Problem Statement The Community Development Councils (CDCs) does not respond appropriately to the third party (World Bank, Bilateral donors and government) in terms of accounting and accountability arrangement, resulting in lack of transparency in:

(i); untimely Grants withdrawals and funds utilization by CDCs (ii); Delays in subproject implementations.

v  Development of well-organized follow up, feedback and reporting mechanism will bring certain changes in the CDC performance on proper maintenance of Accounting Books.

the field and Head Quarter. v  Improves communication between communities and NSP authorities

v  Institution strengthening of CDCs and their capacity to handle Non-NSP projects effectively.

The World Bank has already committed to fully support this Initiative.

Objective: }  To develop a comprehensive and well-organized follow up,

feedback and reporting mechanism both at HQ and field level in order to bring more accountability and transparency in CDC performance.

Scope In (The project covers the following); • 

Development of comprehensive financial monitoring system both at Head Quarter and field level;

•  Development of new procedure (mechanism) in order to increase efficiency and effectiveness of CDCs so that they properly utilize Accounting Books based on NSP guidelines

•  Piloting the new system in one province •  Ensuring better/easy access of third party (World Bank and bilateral donors) to

reports/information receive from the field. •  Development of online database for reporting purposes. Scope out (The project will not cover):

Rolling out the system for the NSP facilitating Partners.

High   Security has been a real challenge in Afghanistan and is getting deteriorated day by day. This phenomenon does not only affect implementation of this particular project but also it is huge challenge in the implementation all NSP activities.  

Visiting CDCs in insecure areas is a risk and as a contingency an adequate high risk areas strategy should be put in place.

Medium   If the pilot phase of this project is not successful, we may not be able to proceed with its national implementation and, the primary stakeholders may lose their interests in using this system in their organizations.  

Careful planning in a way that the right sample is chosen, all required software/hardware components are fully tested and are fully functional, sufficient training to CDC Financial Monitoring Team is provided and enough awareness given to the field (target communities). This will minimize the risk of pilot phase unsuccessfulness

Low   Low Literacy level of Community Development Council (CDC).  

CDC members require putting in place different uptake channels, which can be part of a contingency plan. We understand that the government of Afghanistan has take certain steps towards increasing the literacy rates of the Afghan people within the next couple of years. This will be an added value and automatically minimize the risk of illiteracy in our project.
