Unemployment by Constituency, November 2010 RESEARCH PAPER 10/75 17 November 2010 This paper presents labour market data for Parliamentary Constituencies. This paper presents labour market data for Parliamentary Constituencies. A summary of the latest national and regional labour market data is given, along with a selection of relevant constituency-level indicators including the latest Jobseeker’s Allowance (JSA) claimant count data.

The latest data show:

1 Monthly labour market statistics Statistics on Jobseeker’s Allowance (JSA) claimants are one part of a large selection of labour market data released on a monthly basis.1 This section highlights some of the key figures in the latest labour market release and also looks in more detail at changes in JSA claimants at a constituency level.

Unemployment • JSA claimant count unemployment fell by

3,700 in October 2010 to 1.47 million.2 It is 162,400 lower than in October 2009.

• The wider ILO-based measure of unemployment was 2.45 million in the period July-September 2010, a fall of 9,000 from the last quarter, and a decline of 17,000 compared with the same period a year ago. The unemployment rate is 7.7%, 0.1 percentage points lower compared with the last quarter and the same period a year ago.

• The number of people who have been unemployed (ILO measure) for longer than six months decreased by 29,000 over the last quarter to 1.27 million (July-September 2010). This was, however, 104,000 higher than in the same quarter a year ago.

• On a regional basis the highest rates of unemployment (ILO measure) were in London, the North East and Yorkshire and Humber (all 9.0%) (July-September 2010, see chart). Over the last year the greatest rise in the ILO unemployment rates was in Scotland (up 1.2 percentage points) followed by the East Midlands (up 0.6 percentage points). The West Midlands saw the largest year-on-year fall (down by 1.3 percentage points).

• In July-September 2010, 712,000 people aged 18-24 were unemployed (ILO measure), a decrease of of 12,000 on the previous quarter and of 26,000 on the same quarter a year ago. The unemployment rate for those aged 18-24 is 17.1%.

• 899,000 people aged 24 and under were (ILO) unemployed in July-September 2010, a rate of 19.0%.

Employment • The number of people in employment (16 and

over) rose by 167,000 over the last quarter to 29.19 million (July- September 2010); the number of people aged 16-64 in employment rose by 139,000 to 28.34 million in the same period. The employment rate for those aged 16-64 was 70.8%, 0.3 percentage points higher than the last quarter and up 0.1 percentage point from the same quarter a year ago.

• The overall rise in people in employment in the last quarter was partly driven by self-employment, which increased by 112,000 over the last quarter to reach 4.03 million, a record high since comparable records began in 1992.

• Over the last quarter, full-time employment rose by 25,000 to 21.21 million while part-time employment rose by 142,000 to stand at 7.98 million. Part-time workers now account for 27.3% of all in employment, the highest proportion since comparable records began in 1992. Compared to the same quarter one year ago overall employment rose by 286,000, full-time employment fell by 34,000 while part-time employment rose by 320,000.

Inactivity • In July-September 2010, 23.2% of those aged 16-64 were economically inactive

(9.27 million), a fall of 83,000 on the previous quarter but up 23,000 compared with the same quarter a year ago. The number of people inactive due to being a student has fallen by 22,000 over the last quarter but has increased by 32,000 over the last year (a rise of 1.4%).

Vacancies and Earnings • It is estimated that there were 453,000

vacancies in the UK in the three months to October 2010, a fall of 27,000 on the previous quarter but 20,000 higher than in the same period a year ago.3

• Average weekly total pay rose by 2.0% in the period July-September 2010 in Great Britain compared with the same period a year ago; bonus pay was down by 3.6%, while regular pay (which excludes bonuses) increased by 2.2%.

Data for new constituencies The majority of constituencies used in the General Election had undergone boundary changes. The availability of labour market data for these new constituencies is outlined below:

• JSA claimant count data and rates are available back to 2004.

• ILO unemployment, Employment and Inactivity based on the Annual Population Survey are available. Model-based estimates of ILO unemployment are being developed.

