It was verified only subscriber members were in attendance for closed portion of the meeting.

The Antitrust and Nadcap Personal Code of Ethics and Conflict of Interest were reviewed with the Task Group in the OPEN, CLOSED and Joint meeting.

The voting membership was reviewed, attendance roster was circulated and proxy votes were recorded.

The voting records and meeting attendance for SEAL TG Voting Members, Subscriber and Supplier, were reviewed for compliance to the requirements for maintaining membership. The requirements state that to maintain membership, a member must not be absent without approved alternate representation from three consecutive regular Nadcap Task Group meetings and the member, or approved alternate representation, shall not miss a vote on 2 consecutive letter ballots. The Task Group Chairperson is allowed to waive these requirements if other circumstances warrant retention.

All Voting Members met the requirements for meeting attendance and voting on letter ballots.

1.2 First Time Attendees

First time attendees include: H. Abel, G. Alba, Alonso, W. McFadden, D. McMillen, M. Moragi, M. Rebelo, E. Watson.

1.3 New Voting Members

This was the second SEAL TG meeting attended by Brent Clothier of Cessna. B. Clothiersubmitted a written request to become a SEAL Subscriber voting member.

Motion made by M. Koucouthakis and seconded by J. Kingsley to approve B. Clothier as a subscriber voting member. Motion Passed Unanimously.

ACTION ITEM: K. Purnell to process the completed m-frm-01 for B. Clothier and update the SEAL TG Voting Membership. (DUE DATE: 16-MAR-12)

2.0 AGENDA REVIEW / MEETING EXPECTATIONS – OPEN

The agenda for the meeting was reviewed. Attendees were given the opportunity to identify expectations to be addressed during the week of meetings. Expectations beyond agenda items included adhering to subscriber or industry requirements when reviewing checklists for revision and gaining a better understanding of how ISO/IEC 17025 is used by the Non Metallic Material Test Task Group (NMMT).

3.0 APPROVAL OF OCTOBER 2011 MEETING MINUTES – OPEN

The minutes from the October 2011 SEAL TG meeting and action items were reviewed.

Motion made by J. Kingsley and seconded by K. Defranco to approve the minutes from the October 2011 Nadcap meeting as written. Motion Passed Unanimously.

CONFIRMED MINUTES4.0 PRI STAFF REPORT – OPEN

Staff Engineer, K. Purnell, presented the PRI Staff Report that included Auditor Status, SEAL TG Metrics, Most Common NCR’s, Latest Changes, Future Nadcap Meeting Dates and Locations, Staff Delegation Metrics, 2012 Audit Failure Criteria, Open vs. Closed Meetings and New Meeting Agenda Format. (Attached)

The latest Audit Failure data was reviewed and the new numbers were compared to the existing Failure Criteria. There were three initial audits and 7 reaccreditation audits in 2011. For reaccreditation audits, the total number of NCR’s per day would have been reduced from 3 to 2 and the number of Major NCR’s per day would have been reduced from 2 to 1. The Task Group discussed the new failure numbers and decided to keep their existing failure criteria. Decision was based upon the limited number of audits performed and the new AC7115 Revision B checklist being recently released. At the next meeting the Task Group requested to review Failure Criteria based upon three years of data to see how it compares with their existing data. The new agenda format was reviewed and it was preferred over the existing format.

Motion made by K. Defranco and seconded by J. Kingsley to maintain the Task Groups existing failure criteria. Motion Passed Unanimously.

ACTION ITEM: K. Purnell to provide M. Graham with the Task Group’s approved Failure Criteria for inclusion in the next revision of NOP-011 Appendix A. (DUE DATE: 30-MAR-12)

ACTION ITEM: K. Purnell to add Failure Comparison based upon three years of data to the June SEAL TG meeting agenda. (DUE DATE: 30-MAR-12)

5.0 SSC REPORT – OPEN

K. Purnell presented the attached Supplier Support Committee Update that included an overview of the SSC Leadership Team, how the SSC helps suppliers, current SSC activities and their new supplier initiatives. For additional information please review the SSC minutes posted on the www.pri-network.com website.

6.0 AUDITOR CONFERENCE PRESENTATION TOPICS AND MATERIAL DEVELOPMENT – OPEN

7.0 MIXING FACILITIES – OPEN

SEAL TG discussed Nadcap accreditation of custom mixing facilities. Quality system requirement would be AS9100 or AC7004. Additional questions will be added to the mixing section of the AC7115 checklist for effective audit of mixing subcontractors. Questions are to include dates, times, how audit was conducted, auditor qualifications, question to address if a compounder modifies any of the compound ingredients has their customer been notified.

ACTION ITEM: SEAL TG to determine if AC7004 would be an acceptable quality system for Mixers since no QPL listing would be required for Mixers. (DUE DATE: 31-MAY-12)

ACTION ITEM: K. Purnell to Draft audit questions for effective audit of mixing subcontractors that includes dates, times, how audit was conducted, auditor qualifications, question to address if compounder modifies any of the compound ingredients has their customer been notified and audit handbook clarifications. Nadcap Membership status was reviewed. All members met the meeting attendance and voting requirements specified in NTGOP-001 Paragraph 5.2.5.

11.0 AUDITS AND AUDITORS – CLOSED

SEAL audits scheduled for the next 12 months were reviewed so Subscribers could identify audits for observation.

