USITSOL has built up a solution centric image with clients, consultants and third party partners. With currently over

600 temporary consultants working throughout the nation USITSOL has demonstrated experience of performing

temporary labor services contracts at highest success rate for various State agencies and departments. We are

also having significant experience in working with many government entities in State of FL under similar temporary

labor contracts and have developed a strong bonding with various organizations throughout the state by complying

with all Federal, State and Local rules & regulations. We have recently secured 4 statewide Temporary Labor contract

with State Government Universities and we are very keen to earn the business opportunities under this contract.

EXECUTIVE SUMMARY

US IT Solutions, Inc. (USITSOL) is pleased to respond to this ITN issued by Procure Department of

Purchasing Department of University of Central Florida, (“UCF”) State of Florida, for Temporary Labor

Services contract for numerous categories including, but not limited to, administrative, accounting, training,

support staff, information technology, professionals, light industrial, technical, skilled trades, and general

maintenance. Our response outlines our proposed solution and demonstrates our understanding, approach

and capabilities to achieve the business objective of UCF also including the benefits (Economical &

Operational) that USITSOL has to offer to UCF. We understand that UCF has released this ITN to identify

and evaluate the best temporary labor providers (Firms) that can be more advantageous for UCF in terms

of accomplishing all ongoing assignments by deploying the best resources on demand and cost effectively

throughout the State. We are aware about UCF’s intent, requirements and performance expectation form

selected firms. We understand that UCF going to establish Three (3) years contract with two (2) additional

companies in FL, that are always ready to support us to achieve the business objective of UCF from this

ITN.

Ability to perform temporary Staffing Contracts: Recruitment & staffing division at USITSOL is

technically equipped and consists of over 140 people working in tandem under various departments that

include Recruitment, Account Management, Client Care, Employee-care, Business Development,

Operation & Process management. In 2015, we assigned nearly 150+ temporary consultants in diverse

settings with various government departments on over 60 Temporary staffing contracts with similar scope

and service.

Experienced and dedicated Account Management Team: Our Account Management executives will

work diligently with UCF to identify the contract needs and to provide best resources for those needs with

effective communication. Our account management team has over 80 years of collective experience

handling similar temporary labor services.

Pool of available candidates: USITSOL has presence in 49 states and has maintained in-house dataset of

700,000 resumes which is growing every day. There are over 43,000 prescreened temporary consultants

from entry level to executive level from diverse backgrounds are located in State of FL and can be available

any time the UCF has a staffing need.

sure that customers’ concerns are taken care immediately. We have well defined processes to ensure

customer satisfaction starting from fulfilling client requirements with right resource.

Account Management:

We will provide a fully dedicated Account Management Team to dedicatedly work with UCF only, and

account management team will be responsible for tracking the UCF requirements and assuring the

satisfactory performance of the candidates at the UCF site.

Customer Communication:

USITSOL believes in active and effective customer communication. UCF will have the access of

USITSOL 24*7 through chat, email, and call and in person meetings. Proposed Account Manager and

Account Executive will remain in touch with the UCF assigned Project Manager for any kind of

communication regarding project performance and their queries will be entertained within the defined

SLA.

Project Monitoring:

USITSOL will assign a virtual Client Engagement and Delivery Office (CEDO) for UCF that will be

responsible for monitoring overall contract or project performance. CEDO is the proposed contract

solution for UCF to achieve their business objective from this ITN. We have explained CEDO in detail

in below section of this ITN response.

Personnel Replacements:

We have well-defined and documented replacement and credit policy for an inadequate performance and

mitigation plan. In case, if the UCF asks for replacement of consultant due to his/ her inability to perform

the tasks set out by the UCF, we have a well-defined process to handle situations.

Issue Resolution and Escalation:

With an aim to give top priority to requirements of our customers and to resolve their issues, our local

staff and key management can be accessed directly. Once an issue is reported or a requirement is

received, an acknowledgement mail is sent back to the customer by the Account executive within an

hour. USITSOL checks the status of an issue every hour till the issue is resolved. The issue is logged in

to USITSOL’s issue Resolution System and a ticket is generated. All correspondence is logged against

this ticket to provide an accurate audit trail. The ticket is closed only when the issue is resolved. On the Job Training (OJT) to the Employees:

USITSOL provides internal and external management and technology training for all our professionals.