• Earnings data based on the Annual Survey of Hours and Earnings (ASHE) will not be available until the next release in December 2010.

• Annual Business Inquiry (ABI) data is available (Employee jobs).

Change in claimant count in constituencies Between October 2009 and October 2010 590 constituencies (91%) saw a fall in the claimant count level, while 60 (9%) recorded a rise. Between September 2010 and October 2010 fewer constituencies saw a fall in the claimant count: 497 constituencies (76%) recorded a fall; 148 constituencies (23%) saw a rise and 5 constituencies (1%) were unchanged.

The chart below shows the balance of constituencies that have experienced a monthly increase or decrease in the claimant count over the past year. This shows that in the past two months – and in seven of the past eight months – a majority of constituencies saw a fall in the Jobseeker’s Allowance (JSA) claimant count. Note that these data are not seasonally adjusted and therefore do not take account of seasonal affects which can sometimes cause significant movements in the claimant count. For example, the seasonal effect associated with Christmas contributed to rises in the claimant count in almost all constituencies in January 2010.

was up by 286,000 and the number of people nationally claiming JSA fell by 162,400 in October 2010 compared with a year ago.4

Over 590 of constituencies in October 2010 recorded a fall in the number of JSA claimants in the past year; 60 constituencies recorded an increase in their JSA claimant count. Looking in more detail at those constituencies that have seen an increase in JSA claimants over the past year, there is considerable variation between countries of the UK:

• In Northern Ireland, 89% of constituencies (16 out of 18) have seen a rise in JSA levels.

• In Scotland, 42% of constituencies (25 out of 59) have seen a rise in JSA levels.

• In Wales, 8% of constituencies (3 out of 40) have seen a rise in JSA levels.

• In England, 3% of constituencies (16 out of 533) have seen a rise in JSA levels.

These stark differences between countries are further highlighted in the table below which shows the constituencies with have seen the greatest increases and decreases in JSA claimants over the past year.5 It is notable that most of the 10 largest increases in claimant count are from constituencies in Northern Ireland and that all 10 constituencies with the greatest decrease in JSA (both in terms of levels and percentage changes) are in England.

2 Constituency data The remainder of this paper is made up of two tables and a series of maps presenting labour market data for the current Parliamentary Constituencies. The latest available data is shown, as well as comparisons with previous years and calculations of change and rankings. Section 4 of this paper provides a detailed overview of the sources used, methodology and copyrights; notes on using the data are also included there. Users should refer to these notes when using the tables; all data and maps are covered by Crown Copyright or Ordnance Survey Copyright.

Definitions of Unemployment Two sources of data are used to describe ‘unemployment’ in the UK: the claimant count and ILO unemployment. The claimant count is an administrative count of those claiming Jobseeker’s Allowance (JSA). It has the benefit of being timely, accurate, available since 2004 and for low level geographies. The main problem with the claimant count is that some of those looking for work and ‘unemployed’ do not, or cannot, claim JSA. The JSA claimant count is therefore an indicator of unemployment rather than a perfect measure of unemployment. The standard international measure of unemployment is ILO unemployment, a survey-based measure which captures the number of people looking for and available for work within a standard definition.6 The main problem with this measure is that at a local authority and constituency level it has a time lag and is subject to sampling variability.

Unemployment Rates Two ‘unemployment rates’ (JSA claimant rates) are shown in this paper:

• The ‘Library’ rate is calculated by the Library and shows the number of JSA claimants as a proportion of the estimated economically active population aged 16 to 64 resident in each constituency in 2008. This calculation attempts to capture the effect of differences in economic activity in constituencies and is not an official unemployment rate.

• The ‘ONS’ rate shows the number of JSA claimants as a proportion of the resident population aged 16 to 64 in 2008. Rates included in PQ answers will be based on this rate.

