ABOUT ULYANOVSK STATE UNIVERSITY

In 1985, the Russian government (USSR) adopted a resolution to establish the first university in the city of Ulyanovsk, which was to open its doors to first student s in 1995. The government acted on the request of the Ulyanovsk region administration , which hoped that the new academic institution would satisfy the growing demand for professionals in rapidly developing fields , such as General Medicine, Mathematics, Radi o Astrophysics, Electronics & Telecommunications and Information Technologies .

During 1996, the regional

administration established a special group to work out a concept of the new educational institution. The group was composed of members of the local g overnment and scholars from several educational institutions of Ulyanovsk. Since the need for new employees was extremely urgent, the initial plans were soon adjusted to envision the university opening in 1988. In addition, it was decided that the new univ ersity would become an affiliate of a large university from a major neighbouring city like Gorky, Saratov or Kazan.

However, careful consideration tipped the scale in favour of the most renowned institution of higher education in Russia. Moscow State University (MSU), which was expected to give its newly founded affiliate a head start, ensuring excellence in education and research. On February 11, 1988, the Russian government adopted an official r esolution to establish a n affiliate of MSU in Ulyanovsk. This day is celebrated as the Found ation Day of Ulyanovsk State University.

USU started its activity with two faculties – Faculty of Mathematics and Faculty of Economics, which at the time only enr olled 200 students. The university campus design project, selected as a result of the national competition, envisioned several study, research and recreation facilities in a large undeveloped city spot near the Sviyaga River. In the first few years the new affiliate depended heavily on Moscow State University for guidance on educational, research work and administrative issues, etc.

After eight years of being an MSU affiliate, the university was granted autonomy by President of the Russian Federation , Boris Yeltsin , on the 17 th of December , 1995. By this time Ulyanovsk State University had expanded to include 11 faculties , among them the Faculty of Medicine. At t he present time MSU scholars continue to work in close cooperation with USU researchers; serve as guest lectures and advisors for USU graduate students.

INSTITUTE OF MEDICINE, ECOLOGY AND PHYSICAL EDUCATION AT A GLANCE

The idea of creating a full -fledged

medical institute originated in 1999. At that time the university had already opened the Faculty of Medicine, Faculty of Ecology and Physical Education & Rehabilitation . “The Institute of Health” is a unique structural association of scientists that emerged at USU with the establishment of the Institute of Medicine , Ecology and Physical Education . The medical Institute is an association of biologists, physicians, surgeons, ecologists, psychologists, physiologists and specialists in the field of physical education, etc. The institute offers internship programs in 23 areas and residency training programs in 46 areas . Presently the university offers a 6-year course of General Medicine through the English medium instruction, and students who come from Bangladesh, Columbia, India, Indonesia, Israel Jordan, Lebanon , Vietnam, Yemen and other countries are allowed to do their internship program in any country of t heir choice. Scientists of the institute annually take part in Russian and international scientific forums held in the country and abroad. At present the Faculty of Medicine, Faculty of Ecology, Faculty of Physical Edu cation & Rehabilitation, Faculty of Postgraduate Medical and Pharmaceutical Education and the Medical College are under one roof.

The institute provides the following programs of study: Faculty of Medicine – General medicine; Paediatrics; Faculty of Ecology - Natural resource management; Biology; Chemistry; Forestry; Soil science; Faculty of Physic al Education and Rehabilitation - Physical education for health impaired people; Physical education and sport; Faculty of Post -graduate Medical & Pharmaceutical education – Pharmacy ; Nursing care.

The institute has the following

units : Dept. of Academic Affairs, Research Centre, Anatomical Museum , Medical Simulation Centre, etc. Cur rently there are 25 academic departments, which provide medical education for about 1500 Russian students and about 180 students from foreign countries . The Institute of Medicine , Ecology and Physical Education has 42 Doctors of Science , including 28 Professors, 121 Candidates of Science, 8 Honorary Doctors of Russia , etc. Two dissertation councils for defending doctoral and candidate’s dissertation are function ing at the institute.

RESEARCH AND ACADEMIC PROGRAMS

Priorities of Ulyanovsk State University include realization of joint educational programs in cooperation with a number of higher educational institutions from the USA and Germany. Over the last 3 years the exchanges have provided study abroad opportunities to around 30 students from the Russian -America n and Russian -German faculties.

The university applies a wide

variety of approaches to promote research and innovations. Research at USU is conducted by all institutes and faculties , each having at least one research and development team. Other than medicine and biotechnologies, USU does research in nuclear power engineering, aerospace industry, automobile engineering , aviation technology , etc. Many of the projects are sponsored by grants of the Russian Ministry of Educat ion and Science .

The ‘USU - High Technolog y’

Techno park operating since 2006 maintains close relations between science and business , participates in the develop ment of small innovative enterprises, helps companies master new technologies , creates the conditions for prepar ing and retraining personnel in the field of high technology.

USU runs a Telemedicine Centre,

which provides training for medical professionals of the region and abroad. Recently USU has been involved in setting up two research groups for developing a new blood pressure and heart rate monitoring devices .

Ulyanovsk State University has successfully implemented faculty exchang e programs with Jiangnan and Heilongji ang universities in China.