We recognize the importance of imparting trainings to its employee lead to their personal growth and

development, as well as the necessity of a highly skilled workforce in order to improve the success and

efficiency of the organization. We provide on the job training (OJT) to the staff based upon the every

day’s job work responsibilities with word processing, database, and spreadsheet software. It is a simple

and cost-effective training method. Using such method, proficient as well as semi- proficient staff is well

trained. We train the staff in actual working scenario. The motto of such training is “learning by doing”.

Candidate Performance Evaluation:

USITSOL administers a process to evaluate the performance of its employees, Customer Services team at

USITSOL get in a regular touch with Client’s project supervisor to get the status about employee

performance during and after the assignments. We regularly send a Customer Satisfaction Assessment

Report to our clients on a regular interval of time for getting it signed by them which describes our

employees’ performance at client site.

Regular progress reporting

USITSOL will provide all reports to UCF that include weekly reports, monthly reports, top level,

statistical analysis and we can also generate other reports as per the requirements of UCF for no additional

cost.

B. PROJECT STAFF QUALIFICATIONS/EXPERIENCE

USITSOL Response: With our experience in serving on 60+ similar contracts, we learnt that a well-defined

organization is key to success of any such contract. To ensure the success of this contracts, we will allocate

a dedicated Contractor Representative (Account Manager) Mr. Sumit Gagneja to UCF account, who have

vast experience in handling similar contract requirement in past and will be responsible for end to end

process and other administrative activities including but not limited to handling the State’s requirements,

responding to UCF inquiries regarding the contract activities, answering questions related to ordering and

delivery and many more up to the contract execution term. This hands-on approach by our Senior

Management will ensure prompt resolution of all issues that might arise, and demonstrates USITSOL’s

total commitment towards the success of the contract. During the contract term if USITSOL ever remove

or assign a new Account manager or representatives to the UCF’s accounts, it will notify the same to the

Contract Administrator 30 calendar days before. We follow team management approach for handling such

contracts. We have proven organization structure of dedicated team having extensive experience & huge

understanding of similar contracts. To manage contract with the UCF, we are proposing following highly

skilled Key Personnel who will be responsible for tracking the UCF’s requirements. These key personnel

will provide support to UCF’s account from USITSOL’s corporate office located in our CA office. Figure

local employment agencies throughout the US and post the job requirement there. We also use resumes of

qualified candidates registered with these local employment agencies and we also have maintained a large

network of Subcontracts that help us to accomplish any work order in limited span of time.

by posting them on our internal web site for internal referrals.

2. Describe how urgent requests are handled.

USITSOL Response: USITSOL has experience and well defined process to handle the urgent request. We

have experience many situations where we handled and fulfilled unexpected and urgent temporary

personnel requests made by our clients during the execution of the projects. Based on our past experience

on similar situations, we understand the requirement of urgent requests due to unplanned circumstances.

These may be due to reasons including but not limited to additional manpower requirement due to enhanced

scope, replacement of manpower. UCF will have access of our Account Management team 24*7 through

email, chat, call and personal meetings as well. Whenever if there will be any urgent requirement arise at

UCF level, USITSOL will follow our standard approach and methods as explained below, to full fill the

UCF’s request immediately.

Immediately upon notification of urgent request from UCF, Our Account Manager (AM) or Account

Executive (AE) will acknowledge the UCF with for recipient of the request. AM will enter the requirements

in US-RECRUIT (An Applicant tracking and Talent Management Tool) with all information that include

Request Type, Skill Set, Education, Location, Rates, Domain experience and Department etc. That entered

request will be received by Recruitment Manager (RM) immediately and she will assign the requirement to

Recruitment Team (Dedicated recruitment team to provide urgent and emergency temporary staff or

replacement of the consultant along with all required and desired information requested by UCF. Recruit

Team for UCF account consist Recruitment Lead (1), Sr. Recruiters (1), Recruiters/Sourcers (2)). Our AM

will provide resumes for urgently requested requirements to UCF within Five (5) business hours; facilitate

candidate interview with UCF Manager and initiate the joining process.

Our Recruitment Team will use following steps to fulfill the urgent request made by UCF.