• Employment rates (based on the population aged 16 to 64)

• JSA claimants by age

• Jobcentre Plus vacancies.

4 Sources, copyright and methodology 4.1 Sources and copyright The original source for all data in this paper is the Office for National Statistics (ONS). Changes over time, rankings, the ratio of JSA claimants to vacancies and the ‘Library rate’ have been calculated by the Library. The specific source for data is shown below:

• JSA claimant count: non-seasonally adjusted data, downloaded from NOMIS: https://www.nomisweb.co.uk/. As unemployment has a seasonal pattern, comparisons should be made using the same month in each year. Data for constituencies is available from 2004 onwards.

• Library rate is based on the Library’s estimate of the resident economically active population aged 16 to 64, as outlined in section 4.2. These rates are higher than the ONS rates because they are percentages of the economically active population in this age range rather than the whole population in the age range (as used by ONS).

• ONS Rate is based on the resident population aged 16 to 64 and published alongside JSA claimant count data on NOMIS.

• Age and duration breakdowns for JSA claimants are also available from NOMIS.

• Employment Rate is based on the Annual Population Survey (APS) by ONS and is available from their website.7 This is a survey-based estimate and subject to sampling variability.

• Jobcentre Plus vacancies are available from the NOMIS website. They relate to ‘live unfilled vacancies’, which are vacancies notified to Jobcentre Plus and currently thought to be unfilled. A large number of vacancies are not notified to Jobcentre Plus, and the rate of notification can depend on location, occupation and industry. Data for Lincoln is affected by armed forces recruitment.

Unavailable figures are denoted in the tables by a ‘..’.

Claimant rates and figures on JSA claimants per vacancy are rounded to one decimal place.

The denominators used in this paper are partly derived from the 2001 Census. Census data for England and Wales are published by the Office for National Statistics. 4.2 Unemployment rate methodology Two ‘unemployment rates’ are shown in this paper. The ‘ONS’ rate is that published by ONS with the data and is calculated using the resident population aged 16 to 64 in 2008. Rates included in PQ answers will be based on this rate. Library and shows the number of claimants as a proportion of the estimated economically active population aged 16 to 64 resident in each constituency in 2008.8 For an exposition of the methodology used, see Library Standard Note Unemployment by Constituency: change in methodology.9

This methodology was updated as of the August 2010 edition when ONS changed the definition of working age to take account of the change in the state pension age for women. For an explanation of the shift away from the working-age population to the population aged 16 to 64, see Library Standard Note Unemployment by Constituency: changes to working-age rates.10

The rates presented in this paper should be regarded more as a social measure of relative deprivation than as an economic measure of the mismatch between the supply of and demand for labour, as they take no account of people’s ability to seek work outside the constituency in which they live.

While the Library rates are based on the latest population estimates at a constituency level, they are constrained by the use of the proportion of the population economically active in 2001. Where constituencies have seen major demographic shifts or socio-economic change since 2001 the methodology used to calculate the rates may be less accurate in fully reflecting current unemployment rates.

4.3 Map notes The following notes should be borne in mind when drawing conclusions from these maps:

• The maps on pages 45-47 show residence-based claimant count rates for October 2010 for constituencies in the United Kingdom, with an expanded view of constituencies in selected major conurbations and surrounding areas.

• The map on page 48 shows the percentage change in residence-based claimant count levels between October 2009 and October 2010 for constituencies in the United Kingdom.

• In both maps the constituencies in the United Kingdom have been divided into five equally sized bands, also known as ‘quintile groups’, each of which contain approximately 129 constituencies (20% of the total in the United Kingdom). The range in each group is shown on the map, but these ranges are not equal.

• Note also that constituencies with rates near the boundaries of these quintiles will be coloured differently even though their unemployment rates may only differ slightly from those in another, neighbouring quintile group.

• Considering the percentage change does not take account of the absolute level of claimants by constituency. Constituencies with relatively low absolute numbers of claimants could see high percentage changes and vice versa.
