities at the Silresia Chemical Corporation aite in Lowell MA Thia action will restrict the possible contact of area residentbull with soils contaminated with volatile organiccompounds pesticides and PCBa Region 1 intends to repair an exiating chain link fence aa recoamend d by the r aedial project manager to aaintain restricted acceaa to the aite

BACKGROUND

The Environmental Protection Agency (EPA) initiated emergency action at this site during June 1983 The Silresim site was approved for an immediate removal in an Action Memorandum dated June 24 1983 The site is a relatively flat 5 acre lot located at 86 Tanner Road in the south-central portion of the City of Lowell MA (Middlesex County) The site is located in an area of industrial activity approximately one mile south of Lowells central business district and in close proximity to several residential areas The closest residences to the site are located on Canada Maple and Autumn Streets approximately 325 feet south of the site

In 1971 a chemical waste reclamation facility had been estabshylished by Silresim Chemical Corporation at 86 Tanner Road The facility was designed to recycle or prepare for disposal of certain chemicals oils and metals on-site Numerous permitviolations occurred between 1973 and 1975 as volumes of wastes received began to exceed the capacity of the facility Silresim filed for bankruptcy in late 1977 and the facility was abandoned in January 1978 The State responded by funding a series of studies and cleanup efforts which resulted in the removal of 30000 decaying drums and wastes stored in bulk tanks Highlycontaminated soil containing volatile organic chemicals (VOCs)in excess of 1000 ppm was found on-site

Buildings on-site which comprised the Silresim facility were demolished in 1983 as part of a remedial action A temporary clay cap over areas of soil contamination and culverting to direct drainage were constructed to complete on-site remedial activities A section of privately owned site perimeter fencshy

ing was damaged during the construction of the subsrface drainage culvert and repair work could not be satisfactorilycompleted before the remedial contract expired

The manner in which the Silresia site aeets the prescribedcriteria for a six-month time extension is as followsa

with CERCLA and repair those portions of fencing in question thereby eliminating the potential for public exposure The approved immediate removal action is not complete until these conditions which led to the initiation of the action are eliminated or abated (30065(c) of the NCP)

2 There is an immediate risk to public health and the environment With the drummed and bulk hazardous waste removed the site nevertheless constitutes a health hazard because of the presence of soil contaminated with volatile organics pesticides and PCBs beneath a temporary clay cap

Easy access to the Silresim site represents an imminent and substantial endangerment to the public health and environment in that (1) soils contaminated with volatile organics pesticides and PCBs are likely to become re-exposed with increased access to the site by unauthorized personnel Damage to the clay cap could provide a direct means by which the contaminants may enter the environment in an uncontrolled manner (2) the fencing is the only barrier to prevent access to the site and consequently the potential for exposure to humans in this partly residential area is increased and (3) potential receptors in the immediate area include all persona using the site as a short cut or gathering area

3 Assistance will not otherwise be provided on a timely basis Enforcement action against owners operators and the generator has been unsuccessful The company has declared bankruptcy Regional Counsel indicated it is doubtful that enforcement action will result in revenues for this removal action

The State of Massachusetts is not equipped at this tiae nor is it within the scope of their operation and maintenance obligashytions to supply the funding to accomplish this work

This site is ranked on the National Priority List