Check into the Internal Pool: To overcome such situation, as a practice we have maintained an

internal pool of candidates (Internal candidate pool referred to the pool the temporary consultants

we have placed). Recruitment Team will check into our internal pool to identify if there are perfect

match available. This Pool helps us in providing replacement/ additional unexpected resources to

client well within time during project execution so that client’s timelines is not suffered.

Qualified Candidate List (QCL): Qualified candidate list is the list of pre-screened

candidates, USITSOL maintains an extensive database of pre-screened professionals for all

classifications matching to capability, as well as part-time employees and referred candidates who

are immediately available. This allows USITSOL to maintain a dataset of superb candidates who

are already familiar with our processes and procedures and are ready to work on short notice; these

candidates can be hired and on-site within days if necessary. When Recruitment is checking for

candidates from “Internal Pool” simultaneously Recruitment team will check for the candidate in

“QCL” and make them available for UCF consideration.

Internal Database: USITSOL maintains a robust, company-wide proprietary candidate database,

in its internal database system called (US-RECRUIT). For nearly over 10years, USITSOL has

been building a database of the world’s most sought-after professionals from diverse backgrounds

and domains. Our candidate database populated over 700,000 resumes from entry level to executive

level and every day thousands more are added to our database via our website and e-mail. Resumes

are automatically entered into our database for categorization by profession, education,

certification, pay rate, GPA, years of experience, special skills, location, testing scores, licensing,

and availability etc. Through this approach we keep sourcing and screen the candidates and adding

those in our Talent Resource Management System (TRMS) called US-RECRUIT. We will

networking and database building. Recruit Team will search for best and perfect candidates local

to FL in our database and will present the candidate for UCF consideration in same day.

Well Defined Timeline: Our Account Manager, supported by Recruitment Team, is responsible for

ensuring the timely fulfillment of UCF’s temporary staffing needs. USITSOL will assign a dedicated

Account Manager to handle the UCF account. On receiving the requirement from UCF, the Account

Manager will prepare a skill matrix of the specific job requirement for position(s) from UCF. Most of the

time, we present qualified resumes within one business day as our Recruitment Team work over the span

of 14 hours and cover early morning and late evening hours of all US time zones to reach the candidates.

ensure a perfect fit according to the project requirements. During the evaluation phase all applicant are

required to go through a detailed screening, testing and interview process before assign them to any project

or position.

Vetting: USITSOL has a robust vetting and selection process of personnel before assigning them to any

project or position and this process starts from resume qualification. Whenever any requirement will be

received from UCF, Account Manager discuss the Job description with Recruitment manager and prepare

the draft for internal recruitment purpose and also set candidate evaluation criteria based on job

requirements. Purpose of evaluation criteria is to identify weather the applicant has eligibility to work under

particular project or not. For the evaluation purpose recruitment official set up a framework of certain

“Must Have” according the job requirement.

Screening at USITSOL initiate with the Resume evaluation. Whenever any Requirement is open our

Recruitment Team follow a comprehensive approach to source the best resumes for the positions and

“Must have” Framework is setup after a deep analysis of the requirement and it covers each part of project

for a successful placement. Job applicants who will meet the “Must Have” framework only will be

considered for further testing process; the candidate does not meet any requirement given in “Must Have”

framework we will never move forward with that candidate. Recruitment Team Prepare the list of top rated

candidates from Initial screening and share the report with “Testing Panel” for further testing of the

candidate. “Testing Panel” is the group of USITSOL’s employees with similar experience as given in job

requirement.

Testing: We have candidate Assessment center designed to measure many different types of job related

skills and abilities, but are often used to assess interpersonal skills, communication skills, planning and

organizing, and analytical skills. The assessment center (ProveIt/Kenexa) typically consists of exercises

that reflect job content and types of problems faced on the job. The assessment center typically uses multiple

raters who are trained to observe, classify, and evaluate behaviors. At the end of the assessment center, the

evaluators meet to make overall judgments about people’s performance in the center. Below given are few

of the test that we follow:

Evaluate typing/ keyboard and ten key proficiency: Online typing test involving Word processing,

database, and spreadsheet software (checking speed and accuracy).