12.0 STAFF DELEGATION – CLOSED

Staff Engineer Keith Purnell met the minimum criteria of having at least 10% of findings reviewed by the Task Group Primes with at least a 90% concurrence rate. Staff Engineer maintains delegated status.

13.0 NEW BUSINESS – CLOSED

No new business was discussed.

14.0 CHECKLIST VISION – OPEN

Nadcap Checklist Vision Criteria was reviewed:

The establishment of audit criteria that is based upon industry standards (where not ambiguous) and includes requirements common amongst subscribing prime contractors (where the specifics of meeting that requirement may vary).

The program shall include provisions for auditing of Prime unique/specific requirements. Quality system questions shall be utilized to test for compliance and not for existence of quality

system elements. Expanded usage of job audits shall be considered to accomplish these initiatives. The Nadcap accreditation program shall promote continual improvement philosophies through

non-prescriptive means for compliance and address recurring industry issues and quality improvements through the relevant standards making bodies.

SEAL TG drafted an Aerospace Recommended Practice (ARP) for the manufacture of elastomeric products. Draft was reviewed and several changes to the document were suggested. K. Purnell is to e-mail the revised Draft to attendees for review and comment. Attendees are to e-mail comments to M. Koucouthakis and K. Purnell using track changes by 30 March 2012. M. Koucouthakis is to review the proposed changes then ballot Draft to the AMS-CE committee by 16 April 2012. The ARP was needed to define critical manufacturing requirements.

16.0 OVERVIEW OF SEAL AND NMMT PROGRESS ON CAPTIVE AND INDEPENDENT ELASTOMERIC MATERIAL LAB AUDIT QUESTIONS – OPEN

There have been multiple conference calls between NMMT and the SEAL TG since the October meeting and all questions developed by the SEAL TG have been incorporated into the NMMT checklists.

17.0 IDENTIFY IF ANY AC7115 CHANGES ARE REQUIRED TO IDENTIFY CAPTIVE LAB QUESTIONS IN AC7122/1, AC7122/2 AND AC7122/4 – OPEN

Captive Laboratory questions were reviewed but no additional questions were required.

18.0 DRAFT AN MOU FOR USE OF NMMT AC7122/1 AC7122/2 AND AC7122/4 – OPEN

A Draft MOU was discussed; questions raised were:

Is there a quality system requirement for captive labs? Is the SEAL supplier captive lab audited by SEAL TG issued an AC7122 cert or AC7115B with material test lab scope? Are the test classifications certified to AC7122? Questions will be discussed in the joint meeting between NMMT and SEAL.

24.0 JOINT MEETING WITH SLT AND NMMT TASK GROUPS FOR DEVELOPMENT OF AC7122 TESTING CRITERIA FOR ELASTOMERIC MATERIALS – OPEN

NOP-005 Cross Commodity Agreements

Rebekah Braun gave a presentation on the subject of Memorandums of Understanding (MOU).

24.1 Joint Meeting with Elastomer Seals Task Group (SEAL) - Development of testing criteria for Elastomers

There were a few questions about the details that needed to be placed in the MOU.

What does NMMT have for Quality Requirement?o AS9100 for part and material manufacturers (AC7122-P and AC7122-R) and ISO 17025

for an independent labs (AC7122-I). How would the audit work?

o SEAL would utilize the AC7122 Base Document and any associated Slash Sheets (AC7122/1, AC7122/2, etc) to audit Elastomeric Testing that is being performed at the Captive Laboratories associated with the Elastomers part manufacturers. The SEAL TG would manage any resulting NCRs and grant AC7115 and AC7122-P accreditation accordingly.

o NMMT would also use the AC7122 Base Document and any associated Slash Sheets to audit Elastomeric Testing that is being performed at an Independent Test Lab. The NMMT Task Group would manage any resulting NCRs and grant AC7122-I accreditation accordingly.

24.2 Rolls Royce Test of AC7115 and Elastomer Seals Testing Questions

Tara Campbell provided feedback on the Rolls Royce test of the AC7115 and new AC7122 Elastomer Seals Testing questions. Generally speaking, the checklist was sound but a little jumpy in the general section. The testing lab review went well and the questions were leading into the right directions, but there were some disconnects within the standard and the labs procedures.  So the testing of the testing questions went very well.

ACTION ITEM: PRI to provide a copy of AC7122 (base document) to the SEAL TG. (DUE DATE: 2-Mar-12)

ACTION ITEM: SEAL TG to review the sections in AC7122 that are applicable to P - Part Manufacturers Captive Laboratories and identify if there are concerns with applying any of these requirements to SEAL TG Suppliers. Also, review the job audit criteria to determine if the requirements are acceptable (i.e. one job audit per slash sheet) (DUE DATE: 25-Jun-12)

ACTION ITEM: PRI to review the details in the MOU between SEAL and NMMT and make necessary revisions. Share final draft of MOU at June Nadcap meeting. (DUE DATE: 30-Apr-012)

ACTION ITEM: PRI to add a Training Topic to the October Auditor Training to address the Elastomer specific training to the NMMT Auditors and Base Document AC7122 training to SEALS Auditors.  Discuss logistics at June Nadcap meeting. DUE DATE: 25-Jun-12)