In 2012, USU signed an

agreeme nt for a joint Russian -Indian International MBA program. The agreement’s purpose is to provide a framework for academic exchange and joint MBA training of working professionals in India and other Asian countries like Singapore, Sri Lanka, Hong Kong, UAE, etc.

In 2015, USU signed a contract

with the New Era Educational Consultants, India , to provide eligible students to the Faculty of Medicine for instruction in the English medium and , as of today , more than 30 students from various states of India are studying at USU.

Among re cent development s is

participation of USU in the Oxford Russia Fund programs, which provides sch olarships to humanities students enrolled at USU.

GENERAL INFORMA TION FOR FOREIGN STUDENTS

Ulyanovsk, formerly Simbir sk, is

a city on the Volga River in Russia, about 700 km southeast of Moscow. Ulyanovsk airport is located a short distance away from the international student hostel and it will take a little over 1 hour to fly from Ulyanovsk to Moscow. The p resent population of the city is over 600 thousand people. The city is also connected with Moscow by road and railway.

Ulyanovsk is the birth place of Vladimir Lenin. The c ity changed its name from Simbirsk to Ulyanovsk in honour of the deceased Vladimir Ulyanov , better known as Lenin, the leader of the 1917 socialist revolution.

Ulyanovsk is one of the fast est growing cities in Russia. It is a significant industrial city and home to large -scale aut omobile and heavy aircraft enterprises .

Ulyanovsk is relatively warm from about mid May to early September. The average summer temperature is +25 degree C. Snow falls from late November till the end of February. The average winter temperature may vary from +10 to -10 degree C. It can drop as low as -20 some days in winter. Winters are normally windy and snowy with little day light. In March the snow begins melting.

The first international students

were enrolled in a USU undergraduate study program in 1991. At this moment USU has more than 300 international students from 30 countries of the world.

Ulyanovsk State University offers an affordable fee structure for medical programs and all fees may be paid directly to the accounting office of the university. The c ost of living in Ulyanovsk is very affo rdable . The New Era Educational Consultants, India, is authorized to carry out i nternational admissions to the Faculty of Medicine for English medium instruction.

GENERAL MEDICINE In European countries the MBBS

course is referred to as ‘Doctor of Medicine’ (MD). The Institute of Medicine, Ecology and Physical Education at USU is a government organization, under the Ministry of Health of the Russian Federation, so the degree received from USU is recognized by all countries including US, UK and the Medical Council of India, etc.

ELEGIBILTY He/she shall have reached the

age of 17 years on or before the 31 st of December of the year of admission to the General Medicine program . Students must have passed Secondary and Higher Secondary examination s and obtained a minimum of 60% marks together in Physics, Chemistry and Biology.

DURATION OF STUDIES In contrast to Europe and Nort h

America, duration of the General Medicine program (MBBS) at USU is six years . For international students it is usually followed by 1-year internship in a country of their choice .

MEDIUM OF INSTRUCTION For all international student s

classes are taught in the English medium. Since one needs advanced Russian skills to carry out research and diagnose patients, it is compulsory to learn the Russian language. Preparatory Russian language classes are carried out till the 6th semester.

ACCOMMODATION International students are

accommodated in rooms shared by 2 -3 persons in the residence hall provided by USU. Eve ry room has a bal cony, kitchen and attached wash room. The rooms are fully furnished with a centralized heating system, etc. The hostel is equipped with an external video surveillance system and a card reading system on entry doors , there are supervisors to ensure security and well -being. Broad band Wi -Fi internet access, laundry rooms, fitness an d performance halls are other facilities available at the international hostel .

LIVING EXPENSES One Russian meal in a university

cafeteria costs about 250 roubles. An Indian Mess is operational at the international hostel for students from India. High quality and hygienic v eg. and non veg. foods are served 3 times a day .

ACADEMIC CALENDA R

The academic year at USU begins on September 1. The fa ll term normally runs from September to January, while the spring term lasts from Feb ruary till the end of June. Normally , students will have their yearly vacation in July and August.

TUITION FEE The t uition fees and hostel fees

for every year will be published separately. All international students are liable to pay their tuition fees, hostel fees, medical insurance and administrative charges directly to the university in Russia.

CENTRAL LIBRARY The scientific library at the

Institute of Medicine, Ecology and Physical Education has a rich collection of books on modern medicine, physics, chemistry, social sciences and computing, etc. The collection includes reference books, text books, research journals and CDs. The central library at the institute supports its main objective of becoming a world class institution in medical science.

EXTRA CURRICULAR ACTIVITIES The sports and fitness club on the

USU campus is famous among other universities. The university has its own stadium with an artificial turf football pitch , ten nis courts, athletics tracks, a multi -purpose sports complex and Aqua Club swimming pool, etc. All sports facilities meet the European standards. High level coaching and training sess ions are organized for students, who can also participate in sports meets and competitions.

CULTURAL CENTRE Cultural festivals are held at the

end of every semester and on festive occasions at the university Culture and Arts Centre. Students from various countries are provided with a platform to perform their traditional arts. Various competitions are held amongst faculties and universities in Russia.

USU HISTORY MUSEUM

The USU History Museum operating on the main campus since 2000 is open to both USU students and guests of the university. In addition to presentations and tour s highlighting the history of USU foundation and development, the museum conducts scientific conferences, thematic open lessons and workshops, exhibitions, lectures on world art history, meetings with cultural figures.