Skill Check: Conduct detailed interviews, check effective communication, creativity, analytical

thinking, and problem solving capability over a multitude of the performance areas to see if they fit.

Check ability to operate office equipment and filling methods: Evaluate proficiency to operate

standard office equipment, accounting, data entry and customer services skills by discussing prior job

scenarios (in case position required this screening).

Evaluate command on software programs such as Word, Excel, PowerPoint, etc.: General

computer knowledge test by our trained recruiters along with Online typing test involving Word

processing, database, and spreadsheet software (checking speed and accuracy).

Check ability to perform arithmetic computations: Online arithmetic computations test involving

numerical aptitude, curricula restricting calculator, digits and arithmetical operations.

Evaluate General Clerical Aptitude and accounting knowledge: General intelligence and clerical

aptitude test involving multiple choice questions includes basics of general clerical duties, accounting,

numerical aptitude, general English and general knowledge questions.

Testing Panel also focus on following testing as given below:

Experience Test: In this testing phase, Testing Panel discuss candidates’ past experiences—

accomplishments and challenges alike—to discover skills that will enable them to thrive at client

project. In this phase Technical Panel identify most important past experiences in a detailed way,

focusing on candidate’s specific role and key actions that can critical to success.

Case Test: USITSOL believes that the best way to assess candidate problem-solving skills is to discuss

a real Client’s business problem with candidate, this case interview help us to understand that how a

candidate can:

Structure a tough, often ambiguous, business problem

Decide which issues are important to focus on

Deal with facts and data—and their implications (numerical and otherwise)

Formulate conclusions and recommendations to solve the problem

Articulate your thoughts during a fast moving discussion

Problem-solving Test: As a complement to our case interview, we ask candidate to take a multiple-

choice test to demonstrate their analytical skills. It consists of questions, based on real client cases, with

no business background required.

This testing phase narrow the broad list of candidates and only select the qualified candidates and share the

report of short listed candidates to the Recruitment Team and Account Manager for further process that

Interview Process: USITSOL has a structured interview process of the personal from Application

collection, Pre-screening through final interview with client. USITSOL qualify the candidates for client

interview after a robust screening and interview process. According the Work request received from UCF,

USITSOL will set “Required” “Essential” and “Desired” criteria for interview and selection process. Below

given are the interview phases that we follow for every job requirement received from client:

Application Collection at USITSOL Level: Whenever a requirement is received from UCF,

USITSOL’s Account manager will share complete job description with Recruitment Manager, Subject

Metter Expert (Testing Panel) and Recruitment Lead based on project or job requirement, for example

if UCF is hiring consultant for their Accounting requirements. Testing Panel at USITSOL will be our

employees working on Accounting Projects will be responsible for doing technical screening of the

applicant. Recruitment Lead will create the job specs and compliance matrixes and assign the task to

recruitment official (Technical Recruiters) for application collection and prescreening purpose, while

at the same time Testing Panel will prepare assessment sheet, interview questions and set the hiring

criteria based on the job requirements. Recruitment will officials search for the candidates in our

internal database, Web based job portals and post & promote the job through various jobs boards, job

listing websites and social networking channels to attract more candidates and this is how USITSOL

start receiving the applications from candidates.

Initial Screening interview at USITSOL Level: USITSOL will conduct initial screening interview to

determine if the applicant has the qualification needed to do the job for which UCF is hiring. Initial

screening will be conduct by USITSOL’s Recruitment Officials through phone where they will discuss

about the job requirements with candidates and share the job specs and compliance matrixes with the

candidate and also confirm some information that include but not limited to Location, Industry,

Function, Level/Role, Recent experience, Education, and Rate. Based on the conversation and

information received from the candidates, Recruitment Officials will prepare a report of qualified

candidates and send it to the Technical Panel for further process.

Functional/Technical screening interview at USITSOL’s Level: Technical interview will be

conduct by Testing Panel through phone/video chat/in person with shortlisted candidates from initial

screening interview. This process will contains experience interview, Case interview and problem

solving test. Based on the report received from Recruitment Officials, Testing Panel makes the

interview decision with qualified candidates and shares the interview schedule with Recruitment

Officials. Recruitment officials share the interview schedules with candidate and make them available

for this crucial round of interview process. Based on this technical assessment process Testing Panel

shortlisted the candidates and share the feedback with Account Manager, Recruitment Manager,

Recruitment Lead and Official.

