I . Introduction

The purpose of this Tank Removal Report is to summarize historical activitiesinvolving underground storage tank #UT-42, located at CTL Ill (Area I), of theRockwell International, Rocketdyne Division, Santa Susana Field Lab .

IV. Discussio n

Although the VCEHD Abandonment Permit identified two USTs near CTLIII,only one existed at the site . Apparently, the information in the o riginalabandonment permit was based on incorrect facility drawings that erroneouslyidentified two USTs instead of one (Attachment D) .

UT-42 was removed from CTLIII on August 31 , 1987 under permit # 698 .According to a Rocketdyne correspondence (attachment E), soil sampling wasnot required by the VCEHD inspector at the time of removal .

Subsequent correspondences from VCEHD supports clean closure of UT-42 .For example a VCEHD correspondence , dated May 25 , 1990 reported that "UT-42 was not suspected of leaking at the time of removal " . Similarly , UT-42 isreferenced on a VCEHD UST chart (see attachment J of the TRR for UT-03) thatindicates there was no contamination .

On January 5, 1994, Rocketdyne personnel reviewed VCEHD undergroundtank files in an effort to locate additional tank closure information, specifically,the Tank Abandonment Checklist . Unfortunately, such documentation could notbe located with the exception for an empty folder, titled "permit #698" .

4 . Perform an inert-gas pressure test of tank(s) and piping. Call (805) 654-2813 24 hours in advance to ar-range for an inspection during the pressure test .

5 . Perform at least one soil boring immediately adjacent to the tank to detect past and present leaks fromthe tank resulting in contamination of the soil and groundwater. Provide a copy of the analytical resultsto this Agency prior to completing abandonment of the tank .

6 . Completely pump full the tank ( s) with concrete Call (805) 654-2813 24 hours in advance to arrange foran inspection during the filling operation .

7 Any contaminated soil or groundwater must be disposed of by means approved by this agency and theRegional Water Quality Control Board .

This permit to abandon does not waive the requirements to obtain other appropriate permits or meet the re-quirements of other regulatory agencies . This permit shall be revoked if this Department determines that anyof the above conditions are not met . If any contamination is detected in the soil or water around the tank(s),further action on your part will be required .

NOTE: Failure to arrange for inspection by this department prior to backfilhng will result in excavation of site .Permits shall be valid for six months -

Subject: Santa Susana Field Laboratory Underground Tank Status

Gentlemen :

Pursuant to your request in your letter dated 1 November 1989 , RockwellInternational Corporation , Rocketdyne Division ( Rocketdyne ) submits thefollowing outline of additional information on Santa Susana Fiel dLaboratory underground tanks :

1 . A total of five underground tanks have been removed from Building055 . On 21 February 1986 a 1,000 gallon diesel fuel tank wasremoved under a Ventura County Environmental Health Department(VCEHD) permit . Upon removal it was observed that there were holesin the tank and an uncontrolled release had occurred . Initialsamples indicated contamination of 1 .1 to 1 .3 percent diesel fuel by

weight . After remedial work was performed samples collectedindicated results ranging from 0 .001 to 0 .006 percent diesel fuel byweight . Approximately 45 yards of contaminated soil was transportedto Casmalia for landfill on 21 May 1986 .

The additional four underground tanks were radioactive waste holdup

tanks of 185 , 230 and two 1,000 gallons in size . These tanks were

removed with the decommissioning of the interim status Nuclear

Material Development Facility ( NMDF ) . With the concurrence of the

U .S . Nuclear Regulatory Commission the license for the facility wasterminated and the area released for unrestricted use . No

additional tanks have been found to exist at Building 055 . (See

Enclosure 1 )

2 . On 2 October 1988 a 500 gallon diesel fuel tank was removed underVCEHD permit X424 at Building 020 . Initial samples indicatedcontamination of 0 .3 percent diesel fuel by weight . Remedial workwas performed . A clean closure was determined . The County waspresent during the tank abandonment . On 20 and 29 October 1986, 42cubic yards of soil contaminated with diesel fuel was transported toCasmalia for landfill . (See Enclosure 2)

SANTA SUSANA FIELD LABORATORY UNDERGROUND TANK STATUS

The Ventura County Environmental Health Division (VCEHD) hasreceived Rocketdyne's letter dated April 27, 1990, regarding theunderground tank abandonments . Rocketdyne's request for cleanclosure at sites requiring the submission of additional soilanalysis or cleanup documentation can not be approved at this time .An evaluation of soil analysis indicates six sites may not beclean .

The sites where tanks were reported leaking will be referred to theLeaking Underground Fuel Tank (LUFT) program of this office forreview of the information provided . A determination will be madeas to what work is necessary to close backfilled sites . Anycleanup work must be approved in order to consider site closure .

Based on the submittals, several tanks have been included underabandonment records on file . Further site evaluation is needed toconfirm the correction of tank no . 48 to tank no . 53, as discussedMarch 20, 1990 ; as well as reconcile the number of tanks removedfrom buildings no . 9, 55, and 59 .

The following is a listing of each subject tank with commentsregarding their current status :

1 . Tank #1 :

Removed from the building #005 area as tank #403 . Soil

analysis received shows contamination . Referred to LUFT .

2 . Tank #3 :

Removed from the building #459 area . The abandonment reportstates a hole was observed in the tank . Soil analysis are noton file . A copy of the soil analysis should be submitted tothis office or samples be taken and analyzed .

4 . Tank #47 :

Removed from near building #324 as tank 1102 . The soilanalysis showed contamination existed . Referred to LUFT .

5 . Tank #39, 40, and 41 :

Removed from near building #351 . Soil analysis indicate somecontamination was present . This site is referred to LUFT .

6 . -Tanks #22, 42, and 51 :

Removed August 31, 1987 under abandonment permit #698 . Thesetanks were not suspected of leaking at the time of removal .

7 . Tanks #48, 51, and 53 :

Unable to verify the location of these tanks near buildings204, 206, and 207 respectively . Further site evaluation isneeded .
