• Introduced concept at WJTSC 05-1 (Feb 05)– Met with COCOMs and interagency exercise planners to solidify possible framework

to integrate large scale exercise schedules

• Coordinated way ahead with DHS exercise leadership• Briefed National Exercise Scheduling Conference (Jun 05)• Developed concept at WJTSC 05-2• Further solidified process at WJTSC 06-1 (focused on FY 07/08/09)• JTIMS development continues to support synchronization• PTEE PCC takes on task of integrating the HSEEP and CEP/JEP under larger

Discussion: • Memorandum of Understanding in draft in White House staff• DOD has lead for coordinating the implementation guidance after MOU is signed

Issue(s):• Current US government (USG) exercises are not synchronized to create opportunities for strategic national level exercises • Lack of synchronization causes scheduling disconnects and prevents the participation of leadership at the national level

Impact: • Participation of senior leadership, efficient use of staff time to resolve issues and improve policy, resourcing for exercise events and long term planning all suffer from lack of top down synchronization

Desired Endstate:•Fully integrated, top-down driven NEP in FY 2007 and beyond

Discussion: • 5-year exercise calendar is the cornerstone of a truly NEP• Policy, Training, Exercises and Evaluation Policy Coordinating Committee (PTEE PCC) is USG exercise synchronization focal point• 5-year exercise calendar reviewed/coordinated at every PTEE PCC

Issue(s):• Without an approved synchronized 5-year exercise calendar, overall NEP will not likely succeed