Follow-up & Final Interview at USITSOL Level: Recruitment officials share the assessment

feedback with every applicant through email and also schedule the follow-up interview. We always

have follow up interview with the candidates for whom we are the most interested on the basis or reports

received from Testing Panel and this round of interview is conduct by USITSOL’s Recruitment

Manager. In this round Recruitment manager make clear all terms and conditions of the project with

1. What is the budget limitation of this RFP? UCF Answer: Positions will be identified and filled on an as needed basis.

2. Is it a single or multiple award? UCF Answer: We anticipate a multiple award.

UCF Answer: However, we estimate approximately December 1, 2016. This is a three year contract

with two additional one year renewals.

UCF Answer: Since the ITN is to secure hires through a temporary staffing agency where there will

not be an employer-employee relationship established with UCF, we do not feel the pay rates the

institution is utilizing for the time being are applicable and agree with your suggestion that we

decline to respond to this question.

UCF Answer: This will be a new contract.

UCF Answer: We are looking to cover all the areas mentioned in the ITN. The list of skills and specific

scope of work requirements will be provided at the time the need is identified.

16. We specialize in all IT products and services, so I wanted to get a better idea of what type of

information technology services this ITN consists of?

UCF Answer: We are looking for all areas of IT.

17. Is the job order request a competitive billing rate bid for each new job request? Is it an auction for

the lowest rate?

UCF Answer: Yes.

18. We will submit items to be review in the Terms & Conditions section. When can we expect a

response to negotiate the terms?

UCF Answer: Please refer to Appendix II Supplemental Offer Sheet Terms and Conditions.

19. How many vendors will be selected? Our organization provides, light industrial, maintenance,

clerical, contact center, administrative, finance, accounting, IT and engineering talent. Will a full

service organization be weighted higher than a niche specialty or vice versa?

UCF Answer: We do not know how many suppliers will be awarded.

20. Do you require monthly invoicing?

UCF Answer: The Scope of Work in the IT says monthly invoicing and provides the details of what is

to be noted on the invoice.

21. Are your payment terms 30 days?

23. Does the university prefer an excel spreadsheet for billing? UCF Answer: All billing questions will be addressed after an award is made.

UCF Answer: While the university supports the use of MWBEs and all small and diverse vendors, we

do not have any specific requirements or considerations allotted.

38. Parking fees/rates: would the vendor’s staffing associates fall under “vendor parking”? If so,

please clarify if the fee of $51.01 is paid monthly or per semester. If not, please clarify what the

charge is per staffing associate.

UCF Answer: The monthly fee of $47.89 plus tax is paid monthly. An annual costs $478.87 plus tax,

it would need to be paid as an annual lump sum. This will be confirmed with Parking Services at

We are a staffing/consulting firm specializing primarily in technology-related (IT

Applications/systems, etc.) skills, and I wanted to get an idea if there were any specifics or lists of

technologies, skills, systems, or applications that UCF historically needs help with that we can tailor

our proposal to. IT skills such as PeopleSoft, Microsoft, etc…. The list in the advertisement is a bit

broad and all-encompassing.

UCF Answer: We do not have any specifics or a lists of skills at this time. When we fill an IT position,

a SOW or requisition will be issued to the vendor.

45. How much labor (in dollars) was ordered on this contract annually, estimated?

UCF Answer: This will be a new contract since June 2011.

46. Will the past performance of the company in this industry be heavily weighted in the evaluation?

A SOW/requisition will be issued when services are requested. 65. The required OFFER format does not include an area to expand upon our firms rates. Will rates be negotiated after vendor selection? UCF Answer: Please refer to the Scope of Work paragraph 2 in the ITN. 66. According to Section 1. Sealed Offers of the ITN’s Acknowledgment Form, “all offer sheets and this form must be executed and submitted in a sealed envelope. (DO NOT INCLUDE MORE THAN ONE OFFER PER ENVELOPE.) The face of the envelope should contain, in addition to the above address, the date, and time of the solicitation opening and the solicitation number.” In addition to the online submission of the proposal, is a hard copy of the proposal also required for submission? 74. According to Section 1.2 Contract Award and 4.0 Other Requirements of the ITN, a sample of UCF’s standard terms and conditions can be viewed in the UCF website. With regard to UCF’s standard terms and conditions (which is separate from this ITN), are Respondents allowed to submit exceptions to these terms to UCF? UCF Answer: Per section 2.3 B: Respondent Communications and/or Inquiries: Any Respondent

The deadline was September 2, 2016 by 2:00 p.m. 75. If so, would Respondents be disqualified or adversely impacted during the evaluation process if they were to submit exceptions to UCF’s separate standard terms and conditions? UCF Answer: A proposal will be automatically rejected if you do not agree with the non-negotiable terms of the contract.

76. If in the case that UCF accepts/rejects certain ITN redlines/exceptions from Respondents (for terms and conditions that are considered negotiable) during the Questions Period, would those accepted/rejected terms need to be mentioned again within Appendix II – Supplemental Offer Sheet, Terms and Conditions? UCF Answer: Yes. 77. If so, would the newly UCF-accepted redlines/exceptions need to be classified by Respondents under the “No” category within Appendix II – Supplemental Offer Sheet, Terms and Conditions (due to the fact that they essentially changed the original language of the terms and conditions)? 79. If government-mandated costs or expenses are enacted during the contract term, will Respondents be allowed to request rate increases to cover these higher rates? UCF Answer: All prices will be negotiated at the time a work request is placed. This ITN is for qualifications only. 80. With respect to Affordable Care Act (ACA) costs, would UCF prefer these charges as a separate line item on the invoices, or instead incorporated directly into each Respondent’s bill rates (during the price quotation phase)? Please clarify. UCF Answer: Please incorporate into the bill rates, while providing bill detail to show all components to the actual or proposed rates.

81. Are there any surety/bid/performance bonds required for this contract? UCF Answer: No.

A sample certificate is attached as APPENDIX III.” Is Appendix III – Certificate of Non-Segregated Facilities (that is included within this ITN) required to be completed and included within each proposal submittals? categories referred to in Section 1.1?

UCF Answer: The more global key performance indicators we would be looking for are the obvious: speed of response, time to locate candidates, time to hire, candidate fit and quality, general customer service and bill accuracy. Beyond that, to granular levels of individual department and college temporary staffing needs, there may be additional KPIs added into the scenario based on the location of the temporary hire placement and the specifics of the needed hire. 110. What motivators will be considered when selecting one vendor over another? UCF Answer: The ITN will be evaluated in accordance with the requirements listed in the ITN.

111. Does the term "knowingly" in Section 2.34 (page 19) mean that hiring an individual who voluntarily

responds to general/untargeted employment advertisements would not be a breach of this Section?

UCF Answer: UCF’s prior written consent would be required in any case, during the period of this ITN

and during the period of any resulting contract for those individuals who are employees during such

period.

112. End of Section 2.48 Work for Hire (page 23) has language regarding: Payee will indemnify UCF for

any liabilities connected with "the use or reproduction in any manner, whatsoever." This is a little

unclear, can UCF please clarify?

UCF Answer: Yes, the use and reproduction is supposed to mean “use and reproduction of the

Materials”.

116. 3.2 ITEM 5, can we still bid if we do not have long term college accounts but other types of accounts

that are not schools? Like airports for example?

117. SCOPE OF WORK- background checks, when will driver’s license checks be needed? What is the

requirement on point on the license?

UCF Answer: A driver’s license check is consistent with the background investigation that we run on our

current employees and was one of the items we mentioned for the background check in the ITN. We are

specifically looking to see if the applicant has a valid driver’s license in case they would need to travel in a

university vehicle/gem or in their own vehicle for university business. These checks can also reveal if there

is a recent DUI.

118. How many positions are you anticipating on filling on average, weekly, monthly? UCF Answer: We do not have an answer at this time. 119. What is the average length of the assignments? UCF answer: It will vary. 120. Will there be any direct hire or temp to hire positions? UCF Answer: No. 121. What is the typical time between a request for a temp from the University and the start date for the temp? UCF Answer: We do not have an answer at this time. 122. If I gave you 20 chips to allocate the value of these 4 metrics into a bucket, how would you allocate the chips when your options are price, retention, speed, quality?
